are warning it is leading to a spike in cases outside of prison walls. let's take a live look outside and it is warming up today, but a little break before the holiday weekend. goodern moi morning, everybody. it is tuesday, june 30th. >> glad to see everyone this morning and start with mike nicco for a look at our day. hi, mike. >> let's talk about what is going on with live doppler 7 and the visibility and 10 would be unlimited but we're less than that because we have some haze hanging around and low clouds along the coast there trying to push through the coastal valleys and head over to places like petaluma and santa rosa. that's something we can keep an eye on and the clouds lurking along the san francisco coast and that's pretty much where they will stay and tomorrow not quite as shy and visit more of our neighborhoods. mid to upper 50s and little milder this morning a degree or two and then 60s at the coast while the rest of us hit the 70s to 80 dz arous around the bay a

few 90s inland. reggie? the coronavirus outbreak at san quentin is growing. more than 1,000 inmates and 100 staff members have tested positive. of course, health in our various communities is something that abc7 is following closely as we look to build a better bay area. while this virus spreads within the prison. the outbreak is also concerning people who live in marin county because, of course, so many of the prison staff members also live there and shop there. abc7 news reporter lauren martinez is live in san quentin with more on this. lauren? >> reggie, the situation is getting so bad that there is a court order that all staff at california state prisons must be tested by next monday. staff at san quentin must be tested by this thursday. now, a federal court order sites staff as the main vector for spreading the virus in state prisons. a woman who wanted to only be identified as danny spoke to us by phone about her 29-year-old

son who is an inmate at san quentin and tested positive for covid-19. he called her last week. >> taking their temperature, they were only doing it every three days. it's like they don't care. they're not giving them clean supplies and they're not letting them take showers. he's using his bar soap to wash his walls. >> san quentin started setting up air conditioned tents on prison grounds for medical triage and extra housing space. they ex. ect it to reach 2,000 cases and 4,000 inmates and staff at san quentin. lauren martinez, abc7 news. >> thank you. governor newsom is expected to hold a news conference at noon today in pittsburg and talking about the plan to put more homeless people into hotel rooms. yesterday the governor threatened to reverse reopening as covid-19 spreads throughout

the state. most bay area counties have put reopening plans on hold. an outbreak among farmers in wine country is to blame for a rise in cases in solano county. contra costa county reported 168 new cases yesterday and that is the biggest increase it has seen since the start of the pandemic. dr. anthony fauci and dr. robert redfield will testify on capitol hill today. they will be updating a senate committee on the latest efforts to contain covid-19. the world health organization says the worst, unfortunately, is jyet to come from california to texas and some hospitals are on the brink of reaching capacity. field hospitals are being prepared in austin, texas, where they hit 70% hospital capacity. starting today, masks are mandatory in miami and jacksonville, florida. new york and new jersey are considering delaying indoor dining. a ucsf doctor has a warning

for all californians. while we initially had a good handle on covid-19, we are slipping and the rise in cases is proof of that. jobina fortson is at the live desk with his viral twitter thread. jobina? >> thank you, kumasi. dr. bob watcher is the chair of the department of medicine at ucsf and last night he tweeted a series of tweets outlining the rise and fall of california's success in dealing with the coronavirus pandemic. he started off by saying, quote, until recently our state managed to do so well that our experience had been dubbed the california miracle. but let's say it clearly. the miracle is over. the sooner we acknowledge that, the better off we'll be, end quote. dr. watcher said despite strong state and local leadership the downturn began memorial day weekend when people got complacent. quote, even in a state with a sound reopening plan, things went sour. covid wins again. stating that good leadership is crucial but not sufficient.

also said not to let president trump off the hook for sending mixed messages about the need to wear face masks. dr. watcher says masks and social distancing are crucial. he did end on a hopeful note saying we are in much better shape to handle this now than we were back in march. and he also said if there was any stage to turn all of this around, he would bet on california. reggie? >> it is up to us, jobina. alameda officials established a subcommittee to address policing policies going forward and here is why. a black man was handcuffed and then pinned to the ground by five police officers last month. molly watkins says he was only dancing in the street and members of the community brought up this incident multiple times at a special city council meeting last night. >> i also support the pay of officers involved in the detainment of mr. watkins pending independent review.

