>> just can't all right we're going to open up. >> no. it's not that simple. in several bay area counties, some businesses are getting ready to reopen, but business owners tell us it may not be as easy or as profitable as you might think. good afternoon. thanks for joining us. i'm larry beil. >> and i'm kristen sze. california is taking a big step in reopening from the coronavirus pandemic. next friday, schools, day camps, and campgrounds will be allowed to start reopening, but with modifications. the rules for schools and day camps will apply statewide. also, counties will need to meet certain metrics when it comes to the next three. these are big ones. bars, gyms, and professional sports have the green light for next friday as well. of course, the big questions what kind of changes will be implemented. this will be spelled out in the state's guidance. it's also expected to explain rules for hotels, casinos, museums and zoos. >> as part of our coronavirus coverage in our efforts to build a better bay area, we're

seeing everyone. >> in san jose, chris nguyen, abc7 news. san francisco's top health official hopes the city will not see a surge in covid-19 cases because of people gathering for protests following the death of george floyd. and now san francisco's offering free testing to anyone who attended those protests if they're concerned about having the virus. >> we want to make sure that people have support and care if they are concerned if they were out protesting that they are able to get tested. >> san francisco will conduct those covid-19 screenings at a pop-up testing site located at st. mary's cathedral on gulf street. what is reopening and what is not in each bay area county. if ou want to find out what is happening in your county, head to abc7news.com. after a week of protests against police brutality, governor gavin newsom called fo control technique, in particular the carotid hold, stopping that

that's a technique used to render a person unconscious. >> carotid hold that literally is designed to stop people's blood from flowing into their brain. that has no place any longer in 21st century practices in policing. and so i am immediately directing post, which is our police officers training to end the training of that practice. >> the governor made his comments during a news conference in sacramento in which he implored californians to accept that we are not going back to normal it is. newsom was joined by bart board president latifah simon. >> this call that the governor is asking us all now to accept to rapidly bend the arc towards justice. it is our duty, and we must move forward expeditiously. no more. we can't go back. >> state lawmakers quick to act. members of the legislature's black and latino caucuses introduced a law that would make it illegal for officers to use

that carotid hold. meanwhile, protesters gathering in san francisco, the mission district today over the death of sean monterrosa. monterrosa was shot and killed bay vallejo police tuesday morning near a walgreens. vallejo's police chief said the 22-year-old had a hammer in his waistband that an officer mistook for a gun. the state attorney general's launched an investigation into the department because of that shooting. the fbi's san francisco division is asking for the public's assistance in the case of a security guard killed at the federal building in oakland. the bureau is hoping someone can identify the white van believed to have been used during the shooting and killing of 53-year-old dave patrick underwood of pinole. a week ago tonight. the fbi says the van is a 1997 to 2002 ford e 250 or e 350 cargo van. the van didn't appear to have license plates. the fbi is also seeking photos or video of the ford van from businesses and private residences with surveillance cameras. yesterday here at abc7, we

hosted abc7 listens, from anger to action, a bay area conversation with several guests discussing racism, the recent protests, as well as police brutality. it's available at abc7news.com, our abed platforms. in san francisco, sky 7 flew above a brushfire that forced people to be evacuated from their homes in portrero hill. crews contained the fire to about two acres. one person was hurt. investigators are looking for what sparked the fire. firefighters say the wind drove the flames this afternoon. here with a look at the weather for us right now, clueing the wind is abc7 news weather anchor spencer christian. spencer? >> okay, kristen. well, it is windy in san francisco, as it is across the entire region as a matter of fact. here is a look at our surface winds. you can see 37-mile-per-hour winds right now in san francisco, and we have winds from 25 to 35 miles an hour or above in much of the area.

more than three dozen health care workers at a hayward hospital have tested positive for covid-19. nearly all of them are from the same department. abc7 news i-team reporter melanie woodrow has the story you'll only see on 7. >> an independent nonprofit community hospital in hayward confirming 37 health care workers out of 8700 employees have currently tested positive for coronavirus. >> it's honestly something we all fear. a lot of us have babies at home. >> st. rosa emergency department nurse estella evans. >> i love what i do. i need a second. sorry. i love what i do, and, you know, i have no problem taking care of sick people, but, you know, the biggest fear is that my child could get it. >> 26 of the health care workers who tested positive are in the

medical >> patients admitted to the medical surgical telemetry unit are patients who have been diagnosed with acute condition or medical problem. the hospital's ceo tells the i-team st. rose hospital has extensive protocols in place, including the use of ppe and daily screening of all individuals involved in the delivery of patient care. also, it does not have evidence that any staff became infected as a result of providing care at st. rose. sain st. rose hospital says the health care workers have been placed on per the recommendation. 12 have returned to work and the hospital is working with alameda county's infectious disease specialist to implement appropriate measures at the hospital to maintain safety. >> have been waiting for responses and changing in our hospital.

