accomplice. saying they initially met on facebook. neighbors confirmed justice lived here in an apartment. off camera they say they noticed nothing alarming about his behavior. instead, describing him as someone passing. businesses below say the fbi stopped by to ask about any surveillance video from the area. publically displayed the simple of the bugalo movement. >> it is used as an impending civil war in the united states. >> reporter: the night 53-year-old security officer pat underwood was killed and his partner seriously injured. >> they came to oakland to kill cops. >> reporter: the complaint provided photos of a white van. you see it here parked at the intersection across from the

guard post. >> a man later identified as justice got out of the van and walked around the area for approximately ten minutes in a way suggesting that he was conducting surveillance. >> reporter: 17 minutes passed before the van pulls into the intersection. a weapon built from scratch without serial numbers or identifiable markings. however, federal agents were able to trace this same van to the ambush that killed deputy on june 6th. federal officials say they had justice under surveillance soon after and watched as his parents drove himself to abc 7 news. a public memorial service is planned for tomorrow for the sanity cruz county sheriffs sergeant that was killed. it's going

is coming. new at 11:00, california is going to start releasing some inmates early to prevent the spread of coronavirus inside state prisons. pres and they cannot be serving time for domestic violence or be required to register as a sex offender. the releases will start july 1st. as the bay area starts to reopen for business, we're here to help you navigate the new rules and realities. in the east bay, easing shelter in place restrictions tomorrow. but it comes as county health officials say the number of cases, hospitalizations and deaths is increasing. abc 7 news reporter kate lar son has the story on what can reopen. >> hair salons and barbershops are all currently closed. but on wednesday morning a new health order allows the businesses to reopen throughout the county. swimmers will be allowed back in the pool as long as they follow

[upbeat music] ♪ ♪ - welcome to the "tamron hall" from my home. there's a question that some people are finding difficult to answer. should some prisoners be released early because of the coronavirus? if you had the chance, would you release a nonviolent offender? or better yet, for the sake of the health of the guards and the general public, would you do it? there are currently 2.2 million americans behind bars, many of them for parole violations or nonviolent crimes. last month a man named patrick jones

became the first federal inmate to die from covid-19, which he contracted from behind bars. patrick jones' life ended just short of his 50th birthday while serving a 27-year sentence for drug conviction. while at oakdale federal prison in louisiana, he fought to get released under a new criminal justice reform bill signed by the president. despite the bill giving some prisoners a chance, patrick was turned down. shortly after his death, the virus continued to spread like wildfire, killing five more oakdale inmates, and for families with loved ones inside the prison, fear is growing. carla lunceford, whose son, donald, is incarcerated there, says she's terrified her son won't survive. - i cannot sleep at all. i toss and turn all night. he does not deserve a death sentence, and that's what's going to happen.
