no beach barbecues or main street parades but in the face of surging coronavirus cases and deaths in the bay area and across the country, how health experts urging all of us to stay at home. good morning and happy fourth of july. let's start with a look at our fourth of july forecast. lisa arjun, hey. >> good morning everyone. starting with clear skies and temperatures are warming where the sun's been shining. already warmer than yesterday. doppler not picking up on any

fog. 26 downtown. 65 in oakland. 67 mont view and san jose. and gilroy 65. the beach upper 50s. going for about 80 in santa cruz today. 71 by the delta. that's what will happen with less of a delta breeze. 69 in concord and 62 '2" in san rosa. 4-10 degrees warm they are morning. through the afternoon, temperatures are going to climb into the 80s to the low 90s inland. and we'll stop at about 80 in fremont today. so warmer, anywhere from 5-10 degrees bayside and inland we keep it cool at the coast. we'll talk about a fairly similar sunday coming up. liz? >> lisa, thank you. overnight contra costa county fire crews busy responding to at least 13 fires. you are looking at video here they tweeted overnight.

firefighters got the claims under control and at the same time some being.. the cause are under investigation. there are no report of any injuries. and both the increase in illegal fireworks and lack of places for people to light their legal fireworks have those firefighters, police and residents on much liar alehighee this year. the san francisco fire department says a device larger than an m-80 was set off in a drainpipe. it blew three windows out of house. investigators say there were no injuries. 15 people yesterday zpliesed bay fire in two buildings in the mission district. may have also been fireworks. but no official cause yet.missi. may have also been fireworks.

celebrating the fourth of july like never before. >> i don't think the beach should be closed. the as holiday. it is a good holiday. and people holiday travelers hitting the road. many joining these long lines ready to pack beaches as koefd 19 cases rise in three fourths of the united states with half the country seeing increased hospitalizations and 13 states reporting rising deaths. >> i don't understand what the problem is. >> reporter: many beach goers around the country, like the hundred thousand converging on myrtle beach this weekend now required to wear masks. in florida amid surging cases closures are left usually packed beaches empty with some cities enforcing curfews. in this miami neighborhood surge teams now going door to door handing out masks and face shields. in texas masks are now required after governor greg abbot resisted a statewide mandate.

>> anyone who thinks covid-19 is not dangerous, the numbers are glaring warning signs this is dangerous. >> reporter: hospitals in the rio grande valley in south texas overwhelmed with patients now diverting them to other hospitals. and massive parties like friday at mo's lake of the ozarks have health officials gravely concerned. in georgia, two ymca camps shut down. multiple staff testing positive. icu admissions climbed nearly 50% in recent weeks. and facilities like this one set up at dodger stadium already at capacity. major league baseball now canceling the all-star game for the first time since world war ii with 31 players already testing positive. los angeles angels star mike trout opening up about his concerns returning to the game while his wife is pregnant. >> honestly, i still don't feel

comfortable. you know, obviously with the baby coming, there is a lot of of stuff going through my mind. >> and a family in arizona has already endured a covid nightmare. at 32 weeks pregnant molly and robert both tested positive despite their own quarantine. even their 4-year-old showing symptoms. they have all over come the virus, but the fear hasn't gone away. >> aybe a teacher going back to work. and i just -- that situation i feel like it is almost unvoidable. >> reporter: as so many meshes head outside and gather together this weekend, already 13 states have paused or delayed reopening plans and six have reversed courses reinstitutioning provisions they previously thought were safe. abc news new york. and good news for small businesses. president trump signed a law to extend the deadline to apply for a loan under the federal paycheck protection program, ppp, established in march as

part of the coronavirus relief bill and since then more tha million businesses have applied. the deadline is now august .8th. and we can say goodbye to the signature fireworks show above the san francisco bay this year but at least one bay area city is moving forward with their show tonight. somewhat. gilroy, they are doing a distance fireworks show. and even though santa clara county is on the state's coronavirus watch list they are going forward but to be in compliance the mayor is asking people to stay home and watch from their yards. it launches at dusk from a field at gilroy high school. fireworks will go higher into the sky they say this year. and that means anyone within two and a half miles they believe should be able to see them. >> to help people, you know, in the time of stress and tension in their lives, if we can do something small like this. i say go for it. >> roads around gilroy high school and nearby parks will be blocked off to prevent crowds.

