neighborhoods. even hotter tomorrow, i'll show you those numbers. before the weekend forecast coming up. here's liz with more news. >> i'll take it from here, thanks, mike. more north bay businesses are now reopening. solano county allowing places like gyms, bars, museumsnd zoos to open ahead of the state's schedule. amy hollyfield is live for us in benicia this morning. amy? >> not as easy as just flinging open the doors. as we found this benicia health and fitness club could reopen today but they're not quite ready yet. they still need to do some more work to meet all the state's requirements. solano county are saying some businesses can start reopening today as long as they meet state requirements. wineries, bars and breweries and family entertainment centers, zoos and museums and hotels. they actually said go ahead and open yesterday if you're ready.

some confusion on the date. the state said these businesses can open this friday and solano county originally said that but now the county said, hey, if these businesses are ready to go and meet the requirements, go ahead and reopen. now, be sure to call a business before you show up because places like this gym, they're not ready yet. you'll want to check in. this gym says they're ready to open on monday. that's what they're aiming for. some businesses like nail salons, tattoo parlors, movie theaters and those are on the list of businesses that still need to remain closed. reporting in benicia, amy hollyfield. california nail salon owners want to get back to work and just filed a second lawsuit against he state. the first suit came after ad cas cero som said the first aailsteee by phone with industr representatives about that claim. >> it was understood from the call that the first case of

covid-19 did not, in fact, come from a nail salon. we're angry and frustrated and suffering and need our nail salons to be open. >> no projected date or timeline has been released on when nail salons can reopen. coronavirus cases, though, continue to spike in at least 20 states including california. abc news reporter has that and more information that goes against what was first thought. >> reporter: this morning coronavirus cases on the rise in 20 states, plus puerto rico and arizona. the state's largest health system has reached capacity for patients who need external lung phoenix and arizona is dire? >> yes, it is. this is the time when we need to be speaking out. >> reporter: the state seen a record 1,500 new cases in a single day, two weeks after reopening. texas now opened for more than a month also seen as steep increase in patient admissions with nearly 2,000 hospitalized.

south carolina reported nearly 550 new cases monday, the highest since the pandemic began. and north carolina is seeing its highest number of hospitalizations so far. more than 700. this upward trend prompting doctors to urge people to wear a face covering in public. >> there are a lot of nurses. the icu is very busy. so the amount of equipment, noise, staff that is helping to take care of our patients is more than i've seen in my 22 years of working here. >> reporter: and this morning, new information on the virus. contrary to earlier thinking, the world health organization now saying that spreading the virus when you're asymptomatic is very rare, but some doctors are questioning that data. >> we do know that there is a very small percentage of patients that testing and testing positive they're without symptoms. so, although the risk is very low, it's not zero. so, what we still recommend is

appropriate social distancing. oakland police department will provide an update on an officer-involved shooting. they skikilled a man and shot h pregnant girlfriend. new video shows us the moments right after. >> turn the car off. go inside. turn it off. >> this was near 96th avenue and cherry street. eric died and his pregnant girlfriend was shot. she was in the passenger seat and she is now in and out of a coma. the oakland police department says salgado's be one stolen fra deal dealership. his family is demanding answers. >> if it can be preventable. 40 shots while he's in the car.

that is very excessive. other ways could have been done. >> you can see here the peaceful protest that was held in oakland last night. the oakland police department has not released the name of the chp officers involved in the shooting. protests against george floyd's death continue around the bay area. we saw several peaceful events happening yesterday. people socially distanced in glen park neighborhood. dozens showed up for a protest in richmond and also saw a rally in antioch. and martinez public office teamed up for a black lives matter march to the courthouse in martinez. the private funeral service for george floyd will be held in his home town of houston. thousands of people expected, i should say thousands of people showed up yesterday to pay their respects. >> could be anywhere in the world but you're all here with us right now. this is a blessing. this is bigger than george right now. >> including young people stepping up. and everybody waking up and

