despite the governor's pleas for cities and counties on the covid-19 watch list to cancel their fireworks shows, the city of gilroy says the annual display will move forward but with a twist. good afternoon. thank you for joining us as we head into this holiday weekend. for gilroy's show, crowds can't watch from where they normally would. abc news reporter chris nguyen explains the other steps the city is taking to be in compliance and why officials say keeping the show is particularly important this year. >> reporter: the first half of 2020 has been rough for most of us because of covid-19. for residents in gilroy, the past year has been even tougher with last summer's tragedy at the city's famed garlic festival on the minds of many. >> to help people in this time of stress and tension in their lives. if we can do something small

like this, go for it. >> so the annual gilroy fireworks display will fill the skies. >> just a great morale booster. >> many say they support the decision to move forward with the show. fireworks will be at gilroy high school and will go higher than in years past. those homes in lines of sight will watchful. >> we won't have the people over for the traditional good americana barbecue and all that. we're trying to keep it as normal as possible. >> reporter: some of the roads around the school as well as nearby parks will be blocked off to prevent clouds from gathering. security guards have been hired to patrol the area and extra police and fire crews will be on hand throughout the weekend. safe and sane fireworks are being sold throughout the city to help support local nonprofit organizations. >> so they are spending a little more money than normal to enjoy a bigger selection at home. >> officials reminding residents of their personal responsibility to follow the rules. >> stay at home, stay safe, and

enjoy the fireworks show. >> providing something to celebrate when many are searching for just that. in gilroy, chris nguyen. abc7 news. >> several cities have canceled their fire works shows including san francisco. normally that show brings tens of thousands of people to the water front. san jose, berkeley, sausalito as well have canceled their fireworks shows. fremont has decided to do a virtual porch parade where judges will drive by houses and grade the decorations. for those who do need a fireworks fix, they are allowed in a handsful of cities but must be in the safe and same variety. in gilroy, they are allowed in dublin, pacifica, san bruno, and other areas. the pandemic has changed everything for the fourth of july. and more illegal fireworks than

usual have led to frustration. many are utilizing volunteers. >> you look relaxed. >> reporter: i'm kind of simulating what some volunteers will be doing from the peninsula to the oakland hills, you will have volunteers set up just like i am in parks and on hilltops with binoculars on the lookingout for smoke and flames. >> 110 pounds of high grade fireworks seized by oakland police this week. >> just since monday, a dramatic increase from what we normally would see. >> reporter: the oakland fire department is braced for a tough fourth of july weekend. they're bringing in more

engines. >> we've also staffed three additional fire apparatus that will be patrolling, and in the city, specifically at lake merritt, and then we have two additional fire am rat us that will be patrolling. >> reporter: they've also got a dozen volunteers armed with ham radios ready to scan the horizon for smoke or flames. it's similar to the peninsula. >> close to two dozen of they will at various locations is really important. if heaven for bid a bottle rocket lands in the dry brush up in the hills, our only chance of suppressing that in a timely manner is getting early eyes on that early detection. >> we'll be in foot hill park. >> reporter: they're among the volunteers to help. >> we'll bring camp chairs and binoculars as you say.

we'll have our handheld radios. we'll be scanning the horizon for fires for telltale smoke. >> reporter: new this year compared to other fourth of julys, grizzly peak boulevard from centennial to skyline. a spot people love to gather to look out on the fire works displays. they're not taking any chances this year. grizzly peak should be closed from 8:00 a.m. saturday to about 8:00 a.m. sunday. reporting live from the east bay. simulating a fire lookout. abc7 news. >> try to control your stress out there. with the wind blowing, allergies might be a bigger problem. thank you. cal fire has confiscated nearly 49,000 pounds of illegal fireworks leading up to this holiday weekend. the agency led a statewide zero tolerance operation last week,

trying keep illegal explosives out of the state of california. that led to 29 felonies, 165 misdemeanor citations. cal fire wants to remind everybody, if you're caught with illegal fireworks, could you face a $50,000 fine and possibly a year in prison. the covid-19 has forced a crack down. it is because of the potential impact of crowds on your health. abc7 news reporter found residents have mixed feelings about the closures. >> reporter: no that he had strands, no parking, swimming, bikes or vehicles. that's the message from half moon bay. >> people have been coming to the beach and not been social distancing and it's been kind of scary. the volume of people coming over here.

