future, this is abc7 news. i am angry. i am hurt. i am frustrated. i am sick and tired of being sick and tired. i don't want to see one more black man die at the hands of law enforcement. >> powerful words from san francisco's mayor this evening and she is not the only official who is grabbing attention. >> the black community is not responsible for what is happening in this country right now. we are. >> governor newsom taking a strong stance in for of protesters. >> i am just sad. i am trying, you know, i'm trying to remember why this is worth it. >> a restaurant owner in oakland says some of those protesters simply crossed the line. good evening. i'm larry beil. >> we will get to all of that in just a moment. first, the curfews effecting a dozen cities in the bay area. oakland is the latest city to

enact a curfew. mayor libby schaaf says extreme violence and unrest combined with new police intelligence make it necessary for police to stay -- for people, rather, to stay home. the curfew runs from 8:00 p.m. to 5:00 a.m. effective immediately. >> we have concluded that we must impose a curfew to restore some safety, some security. we have endured too much damage to date. >> oakland is one of many bay area cities with a nighttime curfew now in place. we have a lot of cities to get through to give you all an update on the safety where you live. the first curfew starts in just under an hour at 6:00 p.m. in san leandro as well as walnut creek. their curfews run through 5:00 a.m. next up at 7:00 p.m. pleasant hill, residents are to stay home to 5:30 a.m. the next time slot affects the most bay area residents, all of alameda county along with the cities of san francisco, danville, and lorinda. a curfew from 8:00 p.m. to 5:00 a.m.

santa clara and san jose start their curfews at 8:30 p.m. those run to 5 in the morning. and the city of lafayette will enact its curfew at 9:00 p.m. through 5:00 a.m. >> after three nights of vandalism and looting oakland business owners are picking up the pieces, as you see the curfew hours on pleasant hill. louis pena spoke to a restaurant owner facing close to $20,000 in damage. but the community's response is actually keeping them hopeful. >> reporter: keep it oakland. that's exactly what that oakland native decided to do when opening three restaurants in her community. over the weekend this one was looted and vandalized. >> these are our babies. our businesses are our children. we don't have children. when they destroy these businesses, they destroy a little he piece of us. >> reporter: after seeing the images her husband chris ran to the restaurant to protect it, finding looters inside taking electronics and alcohol. >> i jumped through the window, got everybody out. >> reporter: he was assaulted as the group ran out.

>> my heart was already broken because of what's going on in this country. so there wasn't a lot left. honestly, i feel numb. >> reporter: he says disbelief that the family is still trying to process. first it was covid and having to close, and now this. they recently took down a sign from the window that read "black-owned" after receiving threats saying she is not black enough. >> i don't have time for people who want to destroy us just because they think that i'm not black or because i'm in an inner racial marriage. >> reporter: to help the family pick up the pieces, several community members came with brushes and paint in hand to paint over the hate and bring unity. >> that blossomed into the next day, having 70 volunteers come down here and paint the plywood to prime it to get it ready for

muralists on three full city blocks. >> reporter: broken glass can be cleaned up. electronics replaced. but the real message behind these protests is what is really breaking their hearts today. >> i cry for our collective souls right now who are all struggling, who are all hurting because we've been sheltered in place for months and we're itching to get out. i'm cra i'm crying for my black people who keep getting murdered. i cry for mr. floyd. i cry for his family. it's a really hard time right now. >> reporter: in oakland, abc7 news. >> and happening right now there is a huge crowd. look at this outside of oakland technical high school for a protest. you can see from these pictures from sky 7, i mean, easily hundreds, thousands of people out there. look at them all. you can see that the group is --

actually, the group is planning to march to oakland police headquarters downtown. this means they would likely head down broadway. abc7 news field producer thomas rza is there joining us on the phone. what's the mood out there like? so many people. >> reporter: yeah, there are thousands of people here and there are still people streaming in to gather today. the message has been that of a peaceful protest. each of the protesters -- or the lead speakers have, you know, put out the message of peace, that this is a demonstration and not an area for destruction or anything in that regard, and they've just used the moment to remember george floyd and also brought up names from incidents in the past. oscar grant, sandra bland, brianna taylor and others. and as i said before, hundreds are still showing up. yeah, it's a crowd of all ages.

