our bay and inland neighborhoods and a very comfortable evening on the way with sunshine. you'll need a coat at the coast, 57. the rest of us, 72 to 77. we'll look at that weekend forecast and little warm for some of us. that's coming up. back to reggie. >> thanks, mike. the numbers out of san quentin are unbelievable as the coronavirus continues to grow there. more than 1,000 inmates and 100 staff members have now been infected. health and different communities something that abc7 news is looking at closely as we look to build a better bay area. now, while the virus spreads within the prison, the outbreak is concerning people outside of the walls because these people live and shop in marin county. laura martinez is live in san quenten with the latest. laura? >> 4,000 of the inmates and staff have tested positive. dr. matt willis expects the san quentin outbreak to reach 2,000

cases in the next two days. prison staff was identified as the main vector for spreading covid-19 in state prisons and since staff shop and live in marin, how do you stop it from bringing it home to their families. >> making sure the proper ppe is used by staff and the physical distancing is optimized. many staff live and shop in marin and now we have 100 infected staff. >> california's departm corrections and rehabilitation say they gave inmates masks and are monitoring sanitation and hygiene and have modified dining, phone and shower schedules to allow for more distancing and disinfecting. right now most people in marin hospitals with covid are san quentin inmates. reporting live from san quentin, lauren martinez. >> governor newsom expected to

hold a news conference at noon from pittsburg. addressing the plan to put homeless people in hotel rooms. reverse the opening as covid-19 spreads throughout the state. most bay area counties have put reopening plans on hold. an ut break among farmers in wine country is to blame for a rise in cases in solano county. and contra costa had the biggest increase it's seen since the start of the pandemic. dr. aennthony fauci and dr. redfield will is it testify on capitol hill today. a subcommittee on the latest efforts to contain covid-19. the world health organization says the worst, though, is yet to come from california to arizona and texas. some hospitals are on the brink of reaching capacity. abc news reporter andrea has the details. >> reporter: this morning 36,000 new coronavirus cases reported

series of tweets and highlighting the success and fall there with the coronavirus pandemic. until recently, our state managed to do so well that our experience had been dubbed the california miracle, but let's say it clearly. the miracle is over. the sooner we acknowledge that, the better off we'll be. dr. watcher said despite strong state and local leadership, the downturn began memorial day weekend when people got complacent. quote, even in a state with mandatory masking and a sound reopening plan, things went sour. covid wins again demonstrating that good leadership is crucial but not sufficient. he also said not to let president trump off the hook for sending mixed messages about needing to wear a mask. dr. watcher says masks and social distancing are crucial. he ended on a hopeful note there saying that we are in much better shape to handle this now than we were back in march and if there is any state that he would bet to turn this whole

thing around, it would be california. reggie? >> he is the man who knows what's going on. we listen to him. thanks so much, jobina. alameda officials discovered a subcommittee to address policing policies going forward after a black man was handcuffed and then pinned to the ground by police officers last month. watkins said he was only dancing in the street. members of the community brought up this incident multiple times at a special city council meeting last night. >> i also support defending the pay in the detainment of mr. watkins pending independent review. >> the police department has said it will no longer respond to calls like the one they received about watkins. someone complained that he was intoxicated or suffering from mental illness. the city council plans to meet again to discuss police tactics in late july or early august. joseph deangelo is going to serve several life sentences.

he admitted in court that he is the golden state killer. >> you admit the special circumstance of murder in the first degree? >> i admit guilty. >> deangelo admitted guilt to 26 formal charges and took responsibility for 161 other crimes. many of them rapes where charges were never filed. the four charged cases in contra costa county happened in the late '70s in danville and walnut creek and concord. here is how one of the victims reacted? >> i know he is guilty and i knew he was guilty and i knew his day would come. i just had to tell myself his day is going to come. and here it is. >> deangelo's formal sentencing is set for mid august, that's when the victims and their families can give their impact statements. the hearing is expected to last

a fall week. days away from the fourth of july, but quite a few firework events and the loud booms and lights are exploding closer to home. yep, we're talking about illegal fireworks and they're forcing east palo alot and city leaders and law enforcement to all join forces. they held a joint meeting last night to talk about this issue. the santa clara county sheriff office is also preparing to deploy designated strike teams over the holiday weekend. jeff levine says his home surveillance cameras captured the nightly blasts. >> it's just, you know, grit your teeth. hose down everything. be ready for anything. and hope fat you gthat you get it. >> the city of san jose launched its firework campaign and snap and click and violate reporters online.

