the decision to delay recent trends in coronavirus cases forced a few bay area counties to put a pause on new reopenings tomorrow, making a gloomy start to local businesses. one county, the last to open up, may be moving forward. good morning, everyone, i'm liz kreutz. thanks for joining us. we have a busy week ahead. first let's start with a quick look at your weather and the forecast. here is meteorologist lisa argen. hey, lisa. >> hey, liz. a lot of wind from the ocean continues today. later on we'll get into an offshore component. the national weather service has a red flag warning for later today. san jose is nice and

55 odowntown, still with clouds. san rafael, sunny, a few clouds. we've had the wind overnight throughout concord, the delta. san francisco now, 22 miles an hour. red flag warning from this afternoon for solano county through this evening. the mountains of the north bay. about a thousand feet from marin, sonoma, napa. northeast winds could gust from 45 to 50 miles per hour. a cooler day today. we'll talk about numbers barely reaching the 80s inland. more businesses in san francisco will have to wait a little longer to reopen. here is what is not allowed to reopen just yet. salons, tattoo and piercing

studios. san francisco public health director grant colfax explains. >> we've had near doubling in the last couple of weeks of infections. that curve is now very -- is quite steep. but we need to be very cautious and thoughtful as we move forward. >> dr. colfax says they will be watching closely to see whether the percentage of positive cases corresponds to an increase in hospitalizations two to three weeks from now. in the north bay, marin county also put tomorrow's reopening on hold for a few sectors. hotels, gyms, and personal services including tattoo shops and nail salons will have to wait some more. however, indoor dining, hair salons and campgrounds can reopen. tomorrow we're expected to learn if contra costa county will pause its reopening amid a surge in cases there. officials are closely monitoring data and will announce a position on a reopening timeline. santa clara county will decide this week if it will move forward with reopening.

both contra costa and santa clara counties are on the state's watch list. head to our website, abc7news.com. it will show you the date that each county plans to have certain sectors reopen. that's on our website, it's super helpful. an mcdonald's will remain closed after workers and family members tested positive for the coronavirus. 35 people have been infected including a 10-month-old child. a judge ruled the restaurant on telegraph avenue must not open until workers and the public are no longer at risk. management and owners are accused of d mcdonald's has not responded to the claims. this morning we continue to track the covid-19 outbreak at san quentin state prison. data shows now more than 600 inmates, nearly 100 staff, have tested positive. now leaders have halted their

plans to transfer inmates tomorrow. abc 7 news reporter lauren martinez explains. >> reporter: covid-19 is rapidly spreading within san quentin state prison always. on saturday the california department of corrections reported over 600 inmates and 89 staff members have tested positive. >> testing is not really a reality here. >> reporter: on saturday the cdc anounced plans to halt the transfer of my son sosome inmat another prison after some inmates tested positive. the outbreak is said to stem from transfers made to san quentin in the first place. >> as of march 30, 122 people were transferred to san quentin from the california institute for men. >> reporter: according to the cdcr, the california institute for men in chino has the highest death rate at 16. the total number for the state stands at 21.

>> i can't believe they're actually considering transferring, considering that the way covid spread into san quentin was from transferring inmates. >> reporter: public defender brendan woods sent two letters to gavin newsom urging immediate action. he suggested releasing everyone in the system who has a year or less to serve. >> we're talking about not waiting until they get infected with covid and die. >> reporter: cdcr expedited the release of 3,500 eligible inmates who were due to be released in 60 days or less. one inmate says there's a high level of anxiety and he's pleading for the people of marin to speak up. for abc 7 news, i'm lauren martinez. happening today, the 50th anniversary of pride. as part of the festivities, a rally and march will be held in san francisco starting at 1:00 this afternoon at clay and scott streets. there will be a pplard rally one

the annual pride parade is usually held. that starts at 11:00 this morning at polk and washington. san francisco city hall lit up in pink overnight to celebrate piride. but for some, a disturbing incident. an lgbtq community center was vandalized leaving staff and volunteers stunned. abc 7 news reporter cornell barnard has details. >> i'm just speechless. >> reporter: it's not what joe hawkins was expecting this pride window. >> they smashed that window, broke these completely out. >> reporter: most of the windows at oakland's lgbtq community center smashed on saturday morning. joe co-founded the center three years ago. >> we're supposed to be celebrating our empowerment and our community as queer people, that we wake up to finding that people are bashing our building and breaking our windows because of their own hate.

