area and how it all began. >> announcer: building a better bay area for a safe and secure future. this is abc 7 news. good evening, i'm dan ashley. >> and i'm ama daetz. thank you for joining us. another step forward. the governor announced today most barbershops and hair salons can reopen under specific guidelines for the first time in two months. restaurant owners love what they do, but it's m their future is now very much in doubt. if you've been outside, you know just how hot it is. get ready, though, the forecast will soon change. big-time. plus, hitting the beaches in half moon bay turned into a big problem. you can probably guess what happens with the restrooms are shut down. new details on that massive fire on a san francisco pier, why the search for a cause can't even get started for days. those are just some of the major headlines tonight. but we bin with governor newsom and how the state is officially now entering phase three, though, not all bay area

counties will see hair salons and barbershops reopening at this moment. liz kreutz is live to break down the governor's big announcement today. liz? >> hi, dan. very big announcement with hair salons and barbershops. but it comes down to the region variance. right now just three bay area counties would be allowed to move into this phase three. but for the state as a whole, it is an important and symbolic sign of progres. it's news that so many have been looking forward to, even governor newsom. >> they had at me. it was a family effort to remove what was described by my wife as, forgive me, a mull let. >> here's the photo proof, but newman will no longer need to enlist his own children to cut his hair. starting today hair salons and barbershops can reopen in 47 california counties. the other 11 counties, wilthe b continue to move slower. >> some parts of the state will not be able to pace as quickly

into phase three. and we continue to be responsive to those concerns and the needs of those local communities to slow down the pace of reopening. and we respect that. >> the good news provided by the state says shops that reopen will need to requiring the use of face coverings for staff and customers, removing high-touch amenities like magazines and coffee makers, frequently disinfecting booths, stations, and cools, contacting customers before appointments to ensure they aren't exhibiting symptoms, and staggering appointments to reduce crowding. >> giving you a sense that we're making progress, we're moving forward. >> this announcement comes one day after the state said they're also now allowing places of worship to reopen with limited capacity and in-store shopping at retailers. newsom started his briefing with this grim reminder. >> we are very close to reaching

a milestone in this country. 100,000 lives lost to this pandemic. to covid-19. >> although progress is being made in california with testing and contact tracing, newsom said the crowds on memorial day weekend combined with these new reopening measures means we're going to see a rise in cases. >> we anticipate an increase in the number of cases. as you have more mixing, you have more opening of the economy, that's inevitable. >> a reminder to remain vigilant. but as far as the bay area, just napa, sonoma, and counties, they do not have a date for allowing hair salons to reopen. it comes down to the county health officials, nail salons as well. those are not allowed to reopen across the state. the state is working on guidance

for that, liz kreutz, abc 7 news. a coronavirus outbreak hit a fish-packing plant in the south bay. our media partners with the mercury news report at least 38 people at the lusa america food plant in morgan hill tested positive. no reports of deaths linked to the outbreak and the company has not said if any of the workers have been hospitalized. building a better bay area. many business districts are really hurting right now. that includes laurel street in san carlos, similar to montclair in oakland and oh wewillow glen san jose. abc 7 news reporter david louie is live with what is at stake. david. >> there is a lot at stake, truly. even big box stores and retail chains are having a difficult time. but the small family-owned shops staunts don't have the deep pockets to see themselves to a

lot of lost income. laurel street, the de facto downtown of san carlos is 12 blocks long, collectively there's a lot of anxiety according to this book shop owner. >> by the time 5:00 hits every night, gosh, how many more days of this can we take, you know? >> the street is filled with small independently owned restaurants and shops. when this stamp bar and grill had to rely on takeout orders only, at first there was zero business. it celebrates its first anniversary on wednesday. >> it's been very, very financially troubling. even if we do open, you know, it's going to take a long time for us to recoup from this financial devastation. >> there is no downtown merchants group, so every business owner is struggling alone. >> i walk down laurel street every day to get there looking in windows and saying, gosh, what's going to happen to this one, we don't know. >> she says she reached a breaking point last friday after

filling delivery orders for nine weeks mostly by herself to stay in business. she just took her first day off. she's reluctant to see businesses reopen due to the serious nature of the virus. she's hopeful san carlos will close down streets to allow outdoor dining. >> these things have to happen now, immediately. we don't really have the time to waste any longer. >> there is little doubt how fragile times are. listen to this. one customer of the reading bug book shop has made a special effort to keep it going by dropping off two checks slipped under the door totaling $2,500. we are live, david louie, abc 7 news. >> that is amazing. david, thank you. apple will reopen 100 stores in the united states this week to in-store sales, that includes six stores in california, none here in the bay area. but apple will offer curbside

pickup and store front service at local stores. the broadway plaza store in walnut creek is included. google will begin reopening offices starting july 6th but only for a limited number of employees. ceo sundar pichai wrote in a blog post today that returning will be optional for the rest of the year, but those who need to go into work will do so on a rotating basis one day every couple of weeks or so. google will bring back more employees in september until building to reach about 30% of their capacity. we are in an intense heat wave. check out these readings. yes, 187 degrees fahrenheit. sandhya patel joins us with more on today's really scorching

