menacing tweets about the black lives matter movement. an arbitrator reversed the chief's decision to fire that officer. mayor sanlocardo is currently pushing to change the system. >> it's too hard for chiefs in this fire bad cops. and onto the coronavirus front where happening today this last day you can get tested for covid-19 for free at the home of the san jose sharks. santa clara county and the sharks have run this walk up testing site sap center all this pst week. no appointments, symptoms or health insurance are needed. you can walk in and take a quick test regardless of immigration status. you're even given a piece of sharks gear. so many parents are wondering about the specific changes in the district to keep their

children safe in the classroom. san diego unified is setting up a q&a to give some virtual answers. it'll explain where the district is at for different learning scenarios in the fall. it'll likely require to screen students and staff for any coronavirus symptoms, wear face masks and practice physical distancing inside and outside the classroom. in our efforts to build a better bay area we're focusing much of our energy on reopening plans. and in a surprise about face san francisco is hitting the brakes. it was just monday the city announced more businesses would be able to reopen. the plans were contingent on state approval which was received thursday. but then yesterday mayor london breed announced the plans would be back on hold.poer explains what's behind the turn around. >> what changed overnight we got 700 new cases. and when you look at the data

there's never been a time we've seen that level of a surge since march. >> reporter: green, yell wreorange and red, most indicators including hospitalization and testing rates are in the greenwich means the city is meeting its target. however, in the past two weeks the average new cases per day has gone from a flat yellow to orange to more vertically approaching red. san francisco public health director dr. grant colefax explained what that means. >> when we're red it means we need to really take a hard look at pausing or even reversing. >> reporter: on friday mayor breed paused the re-openings of salons, massage parlors, outdoor bars and museums. >> we don't know if it's going to be another week, another month. >> reporter: when mayor breed announced salons could open on june 29th two weeks earlier than originally scrambled she scrambled to get her staff and

clients ready. >> it was hundreds of phone calls to get everyone rebooked and now we're just uncertain. i don't know what to tell clients or my staff. >> reporter: salons across the city are in the same position. >> we cannot now. >> all the staff are ready to go back to work, and all the customers call us for the whole week already. >> reporter: they have plexiglass barriers up at every station and are ready to open. they're frustrated their customers can travel to other counties to get beauty services but mayor breed won't let them open. >> where are they going? >> san mateo. i don't know the mayor she wait for what. if she thinks the numbers will go down, she's wrong. >> with the percentage of positive test results more than doubling over the past week dr. colefax says they'll be watching very closely to see whether that corresponds with an increase in hospitalizations two to three weeks from now.

in the newsroom i'm kate larson, abc 7 news. >> and the zoo won't welcome visitors back next week as mayor london breed announced thursday. public health officials consider the zoo to be an indoor attraction even though most of the exhibits are outdoors. and it's not just san francisco. in the east bay contra costa county could be forced to pause its reopening with a surge of cases. luce penna spoke with health experts there to find out why. >> reporter: contra costa is on a state watch list. >> we start using beds that are not icu beds for patients that we'll have to start using since we're not trained for icu. we'll have to start making decisions about who lives and who dies. >> reporter: in the last week the number of covid-19 patients in hospitals in this county has increased 42%. without a vaccine infectious disease specialist dr. peter is

concerned about the pressure more cases will have on the local health care system. >> there's only limited remdesivir we got from the government, and when we run out of remdesivir, you know, we run out. >> reporter: contra costa county's data is only pointing to younger people playing a major role in the increase of these new cases. in june 55% of cases were 40 years and under compared to 38% of that group in april. >> we need to take a little bit more proper precaution. >> reporter: now the manager is asking for the county to intervene. >> backtrack in things that are open. closing of service industries such as ours where you touch people we shouldn't beouinit's h you're sanitizing. >> reporter: other business owners say they're ready to increase safety measures. >> as far as businesses go we are struggling as it is. >> reporter: contra costa county is closely monitoring this data and says they'll announce a

decision about the reopening time line on monday. luce pena, abc 7 news. and in the north bay marin county has also put a few industries on hold, hotels, gyms, including tattoo shop and nail salons will all have to wait a little more time before they can reopen. they were originally scheduled to reopen monday, but indoor dining, hair salons and campgrou can still reopen. also in marin, new developments at san quintan where there's been a surge of covid-19 cases. the state plans to no an undisclosed number of inmates. officials say that will create more space for physical distance [health care treatments. the inmates are being tested before and after the transfer. we spoke to a woman whose son is on death row. and though he'll remain there the transfer is making all inmates nervous. >> it's just a domino effect. that's my main concern that the