in communities. >> you know how you create more safety, you fund public schools and it wouldn't be the case in america today two-thirds of our public school teachers come out o their own pocket to help pay for school supplies. the way you create more safety is people have access to health care and it's affordable. the way you create more safety is the jobs in the community. and economic opportunities and access to capital. >> harris went on to say lawmakers need to reexamine what they're doing with taxpayer dollars. senator harris was also asked if she agrees with former vice president joe biden and his rejection of defunding police departments. senator harris went on to say she supports biden's reforming police system and she agrees with that, we'll hear much more on this interview coming up at 7:00 on "gma." let's check in with mike for a look at the forecast. hi, mike. >> hi, jobina. that is going to be a hot topic for weeks. can't wait to see how that shakes out. hope you're having a good

mayor sam liccardo says he will not introduce defunding but focus on reform. number three the fbi to join the investigation into the killing of a santa clara county deputy sargeened damon gutzwiller in what the sheriff says was an ambush. number four. solano county is allowing places like gyms, zoos, museums and wineries to reopen ahead of the friday date. the county is giving the green light now only if they meet state health requirements. or exercising outdoor is your thing. check out our temperatures. five to nine degrees warmer than yesterday. a lot of 80neighborhoods. number six. we've had some minor issues on our roads this morning, but at the moment, nothing major. taking a live look right now showing our 880 at the coliseum camera in oakland. look at the traffic.

it's picking up. starting today, yosemite will begin reservations and the park will begin a phased reopening on thursday. keep crowds 50% of normal in compliance with social distancing. opd now reviewing the tactics it used during recent protests. tear gas and flash bangs. many community members said the recent protests were peaceful until tear gas was fired. the public made their opinions clear with the deputy police chief giving h minute into cha hands up, don't shoot. ordinances were fired upon us. >> tear gas is known to cause miscarriages and we're in the midst of a pandemic. >> you failed to protect us. >> the amount of violence that opd was incurring.ints wanted to end the use of tear gas others called to dramatically

defund opd's budget or get rid of the department altogether. only on 7, a multi-racial family shaken up about a threatening person they encou encountered at a burlingame restaurant. they said the confrontation was sparked by their black lives matter t-shirts. >> we were just a family trying to have dinner. >> reporter: but before dinner begun, a stranger interrupted. >> he basically banged the table and slammed his hands on the table and looked directly at my son and said black lives matter. he said, f black lives. blue lives matter. >> reporter: anthony and his wife and their children were having a celebratory dinner at flights after their first family protest in san francisco. >> i don't believe that if we were a white family sitting at the table eating dinner that he would have approached us the way he did. >> reporter: after walking away,

the man seen here in a surveillance image came back a second time. >> he came back and he said, if you i'll shoot you. >> i'm really upset that the kids were exposed to that and the effect it will have on them after this. arlo didn't want to leave the house today because he thinks the guy is going to come back and bring his gun. >> reporter: amanda and madeline were also dining outside and they witnessed the incident and saw the man eating and drinking with a large group at the restaurant before he confronted the family. >> the older gentleman was very aggressive and shoved the father. >> i heard him say les for you i heard the word shoot. >> looked like he had an agenda to come to that father or family. might have been because the kids had the black lives matter shirt. >> reporter: they called the police who took a report at the restaurant. >> he had so much anger in his face and his eyes and i hope that he gets arrested and we

press charges against him and i hope we get justice from t burl investigating and have a suspect in mind. a woman in oakland has come up with an artistic way to protest inequality and that is through a hip-hop dance class. ♪ these dance moves are part of a movement. several adults and kids get together in the richmond, ridgemont neighborhood to dance in support of black lives matter. signs reading white silenc equal white consent and black lives matter. a dance instructor came up with the concept. >> when i came across the slogan, white silence equals white consent that really struck a chord with me and i wanted to do something in protest of inequality and it occurred to me what i do is dance. so, we organized a hip-hop class out here on the cul-de-sac. >> for a great cause and

