that breaking news is in east oakland. sky 7 is over the scene of a shooting along instate 580. we're told there are several y got an initial report that four people were shot. the chp is leadin this investigation and saying there are multiple victims. let's check in with sky 7 to see what we're looking at there. what's happening down there? >> reporter: so at this point, the van, apparently the victim vehicle, still on the freeway. the freeway, eastbound 580, just before the 106th off-ramp is closed. they're taking traffic back there and the freeway will remain closed as they presumably east two victims being loaded boo those ambulances. >> so if that's the victim vehicle we see, does that mean there is a car that got away,

that the chp may be seeking right now? >> we got here about 25 minutes ago, this was the only vehicle that i could identify as being involved. as far as a suspect vehicle, or another vehicle that would have been involved, i'm not sure at this point. but there was a woman being treated in the car and then loaded into an ambulance. >> we have heard initial reports, maybe four people shot. is that what you're hearing as well? and know anything about the of ? >> i heard the same thing. i only saw two victims being loaded. at this point i haven't seen any other ambulances. >> i see the westbound direction seems to be unaffected other than a little slow. but eastbound looks completely shut down rightnow. so what's happening with all those cars and what should drivers do if they're headed to that area?

this. >> yeah. a busy day. a lot of updates when it comes to the fight against covid-19. first, nearly 5,900 cases were reported yesterday in california with 110 deaths. now as you mentioned, 19 counties with surging outbreaks have been ordered to close indoor operations at restaurants, movie theaters, family entertainment stories, zoos and museums for at least three weeks. a full closure of bars and breweries. >> this doesn't mean restaurants shut down. it means we're trying to take as many activities ago we can, these mixed activities. these concentrated activities and move them outdoors which is a way of mitigating the spread of this virus. not dissimilar to what you've seen in other states across the country. this is coming from our health directors and from evidence that has been grounded and provided

to us all across the world. not just across the nation as it relates to the unique aspect of being inside, air flow issues and increased transmission of covid-19. that includes contra costa, solano, also sacramento, los angeles, and orange counties. the 19 counties combined make up nearly 75% of the state's population. now, as for beach closures, the parking facilities at state beaches and the bay area in southern california as well will be closed for this holiday weekend. in terms of end forcing the health orders, the state says it will send teams to noncompliant work places. >> we have a responsibility at the same time to go after people thumbing their nose that are particularly being aggressive, reticent to do anything, to

protect you as a customer, of a bar, a restaurant or any other facility, but are not even protecting their workers. and i think this is an incredibly important point. this is not just talking about mask compliance. this is talking about come pligs on health and safety in our meat packing facilities. one should not have to put their life at risk to go to work as an essential worker. >> counties have the right to choose not to enforce regulations but he says the state has the right to withhold in the state budget. >> the governor is trying to use some financial coercion for those who don't go along with what he wants. on another topic, we've seen testing sites very busy but now we have reports that the state won't if you understand new testing sites. what's going on with that in.

>> essentially the state is pulling out of counties. they are saying it is not wise to maintain spending where resources are not being used. but this testing site in hayward, you can see video there. it has been inundated with people. and more staff was brought in to handle the high demand. it was scheduled to close at the end of the month but it is working to extend testing for as long as needed. i want to point out, there was a technical difficulty with reporters that were not able to ask the governor any questions at this press conference. hopefully there is another chance this week. >> a lot of russ dealing with technical difficulties this week. so i totally understand that. as many of us working from home can relate. for a full inactive map -- a full interactive ma'am. everybody has different rules. it is hard to keep track of.

all right. we have breaking news out of east oakland. sky 7 over the seattle scene of a shooting over instate 580. we're told there are several victims. i'm seeing that four victims have been reported. they're helping with the shooting scene. at ten 6th avenue. the chp leading the investigation. you can see, oh, a long line of carsai ten off the freeway. for now they're stuck there but westbound is moving normally. we do get more information, we'll update you on this.

>> californians are facing restrictions because of the concern of coronavirus cases. but the oakland airport is fully opening one of its tournaments. they've opened several gates in terminal two. they've been closed simpson may. stores and restaurants are also opening back up and made the title only 9% of its activity compared to the previous year. both american and united airlines are filling to capacity, despite concerns over the spread of the virus. delta and southwest are keeping limitations in place through the end of september. alaska says it will operate at reduced capacity. its flight attendants will hand passengers a yellow card. it's almost like soccer. if you misbehave, you have a yellow card. as if they refuse to wear a face covering. it warns that they could be blocked from future flights.

that's been our warm spot all weekend long. mid to upper 80s in concord and livermore. and looking northward, these are the forecast features. widespread fog developing overnight. cooler and breezier with a warming trend developing for fourth of july weekend. appropriate, i guess. here's a look at overnight conditions. look at how the fog will expand, pushing out over the bay. it will be pretty foggy in many locations but that fog will burp toward the cloip and giving us a mainly sunny day. overnight lows will be mainly in the mid 50s. tomorrow's highs will range from about 60 at the coast to mid to upper 70s at the bay shoreline torsion mid 80s in most of our inland locations. looking to friday, we'll see a tiny warm-up inland. it will be breezy and cooler than average. saturday, fourth of july. look for a sharp warm-up. temperature in the mid 90s. and that pattern will hold through sunday.

along 580 eastbound. and 106 avenue in east oakland. we'll be updating you on this story now but you can see they've gotten the traffic behind the shooting seasonable, if you will, off the freeway. so you know, that's a little better there. however, the opposite direction westbound is also now slow. they're still exiting, as you can see. and as a result, there is still a back-up. but they are taking cars off freeway. can't get past the shooting season. that's not been cleared out. we're told four people shot. still getting the conditions but avoid eastbound 580. take 880 as an alternate. now we'll move on. four at 4:00 with spencer and chris joining us. while americans cannot travel there, but today europe is owing its border to visitors from other european union. there is one additional issue in spain.

at stanford, football players are coming back to practice. they have a lot of safety protocols. as for baseball, the giants and the a's will both be back on the field later this week. we'll have a look at the schedules for both bay area baseball teams. chris? >> hey, larry. there was a long time between negotiations between the major league baseball and the players association. they fastbally got it figured out. it will be a 60-game season. they're coming backt they're calling summer camp. the players were scheduled to return today to get tested for covid-19. then await their results. if they come back negative, they'll have their workout. still awaiting an official schedule for major league baseball. here's brandon bell in his home state of texas a few days ago before traveling back to the bay. >> i'm hopeful that we can get

about coronavirus. all of us even medical experts continue to learn more about coronavirus. a covid-19 coloring book was created that teaches kids all about the virus covering everything from hand washing to the importance of face coverings and social distancing. and even comes with a mask. the coloring book is an effort to make the pandemic a little less scary a occupied. >> it's kind of hard to just find something to do that is entertaining especially when you're stuck at home all the time. we wanted to give them a way they can understand it and have some form of entertainment. >> this book was a project for an ecom class. the students initially thought they'd sell maybe 25 coloring books and ended up selling hundreds. i have a feeling it is going to be thousands before long. thank you for joining us for abc 7 news at 4:00. ab