stop reoep. the number of covid-19 cases is exploding at san quentin. more than 100 staff members are also now infected. a new court order requires all prison staff be tested by july 2nd. number three, a ucsf doctor has a warning for californians. he says while the state has been able to manage covid-19 cases at the start of the pandemic, cases are still going up and strong leadership isn't enough to prevent it. number four, dr. anthony fauci will testify on capitol hill this morning. updating a senate committee on the latest efforts to contain covid-19. that is supposed to start at 7:00 a.m. number five new york governor andrew cuomo said travelers from california could be added to his state's quarantine order. travelers from here would be required to isolate for 14 days upon arrival in new york along with new jersey and connecticut. number six. outside of the north bay, a

monkey from a tree. look at what's going on right now in the news. why put it up two weeks ago? why put it and attach i attach h shed? it is clearly a racial statement. >> santa rosa police investigated the incident and they tell abc7 news the people who live there are not required to take the monkey down because it is private property. abc7 news reached a woman by phone who identified herself as the resident. she said they hung it there two weeks ago and it was silly people reported it. she says her husband likes to entertain people and that they have no plans to take it down. well, time is running out. today is the deadline for small businesses to apply for the paycheck protection program. billions of dollars are still sitting on the table to help small businesses that have been struggling during this pandemic. the ppp has improved since the program's launch. you may remember the backlash against large companies like

because it's hot and it doesn't pertain to this and i just said it. 88 in morgan hill. that's your spread across the south bay. a lot of low 80s from redwood city southward on the peninsula and mid to upper 70s from san mateo northward. a little breezy and more cloud cover today. the coolest daly city at 62. sunset half moon bay and also pacifica around 63 to 64. we'll hit 68 in downtown san francisco today. 79 san rafael and 82 in vallejo and mid to upper 80s around the north bay and 90s around cloverdale and ukiah. mid and upper 70s until you get to fremont at 80 and inland east bay neighborhoods, if you didn't use the air conditioner yesterday, it is a little bit tougher today with those upper 80s to low 90s. here's a look at the fog forecast. mainly hugs the peninsula coast during the evening hours and then watch it spread inland overnight. and that's your first sign that things are going to be cooler tomorrow afternoon. we'll start off in the low to upper 50s and we'll end up about

four to six degrees cooler in the afternoon. our coolest days will be thursday and friday and a little bit below average before the warmth returns away from the coast starting saturday. reggie? >> mike, thank you. new details on a deadly crash in contra costa county that we brought you live yesterday morning. a bay area rapper has been identified as the person who died. the chp says curtis benton jr. known as young curt was speeding when he lost control on a bend and crashed. his car hit an embankment and rolled over several times. officers believed denton was not wearing a seatbelt and was ejected through the sunroof. that crash remains under investigation. well, more proathletes have tested positive for coronavirus. also, delayed opening.

theaters two weeks earlier on july 15th but many big studio films including disney's live action remake of "mulan" and "tenant" have pushed their release dates back to cirque du soleil has laid off about 3,500 employees. the filing comes three months after it temporarily suspended production of its shows including six in las vegas. it also has about ten shows on tour and, of course, in vegas, it has "o," "michael jackson" and "beatles love." performances will be canceled for the rest of this year for the safety of cast, crew, the orchestra and the audience. so, broadway theaters won't be able to come back until at least 2021.

warmth coming up. here's kumasi. governor newsom will not hesitate to roll back on reopening in the state if covid cases keep going up. he ordered some bars to reclose and some counties added to a statewide watch list. abc7 julian glover is live with more on what all of this means. julian? >> hey, good morning, kumasi. lots to get through here. using the dimmer switch is a phrase governor newsom used about 15 times in his press conference monday. as he discussed rolling back reopening in parts of the state as we see the number of confirmed coronavirus cases just spike up in the last few days. newsom reported 45% increase in coronavirus cases in the last seven days, which is forcing some counties to lower the dimmer switch on reopening. bars that don't sell food are now closing again in seven counties from los angeles where health officials call the spike in cases alarming to imperial county on the brink of another shutdown. >> i'm working very closely and