there is little kids between 4 and 5 years old all the way up to the older folks. so a lot of people representing out here. >> wow, incredible. i'm getting chills looking at the amount of people out there. thomas, good to know that people are so far staying nice and peaceful. we hope it stays that way. caught on camera in the south bay, a san jose police officer is now under investigation for possible misconduct. that video was taken during a protest downtown on friday. chris win has more. >> reporter: in downtown san jose a video from friday's protest over the death of george floyd has gone viral for all the wrong reasons. wrach as san jose police officer jared ewan appears to taunt the crowd. a protester asks, why are you on that side? he answers with -- eddy garcia yeah addressed the officer's actions over the weekend. >> i am not happy with his

actions. i am sure if jared was sitting here he would be embarrassed as well. i know jared and he is a good kid who made a mistake, who let his emotions get the better of him. >> reporter: he has been taken off control and is under an internal affairs investigation. >> law enforcement officers must understand the implications of their behavior whether it be their facial expression, whether it be some sort of offhanded response. >> reporter: some community groups are calling for greater police oversight. >> when someone comes out and they are supposed to help a situation get better, but they are looking like, i'm going to get you, and you the words they are using, they are there to agitate the system. >> reporter: while the san jose independent police auditor can't comment on specific cases, more than 500 calls, emails and online complaints have been filed since friday. she says it appears that many of them have to do with the particular officer and is encouraging the community to write in with any concerns. >> we will be looking at the

rules and regulations outlined and then weather whether the officers followed them or not. additionally, are there other rules or policies that should be put in place. >> reporter: once internal affairs finishes its investigation regarding misconduct, the ipa will make sure it is thorough and complete. the city says although progress has been made in recent years, more needs to be done. >> we are going to continue to push to improve the accountability of this department because that's what every city needs to do. this work has to continue every day. >> reporter: ewan is seeking legal defense support from the police union. a hollywood actor joined a peaceful protest on the steps of city hall in san francisco today in response to george floyd's death. more on that from lyanne melendez. ♪ no weapons against me

>> reporter: jamie foxx sang words from the bible to this crowd where they staged a peaceful rally. the actor and activist had recently been in minneapolis where he was calling for the arrest of the other three police officers who he says are complicit in george floyd's death. >> as i'm talking to my young kids, as i'm talking to my nephews, my daughters trying to tell them how to act when they are out there and they see a police officer, i'm sort of running out of things to tell them. >> reporter: moments before, foxx and the mayor of san francisco urged the crowd to participate in a nekneel in. >> join me. >> reporter: this form of protesting is being used more and more to call attention to the issues of racial inequality in america and police brutality. >> i don't want to see one more black man die at the hands of law enforcement. that's what this movement is about. >> reporter: foxx told the crowd

last week it cgot out of contro, looting and damaged property and according to the police chief one arrest. >> we have seen a lot of vandalism. we have seen some assaults. >> reporter: and now a curfew for santa rosa beginning at 8:00 p.m. tonight. >> it's sickening that we are going down the same path as other cities. >> reporter: and sickening for those who own and work in nearby small businesses. diana rose had to be told what the letters ftp stand for, but this is how she spent the morning scrubbing them off the window where she works. >> saddened by the fact that there is not another way for people to express their feelings. >> reporter: joy also felt that way about the violence when she began organizing this protest. >> i personally don't think that's the way to go about anything. in this situation we are fighting violence and trying to end that situation for the community, we should not beng . >> reporter: high school and college students turned out plus chief navarro who would tith th lieutenant took a knee with everyone else here in response to george floyd's death.

lacking lacking and the country is lacking a moral leader and the answer to violence is not more violence. speaking from a black church today, governor newsom offered support and empathy for the protesters' outrage following the death of george floyd a week ago today. >> you are right to feel wronged. you are right to feel the way you are feeling. >> reporter: while newsom called on the looting and the violence to is stop, his tone was one of resolve. he said society as a whole needs to do better to end systemic racism. >> the black community is not responsible for what is happening in this country right now. we are. we are. our institutions, oare responsible. we are accountable to this moment. let's just call that out. >> reporter: newsom's remarks a contrast to president trump who on a call with state governors this morning called some governors weak and pushed for more aggressive tactics to stop the protesters. here is audio obtained by abc.

