for coronavirus relief for counties that is tied to their compliance. the governor also warned people to stay vigilant ahead of the fourth of july holiday weekend a time when people are usually known to flock to cookouts and gather in mass and have a good time. reminding people the last thing we need is a spike of coronavirus cases that could come after the fourth of july holiday. reporting live this morning, i'm julian glover, abc7 news. >> great reminder there, thank you. bay area counties are hitting the brakes on reopening. contra costa county posted 168 new positive cases yesterday. that is the highest numbers since the pandemic began. the county was expected to reopen indoor restaurant dining, gyms, museums and hotels tomorrow and now those plans are on hold. alameda county is also putting a pause on reopening. there have been 700 more cases

and 13 people have died in just the last week. the county was set to allow salons, barbershops, pools and indoor dining to take place in its next phase. in the south bay, some salon owners are demanding to know when santa clara county is planning to let them reopening. they say say their businesses are safer than a lot that are already open again. chris nguyen has the story. >> at this point there is no reason for us to be closed. >> reporter: in san jose a small but united group running out of patience. >> very frustrating because it is already at the end of june and we've been waiting since march 16th and still no date. >> reporter: employees from hair salons across santa clara county gathered outside the public health department monday afternoon expressing their frustration about not being allowed to reopen since the start of the covid-19 pandemic. >> we're self-employed and independent contractors and we work on what we built for ourselves and when that gets

completely taken away, we were just left with absolutely nothing and no guidance. >> reporter: santa clara county has been slower to reopen sectors of society compared to the rest of the bay area. public health officials have been relying on data and science to inform their decision making process. >> our communty has done better at controlling this virus than almost any large community in the united states. >> reporter: on a public zoom call sarah cody told the public supervisor that in the coming days some sectors will pbe give the green light for reopening. contact tracers to help investigate cases and more than 50 testing sites throughout the area. however, this comes as covid-19 numbers rise across the region. >> the root cause of this pandemic in the u.s. is a collective national failure to invest in public health preparedness. we're now in the place where just managing this as best we

can county by county. >> reporter: but for these workers, concerns continue to mount as time goes on. >> many of us are going bankrupt because the bills have not stopped but the money has. we really are looking for more response. >> reporter: in san jose, chris ngyuynen, abc7 news. at the live desk covid-19 still has a tight grip on the united states. 36 states are seeing numbers rise week to week here. this morning the u.s. is nearing 2.6 million confirmed cases of coronavirus. states in the south and in the west are getting hit especially hard right now. here's also what we're learning. at least 16 states have halted or pushed back reopening plans because of a surge of infections and could get worse before it gets better. >> eventually in houston we could go from 1,000 cases a day to 4,000 cases a day if the model is right and eventually no health system could be able to accommodate this. >> our expectation is that next

week our numbers will be worse. >> some good news, though, the university of washington's updated covid-19 death projection for october has dropped to just over 175,000. still a great number there. that's about 4,000 fewer deaths than last week's forecast. kumasi. >> thank you, jobina. travelers flying on all major u.s. airlines will now be required to answer a public health assessment during the check-in process. that includes agreeing to wear a face covering on board. it also asks if passengers have any covid-19 symptoms or if they've been exposed to someone who's tested positive in the last 14 days. those airlines are alaska, american, delta, hawaiian, jet blue, southwest and united. abc7 news has a brand-new interactive tool to help you figure out the risk of different activities. everything from taking a vacation to taking a yoga class.

you can guess the risk and then see what medical experts have to say about it. you can check it out at ab abc7news.com or on the abc7 news app. attorneys for the former minneapolis police officers in the killing of george floyd say they ask for a change of venue. they were in court yesterday. chauvin is charged with second degree murder and the other three are charged with aiding and abetting in george floyd's death. their defense attorney told the judge that comments made by state and local officials have tainted their clients' right to a fair trial. a tentative trial date in march. oakland is the latest bay area city to respond to a national outcry about police funding. the police department faces a $14 million when the new city budget takes effect tomorrow. the $1.7 billion spending plan

