>> the large group you see there made up of mainly young people chanted the men and women killed by police. they are asking for opd, oakland police department to de-fund and for those funds to be then used for areas like education and social services. again the march and protests remained peaceful. no reports of violence or vandalism. you can see those oakland residents making their voices loud and clear last night. reporting live, julian glover, abc 7 news. >> thank you, julian. the city of oakley voted to ban the use of tear gas. there is quite a bit of criticism over what the chief of police said tuesday during the city council meeting. jr stone has this story. >> firearms, we can shoot people. >> reporter: those words from berkeley andrew greenwood at a town meeting as tear gas was used discussed. tear gas hasn't been used this

year at berkeley but it has in previous protests. they asked the kiev about staying safe in a protest situation without tear gas. >> does our force have any alternative tools to use to protect themselves in a situation like you just described? >> firearms. we can shoot people. >> that's, no -- >> that's, i don't mean to be callous. i'm just saying if you are being attacked with lethal force, if we don't have less lethal that can drive back then we're absent a too many. that's my concern. >> those words sparked quite a bit of reaction in the community. >> being in berkeley all of his life should have taught him that that's not the right answer for a question like that. >> so i was saddened, because i think it really elicits this fear that some people have about the police. >> reporter: during the meeting,

the city council voted to prohibit the use of tear gas in berkeley, something councilmember kate harrison was and is in support of. the police chief came back later in the meeting with an emotional apology for what he had said. >> i'm tired. i should be more mindful of and as you said we are have nothing else in the sense of gas th last resort. e last ols, >> reporter: j.r. stone, abc 7 news. hurt and confused, that is the reaction from muni sent a tweet saying they will no longer be sending officers to the protests. the san francisco police officers association says that her union was blindside d by tweets sent out on tuesday. this was the same day muni

paused in memory of george floyd. it was a part of a series of tweets declaring the agency's commitment to racial equity work. the poa tweeted back, hey, muni, lose our number next time you need officers for a fare evasion enforcement. >> you are jumping on the band wagon vilify us but in private asking for our hope and asking for something you never did before in the first place. >> we absolutely want to support the chief in their mission, but at the same time we need to also respond to specific concerns of our operators and our passengers. >> now, the union says officers will continue to do their jobs even if they feel like they have been thrown under the bus. santa clara county is looking to dramatically expand coronavirus testing. it's issued an order for carriers to carry more of the burden. >> the county can't do it by itself. the small community clinics can't do it by themselves.

the large healthcare centers. the large clinics in this county need to step up. >> the new order covers any essential worker. anyone showing symptoms and anyone who has been exposed to a known covid-19 case. it takes effect on monday. the u.s. is seeing a surge in coronavirus cases as more states allow businesses to reopen. we are at the live desk with this milestone. >> reporter: thank you. there are now more than 2 million confirmed covid-19 cases in the u.s. more than 20 states, including california are reporting a spike in cases. hospitalizations in texas have gone up 40% since memorial day. officials in arizona are considering another stay-at-home order as more patients are admitted to the icu. the south carolina epidemiologist says she's more concerned than ever of the virus

spreading. despite that the state is moving forward with reopening. with cases surging, there is a rush to find a vaccine. the u.s. government says thousands of volunteers will take part in a phase 3 vaccine trials from three different drug companies this summer. >> all right. thank you. today, dmv field offices will be closed because of the pandemic are going to be reopening. the state closed all 169 offices in late march and it's been opening them in stages since early may. you will need to make an appointment before you go, though. the first commerce allowed in today are people who have already reserved a time. behind the wheel, driving tests are still not available because of physical distancing rules. customers visiting field offices are being asked to wear masks. riders may be slowly coming back to bart as the bay area slowly reopens. ridership plunge. we all remember after the pandemic and shelter in place orders. bart lost up to 94% of

passengers. the latest figures indicate ridership is way down. it was 90% on tuesday. which doesn't sound like a big improvement. bart says it's the best weekday total since march 20th. wow. restaurants in the east bay are welcoming back customers with covid-19 priority. the precautions go way beyond masks and gloves. a local boost for the economy. one of the largest malls in the bay area welcoming back shoppers today. a lot of change is happening. mik mike. >> yes, ma'am, and wet is one of those. we're going to change the weather today for a lot of us and then even more so tomorrow and through the weekend before another warm spout hits us next week. like the last one, it's not going to be all that robust. take a look at what's going on in the south bay. we're seeing increasing clouds right now. partly cloudy. we got temperatures in the upper 50s to near 60 degrees.

