by the covid-19 pandemic and b.a.r.t. is far from the only agency dealing with the impact. this chart really tells b.a.r.t.'s story. it is a graph of ridership from march through now. at its worst, ridership dropped 94% and it hasn't gotten much better. yesterday it was down 89%. b.a.r.t. is now planning millions of dollars in costs to respond to this but budgeting for more spending on cleaning. just one example of the economic struggles that challenge our efforts to build a better bay area because of this pandemic. eric thomas is live at b.a.r.t. headquarters in oakland with more on the story. you talk about being devastated. barr is clearly being hit so hard by this. >> well, dan, based on the almost complete collapse of ridership you were describing, they knew the next budget would be ugly. so they were able to tap into about million in emergency funds to keep things from being

incredibly dire. but still there will have to be cuts and that will hurt. it was a huge drop in daily ridership due to covid-19 that caused b.a.r.t.'s money problems. >> our ridership went from 405,000 to 24,000. and since the low point of 24,000, we've now inched up to 45. >> reporter: fewer riders men less revenue and that's what shaped the budget the board passed today which includes an extra $44 million for cleaning. >> it's not just cleaning the stations. but it's disinfecting the train cars every single night. >> reporter: also $146 million in cuts made by eliminating unfilled job and reducing operating expenses like putting off a return to ending service but tlayoffs planned. >> you're going to notice things like the 9:00 p.m. closure in the middle of the day. you should expect 30-minute frequencies. >> this b.a.r.t. rider isn't

surprised. >> the economy is struggling and everything is losing money. >> reporter: the budget plan assumes at best, 50% of riders return this year. the number could be as low as 15%. b.a.r.t. customer adrian of walnut creek is betting that ride letters come back and service will be restored. >> it's a temporary fix. you get the riders back. they'll change and amend the budget. >> reporter: so if you can imagine b.a.r.t. will be pleased if they get half the ridership back that they had before the quarantine and before the pandemic. and as far as revisiting the budget, that will happen. it is all right set to happen in october when they take a new look at revenues and a new look at ridership and they can possibly amend the budget then. but a lot will depends, of course, on how fast money they have at that point. live at the pleasant hill park station. abc7 news. >> anxious times for b.a.r.t. thank you.

cal train riders. there was a public opinion poll about a sales tax measure that may be on the november ballot. 70% voted in favor of it. to pass it would need approval from a combined two-thirds majority of voters in the three counties that cal train serves. san francisco, san mateo and santa clara. nflt today san francisco received its varance from the state which means it can move forward with reopening. starting monday, hair salons, barber shops, museums, zoos, tattoo parlors massage establishments and others can reopen. only two bay area counties have not filed a plan to reopen. alameda and santa clara. the only other county in the state to take the slower approach on the state's southern border. reopening continues despite records in new coronavirus case counts. check out this graph of daily diagnosed cases in the bay area

numbers. they're higher than ever. the yellow line is our rolling average. as you can see, it is climbing far above the previous highs set in march. it's not just a local issue. across california, statewide case counts, hospitalizations, and the percent of coronavirus cases coming back positive are all going up. the weekly positivity rate climbed from 4.7 to 5.6 in the past two weeks. now, the numbers overall are still small but keep in mind, that is a 19% increase. let's go live to stephanie for a look at the details on this. stephanie? >> we learned today, there were more than 5,300 new covid cases on wednesday. a slight dip from tuesday, it is still the state's second highest daily total since the pandemic began. governor gavin newsom began his message. >> we are still in the first wave of this pandemic. we are not in the second wave. >> reporter: a wave that is

clearly growing. 56,000 new covid cases reported in california in just the past two weeks. and a 32% spike in new hospitalizations. let's break it all down. more than 5,000 cases reported on monday. jumping to more than 7100 on tuesday. dipping on 5,300 on wednesday. but what exactly is causing the increase? >> yes, the cases have gone way up. but a lot of those are outbreaks and some of it is just more fish case finding. >> reporter: this is the you were csf lead epidemiologist dr. george rutherford. he explains the latest spikes indicate cases identified within the last five days. >> these are from recent exposure. maybe as reason as last weekend. these are not part of the protests. i can tell you that. the community transmission is a consequence of reopening. >> reporter: while the numbers may appear like a staggering increase, he explains it has to do with the state increasing

testing capacity. >> we've averaged 88,000 tests a day. i don't know many states that can lay claim to that. >> reporter: as testing ramps up, so does the need for tracking and digesting all the data. the public release of the cal cat data dashboard which enhances how counties can track cases in real-time. one noticeable piece of data highlighted, the r effective trends by county. this number indicates how many other people the infected person could transmit the virus to. a 1 is considered stable. anything above 1 shows a rapid spread. marin county has one of the highest rates in the state but that's in part due to the outbreak at san quentin. >> is it a cause for concern? yes. is it cause for panic? i think we have to look at what the next couple days fold. >> the state's forecast model shows statewide hospitalizations could more than triple over the next month if these trends

