i'm dion lim, she's using her skills to identify the suspect. good evening thanks for joining us. i'm dan ashley. i'm ama daetz. we begin in san francisco where the plan to reopen more businesses on monday came to a halt. they were preparing to move into the next phase. the state had just given san francisco approval yesterday. but today mayor london breed announced she's halting the plan because of the spike in the number of confirmed covid-19 cases. >> we've gotten a little too comfortable. the fact that we've seen over 100 cases overnight completely changes our plans for reopening. so we got to put a pause on it. >> mayor breed says it's one of the toughest decisions she's had to make. the announcement came during

honoring frontline workers at the hospital. contra costa hospital is having second thoughts about resuming activities. that's because the rate of people testing positive is growing. the hospital admissions have rise past week. contra costa report fd 92 new cases just today. all of those numbers have put them on a watch list with the state. you're looking at what's expected to be open in contra costa county starting on wednesday. indoor dining, bars and gyms. county health officials expected to decide if these businesses can reopen beforehand. in the south bay, santa clara county is also on california's watch list following a spike in covid-19 cases and people being admitted to hospitals. the bay area's most populous county will enter the next stage of reopening in the coming weeks. today, the chief health officer urged people to keep being careful. >> no activity could be made completely safe. our success in this next phase

depends on everyone's faithful implementation of social distancing protocols, consistently wearing face coverings and collectively following new norms of behavior that keep the spread of covid-19 as low as possible. >> santa clara county has seen hospitalizations climb by 23%. however, state officials attribute part of that of people being transferred into long-term care facilities and others seeking care in santa clara county. >> marin county is putting reopening on hold. hotels, gyms and personal services, including tattoo shops and nail salons will all now have to wait. they were originally scheduled to reopen on monday. still reopening are indoor dining, hair salons and campgrounds. marin recorded 54 new covid-19 cases yesterday, the highest one-day increase so far. marin county is also facing a surge in cases at san quentin prison as we've been reporting

to you. according to data, 545 inmates have covid-19. at least 73 staff have been infected as well. adding to this issue, county health officials say that transfer of critically ill inmates from the prison has created stress on local hospitals. we're learning that one of the hardest hit areas in california is in imperial county. the governor is urging the county to institute stay at home orders. hospitalizations are up and so are deaths. to accommodate the deceased, they've requested a refrigerated trailer similar to what we've seen in new york. melanie woodrow is here with more about the problems in imperial county. melan melanie? >> san francisco as well as san francisco pauses its next phase of reopening that had been planned for monday, the governor is calling on a southern california county to reinstitute its stay-at-home orders. this as the state's key indicators continue to rise. >> real talk from governor gavin

the spread of coronavirus, but as chris nguyen explains, officials say enforcement is nearly impossible. >> cases of covid-19 are on the rise. but beaches along the santa cruz county coastline are back open for business. >> this right here is the best day of my life actually. i've been locked up in my house for months. >> since early may, it had been illegal to be on the beach between 11:00 a.m. and 5:00 p.m. although people could cross the sand to surf, swim or boat. the original goal was to keep large groups from gathering. as time went on, the crowds came back. >> people are not willing to be governed anymore in that regard. we want to recognize that by removing that. >> officials say it had become impossible and too expensive for police to enforce the closure. they prevent out of towners from traveling to the county during the shelter in place order. as of friday, activities like sunbathing and volleyball are

racist statements on her social media is no longer working for sutter health. it's not the end of it for black lives matter protesters who staged a loud demonstration in front of the medical center today. even confronting the hospital's ceo at one point. laura anthony has the story. >> racist nurses have to go. >> protesters lined the sidewalk in front of the summit medical center. as an angry reaction to blatant expressions of racism on social media posted by an icu nurse identified as allison cook. the demonstrators handed out flyers with cook's post. in one, cook apparently while working at the hospital is shown giving the middle finger. in another, she write f f f f referring to the black lives movement. that's why we're out here. someone is still protecting her in ways.

>> cook worked at the oakland hospitals as recently as last weekend and has been the subject of multiple complaints from co-workers. in a wript en statement, the hospital did not identify her by name. but said she would, quote, no longer be working for sutter health. >> does not say terminated. >> it's unclear if she was te terminated or allowed to resign. >> the human resources are sensitive as you know. >> david clark came outside to talk to demonstrators directly. >> everything that happens in these walls is to provide quality and compassionate care to our people. it doesn't matter the color of their skin, their race or religion. >> the ceo was out here for five minutes talking to the demonstrators. he said a lot but not what they wanted to hear. >> can you publicly denounce nounceis co y behavior? >> we need the community at the table.

a san francisco artist is using her skills to help police after she's attacked in the petrillo hill neighborhood. dion lim shows you how the victim is speaking out by sketching her assailant. a story only on abc 7 news. it is a very traumatic experience. >> the terrifying incident she's recounting happened while walking her dog outside her potrero hill art studio. she was assaulted and hit in the face by a stranger. >> i found i couldn't even move. i was cross-eyed.
