let's start off -- this has not changed, the heat danger and heat advisory goes through 7:00 thursday evening away from the bay shore and the coast, and solano even with a hotter excessive heat warning. what has changed, spare the air. not that we eliminated it, but it's the north bay, east all potentially with unhealthy air quality in the afternoon and evening hours. as we look at the 12-hour planner, the coast will stay in the 60s. as you head higher in elevation you will hit the 70s, but at the coast, the 60s near the water. look at the 80s and 90s already by noon, and the records will be setting, and we will have to change the record books. relief is on the way for the weekend. i will show you that coming up. here's reggie. >> thank you. a big step forward in our state's path to economic recovery, and governor newsom

says counties can now start allowing in-store retail shopping and that means local businesses will be able to get back on track theoretically, and i say that because it looks like the bay area will probably not be doing this right away. amy hollyfield is live in walnut creek with more on this. >> reporter: yeah, we are still on the outside looking in, still doing window shopping here, and no word on when bay area counties will move into this phase and allow us to go into these stores. still, curbside pickup allowed here. governor gavin newsom has approved for the state the ability to go inside stores and shop, but only if counties say it's okay. bay area counties have been a few steps behind in every phase of this reopening process, taking a slower approach so no announcement yet on when we will be allowed to go inside the stores. the governor says he's allowing the new phase to open up because

california continues to flatten the curve, and he's encouraging everybody to keep up the good work of social distancing, staying home and wearing masks, and he says the precautions will be especially important as we start to reopen california, so this is another big step for the state. we will be looking for local officials to hear when they decide to allow our counties to move in this direction. reporting live in walnut creek, amy hollyfield, abc7 news. the same situation for our area churches and other places of worship. there are new state guidelines. when our local counties will decide to let them return, and masks will be recommended, and using the collection plate and using prayer rugs are all going to be discouraged.

rooms, tables, door knobs. >> the recommended job cuts that have been announced in palo alto could be seen in other districts as well. cardosa manages palo alto's custodians in the district, and she becomes her position will become more important next school year, one where we may see older students rotating at-school days, and a bigger priority on cleaning k through 5 schools all the time. >> i think about the vulnerable community, the little kids. they are not going to keep the masks on, you know. they are kindergartens and first graders, and we need to keep it spic and span as they say. >> the six recommended cuts would save the district close to $1 million but in the last two years there have been cleaner classrooms due to much of the training she has put in place. >> we went from a stage 2 to

stage 4. when i say stage 4, it means we are bringing up the cleanliness and hygiene of the schools. >> i did reach out to the union rep for the kacustodians, and s said no custodian jobs are on the chopping block but they are not adding any either. federal officials don't have a plan to specifically help working parents. most schools are out for the rest of the academic year and many summer camps and daycare centers are canceled. >> my office is opening up at the end of may, and there are several of us with younger school aged children, and they have not addressed that yet. >> a recent poll found even if schools were reopened, close to 70% of parents don't feel comfortable sending their kids

afternoon, and 82 at 8:00. the hottest will be the east bay valleys, several hours of 100 or hotter and still at 90 at 8:00. here's jobina. thank you, mike. good morning, everyone. we will start off in the north bay. the chp called for a sig-alert in woodley, which is near calistoga. looks like there's a fire in the area, a structure fire and it's not on the roadway but they shutdown all of state route 128 at tubbs lane, so that purple line on the map indicates a full closure. they have not given us an estimated time of when it will open, and they are trying to get it all under control in the area. moving over now, we will take a live look at the bay bridge toll plaza. looks good for the most part. a smooth ride in and pretty much smooth everywhere else around

the death of ahmad aubrey is being investigated as a hate crime. gregory mcmichael and his son were arrested earlier this month for the february shooting death of arbery. they suspected arbery of committing several break-ins in their neighborhood, and they are being held without bail. the fbi is looking into the actions of the police department's handling of the case. new at 6:00, the air force is removig height restrictions for pilots to allow more women to serve. previously applicants had to be between 5'4" and 6'5", and a sitting height was also required. that eliminated 44% of women under the ages of 29.

