>> the district attorney is expected to decide on charges against the officers by mid week. he says murder charges are in play. a live report from atlanta coming up on gma right after abc 7 mornings. closer to home, city leaders in petaluma will be taking a close look at its police department he's policies. tonight the city council will consider forming a subcommittee to review police practices during a virtual meeting that will be open to the public. the council will also draft a statement over the department's use of force protocols. tomorrow night the police chief and city manager will host a separate virtual town hall to answer questions from the public. and oakland city council member is calling to he reallocate at least $25 million of the police department's budget. nicky redirect the money to other social services.

for the conversation. we expect to get an update later today on how the state is reopening. governor newsom expected to hold a news conference at noon. as of right now, california is in stage two, retail, manufacturing, some offices, outdoor museums and limited personal services are allowed. the number of infections is rising as more states follow through on plans to reopen. johns hopkins university reports the u.s. is nearing 2.1 million cases of coronavirus. alex presha has more from washington. >> reporter: this morning more reopenings, new jersey, the latest state to enter a new phase, allowing nonessential retail and outdoor dining. but across the country, coronavirus cases are on the rise. at least 22 states and puerto rico have an increase in new reported cases. that includes arizona. there have been 1200 new cases since saturday. and now some phoenix bars and restaurants are closing down for a second time. in utah, covid-19 is

disproportionately affecting the latino community, they are 14% of the population but make up 42% ofhe cases. florida set another record reporting 2,000 cases in 24 hours for the second day in a row. the governor there saying an outbreak among farm workers and increased testing in nursing homes is partially behind the surge in numbers. >> we're doing three times as many tests a day now than we did at the end of march. >> reporter: the mayor of key west citing some of the crowded beaches. >> i have a concern we would search like certainly welcome all tourism but we want to be responsible. >> reporter: eight states have seen increases in hospitalizations. and texas and arizona set new hospitalization records. long testing lines like this backed up over the weekend. new york state is seeing its lowest number of hospitalizations and deaths since the pandemic began. but images like this over the

andrea fujii has more. >> reporter: demonstrations there coast to coast after another deadly police shooting of a black man. and protesters also gathering at the wendy's restaurant where a police officer shot rayshard brooks friday night. the incident all captured on police body and dash cam video which began after the officers responded to a call that brooks was allegedly asleep in his car blocking the drive-thru. police say that he was then given multiple sobriety tests which they say he failinged. >> can you take a breath test for me is this yes or no. >> i don't want to refuse anything. >> reporter: police say that he resisted arrest which turned into a struggle leading him to graben officer's taser. he flees and appears to point the stun gun at the officers while he runs away. officer garrett rolfe fired lee shots at brooks who died at the hospital after surge writry.

this video is along harrison street. and both cities stopped street sweeping when they imposed the shelter-at-home rules. but streets now have to be cleaned again as more and more businesses reopen. a santa cruz sheriff's deputy is back home this morning a week after she was injured in an encounter with a specific who killed a fellow officer. this is deputy alex spencer walking out oas workers and other officers cheered him on yesterday. spencer and sergeant damon gutzwiller were investigating a suspicious vehicle in ben lomond. the sheriff says that they were ambushed by the suspect using diploma explosive devices and assaults rifle. gutzwiller died and spencer was hit by stlhrapnel and struck by

the suspect's car. the suspect faces multiple felonies including murder. this morning we're learning more about a dangerous trap set up on tinder. a fresno man is charged with kidnapping and attempted rape of a woman. detectives say that the man used a fake name dominic and endicti them to meet in person. earlier this year tinder instituted a panic button. an argument over face masks escalated when a woman coughed on another customer at a new york bagel shop.