around fairfield. a sharp turning of the warming trend that's starting it will last through saturday. >> thanks mike. protests widening with three people charged. earlier this month he was arrested and taking part in a bribe scheme. sandra zuniga director of the office of neighborhood services is accused of money laundering. balmore hernandez a former public works employee faces a bribery charge and florence kong, a city contractor, is accused of lying to the fbi. state officialsng everneo b the lookout for scammers who are pretending to be covid-19 contact tracers. scammers are contacting victims through phone calls, e-mails and text messages but trying to trick people into providing their sociality numbers and healthal and

information. real contact tracers will never ask for any of that info. and the cdc says some people are misusing bleach to try to fight the coronavirus. surveyed more than 500 people and about 39% admitted to incorrectly using bleach and other disinfectant solution and this includes washing their food with bleach and using it on their skin. 4% said they drank or gargled bleach or other disinfects and please don't do that. it is dangerous and could negatively impact your health. in april president trump talked about injecting disinfectants in people and prompted a warning from health officials everywhere. in today's "gma first look" keeping kids safe from the coronavirus. camps could become labs for fsteportedryistg. york >>ter: in tg'ss

it will get under way at 9:00 this morning our time. usn6,0 peopl memorial to pay their respects to floyd. he died two weeks ago. for many, it was an emotional farewell to the man who has become the face of a movement. and overnight, people gathered for a candlelight vigil at his high school. his family says they're grateful for the outpouring of support. >> told he would have to sacrifice his life to bring the world together and by knowing him. >> this man whose death has changed the world, he's changed the world. you have to come. >> meanwhile, the former minneapolis police officer charged with murdering floyd appeared in court yesterday. the judge set derek chauvin's bail at $1.25 million and following today's service, floyd will be laid to rest at the houston memorial gardens next to his mother. liz? >> thank you, jobina. abc news will have live

coverage of the private service and celebration of life for george floyd. abc news anchor david muir will be in houston and coverage is set to begin at 9:00 this morning and watch it here as well as on our website and our abc7 news app. happening today the san jose city council will discuss use of force all amid the growing calls to defund the police. at the same time the san jose police chief has announced some serious changes coming to the department. julian glover is live with those changes and what to expect today. good morning, julian. >> hey, good morning to you. ahead of today's meeting the san jose police department announced changes to the policing policy mainly in response to the reactions and in response to the action that we saw taken by those officers killing george floyd there in minneapolis. just last night, chief eddie garcia announcing the department is banning the use of kneeling on someone's neck to subdue a

suspect. officers are also now required to intervene and report when they witness excessive force used by another officer and rubber bullets are no longer allowed to be used for crowd control. in today's meeting the san jose city council will consider if those changes are substantial enough as calls grow louder for cities to consider defunding police budgets and allocating to other social services that will try to address the route causes. san jose mayor sam liccardo made it clear that he is against the idea of defunding the >> we've got to recognize that the path forward is to reform, not to defund the police. what i hear is the overwhelming call in every neighborhood meeting i'm in for more police patrol and not less. >> mayor sam liccardo said police force is already lean compared to other large police forces across the country. other large cities of police

forces across the country. he's proposing expanded authority of an independent police auditor to help fix the problem. the city council meets at 11:00 this morning. reporting live, i'm julian glover, abc7 news. >> julian, thank you. happening today san francisco leaders will call on the city to ban police using things like rubber bullets and pepper spray. introduce the right to protest safely act. it would ban certain crowd control methods used by law enforcement in response to recent black lives matter protests. the legislation would ban any c the killing of a sheriff deputy. damon gutzwiller was killed in what was called an ambush. praising a suspect who tackled the suspect.

