following today's service floyd will be laid to rest at the houston memorial gardens next to his mother. liz? >> live coverage of the private service and the celebration of life for george floyd. abc news anchor david muir will be in houston for this. coverage set to begin at 9:00 this morning. you can watch it on our website and our abc7 news app. the san francisco city council will discuss police use of force all amid the growing and serious changes coming to the department and julian glover is live with those changes and what we can expect today. julian, good morning. >> hey, good morning, liz. yeah, ahead of today's meeting the use of force by police and we know the san jose police department is already announcing changes to its policy in response to the actions during recent protest of their officers and, of course, in response to the deadly force we all saw used

on george floyd and his killing in minneapolis. just last night chief eddie garcia announcing that the city is banning the use of kneeling on someone's neck to subdue a suspect. officers are required to intervene and report when they experience excessive force used by another officer. now, in today's meeting the san jose city council will consider if those changes are substantial enough as calls grow louder for cities to consider defunding and allocating funds to other social services that would try to address the root causes of crime. sam liccardo says he is against it. >> the path forward is to reform not to defund the police. >> mayor sam liccardo said it is already lean compared to others

and a police auditor to address the issue. in part, the city council meets at 11:00 this morning. i'm julian glover, abc7 news. the death of george floyd has fueled these growing calls for defunding the police, not just in san jose, but around the country. but what exactly do people mean by defunding? let me explain. it's something we're all hearing a lot about right now as we talk about solutions for ending police brutality. defunding the police. not a new idea, but new to a lot of people just learning about it. what does it mean? the answer really depends on who you can. on one end of the spectrum means stripping away police funding and disbanding it altogether. a community in minneapolis is working to move to a police-free future. for many defunding the police is not about debolishing but devesting from police departments and investing it into other community services.

in "time" magazine s patrese sad they should not be in charge of dealing with homelessness. they should not be in charge of supporting people with drug. according to the report, police spending vastly outpaces community services and resources. in oakland 41% of the general fund expenditures was spent on policing. the highest percentage of all the cities they studied. for every dollar spent on opd they received 29 cents and workforce development received 2 cents. decreasing or closing that gap. now, those against this idea say an underfunded police department will only make cities more dangerous and reforms that much harder. it costs money to train and develop good leaders. but public safety and mpd150

a method of breaking up crowds. joining the investigation into the killing of a santa cruz county deputy. he was killed and what the sheriff says was an ambush. sheriff horn is praising a suspect who tackled the suspect after the deadly shooting. local officials are asking for the public's help in their investigation. >> very important for damon's memory that we get this case right and we encourage anybody something or who may have been a victim of this guy to contact the district attorney's tip line. >> an active duty u.s. sergeant and the fbi is looking into the connection of a killing of a federal office during a protest in oakland on may 29th. he is expected to make his first court appearance on friday. pg&e they are relocating across the bay to oakland.

it could be a good move for customers. movie theaters are about to roll their projectors, again, but catching the latest blockbuster will be a little bit different. but before we get to that, let's get to mike for another check of the weather. hey, mike. >> hey, liz. thank you very much. hi, everybody. let's look at neighborhood temperatures. east bay neighborhoods where we have nice sleeping weather even in the highs in the 80s fallen back to the low to mid 50s and milder on highway 4 and low to mid 60s for antioch and pittsburg. let's take a look at some other neighborhoods and mid to upper 40s in the north bay and 48 right now in pacifica and 60 in los gatos and here's a look at the bay bridge toll plaza and pretty clear out there. we'll talk to jobina in just a second about your commute. here it is weather wise. south of the bay bridge is where we'll find our fastest breezes during the afternoon hours whether you're on the water or crossing one of the bridges.

three-car crash. everywhere else is looking nown already beginng pick up a people makest, ain, especllight. in the south bay, morgan hill police are investigating a crash that sparked a small grass fire. a car crashed into a tree and the power pole around 11:00 last night. it happened along monterey road near watsonville road. you can see here the car overturned in the area and according to information from the scene, a person in the vehicle was taken to the hospital. there's no word on that person's condition right now. and ferry service is wrapping up. san francisco bay ferry says starting next monday service to richmond will resume and vallejo ferry service will double. passengers will wear masks and vessels will be cleaned frequently. a full disinfectant fogging twice a week. and most bay

a lot like yesterday. a little warmer, though, away from the coast. 77 to 82. that's a little bit faster than it was yesterday. 84 to 90 at 4:00. heat across so cal and 17 million people under a moderate to high risk of some heat illness there as they hit the near 90 to 100 and low to mid 90s through the central valley. two workers are safe after a fire trapped them on the roof of a building. the fire near wellington street started just near several neighborhoods gathered to watch the heavy smoke pour from the building. the rescue workers had been installing and the cause is under investigation. and pg&e is moving its headquarters out of san francisco. the coay it's heang t and to savt bankruptcy. its new headquarters at the 28-story kaiser center high rise at lake merritt.

pg&e plans to make the move in 2022. sell san francisco office complex andnny profit to the sale back to customers. pg&e has been in the city since its creation 115 years ago. because of the coronavirus pandemic, abc7 news are concentrating our efforts into four areas health, education, changing workplace and the economy. starting friday, you could be heading to a movie theater. theaters can open on june 12th with county approval. leaders will be limited to a quarter of capacity or a maximum of 100 movie goers. they're encouraged to take reservations and state officials suggest they use disposable or washable seat covers and required to keep guests at least six feet apart. require people to wear face masks when they enter and leave the theater and at the concession stand. they wouldn't be required to wear while watching the movie. san francisco bar owners are pleading with the city to reopen earlier than skaej withled.

the need for students to be spaced in ways that honors a six-foot space of physical distancing. >> reporter: schools are advised to follow other cdc recommendations such as facial covering for all, temperatures should be taken before anyone enters the campus. on friday, governor gavin newsom announced personl protective equipment will be made available to all school districts. this includes thermometers, hand sanitizer and face shields for teachers among other things. but when it comes to designing the school day, it will be up to the districts to choose what works best for each school. some may opt for a hybrid model which includes in-person learning combined with distance learning. >> they using spaces like the cafeteria for classroom space that they can use to have tables spaced out over six feet of distance. they're using spaces like a gymnasium. >> we know that the guidance is