weather. sandhya? >> yeah, it's blistering heat, ama and dan. as you take a look at the numbers. these are the records so far. san jose, 97 degrees. 102 in gilroy. 9 at sf 89 at sfo. richmond, 87, that's also tying the previous record. right now it's just sizzling inland, 102 in fairfield. concord, brentwood, 100 degrees. you just want to head towards the coast, but we have to shelter in place, unless you live within a few miles. pacifica, 70 degrees. heat advisories covering all the bay area except the bay shore line and the coast. i still think even if you're near the bay or the coast, you definitely still have to take it easy, stay hydrated and cool. this is day two of the heat wave. i'll let you know how much longer you can expect the scorcher coming up.

ama? >> all right. >> thanks, sandhya. in san mateo county thousands of people went to the state beaches over the weekend. they were packed. just one problem, the state didn't open beach parking lots, leaving to an overflow and layers of problems as a result. here's reporter wayne freedman. >> sometimes it is easier to predict human behavior than the weather, especially when one leads to another with covid-19 in the mix. >> it's been pretty insane. >> it was chaotic. >> they're talking about crowds that swarmed state beaches in and around half moon bay last weekend. an influx made worse by intentionally closed parking lots and some restrooms at those beaches. california state parks had been trying to enforce restricted access. those restrictions worked even less well then than they did today. >> everyone deserves to go out, just be protected, use your mascara and do what you need to do. >> but half moon bay paid the price.

call it a cruise of a lifetime with a bit of a rocky start. >> the whole thing was a little off. >> this is calorie and margaret, describing their brief stop in wuhan, china, on november 1st. it was just the beginning of their seven-day voyage along the yangtze river. >> we arrived late afternoon. they told us that there was going to be a change. >> their relaxed overnight stay turned into a mere three-hour visit. >> and it was literally bam bam bam out. >> within minutes of getting off the plane, they were rushed to a wuhan history museum. >> we were the only ones at the museum. they had a concert for us but we were the only ones at the concert. >> the and the city tour canceled on the spot. they quickly were escorted back to the ship. >> we were told that we immediately had to leave that night, not the next day. >> no warning, no explanation. when they tried to question it -- >> they went, oh, well, there's a lot of traffic on the river.

i sure as heck didn't see so much traffic. we went zblipipping right along >> is it a coincidence this only happened in wuhan? not any other city on their trip? the chinese government reported the virus to the world health organization december 31st. the cdc was notified january 3rd. >> it's possible they knew something about what was going on. >> we asked this uc berkeley scientist lee riley. >> what does their time line tell you. >> they weren't allowed to go into the markets. sounds like something was already going on in early november. >> it's all explanation, but -- >> it could have all been nothing, but we don't know. >> now, a week after they left wuhan, several people in their group got sick with coronavirus symptoms. although it's unclear if those people have tested positive.

we have reached out to viking cruises for further comment but have yet to hear back. >> thank you so much, stephanie. a vandal hit an iconic east bay theater. somebody spray-painted grand lake theater. a vulgar word is among the graffiti. today the general manager cleaned up the spray paint. the vandal was caught on security video and the video was given to police. san francisco's castro theater put up a fence after repeated vandalism. someone was defacing the poster cases. you can see barbed wire running along the top of the fence in this picture that the theater posted on facebook. we received a pretty significant update today on the massive fire that burned through a warehouse at san francisco's pier 45 over the weekend. there are still hot spots and flare-ups. firefighters say until those stop, investigators won't be able to get in.

heat eases thursday and friday in all areas. temperatures tumble saturday, showers look likely. no rain to speak of or clouds just yet. tomorrow morning, low 50s to the mid-60s. it is going to be warmer in the hills. when you start like that, it's not going to take a lot to warp up. 95 in san jose. 98 in gilroy. 90 in sunnyvale. 86 degrees in san mateo. 69 in pacifica. downtown san francisco, 75. 70 in the sunset district. north bay, 93 in napa. 94 in santa rosa. heading into the east bay, 84 in oakland. still well above average for this time of year. 89 in fremont. inland areas definitely on the toasty side. concord, livermore, triple digits, 102 in brentwood. now, on thursday those temperatures are still going to be be in the hot range for inland areas, but much cooler as the onshore breezes kick in along the coast. friday cooler in all areas.

tonight, as the u.s. nears the 100,000 mark in lives lost, the flash points. the images of the giant crowds. the questions. and are some americans putting each other at risk? and the other developing story as we come on tonight. the death of an unarmed black man, under arrest, telling the officer, i can't breathe. the growing outrage tonight over the deeply disturbing death of a black man arrested and handcuffed by police in minneapolis. the officer seen with his knee on the man's neck. and the man can be heard pleading on that video, "i can't breathe." the video playing out for nearly ten minutes. bystanders demanding police check his pulse. authorities say he died a short time later. tonight, four officers fired. and what the mayor is now saying about the officer. meantime, as america approaches that chilling milestone, the unsettling