they're asking for the public's help in their investigation. >> very important for damon's memory that we get this case right and we encourage anybody who saw something, who knows something or who may have been a victim of this guy to contact the district attorney's tip line. >> carrillo is an active fairfield and the possible connection of a killing of an officer in oakland on may 29th. carrillo will make his first court appearance on friday. because of the coronavirus pandemic, abc7 news is concentrating our efforts to build a better bay area into these two four areas. health, education, changing workplace and the economy. starting friday, some people in california will be able to go back to the movie theater. theaters can open on june 12th with county approval. theaters limited to a quarter capacity or a maximum of 100

movie goers. theaters are encouraged to take reservations. state officials also suggest they use disposable or washable keep guests at least six feet apart. officials recommend theaters require people wear face masks when they enter and leave the theater and at the concession stand. they wouldn't be required while watching a movie. hair salons and barbershops in contra costa county will reopen next wednesday. the county says indoor dining, bars, churches, gyms, museums and hotels can reopen july 1st san francisco bar owners are pleading with the city to let them open earlier than scheduled. >> we're asking the mayor to open the same time restaurants do because it seems only fair. our economic future is in the balance here and we need help. >> the san francisco bar owner alliance wants the city to let

bars reopen on july 13th at the same time as restaurants. right now they say bars who don't serve food can't have people inside until mid august. 350 bars in san francisco did not serve food and, quote, teetering on the edge of personal and professional financial collapse. schools safely. the new guidelines helping districts prepare to welcome students back again. growing calls to defund police, but what exactly does that mean? we're going to explain. but, first, we're going to check in with meteorologist mike nicco. hey, mike. >> hi, reggie. hi, everybody. start down in the south bay where temperatures are mainly around 50 to 55 degrees and 57 in los altos hills and the cool spots at 45 and more like the temperatures up in the north bay. 40 around sebastopol and brentwood some of our milder

spots. bay bridge toll plaza 58 degrees right now. a little breezy south of the bay bridge today and a little choppy on the water, otherwise pretty quiet for your commute. at least weather wise. let's talk about what is going on on the peninsula. 77 at noon and mid 80s for several hours this afternoon. very nice 71 with sunshine at 8:00. here's a look at the east bay. 60 at 8:00 and 79 at noon and low to mid 80s all afternoon. once we get to 8:00, 72 degrees and san francisco, what a great day, just a touch breezy especially near the coast. 59 at 8:00. 69 at noon. and low to mid 70s most of the afternoon. there will be a few upper 70s in places like castro and, you know, the usual warmer spots and sunshine and 69 at 8:00. w'll turn it over to jobina, but, first, i have to ask her a question. i got a text from the lady who cuts my hair yesterday. she's taking appointments. how about you? >> not yet.

of people just learning about it. so, what does it mean? the answer really depends on who you cask. some say def means stripping away funding and debanding altogether. an organization in minneapolis, for instance, is looking to move to a police-free future. that is one end of the spectrum. for many defunding the police is not about abolishing but devesting from police departments and investing into other community services. in "time" magazine patrese said police should not be in charge of mental health crises and dealing with homelessness. they should not be in support of dealing with people with drug dependency, and addiction. those are three line items which we can put back into health care. according to the center for democracy, it outpaces community resources and services. they say in oakland 41% of the general fund expenditures in the

and that's why we're warming from 84 in sunnyvale to morgan hill at 91 degrees. 85 at redwood city and 75 in millbrae and upper 60s along the coast again today. and mid to upper 70s in san francisco. south san francisco and sausalito. mid to upper 80s through the north bay valleys and about 20 degrees cooler and breezy at your beaches. upper 60s there. low to mid 70s, excuse me, low to mid 80s for most of the east bay shore and as we move inland, 90s are more dominant than the 80s. places like san ramon, danville and possibly alamo right there in the upper 80s. tonight, look at that great sleeping weather, once again. few clouds try to creep along the coast. tomorrow is our warmest day across the board. the sea breeze really hits the coast hardest thursday to a lesser extent our bay neighborhoods and then it moves inland friday and it's strongest saturday and sunday warmer, once again. have a good day.