>> t >> the police department has said that it will no longer respond to calls like the one they received about watkins. somebody complained he was intoxicated or suffering from mental illness. neither one of those things proved to be true. the city council plans to meet again to discuss police tactics in late july or early august. joseph deangelo is going to serve several life sentences. he admitted in court he is the golden state killer. >> you admit the special circumstance of murder in the first degree? >> i admit. guilty. >> deangelo admitted guilt to 26 formal charges and took responsibility for 161 other crimes, many of them rapes. those were charged thas that we never filed. his brother-in-law spoke exclusively to abc news. >> later you find out he's this

monster, evil person that is crazier than you could ever imagine. >> deangelo's formal sentencing is set for mid august when the victims and their families will be able to give their impact statements. that hearing is expected to last a full week. we are just days away from the fourth of july and since the pandemic canceled a number of firework events the loud booms and bright lights are exploding closer to home. illegal fireworks are forcing east palo alto, menlo park and law enforcement to all join forces. they held a joint meeting last night. the santa clara county sheriff's office is also preparing to deploy designated strike teams over the holiday weekend. one man who lives in san jose says his home surveillance cameras captured the nightly blasts. >> it's just, you know, grit your teeth. hose down everything. be ready for anything and hope

an abc7 news live update. at the live desk, the chinese government has passed a controversial national security law for hong kong without the input of the hong kong government. so, here's what we're learning right now. the law bans some sessions of power, terrorism and foreign intervention against the chinese government. hong kong was the site of months of protests up till t s until t hit. now protests will be labeled a national security threat. according to chineser state media, the maximum penalty for breaking this law would be life in prison and the law goes into effect immediately.

reggie? >> i don't see this going down very well there. okay. jobina, thank you. in santa rosa, some neighbors are concerned after seeing a stuffed animal monkey holding an american flag hanging from a tree. it was attached by a rope at a home near brush creek trail. now, shannon parkhurst noticed this on saturday when she was on a walk with her partner and her son who is biracial. one of her friends reported it to police. >> i th the connotation and look at what is going on right now in the news. why put it up two weeks ago? why attach it to a shed? it's clearly a racial statement. >> santa rosa police investigated the incident and they tell abc7 news the people who live there are not required to take the monkey down because it is private property.

abc7 news reached out to the woman by phone who identified herself as the resident there and they hung it two weeks ago and silly that people reported it. her husband likes to entertain people and that they have no plans to take it down. walmart says it will no longer sell the all lives matter merchandise on its website. that move comes after backlash for variations of the black lives matter slogan, including blue lives matter, irish lives matter and homeless lives matter. walmart says those items were all sold by third-party sellers. while the all-lives matter merchandise has been removed, other lives matter products are still available. new at 6:00, we are hearing from the actresses who play the skyler sisters in the original broadway production of "hamil n "hamilton." released this friday on disney plus. this morning o"gma" the three sisters who play the skyler sisters explained their reaction

below average, not like it was sunday. 82 in sunnyvale and 86 in gilroy. so a lot of mid upper 80s in the south bay. we have mid 70s to low 80s on the peninsula. and you can see about 62 to 64 along the peninsula coast. breezy and a little more cloud cover than we had the last couple of days. upper 60s to nor 70s for downtown and sausalito. mid 60s at the north bay coast where it is breezy and breezy in the valleys also. keep you 79 at san rafael and mid to upper 80s through most of the north bay. east bay shore with oakland about 76 and as we move inland, we have 88 in san ramon and 89 in pleasanton and everyone else will touch the 90s today. here's a look at what is going on with your fog forecast. this is the evening and overnight hours and while the marine layer is hugging the coast and returns tonight pushing us down to the low and

72-year-old from california got within ten feet of it before the incident happened at yellowstone. they say the bison was most likely threatened because it was repeatedly approached. the woman had multiple wounds. rangers warn to stay at least 25 yards away from all large animals and at least 100 yards away from bears and wolves. >> okay. well, we are seeing more people using those clear plastic face shields to protect against coronavirus, but how do they really stack up against masks or should you even put both of them on? the cdc says it's not known if face shields protect others from the spray of respiratory particles. >> i don't think we have data yet that a shield is better or worse. in the health care setting, i think that issue is it's not just the, you know, the medical mask or the n95. we actually think in the higher risk setting that eye protection is important. >> experts say one option is to wear both of them, but it might