60, sunny, san jose, 56 los altos hills. look around, you can see temperatures in the mid- to upper-50s. places like fairfield and brentwood, the warm spots. the plaza, a part of your commute, it's clear for now and 57 degrees, clouds will be on the increase. low clouds throughout the morning commute. especially along the coast and filling in the bay. it will be breezy north in the bay bridge through the delta. but the breezes will be even faster today. let's take a look at the peninsula, 64 at 8:00. 77 at noon. low 80s for a couple of hours. down to 66 at 8:00. no, a lot of high cover and cloud cover. low clouds give way to the east bay. 63 at 8:00. 77, your comfortable noon time temperature. low 80s for a couple hours. 67 and breezy by 8:00. san francisco, mid- to upper-60s today under a partly sunny sky, with some of your fastest breezes around 4:00 and 5:00 so

temperatures are developing even more with a slight chance of drizzle. let's return to jobina and say good morning, it's nice to see you. >> it is nice to see you too, mike. thank you. good morning to you. >> thank you. >> you are most welcome. hello, everyone. and good morning to you. happy almost friday. we are going to start off with a live look at oakland right now showing you our 880 at the coliseum camera. i want to let you know there is a crash on actually, you can make out those lights there on the northbound lanes and the red and blue flashing lights on the right-hand side there. there the a two-car crash. it does appear that injuries are involved. oakland police is on the scene right now. the chp is not handling it. the crash is at the high street off-ramp at a stop sign there. they are working to get that out of the way. the off-ramp is blocked. it does not sound like those injuries are serious. they will hopefully get the

people involved out and on their way. also this morning. cal train is ready to ramp up service. sew that shelter in place they will operate 70 trains each weekday, three running every hour during the peak times. they say they are running 42 trains a day and is bringing back limited trains.

24 hours makes. look at this picture from our roof camera, you can barely see the lou clouds hanging around. that's a sign that, yep, changes are on the way. temperatures much cooler today. low 60s at the coast, upper 70s, low 80s around the bay. upper 80s. a few 90s. they're way into the east bay valleys. breezes, you will notice will be a lot more aggressive this afternoon. in the same areas. the san rafael bridge will be a little more dangerous with a cross wind during the evening commute. we got temperatures in the mid-90s to low 100s through the central valleys. some of the sea breeze eventually makes its way there. palm springs, 88 in l.a. 76 in tahoe. >> thanks, mike. the villejo city council is asking the state attorney general's office to conduct an investigation into the police department's shooting and

killing of sean monterosa. the council made the decision tuesday night and the ad's office tells i.t. reporter melanie woodrow, it's not yet received a formal request from the city. a villejo police officer shot and killed monterosa just over a week ago outside of a looting scene at walgreens. the police chief says they fired after he dropped to a kneeling position and placed his hands above his waist. the officer saw what he believed to be the butt of a handgun, but it turned out to be a hammer. happening today, one of the largest malls in the east bay forced to close by the pandemic will be welcoming back commerce. the sun valley in concord opposite at 11:00 this morning. shoppers will notice some changes, including there will be fewer places to sit. no trays and fewer chairs in the food court and signs encouraging social distancing. the mall will be cleaned and

disinfected throughout the day. they have 160 stores. but some of those will remain closed. in light of the coronavirus pandemic, we are focusing our efforts to build a better biarea on four main areas. health, education, changing workplaces and the economy. a handful of bay area counties could see some of their property tax revenue taken from local groups to fill the state's budget deficit. under the current proposals, it can lose $145 million that would typically fund safety vulnerable populations. one of the programs is gardner health services in san jose. the medical center serves 45,000 patients every year and has already had to lay off 20% of its staff because of covid-19 cuts. our patients are coming to us in dire need. in many cases crying because they don't having a says to food. we're trying to create food baskets to keep people alive and going.