>> reporter: she lives at half moon bay. she said she was relieved to learn her city was closing its beaches. >> we've been following the cases on the coast. we've been pretty lucky but we did have one person who passed away over here. it's everywhere. >> reporter: half moon bay tweeted, the decision to close over the fourth of july holiday weekend effective as of this morning. gafr newsom isn't mandating any beach closures here in the bay area but the cities of half moon bay and pacifica went the extra step to close in the effort to prevent the spread of covid-19. pacifica's mayor addressed it. >> we traditionally allow fireworks in our parking lots and beaches and this year we're not. it will be extra difficult. it makes more sense to close the beaches. >> reporter: that did you have mean everyone is leading the

warning. >> i don't particularly like it. i think it is a matter of government control, over controlling people. >> reporter: joe tom son and his partner were on their usual morning walk. he said the beaches have been open on other holidays and to close now is politics. >> for the most part, i think we'reheimer sensationalizing the pandemic to create an atmosphere of fear and control over the people. and it is a political move if you ask me. >> just how strictly the enclosure will be enforced is yet to be seen. abc7 news. >> the parking lots in san francisco, sonoma, marin, san mateo and santa cruz will be closed this weekend. >> the hope is that the closures will help stop the spread of the virus. we asked the doctor if we're headed into a real shutdown mode. >> if people don't really lead

the warnings right now and start to once again get complacent, we're heading into a holiday weekend. it is another high risk activity where people want to gather just like on memorial day. if people are not paying attention and continue to have cases rise up, or if we start to see the death rate really increase from what's happening now in a couple weeks, in either of those scenarios, could i see us reverting backwards. we were a little naive in the very beginning. it is a novel virus. that's what happens. as time went on, they were pretty certain mask there's save lives and there were still people out there protesting saying they don't want to wear a mask. it infringes on freedom. i hope they will relax and say no. we want to get back to normal lives, we have to be wearing masks. >> he says about 36 states are seeing a rise in cases and california is in the top 20 per

calling on alameda police to release race relations data and you had a at this time budget. another demonstration is scheduled at 5:00 tonight. building a better bay area is central to abc7 news and part of. is racial and social justice. yesterday, david louie introduced to us some community leaders seeking a better future. today they weigh in on what they want to do and why disruption is still a tool that can change minds. >> reporter: these are seven leaders of groups the levi strauss foundation selected to support their work for social justice. that was a $3.6 commitment. >> they're out there thinking of new ways to create safety and security not based on fearful not based on punishment, that based on scape goating. >> reporter: it has mobilized 15 to 26 million americans in reason weeks, including to four

polls. that could be the largest social justice movement in american history. from ella baker central for human rights -- >> our system is not just broken. it is broken by design. we need to really reimagine what it would look like to entirely transform how we think about safety. >> reporter: but reimaging the future may rely on the civil rights protests of the 60s. >> when you shut down a freeway, a bridge, when you protest in the street, everybody starts to realize, oh, man, i cannot ignore what these people are saying. >> reporter: pastor mcbride and other thought leaders supported by the levi strauss foundation say the young people's future is at stake. >> we measure our success in terms of how we have been able to move resources back in that direction toward the things that actually make communities most

safe. good jobs, good health care, young people believing they have a future ahead of them. >> reporter: at the heart of this is why there's a call to reallocate tax dollars and to support new priorities that will require consensus and courage. david louie, abc7 news. today has back new holiday supporting black people and their hair styles. it has been one year simpson california became the first to sign the crown law. it gives people the right to wear their natural hair without fear of discrimination in work places and schools. sikes states have followed our lead. from now on, july 3rd will be national crown day. in light of black lives matter and that movement, the crown coalition is shifting its focus to help dismantle systemic racism. in the north bay, a difference opinion being expressed with blue ribbons. those who put them up and others who take them down.

>> it has become a growing movement. maybe you spotted the blue ribbons. they're being put up by people likeliesta from santa rosa as a way of saying thanks to police who have been under pressure since george floyd. >> i'm in support. i pay tribute to them. >> reporter: she began this project two days ago. she had no idea the effort would turn controversial. by the time lisa finished, she put up roughly 150 ribbons just like the across a six block area in her neighborhood. and she felt very good about it until the next morning with she discovered all the ribbons was gone. >> this was a concerted effort to take this down and to silence the message that i want to sends and others want to send. >> many, actually. he took us across town to show

holiday forecast. >> well, thank you. i appreciate that. everyone is talking about the weather right now so let's get right to it. we have breezy conditions with wind speeds up to 23 miles an hour in san francisco. between 15 and 20 miles an hour in many other bay area locations. beautiful view from our roof top camera looking across the embarcadero under blue skies. the current temperature readings, 61 in san francisco. oakland, 68. 77 at san jose. 85 in gilroy and only 58 a pacifica. it's 76 in santa rosa. 17 in napa. the low 80s in couldn't cord and liver mayor. as you look back, mostly clear skies tonight with fewer coastal clouds. we'll have warm conditions over

the bay and inland. wave heights are a bit elevated. for our south facing beaches, it will be rip currents. on we go to our forecast animation showing a little patch or two of fog developing. we'll have a mainly clear night overnight with lows in the low to mid 50s and highs tomorrow in the south bay in the upper 80s to low 90s. about 92 at morgan hill. look for a low 80s. mild on the coast with mid 60s there.

