activities cannot be forward any time soon. this will require us to obtain approval from the state before it can take effect. under the rirlts of the covid-19 road map. it will go into effect on july 13 or as soon as state approval is granted, whichever is later. this will give certain business that's are not currently open the time they need to operate safely and to train employees to comply with a strict social distancing protocol they must have in place in order to open. our approach from the outset of this pandemic has leveraged tried and true health strategies, has been careful and based on the continual assessment of relevant data and our evolving scientific understanding of this virus. we've also carefully weighed the evolving circumstances in our

county, broader region and globally. >> she says it is time to adopt, or i should say adapt to a new way of living that keeps us safe and to do some of the things we miss. that mean wearing face coverings and maintaining social distancing. here are some of the updated protocols. groups up to 20 people may gather indoors while groups up to 60 may gather outside. in businesses, one customer per 150 square feet of space open to the public. all indoor dining and swimming will remain prohibited. nightclubs and arena there's remain closed. again, any indoor activity that requires you to remove a face covering will remain closed indefinitely. this takes place no later than july 13 or whenever the county receives state approval. whichever is later. labor leaders urge governor newsom and others to do more to investigate potential covid dangers at tesla and

factories across california. workers united rallied outside the alameda county department of public health. their group claims covid-19 is being spread among workers at tesla's fremont plan. they say california lacks the resources to investigate it. >> there are less than 200 cal osha inspectors. the agency is in a state of collapse. workers are stressed out. they can't cover the over 1,000 complaints they've had around covid. >> tesla has not responded to our request for reaction to those claims. >> governor news only's initiatives to protect your health goes beyond masks. health is one of the key things we're focused at abc7 amid this pandemic. newsom has ordered some beaches and parking lots to be closed this fourth of july weekend due to surging covid cases. one of the bay area's most popular with the highest number of cases is wide open.

laura anthony joins us live from alameda's crown beach. laura? >> reporter: well, hi. the governor uses all kinds of metrics, percentages, when ordering or making his directives. the latest one about beaches has to do with the rising number of county, they recorded their highest number of new cases in a single day. yet this weekend, this beach will be open. >> with the holiday weekend fast approaching, this beach in alameda may be the only viable option for many in the bay area. in the wake of governor newsom's tightened restrictions. and closed beach access and/or parking lots up and down the state. >> this has kept me sane and fit. >> reporter: beachgoers are thankful they still have access to the beach despite the recent