civil rights groups are demanding a fast investigation and changes from the san jose police department. four officers were placed on administrative leave amid an investigation into a private allegedly oup where current and shared bigoted and racist comments. abc 7 news reporter anser hassan has more. >> the police department will provide you no protection. >> reporter: that's the message after a facebook group was revealed where active and retired police officers made racist comments. police chief eddie garcia writes, any current employee involved with bigoted activity online will promptly be investigated and held accountable. four san jose police force are on leave after the blog post exposed the facebook group. mayor sam liccardo says the

at a northern california walmart distribution center overnight. one worker is dead and four are in fair condition after a man drove into the center and opened fire in red bluff about 30 mile. investigators say the shooter cicled the parking lot four times yesterday afternoon before crashing his car into the building. then he got out and started shooting with an assault rifle. police then shot and killed the suspected gunman. a witness here describes the moment shots were fired. >> i went to help a lady that was kind of trapped at the beginning. and at that point i started hearing gunfire and ducked into the office. >> officials say a motive for the attack has not yet been determined. according to "the sacramento bee," the shooter has been identified as a 31-year-old man who used to have a connection to the walmart distribution center. this woman was asked to put

monday. another giveaway was conducted in pittsburg in mid-may. san francisco unified will hand out 8,800 thermometers during their monday food pickup for families. the district hopes that testing at home first could help slow down the spread of the virus. >> we don't want them traveling on a bus or going all the way to school and then being, you know, in contact with other staff and students before we find out that they have symptoms. >> reporter: if a child or family member has a fever, they're asked to give out more information about their symptoms. here is how the folks at "gma" explained the app. >> do you have any other symptoms? we'll say that you have a cough. we'll see you have an earache and fatigue. this is going to make a determination based upon your age. michael, we need to call the doctor. >> we've been doing this all over the country. >> reporter: jared flamm says the person remains anonymous but the information will help track the spread of any virus.

you can see the golden gate bridge there for a second behind me was looking sunnier. as you look at live doppler 7, the fog extends from south san francisco, from the city all the way down through the central coast. we're talking watsonville, monterey, even down into the southern part of the state, san diego. they have a solid deck of low clouds. to the north, this system influencing not only the pacific northwest, this trough. it's bringing all that wind as it continues to pass to the north and east of us later on today. 15 to about 22 miles an hour in the gray sky here in san francisco. 56, 62 in oakland. 67 in mountain view. here is a look at your mostly sunny to partly cloudy sky. the transamerica pyramid, the further away you get from the ocean, we're looking at more clearing. 56 with the fog in santa rosa. 63 napa and fairfield. mountains of the north bay will be highlighted for dry winds coming in tonight, low to

mid-60s. in the east bay valleys, it's been so hot there, even though the wind is out of the south and the west, the brush is so dry in our east bay valleys, and here is a look at the winds. 33 to 36 miles an hour from concord to fairfield. these are surface also in san jose, gusts to 21 miles per hour. if we go up, 20 to 35 miles an hour. if you're taking a hike or want to do a bike ride, you know it's going to be very gusty. here is a look at sutro where it is still foggy. so, windy, sunny, cooler today, some patches of fog near the shoreline. looking at that red flag warning, later on tonight, all through your monday. and then a better week next week, less wind and more typical seasonal temperatures. today, 53-mile-an-hour gusts through 2:00. over 35 miles in san francisco likely in our east bay valleys, over 30 miles an hour. here we are 9:00, it is still gusty out there. here's where we get the wind

good morning, everyone. thanks for joining us. we're going to start this half hour as always with a quick look at the weather with meteorologist lisa argen. stil >> still foggy and hazy. the south bay is sunny. the east bay still looking at some fog. a cooler morning, only 56 in the city. 62 in oakland. mountain view, 68 where you have the sun. up in san rafael you've had a clear start, 63 petaluma. and the clouds in santa rosa. low to mid-60s in our east bay valleys, that's where it's been windy with wind gusts over 30 miles an hour. it's going to be another windy day today as we get towards the next few hours. the fog will dissipate but temperatures will be cooler. in fact below average in many locations. just low to mid-80s out towards the delta. so elsewhere we're only talking lower 70s. 7:00, it is still windy out there. we've got a red flag warning in effect for the north bay mountains above 1,000 feet where

the relative humidity will be dropping to below perhaps 20%. we'll talking about it coming up in a few minutes, liz. the world has reached a grim milestone. 10 million confirmed cases of covid-19. abc 7 news reporter keena whitworth has the latest. >> reporter: several states are shattering record numbers of cases on saturday. now at least a dozen states putting reopening plans on pause or reversing them. florida, one of the first states to reopen, shattering its single day record, more than 9,500 cases reported in a single day. in jacksonville, more than 200 firefighters now quarantining after 14 members test positive for the virus. governor ron desantis rolling back reopenings but stopping short of mandating face coverings. an alarming situation in texas. icus are nearing capacity. governor abbott pressing pause on reopening, admitting the

state opened too quickly. >> if i could have done anything differently, it would have been to delay the opening of bars. >> reporter: overnight in san antonio officials urging residents to stay home after the city recorded its highest number of cases in a single day. in harris county, home to the hard-hit city of houston, official thes there are soundine alarm. >> this virus is out of control in houston. if we don't act to get it under control, very bad, extremely bad things will happen. >> reporter: the county upgraded to a level 1 threat, code red. leaders there urging the governor to go further and allow them to issue yet another stay-at-home order. in louisiana, the governor delaying a move into phase iii reopening after hospitalizations and cases increase across the state. local health leaders say now is the time to double down on precautions. >> we have got to be extra cautious so we can continue our progress. >> reporter: in michigan, at least 85 people contracting the