have tested positive for covid-19. we got that news today. the league announcing the numbers as teams resume workouts for the first time since the pandemic hit and everything got shut down. the a's will have their first workout. the first workout for the giants at organizele park. chris alvarez has been there all day long. this is so different for everybody involved. players, staff and media. >> reporter: you're exactly right. what a different day coming into the ballpark. you have to have your mask on. social distancing. fill out a health questionnaire, a temperature check. and then when you get there, all kinds of signs reminding you, keep your distance, wear your mask. it was a persian day for baseball in the city. usually july 3rd, you have baseball games across the country. the giants were wearing they were ensuring safety and physical distancing. take a light workout day for the

for the third straight day, the united states has set a record for coronavirus cases. a record you don't want. more than 57,000 are being reported. the u.s. is closing in on 2.8 million total cases. at this point we will hit 3 million early next week. testing topped 700,000 for the first time but there's a lot of concern heading into this holiday weekend. >> this is a category 6 hurricane of illness. we can't evacuate. we need to stay in place. >> with the number of cases going up in more than 30 states,

and many hospitals being pushed to the limit, health care workers are worried. i know after the fourth of july we could see another surge. after the memorial day weekend, our increase happened so quickly, it was just overwhelming. >> texas is now making masks mandatory. south carolina also requiring masks after several outbreaks were linked to the popular tourist spot, myrtle beach. >> we hear at abc7 are focused on your health as we work to build a better bay area amidst the pandemic. a front line worker at ucsf with more than ten years on the job reached out to us. some hospitals have announced layoffs and he is now worried he could be next. even with an increase in workload brought on by the pandemic. abc7 news reporter chris reyes met up with him to hear his story. >> i'm running down the hall in a dremplged, sweaty t-shirt.

my patients see it. i'm trying to do the best i can but it's not the standard of care. it is not the best that we can do. >> james is a patient care assistant at ucsf. he works with covid patients. he still has his job but he said since the pandemic hit, that job has gotten harder in ways that have hurt the front line workers. >> we have staff that doesn't have time use the bathroom. you're asking us to do work of three people with only two people. >> we went to ucsf with his claims that while no one in his unit has been laid off, he said his management seems to be san diego less staff for the same. a work pre covid. they declined an on camera interview but sent this statement. ucsf takes staffing in our hospitals seriously and ensures that the needs of our patients clinical and nonclinical staff. >> all of our most skilled

nurses are saying we need more pcas. we need support. but we're getting nothing from management. >> reporter: in late june, he protested in front of his own hospital when layoff notices were announced at uc san diego and uc riverside that included 16 patient care stanltss. ucsf has not laid off front line workers. but mark sent out a letter telling staff that revenue loss means learning to be more efficiently. >> when uc is looking to make cuts, i don't know why they're looking at the most essential workers. the heroes who showed up through it. >> reporter: in san francisco, chris reyes, abc7 news. >> the question, to cloth face masks really work? they were put to the test by a scientist at fresno state.

the samples were put in an incubator for 24 hours and then came the results. from a distance of three feet coughing and talking without a mask spread bacteria with sneezing spreading it the most, if you add a face covering to the test, the results were pretty telling. >> with my mask completely on, there are no colonies that grew on the plate. >> interesting. viruses won't show up in these tests but bacteria act as a proxy. scientists say if you can get rid of bacteria cells, you'll have a really good chance of stopping the virus. this test shows a mask can help get rid of both. the covid-19 pandemic has been devastating for many small businesses and along san francisco's 24th street corridor, the pandemic has the pandemic to drive out latino business that's have been fighting gentrification. >> reporter: this is a somber moment. >> today we're packing.

all the pain in the heart. >> reporter: they've been merchants here for more than a decade. their original store sells mexican crafts. it is an instagram favorite for its collection of mexican wrestler masks on the sidewalk. three years ago they expandsed to a second location. >> we were so excited. we put a lot of effort and love. >> reporter: the city ordered to close nonessential businesses, proved to be too much. with no income, bills began piling up. >> i don't have money to pay my rental. a lot of it. >> reporter: they are not the only businesses suffering. next door, native forever already closed. the owner could not pay his rent. >> caesar says he was given three days to clear out. he had been there 17 years. he now sells merchandise from the corner.

>> i am trying to recover but it is hard. 24th street is the heart of the neighbor. six years ago the city designated this as a latino cultural district. an effort to protect la teen over businesses from rising rents and generaloryification. le fear it will further erode the heritage. >> the current state is panic, sadness. >> reporter: she is a business liaison for the district which organizes carnival and the day of the dead festival. funds to put on those events were instead handed out in grants to 26 businesses. >> they can pay their hole rental, their bills, their employees, whatever they want to use it for. >> reporter: the deli has been in business since 1953. it is managing to survive. it sells mexican food but also produces tortillas and corn

dough or masa. that business has suffered. >> we were getting ready with the chase central and everything. the rug got pulled out from you understand us. >> reporter: one of those pondering its future is st. francis fountain. the owner let us inside but didn't want to go on camera. it dates back to 1918 during the last pandemic. he says city regulations are making i hard for small businesses to stay afloat. >> before this, businesses were being eaten up by the regulation of the city so when covid came, it was the double whammy. >> rivera is not giving up. even though she's closing, she's trying to change her original store. she's asking for $20,000 on go fund me to pay her rental and
