morning. making the grade. what this 13-year-old has to say about graduating college with four degrees. and sleeping in style. u kever e good tuesday morning, everyone. we begin with those images of people crowding together enjoying the holiday weekend. >> and their actions have already sparked consequences. scenes like this prompted authorities to issue a new travel advisory requiring those who defied social distancing rules over the weekend to immediately self-quarantine. >> a last-minute scram surveillance now under way in brazil as people rush to board final flights to the u.s. before a travel ban goes into effect tonight. brazil is now the world's number two hot spot with daily deaths from covid-19 surpassing those in the u.s. also this morning, a remarkable story of survival.

65-year-old eddie jackson of columbus, ohio, is now recovering after 59 days on a ventilator. his son says eddie nearly died several times, but we begin our coverage with that new self-quarantine order after the holiday weekend.hoday.r at the lake of the ozarks in missouri. >> it was just because we've been so people deprived for so long. >> reporter: in st. louis county, nearly 200 miles away, city officials are now urging anyone who was at the popular vacation destination over the weekend to self-quarantine for 14 days or until they test negative for covid-19. the advisory even encourages >> the beautiful thing about this place is there's ten bars down here so there was a lot of people here, so it's hard to .

>> reporter: the local sheriff says they can't do anything to stop the crowds because, quote, social distancing is not a crime. but the st. louis county health department calls the behavior over the weekend reckless saying it endangers countless people and risks setting us back substantially from the progress made fighting the virus. jody aikens was among the crowds at the lake. >> we go to the lake quite often so i knew it would be pretty busy but masks were not worn so it's pretty much to each their own. >> reporter: and it wasn't just missouri. large groups in close quarters were seen across the country. along the shore in new jersey, people walking shoulder to shoulder on boardwalks. tubers in texas overflowed rivers. >> if i get it, everybody else getting it. hey, that's life. gathered at lake havasu. it comes as 11 states report an increasing number of covid-19 cases including north carolina which is seeing its highest number of hospitalizations so far, and now a new warning from

the world health organization, saying even areas with declining cases of the virus are at risk for an immediate second peak if they ease restrictions too soon. the warning coincides with states lifting more restrictions this week. >> we put all our protocols in place taking temperatures, signing waivers. >> reporter: people in massachusetts can now get their hair cut and visit recreational marijuana shops. gyms in ohio will welcome back members today, and in more areas of hard hit new york state construction can begin, and retail stores can open with curbside pickup today. the governor says even long island just outside new york city is on track to enter phase one of re-opening tomorrow. store where furious customers were seen ben california, places of worship will be allowed to re-open for in-person services at reduced capacity but some religious leaders in the san francisco

area are calling for a delay. >> i'm not waiting on the governor. >> come on. >> i'm waiting on god. >> come on. >> and when he gives me the okay -- >> yes, sir. >> -- then i'll be ready to go back. >> reporter: well, churches in california have to meet extensive guidelines before re-opening including restrictions on singing groups and cleaning protocols. >> a colorado restaurant is suing the governor for suspending its after cme pac mo in-person dining was not allowed. in their lawsuit the owner says they're being deprived of their livelihood. another has an idea proposing social drinking zones, designated areas where customer can buy alcoholic beverages and walk the street with plastic cups. because of coronavirus restrictions, president trump is threatening to move the biggest republican event.

meanwhile, former vice president joe biden is ramping up his attacks on the president while making his first public appearance in months. abc's ines de la cuetara has more. >> reporter: this morning, a stark contrast between political opponents. [ playing "taps" ] president trump and former vice president joe biden stepping out on memorial day to honor the fallen. >> at your service. >> reporter: trump attending events at arlington national cemetery and fort mchenry. >> in america we are the captains. >> reporter: biden making his first public appearance since the start of the coronavirus lockdown wearing a black mask and laying a wreath to mark the day. biden spent sunday taking swipes at the president criticizing trump's stance on health care, climate change and his decision to go golfing this weekend. trump firing back between his events monday, blasting biden

for being weak on china and his handling of trade. the president even taking a swipe at biden for wearing a mask retweeting a photo of biden with the caption, this might help explain why trump doesn't like to wear a mask in public. it comes as trump puts new pressure on another democrat. >> when people gather together, one person can be the spark to spread the virus to many. >> reporter: with indoor entertainment venues still closed in north carolina, the president is threatening to move the republican national convention from charlotte if governor roy cooper is unable to guarantee that by august we will be allowed full attendance in the arena. the governor says north carolina is working with republicans but will rely on data to make any decisions about the convention. he will address the issue today at a news conference. trevor and mona. >> ines, thank you. a setback this morning for billionaire richard branson's space company. the first test of a private

system to launch small satellites has failed. the rocket was carried above the pacific ocean by a 747 jet and then released but then something went wrong. virgin orbit company isn't saying what the problem was, if the system works. it will deploy satellites from anywhere a 747 can take off. forecasters say there is a 40% chance that bad weather will delay a history making launch at kennedy space center. the first manned launch on u.s. soil in nearly a decade. the mission which could determine the future of commercial spaceflight is a collaboration between nasa and elon musk's company spacex. two astronauts will be heading to the international space station. >> we try to have a contingency plan for every scenario that we can imagine so if the crew were in danger for some reason, we'd have an answer and be able to get them out of danger and take them to safety.