virus after eating same restaurant. and as the virus continues to spread, more states move towards mandating masks in public. >> i wouldn't want to give it to you. i wouldn't want to give it to you. >> i'm not putting a mask on my face, i can't do it. i just ain't going to do it. this ain't russia and you ain't going to make me do it. >> reporter: a new study suggests if a majority of people wear them, it could save 33,000 lives through the fall. and the virus is now taking the life of younger americans. leslie lopez's entire family contracted the virus. she dropped her loved one off at the hospital, not knowing if she would ever see him again. >> i'm sure he was scared. it's such a terrible feeling, knowing that he was there dying by himself. >> reporter: her husband was just 42 years old, a father of five. and now we're hearing governors across the country and right here in louisiana urging people,

especially young people, to take this seriously. in this state the governor says the age group 18 to 29 is the fastest-growing in positive cases. kayna whitworth, abc news, new orleans. this morning the trump campaign is facing questions about why it ordered thousands of social distancing warning stickers to be removed from seats at the tulsa arena before the president's rally there. abc's rachel scott has details. >> reporter: this morning vice president mike pence is expected to address thousands at a dallas church hours after the county hit a record high in daily cases. >> so our question was, are we going to cancel it? and i think our people, i think america, needs a shot in the arm. >> reporter: first baptist dallas will open at 70% capacity, allowing up to 2,200 people to fill this sanctuary inside. thes ha the vice president moving forward with plans to speak to the congregation after the trump campaign postponed his events in

arizona and florida out of an abundance of caution. >> we did so well before the plague and we're doing so well after the plague. it's going away. >> reporter: dozens of his own campaign staffers spent the week in quarantine after his rally in tulsa. eight tested positive for covid-19. and now this video obtained by "the washington post" raising questions. the trump campaign asked why workers to appearing to remove stickers promoting social distancing. abc news confirming the "post" report that the campaign directed the stickers to be taken down. a campaign official says the rally was in full compliance wiattending, entering the arena at their own risk, signing a waiver agreeing not to sue the campaign if they get sick. supporters had their temperatures checked and were handed a face mask. though wearing it was optional. speaking to cbs news, the vice president defended the trump administration's stance on

>> in my understanding, the centers for disease control has recommended the use of masks but not demanded, required it, because they don't want to offend the president. it's time for this administration to take this seriously. >> in an interfere on "this week" with george stephanopoulos, she calls on the president to mandate masks across the country. the u.s. has become the worst-affected country with at least 125,000 deaths. new this morning, a new study finds recent hire spending at restaurants could be linked to an increase in coronavirus cases. jpmorgan looked at 30 million chase credit card holders have spent their money. the company says the level of dine-in restaurant spending from three weeks ago has some power in predicting a rise in new cases. the study also found that increased spending in supermarkets meant a lower spread of the virus.

our peak wind gusts should come later in the day. we can see winds increase to around 40 and 50 miles an hour. throughout the east bay hills, you've already had the gusty winds, 20 to 30 miles an hour. that continues throughout the day, even in san jose. you had those winds, over 20. from our roof camera you can see still a lot of cloudsom sun trying to peek through. most of the marine layer is pushing south of the peninsula, the central coast, down to central and southern california. it's this trough that is influencing us with the very gusty winds later on today as it passes over to the north and east of us. so looking at the view here, and the trees are blowing just a little bit, not too much. 62 in oakland, 68 in mountain view, 63 and sunny all morning in san jose. and looking at brighter here at the golden gate bridge. of course the flag there blowing 15 to maybe 20, 22 miles per hour. gray in santa rosa, slow clearing there. 64 in petaluma.

highlighted areas of the north bay, the mountains here, we'll see above a thousand feet those gusty winds tonight all through your monday. low to mid-60s in our inland east bay. we've had that hot weather for that prolonged week last week. even though you don't have the highlighted area for the red flag warning around the diablo range, these winds are gusting over 30 miles an hour. the dry fuel is there. the winds are out of the south right now. they'll continue to shift around to that offshore component. if you're headed out today, look how gusty it will be as you go up to about a thousand feet from the north bay to the east bay. so unfortunately, this is our first red flag warning of the season. and the fuel is already quite dry. here is san rafael, you can see how brownhe hilar windy, cooler today. the red flag warning for the north bay mountains, 10:00 tonight through night. looking at a typical summer pattern for next week. let's take a look at the east bay valleys. these icons here indicating the breeze and the wind that will be with you all throughout the

afternoon. temperatures climbing up to about 80. what an improvement, right? danville, walnut creek, concord, livermore, upper 70s. the rest of the bay area will see temperatures can omfortable but you'll have to battle that wind. 82 in cloverdale. the accuweather seven-day forecast, cooler. windy, especially at the coast today. the red flag warning tonight into tomorrow. the mountains of the north bay. then we get into a sunny and warmer day on tuesday. that marine layer is with us through each and every day. and we'll see those temperatures in a pretty nice range, upper 60s coast to 80s inland, including the fourth of july. six flags discovery kingdom in vallejo is planning to reopen. park officials say they're hitting the rewind button back to 1986 and given guests the marine world experience. abc 7 news reporter amy hollyfield has the details. >> reporter: someone is ready to