just be a lot for the average person who is not working in a hospital setting. another change of plans for amc theaters. the movie theater chain pushed back its reopening date to july 30th. amc initially planned to reopen some theaters two weeks earlier than that on july 15th, but a lot of big studio films including disney's live action remake of "mulan" and christopher nolan's new movie pushed back to cirque du soleil filed for bankruptcy. laid off 3,500 employees. the filing comes three months after temporary suspended production of its shows including six in las vegas. you're also going to have to wait a while to see a broadway show. the broadway league confirms performances will be canceled for the rest of the year. they say that the safety for the cast, crew and the orchestra and the audience is their main

costa county. posted these crews near deer valley road. they stopped the forward progress of this fire at about nine acres. a live look at the scene this morning. cal fire says two fire engines are going to stay there to make sure the fire is fully contained. crews from cal fire, marin county fire and the east contra costa worked together to put out the flames. today governor newsom in pittsburg to update the state's response to the pandemic. we'll bring it to you live at noon and streaming on all of our platforms. this update comes just a day after he warned we may have to roll back the reopening in our state because of a spike in cases. abc7 news reporter julian glover is joining us live with what all of this means. julian? >> good morning, kumasi. easy to see why the governor is talking about rolling back reopening when we look at the numbers. on monday the state of california brok a new record. more than 8,000 new confirmed

coronavirus cases. again, that's why he was discussing potentially rolling back parts of reopening yesterday. newsom reported a 45% increase in coronavirus cases in just the last seven days, which is forcing some counties to lower the dimmer switches the governor said on reopening. bars that do not sell food are now closing again in seven counties. the governor said he's looking for compliance but enforcement by the state will be critical moving forward. >> let me be forthright with you. we are considering a number of other things to advance and we will be making those public as conditions change and we will make public we believe the appropriate time. >> on the enforcement front, newsom mentioned the more than $2 billion of this newly signed budget meant for coronavirus relief for counties that is tied to their compliance.

now, ahead of the fourth of july holiday weekend, the governor also reminded people to stay vigilant, try to stay away from any mass gatherings and wear a mask if you're out and about because he said if there is another spike in coronavirus cases, we could see a return of more restrictive measures in many of our counties across the state and, of course, even here in the bay area. reporting live, i'm julian glover, abc7 news. we are seeing some of the restrictions already. bay area counties hitting the brakes amidst the alarming spikes in covid-19 infections. we'll start with contra costa which posted the highest number since the pandemic began yesterday. hospitalizations jumped 75% in the last two weeks. the county was supposed to reopen indoor restaurant dining, gyms, museums and hotels tomorrow. those plans are on hold. alameda county also putting a pause on reopening.

there have been 700 more cases and 13 additional deaths in the last week. the county was set to allow salons, barbershops, pools, indoor restaurant dining to take place in its next phase. in the south bay, some salon owners and stylists are demanding to know when santa clara county is going to allow them to reopen. the county has been slower to reopen sectors of society compared to some of the rest of the bay area. employees from salons gathered outside the public health department to express their frustration. they say their businesses are safer than many that are already back open. >> we are self employed and independent contractors. we work on what we built for ourselves and when that gets completely taken away, we were just left with absolutely nuthing and no guidance. >> county health officer dr. sarah cody says he's plshe's pl to give more counties the green light for opening in the next

several days. here at the live desk, i'm tracking the race to find the covid-19 vaccine. the top leading expert on coronavirus dr. anthony fauci will schedule for a vaccine that is 70% to 75% effective. what we've also learned here is that he says he's hopeful that there will be at least one vaccine candidate that could be available and effective by the end of this year. biotech company moderna set to begin phase three of trials in july. if developers can prove it's safe the fda can approve it for use. a volunteer says it's been an easy process. >> it took about 20 minutes to get the vaccine because it came frozen and it came in with a researcher and a couple nurses and received it and they kind of monitored me for about an hour just to make sure there wasn't any immediate reaction. >> the world health organization says 17 vaccines are currently undergoing human trials. 132 vaccines are in preclinical

phases. coming up at 7:00 on "gma" dr. jennifer ashton will talk about the treatments available right now especially for people who are currently sick with covid-19. kumasi. >> thank you, jobina. attorneys for the former minneapolis police officers charged in the killing of george floyd say they plan to ask for a change of venue. derek chauvin, alexander keun, toutop hao and thomas lane. the other three with aiding and abetting in floyd's death. their defense attorneys told the judge that comments made by state and local officials have tainted their clients' right to a fair trial. the judge set their next court appearance for september with a tentative trial date set for march. oakland is the latest bay area city to respond to a national outcry about police funding. the police department faces $14 million in budget cuts when the new city budget takes effect tomorrow. the $1.7 billion spending plan

