tomorrow night. good evening. san quentin is center of the outbreak, more than 1,000 inmates and 100 staff members infected. there is a court order to test all by next monday it's so bad. kate larsen. >> scared. >> reporter: spoke to us by phone about her 29-year-old son who is inmate at san quentin and tested positive for covid-19. >> taking his temperature, only doing it every three days he was saying. it's like they don't care, not giving him cleaning supplies, letting him take showers, he's using bar soap to wash his walls. >> reporter: cases exploded, 29% of the inmates and staff have tested possible. california department says that

staff from bringing it home to communities and families? >> making sure proper ppe is available and used, physical distancing optimized. >> reporter: there is housing set up for infected staff who need to isolate. kate larsen, abc7 news. bay area counties are hitting the brakes on reopening plans in direct response to alarming spikes in covid-19 infections and hospitalizations. contra costa county posted 168 new positive cases today. highest number since the pandemic began. hospitalizations have jumped 75% last two weeks and positivity rate gone from 4% to 6%. >> our research has not shown this rise is specific to large gatherings like protests. what we're really finding is spread across the community. >> county was expecting to reopen indoor restaurant dining,

gyms, museums and hotels wednesday but plans have been put on hold. alameda county is also pausing planned reopening because of rising case counts and hospitalizations there. public health officials are especially worried about the outbreak at san quentin and how it might impact the east bay. will no longer ask the state to move ahead with reopening plans. tomorrow's supervisor meeting. health official is planning to give more south bay businesses green light to reopen in coming few days but dr. sarah cody is alarmed by rising infections as so many officials are. more than 750 contact tracers and more than 50 testing sites. santa clara is moving slower than other counties when it comes to reopening. health officials in marin county scaled back reopening