>> evans says st. rose needs to do more. >> give us the support we need to do our job, to be safe, to, you know, have enough staff to take care of these critical patients that are coming in. >> for the i-team, melanie woodrow, abc7 news. tomorrow's the big day for the fleet of charter boats on the san mateo county coastline. it's an important part of the coastal economy, which is one of the areas we focus on when we talk about building a better bay area. abc7 news reporter david louie says pandemic restrictions on fishing charters will lift right after midnight tonight. >> we can't spend any more time in the house. we want to get out and fish. >> that is the urgent plea tom has been hearing for weeks from his regular customers. the charter fishing boats can head out to sea saturday morning in search of salmon and rock cod, maybe even dungeness binesd sanitation of the toilet or head after each use are required, and more.

gilroy. 69 at san jose. and 59 at pacifica. so more temperature readings for you now under windy and cool conditions. 80 santa rosa. that's our warm spot. we only have 70 degrees in petaluma and napa, 76 at fairfield and 68 at concord and livermore. temperatures above 100 just a couple of days ago. these are our forecast features. this cooling marine layer will expand overnight. so look for lingering morning low clouds. bright, breezy and cool the next few day, and a warmer pattern will develop the next week. overnight lows under increasing clouds and under windy conditions will be mainly in the low to mid-50s. and tomorrow's highs will range from upper 50s at the coast to only upper 60s near the bay shoreline to only low and mid-70s inland. on sunday, similar patterns still gusty and cool. monday it starts to warm up sharply. temperatures rebound close to seasonal levels.

and by tuesday, it will be warming up to summer-like levels. we've been mentions a slight, slight chance of rain during the week we've been mentioning the slight chance for the weekend is what i'm saying that chance is even slighter now. here is a look at our forecast animation starting at 5:00 tomorrow morning. notice you'll see a few patches of light sprinkles and showers offshore. maybe one were to will touch the coastline. maybe the number on ukiah tomorrow might see a couple of showers. basically, it's going to be dry with the passing showers near the coastline and may even hit some of the higher elevations in the bay area. again, essentially, we're looking at a dry weekend. so here is the accuweather seven-day forecast. windy and cooler, with bright skies the next couple of days. and warming up on monday. tuesday and wednesday, inland highs, low to mid-90s around the bay. low to mid-80s. but we'll start to see the temperatures moderate a bit on thursday and friday of next week. and looks like a pattern sort of similar to this week without the

building a better bay area for a safe and secure future. this is abc7 news. >> minneapolis has banned its police force from using chokeholds like the one that preceded the death of george floyd. >> the city council ordered that change to police procedure today. it also requires officers intervene whenever they witness other officers employing the practice, and to report such incidents to superiors. the order needs to be approved by a judge. >> we have to be on the precipice of change and that there are forms that are just generations past due. >> we're getting an idea of the possible defense two of the accused officers could be using in court, alexander kueng and

lane were rookies. they had less than a week on the job. the rookies are pointing their fingers and derek chauvin saying both made statements during that incident. the head of the centers for disease control and prevention is voicing concern about the use of chemicals for crowd control. agents like smoke or tear gas cause coughing that could spread the virus. he plans to raise the matter with a white house task force. the lack of social distancing during the gatherings has raised concerns about a spike in new cases. redfield says more n advocated the ability to have face coverings and masks available to protesters. >> redfield and health officials nationwide are urging anyone who has attended a protest over the last week to be tested. peaceful protests continue in the e theconf abt tusd people gathered for a rally and march. that event has been peaceful.

happy friday. and spencer. let's do this. so alexis ohanian is the co-founder of reddit, and husband saying it's an effort to reduce racial hate. >> i'm saying this as a father who needs to be able to answer his black daughter when she asks what did you do. so i have resigned as a member of the reddit board. i've urged them to fill my seat with a black candidate. and i will use future gains on my reddit stock to serve the black community, chiefly to curb racial hate. >> ohanian also pledged a million dollars to colin kaepernick's know your rights campaign. his decision comes days after former reddit ceo ellen powell slammed a company statement condemning racism. powell accused the company of nurturing and monetizing white

supremacy and hate. we're talking about some things like not shutting down some reddits that were filled with hate. now he is doing so and he says he would like the position to go to an african american board member. what do you guys think? who wants to start? >> spencer? >> okay. i think it's a powerful and symbolic gesture. obviously, you don't expect ceo or board member of a major corporation to step down and say it has to be a black person that follows me. but it's a powerful and symbolic gesture, which seems -- it's his choice. it's an admiral choice. i respect it. perhaps it will lead to some opening of consciousness. >> yeah, and ama, i'm sure he is motivated by wanting to create a better world for his biracial daughter. >> yeah, that's what i was going to say. first of all, it makes you take pause because we don't always see this happen, after what happened with george floyd. so it makes you stop and really