collaborative with imperial county because we believe they need to move back into the stay-at-home posture. the bottom line is we're doing this because we have seen an increase in the spread of this virus. we have been very clear. this shouldn't surprise anybody watching. >> newsom has said all along that if reopening didn't go so well, if there was a surge of cases that he would be forced to close parts of the economy and recreation back down like in los angeles, where not just bars but beaches are closed ahead of the fourth of july holiday. newsom, again, asking for all of our help in wearing those face masks while out and warning if some counties don't comply and cases continue to kick up the tougher restrictions could be making a comeback. we expect to hear from governor newsom later today at noon when he addresses the state from pittsburg giving an update on homelessness and covid 19. reporting live, i'm julian glover, abc7 news. >> thank you, julian. >> julian, thank you.

that is not going to happen. alameda county also putting a pause on reopening. they are seeing 700 more cases and 13 additional deaths in just the county was supposed to allow for salons, barbershops, pools and indoor restaurant dining to take place in its next phase. and in the south bay, some salon owners and stylists are demanding to know when santa clara county plans to allow them to reopen. the county has been slower to reopen because of covid-19 cases in that area. employees from sal th me to express their frustration. they say their businesses are safer than many that are already allowed back open. >> we're self-employed and independent contractors. we work on what we built for ourselves and when that gets completely taken away, we were just left with absolutely nothing and no guidance. >> county health officer dr. sarah cody says he's planning to give more businesses the green light to reopen in the coming

days. now an abc7 news live desk update. here at the live desk, i'm tracking the race to find a covid-19 vaccine. our nation's top expert on coronavirus dr. anthony fauci says he'll settle for a vaccine that is 70% to 75% effective. what we're also learning here is that he's hopeful there will be at least one vaccine candidate that can could be available and effective by the end of this year. biotech company moderna is set to begin phase three of human trials in july. if developers can prove it is effective and safe, it is likely the fda can approve it for use. pa volunteer says it's been an easy process. >> it took about 20 minutes to get the vaccine because it came frozen and they came in with a researcher and a couple nurses and received it and they kind of monitored me for about an hour just to make sure there wasn't any immediate reaction. >> the world health organization

says 17 vaccines are currently under going human trials. 132 vaccines are in preclinical phases and coming up at 7:00 on "gma" we'll hear from dr. jennifer ashton who will talk about these available treatments right now to help people that are currently battling covid-19. kumasi? >> all right, thank you, jobina. attorneys for the former minneapolis police officers charged in the death of george floyd say that they plan to ask for a change of venue. derek chauvchauvnkin. comments made by state and local officials tainted their client's right to a fair trial. the judge set their next court appearance for september with a tentative trial date to be in march. oakland is the latest bay area city to respond to a national outcry about police funding. the police department faces $14 million in budget cuts when the new city budget takes effect

tomorrow. the $1.7 billio spending plan includes a $50 million boost to address racial inequities city wide. oakland wants to establish a new civilian response team to respond to mental health 911 calls and the city will spend more than $7 million for citywide public wifi and then another $7 million will go to residential rent and mortgage relief. in berkeley, the mayor is looking to redirect more than $9 million away from the police department. that money would be spent on homeless services and building a holistic resource center for african-americans. he wants to expand the city's mental health response so that officers no longer need to deal with people who need those services. >> for too long we asked our public safety personnels to respond to a public health crisis and a disproportionate number of calls go to people suffering from mental illness. >> the mayor says berkeley is facing a $39 million budget

population in santa clara county. yet, the number of positive covid cases in the latino community registered about 46% at this point. >> reporter: next door solutions had to suspend some services over the past two months as volunteers sheltered and staff had to minimize contact with clients. but it is gearing up to resume counseling and assistance as calls for help come in at a rate of 40 per week. 15,000 calls came in last year. survivors of domestic violence say having an ally is crucial. sam asked us not to use her last name. >> i know it's scary, but just talk. someone who can help you. even just in the smallest way. by being your support system by directing you to the right people to get help. and help is there. >> reporter: sam is a fitness instructor who signed up to do a virtual fund-raiser to benefit domestic violence agencies across america. in it to end it.