continue. abc7 news. >> thank you. she mentioned the state's new cal cat data dashboard. it lets you imagine the future with different simulators. i think the next to have reopening. what impact could it have on the number of coronavirus deaths? here are the numbers. current deaths are represented by the black boxes on the right. on the right is the top model for a fast paced reopening with restrictions every two weeks. the bottom line is if a stay-at-home policy stays in effect, you can see there's really a big difference. these are based on models from john hopkins university. they are only an exam of what could happen. just a projection but food for thought. you can check it out in each of california's counties. you will find that on our

website. >> we are seeing an increase in coronavirus cases so we want to know why. there are four possible culprits. more testing, more reopening, memorial day gatherings and protest crowds. abc7 news special corn dr. patel is joining us live. always great to have you. let's start with testing. are we seeing more cases just because there's more testing going on at this point? >> we're definitely seeing more cases. that's not the sole reason. obviously, if we have more access to testing, more people can test positive. we can also pick up more asymptomatic or pre symptomatic cases. they increase the rates of the hospitalizations. so the surge is likely not just testing. it is also community spread. the fact the virus is still out there and people are still spreading it. >> okay. let's talk about the community spread. we started a shelter in place ten 1 days ago.

the rules have been relaxing. we've seen more and more people outside. we've seen more about the businesses reopening. is reopening leading to more cases? >> it is definitely a risk and we're all thinking about it. it is hard to pin it down. as we've seen different counties across california are reopening at different rates. i think part of it, you mentioned 101 days. i was in the studio yesterday and that was the beginning of the year. people are having quarantine fatigue. contact tracers have placed a lot of outbreaks to birthday parties and graduation parties, gatherings. we're seeing a combination of both. people being a little more relaxed in the safety guidelines and all businesses reopening which makes me nervous about all the business you mention that had are about to reopen. >> yeah. absolutely.

>> come monday. people were already feeling the fatigue of sheltering in place a month ago. we saw it would cause the spike in cases with memorial day. was that one of the lpts >> so that was associated with the spike in cases. the spike we're seeing now is more associated to the past week or so. again, like i mentioned. contact tracers, even back then, two weeks ago, were pinning outbreaks to barbecues, gatherings, around the time of graduation parties. people headed to beaches. a lot of californians were tired of it. it was about the national message slowing down and business reopening. some have a false sense of home and they may think we're out of the woods right now. we can get more relaxed about things but that's nothecase.e y were testing positive which might be the same crowd who is going out to those gatherings,

those barbecues and maybe to the nail salons and outdoor barbecues pretty soon. >> yeah. and not just all fun. we're seeing a lot of social movements. george noticed was killed on memorial day and it led to massive protests across the country. we saw it here in the bay area. we saw lots of people in the streets. some with masks, some not. they were all gathered so closely together. a lot of people will say, well, the protests. that's what caused this huge spike. how did that play into it? >> as of right now, we don't have evidence that the protest caused a huge spike we're seeing. it is still early and there is an incubation period. also, there was early data and modeling showing during the protest, more people were staying home because of the curfew and mandates. that may have augmented some of what the risk was with a lot of people beingogether a people

so if you get one of these, understand it is not a violation however you have to pay. they're going to add on fees. we'll keep up with it and let you know. >> okay. thank you. another major national chain is filing for bankruptcy protection. chuck e. cheese has file for bankruptcy protection. it had problems before the pandemic but the prolonged closure of its restaurants has taken an even greater toll. they plan to continue offering carryout and reopen while it is allowed while they negotiate with debt and lease holders. there were nearly 1.5 million unemployment claims last week. that's a little higher than economists expected. more than 47 million people have filed for jobless benefits in the last 14 weeks with the covid-19 pandemic caused massive layoffs and furloughs.

president trump and the first lady attend ad ceremony today marking the 70th anniversary of the start of the korean war. a handful of veterans from what is known as the forgotten war attended the ceremony at the korean war memorial in washington, d.c. the war lasted three years with more than 33,000 americans losing their lives. and normally, of course, anniversaries like today's would be met with a large observance in san francisco's presidio. that was before covid-19. as wayne explains, it did not keep one man away. >> some of the longest walks in life can be the shortest. at least symbolically. at the korean war memorial in san francisco's presidio, this would be one of them. >> we lost a lot of good men. >> in years past, there korean war anniversary has drawn a large crowd. but the presidio won't allow that now. this june 25th, lieutenant colonel john stevens and his wife joanne laying a wreath.