healthy people that are supposed to be transferred will not be healthy when they get there or they will become unhealthy while they were there. >> it's thought a transfer of inmates to san quintan from chino is what sparked the outbreak there at san quintan this week. 577 inmates currently have covid there, and nearly 100 staff members have tested positive. on the peninsula, a nursing home hit hard by covid-19. so far 100 residents and 32 staff members have been affected at millbrae skill care. medicare also fined the facility $43,000 for unsanitary conditions in 2018. and in the south bay dr. sarah cody is hinting she's about to make changes to the

health orders she issued three weeks ago for santa clara county. >> specific issuing an order that will mark the end of our sector specific strategy and the end of a new phase where the appropriate risk reduction measures in place. >> some businesses have been allowed to reopen and only outdoor dining is allowed in santa clara county. it has been moving at the slowest pace of any county in the bay area when it does come to reopening the economy. the county is one of 15 on the state's watch list. and one of the hardest hit counties in southern california and imperial county, the positivity rate is the percentage of people who tested positive for coronavirus out of those tested. over the past two weeks it's 23%. by comparison statewide the positively average is 5.3%. governor newsom is urging the county to shutdown or he says he

leers and law enforcement, his mother and grandmother demanding action and answers friday claiming they've been left in the dark. >> i am sad my heart hurts that we have to go through this too much down the road, too much. we still haven't gotten his belongings. we still haven't gotten the call from the department. >> reporter: so they took their demands to police headquarters. body cam footage from april 18th shows the moments before an officer fired at 33-year-old taylor. he's seen here holding a baseball bat inside a local wal-mart. >> they claim my son had mental illness, but the way that our police should be reformed is to help people with illnesses. >> reporter: family members say he wasn't a danger and they want the officer who shot him held accountable. >> they committed a crime. they murdered my grandson. if you murdered somebody you'd be in jail. you wouldn't be walking around going home to your family. >> reporter: pd said the officer who shot taylor is still on administrative leave.

the north there. it's a counterclockwise rotation as an area of low pressure begins to move into the pacific northwest. and as a response we'll be in the tail end of that system allowing for those gusty winds to arrive later on today into tomorrow. and then they shift, and we're going to see not only the high fire danger potential due to the winds, but we're going to see a dryer component to the winds. here's a look at san rafael where it's pretty cloudy here. 59 over in oakland. it is 61 in mountain view, san jose, and looking at 53 on the coast. as we look over into the east bay you can see that fog here, but it is clear. concord, livermore, son jose not having any problems. we could see just a little bit of patchy fog but otherwise making out for a pretty nice start to the day. 52 in santa rosa. finally check out sutro. gusty winds and cooler for the weekend. increased fire danger and

looking at that summer warmth returning. as the fog gets swept away that's from the system to the north we'll see a little bit of sun here, but the winds are going to be really a big part of the forecast today and tomorrow. so as we get into your saturday evening they're already up to 20, 35 miles an hour. this is by about 9:00. they're coming up out of the south because of that front moving to the north, and then they switch around to that onshore component. here we are early tomorrow morning. almost 50 miles an hour there at the coast, and as we get into the afternoon still very gusty. then at sunday night into monday where we'll get a little burst of a north wind increasing that fire danger. 79 in fremont today, 70 in oakland. 62 in san francisco. upper 80s for you concord, livermore and into your monday checking out a nice rebound with numbers stabilizing to around 90 inland. so 60s at the coast, 70s around the bay. look at tuesday a little change and settling into that pattern

on wednesday. so the hottest number is well to the east of us. sacramento valley, even lake county cooling down today. the accuweather seven day forecast looking at the winds today and tomorrow. and then as we get into monday it will still be breezy. but by the middle of the week range set for the fourth of july for that summer spread right after the week. just ahead the peninsula city trying to give local restaurants a much needed boost.

on the peninsula redwood city is closing several streets to allow for easier outdoor dining from now until september 30th. parts of theater way, broadway and main street will be closed to vehicle traffic. sidewalk caves have been bdd to throughout the downtown area. and happening today, the first day hayward will shutdown its downtown to cars to go for the

