but a little bit warmer. let's talk about this monday. first we'll start with the fire danger that continues in solano county and parts of the central valley there through 8:00 this evening. winds have calmed down considerably at about 15 miles per hour in fair field and right around the quail fire there, only about 10 miles per hour. so that is good news. plus the temperatures are running in the 50s this morning. so that should help the firefighters.

50s around the coast, 77 to 80 for the rest of us. it will be breezy, but not as so even with total sunshine, the breezes will keep us from getting too warm today.eadut ing, we're back into the low to mid-70s. we'll talk about a bit of a heat wave coming up in the 7 day forecast. here is reggie. and we expect to learn more information about that deadly ambush that killed a santa cruz share wrif deriff deputy. on saturday, a heavily armed suspect shot and killed deputy damon gut wizwiller. laura martinez has more on this. >> reporter: investigators have identified the suspect as staff are sergeant steven carrillo. the fbi is investigating whether or not he is connected to the killing of a federal officer in oakland that happened last oo

meer38eaol damon gutzwiller who in addition to being a deputy was both a father and a husband. now, the sheriff says in gutzwiller's 134 years wi4 year office, there was not one citizen complaint about him. there will be a press conference at 2:00 p.m. for an afaashe se that was injured, at last report that deputy is in the hospital and is in stable condition. reporting live, lauren martinez, abc 7. and a former minneapolis police officer charged in george flid floyd's death is due in court today. he is the officer seen in that video pressing his knee into

floyd's neck. today will be chauvin's first court appearance, his charges were upgraded from third degree to second degree murder. and three other officers involved in the incident have been charged with aiding and a abetting. and this morning we're hearing from the mayor of minneapolis, he made headlines yesterday for disagreeing with the city council's announcement to end the city's police department in response to george floyd's death. y jobina fortson is at the live desk. >> minneapolis's mayor, jake sob frey, spoke on "good morning america." and many of you have seen this violent video proetdetestors confronting the mayor saturday, asking him to answer yes or to the question do you support the full abolition of the police department. which is what the city council has promised to do. he answered no. he explained his abc this morning on gma. >> let's me be clear.

fire and that is when they killed a driver on cherry street. gunfire also hit his female passenger. >> shots fired in oakland, we don't have much further information other than he came up with shots fired 96th and cherry. >> it is unclear why officers started shooting. the woman in the car was taken to the hospital. we didn't know her condition, but we did know she is stable, the officers were a not hurt. and developing news in the issue of coronavirus targeting those in prison. it infected at least 15 inmates at sangui quentin. it reported its first case last monday. the prison has been operating nearly 17% over prisoner capacity. at the live desk, i'm learning of a new mandatory quarantine for anyone traveling to the uk. starting today, all passengers entering britain must quarantine

for two weeks, they will be required to fill out a form detailing where they will self-isolate. travelers who do not comply with the rules could be fined. this is all in an effort to stop the spread of coronavirus and as you might expect, airlines are not particularly happy about this news. ryan air saying that this will hurt the uk's tourism industry. after nearly three months of the stay-at-home order, new york city is entering phase one of reopening, it means hundreds of thousands will be back in the city. but other parts of the country including here in california are seeing an up tick in new coronavirus cases. kn mona kosar abdi has the details. >> reporter: day one of phase one. once the epicenter of the pandemic, the city is taking its first steps towards reopening. >> this is a moment that every new yorker should celebrate as our achievement together. >> reporter: as many as 400,000 people are expected to be back at work, including manufacturers

a suspicious van when hebushed suspect. another deputy was hit and is in stable condition this morning. and the iteam is uncovering the profile of the suspect expected to be charged with murder. 38-year-old steven core ril low carril carrillo. >> reporter: and the fbi is investigating whether steven carrillo is also responsible for the shooting at the oakland federal building that killed pat und und underwood and injured his partner. this white van was caught as the erupted.r opened and g yesterday someone spotted carrillo in a white van with we to his again lomond house where authorities say that he ambushed officers firing on them and throwing explosives of, killing sergeant gutzwiller.