includes $50 million to boost racial and equitiy ies and addr racial inequities across the city. oakland wants to establish a new civilian response team to respond to mental health 911 calls. the city will spend more than $7 million for citywide public wifi and then another $7 million will go to residential rent and mortgage relief. well, stay at home has been quiet for a lot of people, but for some people, it's been dangerous. coming up next, the people stepping up to help victims of domestic violence. right now we are taking a live look at the big board at the new york stock exchange. we have another update on how the markets are doing coming up, but right now we're down about 20 points. plus, new developments with that bombshell report that said president trump nknew russia wa offering bounties on soldiers. we'll get to that, but, first, we'll get to jobina with a look at our traffic. >> hi, guys. good morning.

thank you. so far things have really been smooth and we're just about towards the end of the show here. so all morning long a clear ride, busy, though. we'll check in on the bay bridge right now. metering lights came on at 5:47 at the toll plaza. you can see it looks like a little slow spot there in one of the middle lanes as people make their way across. so far no major crashes coming from the chp and nothing like that that will slow you down. drive times here. antioch to hercules it will be about 30 minutes for the drive time. highway 4 to the maze, 20 minutes which is slow and highway 85 to the san jose airport. it will be a seven-minute ride. now, let's check in with my friend mike nicco for a look at that forecast. hi, mike. >> awesome, jobina, thank you. hi. let's talk about what is going on. lots of sunshine count down in south bay to 59 right now in santa clara and 58 in san jose.

a lot of mid to upper 50s in the bay shore and 50 in novotto our cool spots and brentwood and some of our cooler temperatures. here is a look at your commute. north of the bay bridge and through the delta. that means the richmond san rafael bridge and the carquinez a little choppy on the water below if you're taking a ferry. temperatures in san francisco. 58 through 8:00 and then low to mid 60s from 10:00 all the way through 6:00. one of our breezier hours will be around 4:00. drop it into the 50s by 8:00. grab a coat if you're heading out. east bay low to mid 80s for a couple hours this afternoon and down to 66 by 8:00. and the peninsula will have a couple of hours in the 80s, but will be around 1:00 to 5:00. 67 and sunshine by 8:00. all right, now, i want to take a look at high temperatures where you live. plus, a preview of "hamilton" streaming on disney plus starting this friday.

community. lauren martinez is live with what is happening. lauren? >> reggie, 29% of the prison's 4,000 inmates and staff have tested positive. now, marin county health officer dr. matt willis expects the san quentin outbreak to reach 2,000 cases in the next ten days. a new court order says prison staff was identified as the main vector for spreading covid-19 in state prisons. and since staff here live and shop in marin, the question is how do you stop staff from bringing it home to their community and families. >> making sure the proper ppe is used by staff and the physical distancing is optimized. and the staff live and shop in marin and now we have 100 infected staff. >> california's department of corrections and rehabilitation says they gave inmates masks, monetary sanitation and hygiene and have modified dining, phone

covering on board and also asks if passengers have any covid-19 symptoms or if they've been exposed to someone who's tested positive in the last 14 days. those airlines are alaska, american, delta, hawaiian, jetblue, southwest and united. the number of passengers traveling through oakland international airport is down by as much as 96%. and that's part of the reason behind a big budget deficit that's facing the port of oakland which operates the airport. the port slashed spending by nearly 60% and those cuts take effect tomorrow along with the new budget year. putting off capital improvements and the use of contractors, but there will be no cuts to airport operations. lululemon is diversifying its business. the company known for athletic wear has now bought an exercise start up called mirror. mirror specializes in at-home fitness hardware. sells a device that looks like a mirror so you can watch yourself

to go up. number two. the number of covid-19 cases exploding in a matter of days in san quentin. more than 1,000 inmates are infected and more than 100 staff members have covid-19. a new court order requires all prison staff be tested by july 2nd. number three, a ucsf doctor has a warning for californians. he says while the state has been able to manage covid-19 cases at the start of the pandemic, cases are still going up and strong leadership isn't enough to prevent it. number four. dr. anthony fauci will testify on capitol hill this morning. he'll be updating a senate committee on the latest efforts to contain covid-19. that is set to get under way in just a couple of minutes. and number five. we're starting off with a few more clouds along the coast and temperatures in the 50s. this afternoon, the coast will remain the same, but the rest of us warm about one to two degrees into the 70s and 80s around the bay and 80s and even a few 90s inland. number six. we are checking in on our south