back now with that manhunt for a college senior, who is a suspect in two murders and a kidnapping. police have released a new image of him as the fbi joins the search and his family is now speaking out. here's abc's andrea fujii. eportedeanhunt for a college student police say is armed and dangerous. authorities say 23-year-old university of connecticut senior peter manfredonia is on the run wanted in connection with two murders and a kidnapping spanning at least three states. this morning his family is speaking out through their attorney. >> nobody wants any harm to come to you. it is time to let the healing process begin. it's time to surrender. >> reporter: it all started friday in willington,

connecticut, when police say manfredonia killed 62-year-old ted demers after he gave him a ride. he is also accused of attacking his neighbor and briefly holding one more person captive before stealing guns and a truck. according to the "the new york times" demers' wife said he had been stalking a neighbor's daughter then on sunday they say manfredonia went to an acquaintance's home where he killed nicholas eisele, kidnapped his girl and stole a black jet that volkswagen. >> this guy could have came by my house. sad something like this could happen. believe maredonia j jetta along with the woman to new jersey where he let her go unharmed and abandoned the car. pennsylvania police say this is the latest picture of manfredonia walking along train tracks with a duffel bag near east stroudburg, inside believed to be pistols and a long gun. manfredonia's family says they haven't heard from him but say he has struggled with mental health issues.

>> he sought the help of a number of therapists, and he's had the support of his parents and loved ones. >> reporter: manfredonia's family says he was an honor student and a football player. police aren't releasing any information on a possible motive but say if you do see manfredonia, don't approach him. call 911 because he is considered armed and dangerous. mona, trevor. >> andrea, thank you. and the rising price of meat has reportedly gotten the attention of federal investigators. the justice department and agricultural department are looking into whether the meatpacking industry is fixing or manipulating prices. during the covid-19 outbreak were due to plants running at a lower capacity as workers got sick. here's something else you can blame on coronavirus. more cars are being stolen. with more people staying home, their cars are sitting unattended for days at a time. auto thefts in new york city are up 63% this year, and it's not just new york, thefts are also

enter the real world. but i just want to focus on learning right now because that's what i love to do. >> jack now has a full scholarship to the university of nevada. >> 13 going on 30. well, back now to the coronavirus and the new headline about hydroxychloroquine. a major study on the drug is now on hold. also this morning a new warning about a second peak of the virus and new progress on a vaccine. earlier i spoke with dr. alok patel about each of these developments. dr. patel, as always, thank you for joining us this morning. i wanted to ask you about the world health organization hauling its trial of hydroxychloroquine because of safety concerns. now, this is the same drug that president trump said he took daily as a preventive measure against the coronavirus. are you surprised by the move by this agency? >> i'm not surprised. you know, last week we also had the largest study coming out looking at hundreds of hospitals and thousands of patients of hydroxychloroquine and different drug combinations. the researchers found that it

increased mortality and heart disease in almost every group, so the world health organization who currently has this large clinical trial looking at several different treatments, the solidarity trial basically put the brakes on the hydroxychloroquine arm, and it's important that all these agencies are taking a look at all the data and making sure the drug is safe. >> and, dr. patel, the world health organization on monday also warned countries where coronavirus infections are declining could still face an immediate second peak of the virus. this comes after we saw so many examples of people ignoring social distancing measures over the weekend and during the holiday. how concerned are you about the scenes, and when will we know if and when a second peak arrives in the u.s.? >> well, fortunately i do think a lot of people in the country are following the right precautions, but if you look at these pictures of people at these pool parties or at these beaches, any one of those could turn into another small outbreak which could lead to another large-scale spread of the virus, and i think one thing we're all

worried about is the second could coincide with flu season which could be a huge disaster. if you look at history, almost every pandemic we've seen has come in multiple waves. >> also on monday another company, this one novavax, announced it started the first human study of its experimental thnek fu sre high otreet. wh are your thoughts on a vaccine development so far and the progress that's been made? >> what is optimistic, there are so many different types of vaccines on the market right now. so novavax is using a specific type of protein. they're putting it into a nano particle. i think it's an optimistic sign for the public that companies are trying different a company, multiple vaccine efforts out there. >> sounds promising. our thanks to dr. patel. well, coming up, the number one movie in the country right now surprising everybody. also ahead, a new use for all those empty baseball stadiums across america.