>> vice president mike pence there defending president trump's campaign rallies in the wake of rising coronavirus cases. he says americans won't forfeit their constitutional rights. good morning, everyone. much more in the race against coronavirus in a moment, but we're going to start this half-hour as always with another look at the weather. here's meteorologist lisa argen. >> the pattern although it doesn't feel like it's changing it is. we're getting a front going to scour out the fog bringing more wind today. starting out with a gray sky here. 56 in the city, 61 in oakland. that fog has extended to parts of our east bay valleys, but it is clear in the cities of concord and livermore at 60. santa rosa is 52, and with that patchy fog some mist and drizzle along the coast. we're going to see that warmup up in 80s but as we get towards afternoon that's when the winds pick up. so the first part of the day is gray, becoming sunny and by the afternoon much cooler, breezy,

and those gusty winds take us into the second half of the weekend, the coolest day and we'll talk about our holiday in a few minutes. the coronavirus is back, front and center brought on by a third straight day of record number of new cases across the country. and this morning abc news reporter christine sloan is learning the european union may move forward with that travel ban on americans in just a matter of days. >> reporter: most americans may soon be prohibited from stepping foot on european soil. abc news learning friday night the european union now assembling a list of countries including the united states whose citizens will be banned from nonessential travel due to high infection rates. the list pending final approval could go into effect july 1st. this as vice president mike pence painted a positive picture erringday's white house coronavirus task force briefing, the first since april 27th. nearly 75,000 americans have been killed by covid-19 in the

week since. >> all 50 states and territories across this country are opening up safely and responsibly. >> reporter: president trump's top health advisor dr. anthony fauci warning otherwise. >> we are facing a serious problem in certain areas. >> reporter: and the numbers show it. at least 29 states seeing a rise in cases. in florida nearly 9,000 new cases in the past 24 hours. texas with almost 6,000 new cases. both states now forcing bars to shutdown. >> i would not personally go to an indoor restaurant space to have food even if i had a mask. >> reporter: the governor of texas also reducing restaurant capacity a day after halting the next phase of reopening. 23 states are facing an increase in hospitalizations. in dallas over 70% full. >> i think you need to put your mask on, that's how you can help me.

>> reporter: new mexico, san francisco and arizona also pressing pause on reopening, one of the largest hospitals in arizona activating surge plans to handle covid cases. >> we have a wildfire that's out of control. >> reporter: as health experts plead with americans to avoid large crowds and to keep social distancing a mixed message from the white house. when pressed on recent campaign rallies vice president pence defended the mass gatherings. >> and even in a health crisis the american people don't forfeit our constitutional rights. >> reporter: yet according to at night all trump campaign staff in tulsa for last weekends rally now required to obtain a negative covid-19 test before returning to work. aide staffers have already tested positive, and dozens of yorkrs are now quarantined. and the white house is pressed on mixed messages. they happen pressed about these mixed messages about the virus.

with world central kitchen. but now chef norris is getting ready to do something else that hits closer to home, helping workers in the food industry. more than 8 million restaurant and bar workers have lost their job because of covid-19. >> i know quite a number of people personally dealing with this directly right now. >> reporter: so norris got on the phone and started calling his chef friends to take part in the fund-raiser. the ask chefs anything campaign started in new york. the concept is simple. the public bids on a 30 minute one-on-one video conversation with top chefs. >> people sometimes ask career advice, sometimes it's live demos, recipe tips. they can really ask those chefs anything. >> reporter: ana is the brainchild behind the campaign. it's already taken place in new york, los angeles, chicago and other cities. so far it's raised $110,000. the money goes to help immigrant workers who can't get unemployment or did not qualify for the federa stimulus.

then 80s to near 90 inland. tracking the wind flow this morning it's not bad, but as we get towards the 6:00, 7:00 hour it increase and here we are late with the breezy winds from the coast all the way to the delta. as we get through your sunday morning it just increases. 25 mile an hour winds here and into the later afternoon. it's a windy day for you over in livermore with gusts up to 32 miles an hour. that's for sunday. later on today you'll feel those winds, though. 80 in san jose, looking at those low 70s from san mateo, but mid-70s redwood city and palo alto, 78. we're going to have the clouds here hugging the coast. it was late in the day where you saw sun in parts of san francisco, but the financial district of course breaks out sooner. 76 in petaluma, and 92 for cloverdale. that's an improvement from yesterday. you head inland it'll be warm