he bolted in a van hitting another officer, a female deputy was on the radio when that happened. shortly after his arrest, car rim low may ha carrillo may have revealed a motive. he gets garbled but mentions police use of force. i've confirmed carrillo is an active duty military police officer, a staff sergeant at travis air force base. his former colleagues are baffled that cop would target cops. >> it breaks my heart because just reading the officers that were impacted, their families, and we're supposed to be on the same side. >> reporter: justin erhardt told me that he spoke with carrillo about a month ago about his plans to retire. >> he was looking forward to getting out of california. but nothing even brought up in a negative light really about

anything with police at all. >> reporter: carrillo's facebook page has been taken down, but i captured miss pro his profile p that listed him as libertarian. and it is clear that he was growing upset about police brutality. he wrote who needs antifa when you have police to do it for you. just minutes before yesterday's killing, he posted 24, the early warning signs of fascism. justin says that carrillo was also having a hard time dealing with his wife's suicide. she was found dead in an off base hotel in south carolina. >> a lot of regret i think was there. and it was challenging for him. but even with all of that, none of us, the people i've talked to, that were stationed with him ever once thought that this would happen at all. >> reporter: and the atf has taken a shell casing to compare

socially distance. the longer trains will start here at 6:16 this morning, and then one at 6:46, and then another one at 7:16. they will go to daly city. for the right home, the longer trains start in daly city at 3:55 this afternoon. b.a.r.t. officials say that they continue to monitor ridership and as more people return to b.a.r.t., they will adjust their schedule and number evof train car. and they also want to switch everyone to clipper cards. so starting today, the dublin pleasanton station will go clipper card only. the goal is toonve thehole system to also remember to stay 6 feet apart on the trains and your face mask is required on the b.a.r.t. trains. amy hollyfield, abc 7 news.

happening this morning, we expect to learn details about california's plan to reopen our schools. tony thurman will unveil guidelines. physical distancing one of the major issues he is expected to address. also face coverings for students and teachers. on friday, governor newsom gave the go-ahead for schools and day camps to reopen, but he said local health officials would have the final say on reopening schools in their areas. coronavirus safety rules are relaxing today in alameda county. some businesses including pet grooming and others writ requir little person to person contact can reopen. child care expands for kids up to 12. and libraries can open for curbside pickup and people can gather in small groups. they are calling these social bubbles. up to 12 people from different households can get together outdoors, outdoor dining, indoor retail and gyms are not part of

this phase of reopening. california national guard personnel have withdrawn their presence from vallejo. the chronicle reports that they are also reporting out of california cities where they were deployed in response to unrest. and now changes to policing are in the works in minneapolis and really nationwide as the investigation into floyd's death continues. jobina fortson has what is happening today. >> the minneapolis police officers seen in that viral video with his knee on george floyd's neck pinning him to the ground is expected to make his first faerappearance in court t. derek chauvin faces a second gl degree murder charge which carries manximum of 40 years in prison. and his initial charges remain.

it has been two weeks since the death sparked worldwide protests and now we're starting to see changes to policing policies. the minneapolis city council says it plans to dismantle its police department and divert funding to a new community based public safety system. today house democrats are expected to unveil new legislation for police reform and will impose new conditions on funding and make it easier to prosecute police officers for misconduct. joe biden will meet with george floyd's family. biden will travel to houston today to personally offer his condolences. the "new york times" reports that biden will not attend the funeral because he doesn't want to create a disruption, but he did want to speak with the floyd family in person. and fire season is here. coming up, the progress crews to making this morning again

75, mid to upper 70s through at least 6:00 and then drop down to 66 at 8:00. san francisco, 68 at noon, low 70s this afternoon. and down to about 65 at 8:00. i know one of our bosses said that it was so breezy, he was worried about his windows in san francisco. thankfully that won't be the case the next couple of days. but it will be warmer, i'll show you that coming up. on the note of those breezes, the chp has issued a high wind advisory for the bay bridge this morning. and we do have an update from vta as well now that more people are beginning to return to work. starting today, service will be extended 5:00 a.m. to 9:00 p.m. for light wrrail and some route will resume as well.

here is a look from the east bayhills camera showing just how clear it is this morning. up there in the hills about 1800 feet, about 54 degrees. pretty consistent with the east bay shore. the accuweather 12 hour day planner, i put together a whole lot of sunshine for you. temperatures will hang in the 60s at the coast, mid to upper 70s around the bay. 74 to 80 inland and back into

the 70s by 7:00. remember, we have the red flag warning solano county and parts of the central valley and also as you head toward so cal. feels like fall already when you come to the fire forecast. mid-80s through the central valley down to l.a., 60 in take he h tahoe can no snow this week. and in solano county where evacuations have been lifted for those forced to leave their homes by the quail fire, it started saturday afternoon. it has already burned more than 1800 acres of land. it is 40% contained, at least three structures have burned. people who were under the mandatory and advisory evacuation orders are being let back in, but officials are checking i.d.s at road block be s. and thousands led by church leaders are calling for police