>> you have to dominate. if you don't dominate, you are wasting your time. you are going to look like a bunch of jerks. you have to dominate. and you have to arrest people and you have to try people and they have to go to jail for long periods of time. >> reporter: newsom stayed away from directly responding to president trump. asked why that is, he said this. >> i could be a part of the daily back and forth in the news cycle and continue to perpetuate the problems that persist in this country or i can choose to focus a message that i think is so much more powerful and i hope more residents, people watching, and that is i care more about them than some of the noise i heard on the morning phone call. >> reporter: newsom had his own more subtle rebewkes. said there is an absence of leadership and the answer to violence is not more violence. >> society is about dominance and aggression. this is what you get. not because of the protesters, but the conditions that led to this moment where protest was

inevitable. >> reporter: but still to that point governor newsom says there are 4,500 national 4,5 women on stand-by. some have been deployed to cities and counties that asked for the support. he does not plan on enacting any kind of statewide curfew. >> thank you. dramatic drop in rents in two specific parts of the bay area. that story is next. plus, it is going to get hot tomorrow.

rents in much of the bay area are plunging. numbers from may show cities with a lot of high paying tech jobs saw the largest year to year dip in prices. apartment rental numbers rents for a one bedroom in mountain view tumbled 16% and are down 9.4% in san francisco. the one exception is oakland where rents were up almost 5% from last year.

1000 a.m. wednesday until 9:00 p.m. because we are expecting the heat to spike and we are going to notice a change in the air. here is a look at the forecast. heat spikes the next two days, hot inland thursday, cooler at the beaches, much cooler and windier weather coming your way friday and saturday. but notice there is still a little fog there right near the coast. that fog is going to advance just locally inland as we head in towards the morning commute. if you have one at 5:00 a.m., then the fog will peel away as we go into the afternoon. temperatures will range anywhere from the 50s to the low 60s in the far inland valleys with a mixture of fog and high clouds. tomorrow afternoon it's going to be a hot day in the south bay, 95 gilroy, 92 san jose, 90 palo alto and mountain view near the coast 74 in half moon bay. enough of a sea breeze to prevent you from getting too hot, but it is going to be warm. looking at san francisco, 79 degrees. 74 sunset district, plenty of

sun. in the north bay 94 santa rosa, 92 in novato, 89 in san rafael. in the east bay temperatures in the mid-80s to low 90s. 87 in oakland. 91 degrees in fremont and numbers are well above average for this time of year. we are talking 15 to 20 degrees above average inland. 100 in fairfield and brentwood, 98 livermore, 97 in pleasanton. you notice the rising temps with triple digits inland the next two days. coast side in the 70s. 90s around the bay. thursday the heat eases, but it's still going to be hot inland. the cooling begins at the coast and bay and then friday is windier and cooler leading up to much cooler weather saturday. one computer model wants to bring in the chance of some showers on saturday. stay tuned. certainly will be transitioning to a big swing in those temperatures from the 100s tomorrow to the 70s for the warmest spots on saturday. so talk about a weather

you had to turn away for a bit because it was all just too much, but we want to show you what you missed from the weekend. >> yeah, the midst of protests, moving scenes unfolded as law enforcement takes a knee to honor george floyd. here is a show of solidarity from napa's police chief. you can see chief robert plummer taking a knee along with a group of protesters. >> in ven ushe a officers took a knee here as the crowd held a moment of silence for george floyd. then they shook hands with some of the protesters. officers there stressed that they would allow for a peaceful protest. >> in santa cruz, mayor justin cummings and police chief andy mills took a knee and led a peaceful protest yesterday to honor floyd and raise attention to police mistreatment of black people. we also saw similar moments in oakley, brentwood, and oakland. so in the midst of all of the madness, there were some special really moving moments. let's hope we see more of that

tonight, breaking news as we come on the air. active duty army troops are now preparing to come to washington, d.c., tonight. military style vehicles have already been seen on pennsylvania avenue, near the white house. the president speaking this evening, calling himself the law and order president. saying he's also on the side of the peaceful protesters. it comes after a weekend of pain and anger, and in some cases spiraling into violence across this country. the president moved to the white house bunker at one point. the president today on the phone blasting the nation's governors during a conference call. accusing some of them of being weak, and demanding they, quote, "dominate" the protesters. the president calling on governors to deploy national guard troops in large numbers to impose order. the secretary of defense