includes a $50 million boost to address racial inequities citywide. oakland wants to establish a new civilian response team to respond to mental health and 911 calls. mental health 911 calls. the city will spend more than $7 million for citywide public wi-fi. another $7 million will go to residential rent and mortgage relief. in berkeley, the mayor is looking to redirect more than $9 million away from the police department. the money will be spent on homeless services and building a holistic resource centers for african-americans. the city wants to expand the city's mental health response so officers are no longer needed to deal with people in need of those services. >> for two long we asked our public safety personnel to respond to a public health crisis. a disproportionate number of calls go to people suffering from mental illness. >> berkeley is facing a 39

million budget shortfall because of covid-19. we know, stay at home has been kind of boring for a lot of people, but for some, it has been dangerous. the people stepping up to help victims of domestic violence. presidnt trump denies he was briefed about russian bounties on u.s. troops in afghanistan but a new report says he was. time now 4:37 and checking in with mike for our forecast. mike? >> jump into neighborhood temperatures and inland east bay neighborhoods where we have mid to upper 50s in the tri-valley and danville northward we start to hit low 60s and lafayette at 59 and mid to upper 60s on highway 4. let's look at other neighborhoods. a lot of mid to upper 50s and low oos around novato and santa rosa and pacifica 59. bay bridge toll plabo breezy and choppy north of the bay bridge through the delta for

"the new york times" is reporting american officials provided a written briefing in late february to the president. the associated press writes, top white house officials were aware in early 2019 of classified intelligence of the secret bounties. national security adviser robert o'brien said the president had not been briefed because of the information. and that it was not verified. the white house also made a similar claim. >> there were descenticenting os

victims of domestic violence is rising. david louie in the south bay, the latino community is vulnerable. >> constantly staying indoors has created a pressure cooker environment for many communities and calls for help are reflecting that. next door solutions is the leading provider of services for domestic violence victims both women and men in santa clara county. the latino community she says is especially vulnerable living in multi-family households and dealing with covid-19. >> we roughly make up 27% of the population in santa clara county and yet the number of positive covid cases registered about 46% at this point. >> next door solutions had to suspend some services as volunteers sheltered and staff had to minimize contact with clients. but it is gearing up to resume counseling and assistance as calls for help come in at a rate of 40 per week.

airport. summer spread today. slightly milder around the bay and inland slightly warmer, excuse me. more clouds tonight and cool. we had some great sleeping weather all summer. and holiday heat. yep, it's coming this weekend, except for the coast. the free air conditioning will stay there. let's take a look at your microclimates and 86 at san jose to morgan hill at 88. that is the south bay. peninsula 73 in millbrae to about 82 in redwood city and palo alto. 62 to about 64 degrees and more cloud cover than yesterday. upper 60s to near 70 downtown, south san francisco and sausalito. mid 60s across the north bay and breezy there at the beaches and then we'll have 79 at san rafael and 90s around cloverdale and also ukiah. mid to upper 70s for most of the east bay with oakland at 76 and as we move inland upper 80s to a few mid 90s. here we are at 7:00 at night and cloud cover along the coast. notice as we head towards

if you're going to be spending any time outside i want to look at our pollen and uv index. juniper and mold and burn time today about 15 to 20 minutes between 10:00 and 4:00. be careful. kumasi. all right. look at this. falling scaffolding gave a south bay driver a real scare. strong winds caused the scaffolding to collapse at sevant and jackson street last night. the construction debris fell on a passing car. it blew out the back and the passenger windows as you can see here. this is crazy. but thankfully nobody got hurt. wow. the number of passengers

traveling through oakland internationl airport is down by as much as 96%. and that is part of the reason behind a big budget deficit that is facing the port of oakland, which operates the airport. the port has slashed spending by nearly 16%. those cuts will take effect tomorrow. now, the new budget year begins tomorrow, too. the port is putting off capital improvements and the use of contractors but there will be no cuts to airport operations. lufthasnsa will covid-19 test to passengers who book a flight. passengers can decide whether they want to be arriving in frankfurt or munich. results are available in five hours and then sent to an app. testing avoids going into a 14-day quarantine that is imposed by germany.