>> state leaders are trying to close a $54 billion budget deficit. as restaurants in the bay area reopened, they are having to dramatically change the workplace to accommodate all of these new protocols to stem the spread of covid-19. this while also trying to stay profitable. here's abc 7 news reporter laura anthony with an example. >> reporter: from the moment the first employees arrived, the staff at the danville brewing company are taking steps to protect their commerce and themselves from covid-19. inside the kitchen, to the bar, all prep work is done with masks on. that includes the process of canning the brewery's signature beers. >> it's a third day and full day. >> reporter: all the if you protocols precautions extend well beyond masks and gloves. >> 23 are doing the paper napkins, disposable, no longer using those linens. no longer having a pre setting on the table like salt and

pepper shakers. all that other stuff. everything is cleared and wiped down. >> reporter: like all restaurants, the danville brewing company can only see people outside tables at least 6 feet apart. >> our mission has always been to get people outside. >> reporter: case can i k exter for the remodelled danville hotel. it houses the brewery and several restaurants. >> there is a little european model where we see a greater level of comfort with the interaction of somebody sitting and eating, versus somebody who is walking, versus somebody who is biking. allowing that relationship to begin to intertwine. >> we'll keep this as a to-go area. we figure we'll have four tops at the windowing. >> reporter: adjustments have been made inside to ensure the safety and the survival of the business that traditionally feeds most of its tables occupied. >> we're so busy. we're dog lot of to go. so there is a lot of local

i like that. all right. you will change my mind, eventually. here's a look at what's going on down in san jose. it's 59 degrees under increasing clouds, it will be cooler at the coast, warm inland, cloudy tonight with drizzle possible and a straight shower and breezy, cool conditions for our tomorrow and also saturday. here's a look at your cloud forecast. you can see, unlike yesterday, it will be a little slower retreat to the coast. along the coast, pushing to the golden gate. we will have a persistent area of fog there. look at the winds pick up at 3:00. look at that march to the east much faster. this evening will be much cooler and breezier than last evening. mid- to upper-80s. you head up the peninsula, we start at mid-80s, drop down into the mid-70s. along the coast, look how stubborn the cloud cover is. low- to mid-60s. downtown, south san francisco and in sausalito, 73. the north bay coast can see more sunshine than the peninsula

coast. while low- to upper-80s dominate our inland valleys. mid- to upper-70s for most of the east bay shore. 80in fremont, union city and stewart. the east bay valleys, the warmest temperatures, mid-80s to low to few mid-90s out toward antioch and brentwood. we fall into the low and upper 50s. the breezes, look at that. they drop our temperatures nearly 10, 15 to 20 degrees tomorrow. we hold steady saturday. the breeze is back up. the warming trend begins sunday, a little warmer tan average. fought being too outrageous monday, tuesday, wednesday of next week. the roller coaster is getting smaller than the huge swings we were taking the last couple of weeks. amazon is taking a one-year pause on people using a facial recognition tool. they developed a robotic arm that can smash through walls. here's tech bytes. >> today in tech bytes, amazon

temperatures below average. there is a stray shower up in lake and mendocina counties. the calmer weather takes over. 60s along the coast in san francisco. 70s around the bay and 80s inland. >> all right, thank you, mike. people in burkely have another reason to get outside. the city is shutting down two miles of streets as part of a healthy streets program. you can see the roads on the map, it includes 9th street to 1st avenue to dwightway and addison from sacramento to grant street. the idea sheer to give people more room to walk and bike while also keeping socially distant. having the day, yosemite national park is welcoming tourists. they will open at 7:00. this is the first step of a phased reopening. visitors will need to make a reservation online. the park will only write in 1,700 vehicles a day. businesses in the nearby communities cannot wait. >> we definitely needed it, especially being in a small

tourist town. we rely on tourism quite a bit. so you get in the back opened is exciting for the county. >> reporter:. >> the supervisor says the cost of the taxes per day is costing them 86,000 per day. hotels will reopen with capacity limits. disneyland is reopening, 65 years cues me to the day after the park opened for the very first time. the plan includes a reservation system to limit the number of visitors. some of the attractions like the parades, they won't return right away. guests will be encouraged to maintain social distancing. there is no word yet on a face covering requirement. the park still needs final approval from the state and disney is the parent company of abc 7. it will be interesting to see how they make it such joyful event like they always do. it is really one of the most special places on earth. let's take a look at the heat,