applicants shorter than 5'4" or taller than 6'5" will no longer be required to submit a waiver. one student in southern california just graduated from community college with four associates degrees. you guys have to meet 13-year-old jack rico. he got four degrees at fullerton college, and now he has a scholarship from the university of nevada to get his degree. >> i want to focus on learning right now because that's what i love to do. >> okay, jack. jack started college when he was 11 he earned the four associates degrees in just two years. i know his parents are so proud. look at them. >> uh-huh. >> how does that work, though? he's going off to school. where does he live?

redwood city and 92 in millbrae. upper 70s along the coast, and even 80 in daly city because you are higher in elevation, and that's how quickly the temperature will change at the coast today. south san francisco, sausalito, 98 in napa and record highs. oakland, hayward, 94. record high temperatures. 103 in concord and livermore. record high temperatures. some of these records go back to 1894. remember, it's going to be hot for our pets out there. concrete can get 120 or higher, 145 with asphalt, and even when the temperature starts to cool they will stay hot for another hour or two so be careful when walking them. here is a look at specific numbers. mid-50s to mid-60s, out on highway 4 in conra costa county and our hills is where the 60s and 70s will be. tomorrow, it will be dangerous because it will be day four for our bodies to deal with it.

60s and 70s for the most part this weekend with a chance of showers. i will show you that coming up next. six flags getting to reopen one of its parks, the one in oklahoma city. and it will open frontier city six flags on friday, june 5th. the chain has 26 locations across the country including its six flags in vallejo. they are working with the counties and states to establish protocols before all of their parks reopen. >> it will be the same ole park but will definitely have a different feel to it. will be going through a temperature screening system at the front gate and we are using technology to screen the crowd as they inner, and as they enter the park we expect everybody has an opportunity to make sure they are wearing their masks.

>> and they are going to include enforcing social distancing, and you can only get on rides with family members and there will be cleaning all day long, including rails and handrails. the head of royal caribbean said buffets will probably be closed when cruising first resumes. some cruise lines are considering keeping the buffet, but having staff members handle the food. friend, do we need to keep it? >> all right, look. i love a buffet. >> do you? >> i do. i know, i know. but i think -- is that trashy of me? >> we won't judge you, friend. >> we will get into that later. i think if the person is serving the food, that could maybe workout. >> maybe. okay. >> we will let it sink in.

inch, which we need. and the heat will finally break. we'll talk more about the record heats coming up -- the record highs, i should say, but first let's go over to jobina and the live desk. >> this morning president trump is threatening to pull the biggest republican event of the year from north carolina because of coronavirus restrictions. the president says he will move the republican national convention from charlotte if governor roy cooler cannot guarantee full attendance by august. the governor said it will be treated like any other event. >> this is not political. this is not emotional. this is based on health experts. >> when people gather together, one person can be the spark to spread the virus to many. >> governor cooper says he will rely on data to make any decisions about the convention. he plans to address all of this

at a news conference later today. reggie. >> thank you. we are hearing from an east bay congressman for the first time since a running accident that nearly claimed his life. the bad fall happened while he was trying to cross an intersection in washington, d.c. >> i kicked it in to get through the intersection, and i took a fall. and i tucked my elbow as i flew through the air and landed on my ribs. i broke multiple ribs, hurt my spleen and was in quite a bit of pain. >> this happened in march and the congressman says he actually walked home, and he went to the doctor the next day. he was prescribed pain medication but ten days later he went back to the hospital for pneumonia that developed. he ended up spending five weeks in the icu and four of those weeks on a ventilator. >> i had my eyes open and was

able to have a conversation with medical staff and my family. >> he says at one point he was given a 10% chance of surviving. you can hear his voice is still horse. doctors expect him to make a full recovery. students heading to college this fall might not have the same on-campus experience of the past but may not have to pay as much either. the student loan and interest rates are dropping by as much as 50% yesterday, and the savings are huge. the students paying off loans in ten years will save $1,000 for every 10,000 they borrowed. and then researchers followed parents and their kids for five years and found that kids whose parents punished them for not eating certain foods became more picky over time. the best way to get kids to eat is to introduce them to new

yesterday. t here's a look at your numbers. the asterisk, that's a record-high temperature. and in san francisco, you would have to get up to 91 for a record. and then the south bay, east bay, north bay, all dealing with record high temperatures. 80s, 90s and a lot of 100s in the east bay valleys. we will talk more about the heat and when it will break coming up in the accuweather 7-day forecast. as mike mentioned, we are expecting hotter conditions today and that means more people trying to stay cool. lauren is live with more on this. >> reporter: good morning. kumasi, it's not easy. it feels great right now but as the day gets later it's harder to find places to cool off, and also there's a spare the air alert issued for today. the executive officer of the air district said as temperatures and traffic increase in the bay area unfortunately so does

