going on right now, catching and siting fireworks violators is especially challenging. >> right now we're standing add our east mont substation. we know all around us we're hearing the sounds of firecrackers, m-80s. do we know exactly where they're coming from? no. >> we've been doing this now for months and we got to stop that behavlier. >> reporter: now one theory floated by the oakland fire department spokesman is with all the sanction events cancelled this year, that some of the product has made its way to the open market and folks are getting their hands on things they wouldn't otherwise. things are so bad that in places please departments are getting together and having a webinar next wednesday. they're hoping education might get the public to comply with the law.

martinez, abc 7 news. here are some of the covid-19 pandemic headlines. there bay area has more than 19,000 confirmed cases with more than 525 losing their lives to the virus. san francisco is testing more than 2400 per day. and florida set a record for new cases for a third day in a row. more than a thousand cases today. the mayor attributes it to more tests being done. and texas hit a record high. and people protested outside san quentin prison, demanding they do more to protect inmates during a spike in covid-19 infections. so far 159 inmates have tested pausetive for the virus. that number has increased ten-fold during the past two weeks.

fire crews knocked down a brush fire. it forced the ch foorp to close off ramp. they had water issues, as well as access issues for the fire boat. it scorched two acres. in the east bay, oakland firefighters say this fire began between thermal street and mcarthur boulevard near 90th avenue. they stopped it before it headed uphill towards homes. congressman taylored admitss
