later. dan noyes has the very latest on this. >> reporter: well, according to this explain filed in federal court, an active duty police officer left travis air force base that day and went to oakland with an accomplice to kill cops. bullet holes are still visible at the guard post where 53-year-old security officer pat underwood lost his life and his partner was seriously injured may 29. in that same complex today, federal law enforcement officials announced charges in the attack. >> pat underwood was murdered because he wore a uniform. he wore that uniform to signify his authority to protect the federal courthouse where we are gathered here today. >> reporter: the explain contains photographs of a white vandal that parked at an intersection across from the guard post. it says 30-year-old robert justus was the driver. >> a man later identified as

justus walked around the van and around for nearly ten minutes in a way suggesting that he was conducting surveillance. >> reporter: the explain says after 17 minutes, the van pulled into the intersection and the 32-year-old stephen carillo from travis air force base slid the back door open and fired what's called a ghost gun. parts purchased separately. >> the firearm used in these crimes was a privately made firearm with no markings or serial number. has the mnl gun which had a silencer taxed to its barrel. >> the federal agents confirmed the same van and gun were part of the ambush that killed the deputy dame only gutzwiller on june 6th. the ballistic vest he had that day bore this patch. a symbol of the movement. >> it is used by extreme. is to represent a violent uprising, or impending civil war

in the united states. >> reporter: the explain contains this photo alleging that carillo wrote on the hood of the car before the arrest and some of the movement sayings. it says they met on facebook and the morning of the attack, carillo commented, go to the riots and support our cause. show them the real targets. use their anger to fuel our fire. think outside the box. we have mobs of angry people to our advantage. agents are studying this video from sky 7 that may show the van shortly before the attack. >> there is no evidence that they had any intention to join the demonstration in oakland as some in the media have asked. they came to oakland to kill cops. >> reporter: the fbi said agents had rob justus under surveillance. that they watched his parents drive into the fbi headquarters

our efforts to build a better bay area are focused on four key areas. our health, education, economy and our changing work places. the coronavirus pandemic has had a dramatic effect on all four areas and we are slowly recovering. today san mateo county received permission for advancing are. only five california counties are not taking this step. within the bay area, those two counties with the highest cyrus cases rates when bringing population into account. take a look at this graph. the orange line is the number of cyrus cases per cam at a statewide. the top blue lines represent san

mateo and san francisco counties. the bottom line, that is napa county. that's encouraging news because they may match the reopening move this friday allowing gyms, nail salons tarks too shops and more to reopen. do we know when those places will reopen? >> reporter: the business owners here are in limbo. all around me here in down napa, there are people dining indoors, people getting haircuts. that's all been in if he can here. but everyone assumed by friday, june 19, when the state technically allows the businesses you describe like nail salons and tattoo parlors to reopen, would it happen here in napa. the health department said they're not ready to make that decision yet.

how do these businesses prepare to open with no official start date? >> i asked them. i talked on nail salon owners. some of they will are booking appointments and then figuring if it's believe open by friday or monday, they'll cancel them. others have a waiting list. some are banking on not opening until next week. just hours ago we learned solano county will reopen nail salons. in addition, watching, piercing salons and others can reopen. also sports games will be allowed to resume as long as there is no live audience. tomorrow, hair slonls and barber shops will be allowed to reopen in contra costa county.

on july 1st, contra costa expects to allow indoor dining, bars, gyms and hotels to reopen. we mentioned earlier that franl is one of five california counties that has not received state permission to advance plans to reopen. the county supervisors are discussing that very idea at their board meeting which is underway right now. one place is desperate to. the zoo. >> reporter: the video released by the san francisco zoo shows some of the safety guidelines already in place. as it prepares to reopen. the zoo has lost all admissions revenue which accounts for more than 70% of its annual operating budget. the cost of taking care have every animal there is about $30,000 per day. they said we need to be able to generate earned visitor revenue in the near future. as it stands, the zoo falls

it is the worst fire in california state history. the most kess destructive and the deadliest. it can be blamed on electrical equipment nflt the fire rimmed through the up to of paradise not far from chico. melanie had the results of the court hearing today. >> reporter: these are the images most people have seen and remember of the 2018 camp fire. today in the courtroom, the will images displayed were the victims. the names were read as bill johnson entered a guilty plea of involuntary manslaughter for evil pg&e needed guilty to one count of unlawfully starting a fire. >> i'm still pretty angry about the whole deal. specially for the people who lost their lives. >> he lost his home and a family pet in the fire. >> i didn't have any family members pass away. i think this day in core is for those people and their families.

in court em, i wish there were in way to take back what happened or the page of those who suffered but i know there's not. the terror of. day lingers. >> it took us four and a half, five hours to get to safety. it was an absolute grid lock. >> the only thing moving in town that morning was the fire. >> the fire killed 85 people but prosecutors weren't certain they could prove pg&e was responsibility for one of the deaths. it was part of a plea deal. pg&e has confirmed to pay a maximum fine of $3.5 million for its crimes in addition to $500,000 for the cost of the investigation. they said they have already made changes that will create a more reliable and safer electrical grid. abc7 news.

san francisco's district attorney is serving door dash. it chafs the workers as independent contractors instead of employees. emthat hurts workers and the public. the lawsuit seeks restitution, civil penalties and an injunction requiring them to properly classify workers. >> now more than ever we must protect our workers. especially those who are delivering us food each and every day. >> the door dash delivery ifr drue. he said the politicians are clueless and out of touch. he said this could result in the loss of work for struggling californiians choosing to do apple based work and who need the income. after being closed for months because of the shelter-in-place order, four good locations in san francisco and san mateo county officially open today after a soft opening.

both travelers from london who flew to see a dying apparently. they've been isolated. the borders between new mexico and canada will be closed for an extra month to reduce the risk of spreading the coronavirus. the borders have been closed simpson march 21 and the closures have been extended three times. coronavirus is a threat to our help. and masks are becoming our main safeguard against covid-19. but how well is it being enforced? is everyone getting the message about wearing them correctly? to help build a better bay area, here's chris reyes with some insight. >> every time i go out, i at least see four out of ten people wearing a mask incorrectly. >> that's been the case for me, too, at the grocery store or the park or here at the airport. we've only been here about a half-hour and i've already spotted at least seven people wearing their masks incorrectly.

>> sad to report on the passing of a giants legend. mike mccormick has died. he went 22-10 that season becoming the first san francisco giant to win the cy young. he's been battling parkinson's skis and passes at age 81. >> colin kaepernick started kneeling during the national anthem in 2016. you will no doubt see a lot more of that in 2021. obviously his protest played a big part in him being out of football in the 2016. the nfl commissioner said he welcomes kap's return has to be a team who wants him. if he wants to resewell his career in the nfl, that will take a team to make that decision. i welcome that and encourage that.