unhealthy air quality. as i mentioned, it's harder to find places to cool down. right now libraries are off limits, and mall access is modified and swimming pools are closed because of covid-19. >> under normal circumstances some of our community centers would open and act as cooling centers and that trigger there is 97 degrees. >> reporter: so officials haven't made a decision if they are going to explore that option. now the county of santa clara released heat safety tips and we have a list on our website but here are a few to keep in mind. of course, drink plenty of water and limit physical activity, rest often in shady areas and wear light-weight clothing, and if you are exercising outdoors, now is the best time to do so. reporting live, lauren martinez, abc7 news. we saw a lot of the people spending the holiday outside,

and this was in ocean beach yesterday, completely crowded. this was before noon. and mission also popular. in the face of increasing coronavirus cases, viral videos show people were not wearing masks or following social distancing guidelines. jobina has the details on that. >> good morning, kumasi. yes, this morning the world health organization is issuing a new warning saying even areas with declining cases of the coronavirus are still at risk for, quote, an immediate second peak if restrictions are eased too quickly. this is video from over the weekend. several locations we saw packed pools and parties, but this is a pool party at the lake of ozarks in missouri. one woman said she wanted to go

to have a, quote, good time with her friends. >> if you are scared and you don't want to put yourself in that situation to maybe catch the virus, obviously it's your choice to stay home. some people, you know, just wanted to have a good time and really everyone is always going to have an opinion, so you have to do what you feel is right. >> nearly 200 miles away in st. louis county, city officials are urging anybody that went to the ozarks to self quarantine for 14 days or until they test negative. coming up, "gma" will have coast-to-coast coverage of the coronavirus, and that's right here on abc7. happening today, proposed budget cuts will be on the table at the oakland city council meeting. the mayor's proposal closes a $122 million short fall while maintaining the city's services

during the pandemic. labor groups in oakland plan to hold a car/caravan protest around lake merritt after the meeting. they are saying the mayor should not cut services and staff. and then the fire at pier 45 at fisherman's wharf. firefighters at the port of san francisco will provide an update this afternoon. the fire could end up disrupting our indigenous crab season. on top of the pandemic's impact, they have now lost dozens upon dozens of expensive handmade crab traps. >> i lost every piece of equipment -- fishing equipment that i own, not just grab here, in the fire. you wake up and you realize that everything you did your whole life is gone.

drove these stocks up in the premarket training up next. plus, betty white reveals what she's doing during the pandemic, and her message to survive the stay-at-home orders. and now we go to mike nicco, who is tracking the temperatures. >> yeah, let's take a look at live doppler 7. there's a slight marine layer at about 800 feet, and there's a little fog trying to form, more like some really thick haze. that will not last very long but it shows you how different the weather will be at the coast and the rest of us today. right now low to mid-60s with sunshine in the south bay, and mid-50s to mid-60s just in about all neighborhoods. head out to brentwood and it's about 68. in the hills, it's in the mid-70s. the commute planner today, spare the air, and the heat, no matter what it takes try to avoid that at all costs. i want to take a look at the

microclimates, and these are the areas with the least amount of heat. we start in san francisco where we hit the low to mid-80s for a couple hours this afternoon, and mainly in the 70s on either side, and then down to 66 at 8:00. let's go across over to the east bay. remember, i am saying these areas have the least amount of heat and you look and say, wait, those are the mid to low 90s in the east bay where most people don't have air-conditioner. yeah, it will be that hot again. we end up at 79 at 8:00 this evening. and then the peninsula, already 90 at noon and mid to a few upper 90s during the afternoon hours, and then 82 degrees at 8:00. remember, those are not even the hot spots. i will show you those coming up. first, i want to say good morning to jobina. she's been tracking the traffic this morning. how are our essential workers doing? >> i would say okay depending