think wow, somebody is actually doing something. and what he said about our kids are watching. they're watching what we do and what we don't do, and how we make things better for their generation. so i think that's a great way to look at it and put it in perspective and really get people to think about the next steps and what they can personally do to make a change. >> along those lines, the national football league has got some decisions to make in the death of george floyd has prompted more than a dozen nfl stars to unite and send a really powerful message to the league about racial inequality. >> it's been ten days since george floyd was brutally murdered. >> how many times we need to ask you to listen to your players. >> what will it take for one of us to be murdered by police brutality? >> what if i was george floyd. >> if i was george floyd. >> what if i was george floyd. >> if i was george floyd -- >> if i was george floyd, if i was george floyd, if i was george floyd. >> nfl mvp patrick mahomes of the chiefs calling on the league to condemn what they call the

systematic oppression of black people and admit it was wrong to silence people players from peacefully protesting, a reference to the demonstration started by former 49er colin kaepernick. the video came only a day after drew brees said he would never the flag when it comes to kneeling during the anthem. and he has since apologized. the nfl released a statement sying, quote, we stand with the black community because black lives matter. adding we know we can and need to do more. i was interested. we had this conversation in the sports department earlier in day about what the nfl would actually do. this is the era of player empowerment. whether you're talking about the nba or the nfl. a short time ago, roger goodell, the commissioner released a video, and he basically said we got it wrong. we completely got this thing wrong. and now i'm with you. the question, spencer, first of all, the league, what were they going to do if every player on every team suddenly took a knee. they kind of were forced into this.

>> well, i'm glad to see the league, excuse me, finally coming around and taking a stand, a courageous one and an appropriate one, i think. people are probably free to interpret kaepernick's gesture as disrespecting the flag. but that's certainly not what he intended to do. the flag symbolizes equality and justice for all, and he was trying to call attention to the fact that we're not living up to what the flag symbolizes. so now the league is opening its heart and mind i guess. >> kristen, you're a big sports fan. it's going to be an interesting situation, assuming we do have football in the fall, which we're not even sure about that yet, because there are going to be fans that don't want the see the kneeling. so the league is really in an interesting place. >> yeah, and i imagine there will be fans who want to see the kneeling, perhaps kneel too with the players.

and i bet players will do it. many will. the nfl is not going to stop them at this point. i just wonder how much credibility they have with all that they're saying right now, given they had four years to make some changes. >> it will be interesting to see if the commissioner takes a knee. because that would be a very powerful message. >> all right. in the wake of the ongoing protests and discussion about police tactics, some are arguing it's time to rethink the cop drama in "the washington post." a writer argues studios should immediately halt production on cop shows and movies. she argues they valorize over less dramatic police work of building relationships with the community. a writer in usa today argues for rethinking in cop shows. she cites a recent report by color of change that studies the effects of thev shows and found they distorted representations of people of color. ama, do you welcome that? >> it's interesting because i got to admit, i like those

dramas. i saw in the video "law & order" svu, i've been a big fan of the show. after i heard about this, i was thinking back to the episodes and thinking is there a good representation of different groups on the show. and i believe that there are. i said are there good representations of different types of criminals? are they all just black criminals, no, they're not. but i do think that, you know, this is a great opportunity for us to analyze these things and just stop for a minute and think you know what? are we doing the best we can when it comes to this. should we rethink our approach? i just think it's time for us to open our eyes a little bit more and just analyze what we're doing and what we're putting out there. >> for sure. spencer, what do you think? >> yeah, i agree with ama. i don't think we need to take such a -- by the way, i like those dramas also. i used to love "nypd blue." i don't think we need to take such an extreme measure of

getting rid of the cop shows. that sort of makes it look like we're saying all cops are bad. we're not saying that. there are bad cops, but obviously not all cops are bad cops. >> i agree. maybe i'd like to see a little e less shooting. >> you can make that case. a lot of people felt that way being from hawaii with "hawaii 5-0" because you would think there is shootouts on every block based on the plots of the show which is not the case. some people back there were upset with that for years. the district of columbia sending a message of support and solidarity to americans outraged over the killing of george floyd. city and local artists painted the words black lives matter in gigantic letters on the street leading right to the white house, ending near the church where president trump staged a photo op onmoay d.c. mayor muriel bowser black lives matter plaza saying the message behind the words are clear. however, black lives matter d.c.