what area you are in, overall, okay, mike. but i want to start off with the graphics near calistoga. i want to let you know that state route 128 is shutdown so the purple line you see there on the map indicates -- i should say 128 at tubbs lane, and that purple line indicates a full closure because they are working to put out a fight in the area, and it's a structure fire that is not near any homes i have heard of from the chp, so things appear to be in good shape. now, let's look at the san mateo bridge. a crash has been reported near the toll plaza, so you may experience a slowing once you approach the toll plaza, and it's a clear ride for the majority of the commuters headed towards the peninsula right now. here at abc7 we have been celebrating the class of 2020 by featuring students and their

window at sutro tower. you can see the haze hanging around the bay in san francisco, and later on this afternoon and evening be careful if you are outside, and look at the temperatures ramp up, and w still in the 80s to near 90 by 7:00. 11 million other californians dealing with the heat just like us. look at the spread today from 62 in eureka to 110 in palm springs. 48 degrees. look at the 100s through the central valley. we will talk more about our record highs coming up. here's reggie with more news. a woman has apologized for a confrontation that quickly escalated in new york city. >> please turn your phone off. >> please don't come close. >> i'm calling the cops. >> please call the cops. >> i will tell them there's an

african-american man threatening my life. >> tell them whatever you want. >> christian cooper posted this video. he got into an argument with this white woman, and christian, by the way, is black. he asked her to put her dog on a leash, and while on the phone with the police, she describes him repeatedly as an african-american man. >> they don't like it when you feed their dog treats, and he doesn't like that at all, and she immediately grabbed the dog as you can see by the video and started hauling it around by its color. >> in the end the police did not arrest the woman, and the woman issued a statement saying it's unacceptable, and everybody that has been offended and thinks of me in a lower light, i understand why they do.

she returned the dog back to the rescue where she got it and her employer put her on leave. and then some will be projecting messages on the facebook building and they are saying the social media giant should do more for hate, lies and misinformation. voters will decide on one measure in november, and if it's passed at-base drivers will be exempt from assembly bill 5. supporters say if at-base drivers are forced to become employees with set shifts it would limit the availability and affordability. california taking another step towards reopening the economy, this time the governor

the u.s. to a little extent, but in germany and europe in particular, you do see an interests in new bookings and you see an increase in searches in particular for the summer months. >> according to a recent harris poll, 20% of those asked said they are suspending leisure travel until next year. and lufthansa getting a bailout from the german government. earlier this month they declared bankruptcy because of the pandemic, and they hope to resume flights next month. trading is getting under way this morning and we are considerably up. 624 points right now. why? well, dow futures surged overnight after news that novavax started human trials of

anything, but time will tell. yeah, that's something you don't want to do today, you want to drink water and plenty of it. and 72 in the east bay hills, and let's talk about what is going to happen as far as our accuweather highlights i put together with you. day two of hotter temperatures, more record highs and poor air quality that will leak possibly up into the north bay this afternoon. the weekend will be the coolest and the chances of showers looking better for saturday, and that won't be much in the way of wet weather, but will break the heat wave. 30 degrees cooler by then. how about now? look for the asterisk. that's 98, a record high. peninsula, 98 in redwood city. upper 70s along the coast and 80 at daly city. higher and away from the water will definitely be warmer. mid-80s downtown san francisco and sausalito. and then not much of a breeze like the last couple of days, and mid-90s to near 100 in the

north bay, and 99 in santa rosa, a record high. 90 in richmond and 94 in oakland. and 103 in concord and livermore. record high temperatures. remember even a couple hours after the sun is off the asphalt and concrete it will still be as high as 120 and 145, so keep the dogs, if you can, and your pets off the areas. don't forget about your car. 95 degrees in 30 minutes, 130, and 60 minutes, 140. don't think for a couple minutes to leave anything in there even with the windows cracked. tonight we will fall back in the mid-50s and 60s once again with upper 60s that 70s out highway 4. friday, mainly 60s, 70s and 80s. and then our best chance of showers on saturday morning. be careful out there today. back to you guys. >> thanks, mike. there's now new concern that

stormy weather could threaten tomorrow's historic spacex astrona astronaut launch. nasa and elon musk's company is making an attempt to send astronauts into space. >> the ultimate goal for us as astronauts and test pilots is just to go up there and prove out the mission and to bring the vehicle home safely. >> tomorrow's forecast from cape canaveral, florida, calls for clouds, rain and even lightning. if the launch does evened up being scrubbed it could happen on saturday or sunday. if it goes on you can watch tomorrow's launch, america's mission to space live our time. that's coming up on "gma" at