new this morning. take a look at this major flooding in kn flooding in newport beach. the water was at least knee deep and partially submerged some cars. coastal areas are under a high surf advisory until monday. beaches closed this weekend because of coronavirus restrictions. the latest development in the rapid surge of coronavirus here in california. as of this morning marin county is now on the state's watch list. which you see next to me here comes after increase in transmission rates and hospitalizations. monterey and san diego counties also on the list. and many of the new cases in marin from the outbreak at san s

quentin. another two death roe row inmates have died from complications. their deaths brings the total number of inmate deaths to four. nearly 1400 prisoners have been infected. as well as more than 120 staff. and san francisco police just shut down a nightclub for violating the city's health order. surveillance video showed groups entering and leaving the building at night. officers served a search warrant thursday finding gambling machines and d.j. equipment. same group that operated another illegal nightclub shut down in april. now to the east bay where most families are down sizing plans. but it doesn't mean that the shopping is any less busy. >> reporter: on fourth of july eve the costco parking lot in richmond was bustling. along with the meat and seafood department. >> it's always busy.

terribly busy today. >> reporter: monica dean works at costco. most of the customers had plenty of space to distance themselves in the aisle, including the checkout lines and everyone was wearing a mask. dean says they work hard to keep the store safe. >> every other fifth person we sanitize the registers and wipe it down. >> and also got wine for the next two weeks. >> reporter: he may have stocked up but only members of his own household will be there for his independence day celebration. >> i'm continuing to be very careful. >> we usually invite friends but right knew it is just family. >> supplies at target in albany with her family. taking extra precautions and she's going back to work as the private school teacher on monday. >> i know the numbers are going really high of like people having coronavirus. we're not trying to add more numbers to that. >> reporter: trader joe's in berkeley a line down the block but everyone we spoke to was shopping for personal groceries. not big parties.

>> four to five people. so much smaller than we would have. >> reporter: may not be what you expect before a long summer holiday weekend. people seem like they are trying to obey the orders while still celebrating lisa gray picked up barbecue for a fourth of july pick neck with three of her friends. in non covid times she celebrate was much bigger group. >> maybe a hundred people. just a gigantic barbecue, all the kids and everything. but not tomorrow. and the question for this fourth of july, is will there be the same crowds that we saw memorial day weekend? and how vigilant will people be this time around? abc news 7 reporter amelio castillo has that news. >> reporter: there is no easy way out of of this. there is no way to just wish our way out of it. there is no way to get together in big krounds crowds of people and think we're not going to get

infected. >> reporter: a strong warning about letting your guard down this holiday weekend. don't. we've heard the recommendations. wear a face covering. stay six feet apart. avoid large gatherings. it is messaging that means nothing without action. that guidance echoed by dr. dean winslow with stanford healthcare. >> the idea is that we cannot completely eliminate risk but there are some pretty easy common sense things which are evidence-based which we can use. so we markededly reduce the risk of transmission of sars co-v 2. >> remaining outdoors. keeping sanitizer nearby. and consider disposable utensils. >> i think the risk of transition of this virus by fomite or inanimate object is probably not the major way this is transmitted. >> reporter: won't be gathering with others this july fourth. 25% say they have no plans for

celebrating. 61% say they will avoid gatherings altogether because of covid-19 concerns. and only 39% say they will be attending or hosting for the holiday. most of them in homes. >> we want to celebrate things. i get it. i've been there. i am there. but we have to think beyond that. >> reporter: as we head into the holiday weekend health experts tell us covid-19 remains a significant health threat regardless of what we're celebrating. also in the peninsula in the city of san carlos is now partially reversing their decision in reopening parts of their downtown streets to cars. three blocks had been closed to give restaurants the ability to serve customers outside. it's something we've seen in many bay area cities during the pandemic. san carlos said while it seemed to help the restaurants, it was also hurting the other businesses. >> there really was no blueprint for this. none of us have ever lived

through a pandemic before. so we've had to make decisions that we've never had to make before. >> one block may still end up being closed to vehicles. the city council is going to decide on its july 13th mean. a look live from our santa cruz camera. so pretty this morning. now it is 9:19 on this july 4th. you can already see people out and about. social distanced of course but enjoying the beach and lisa it is going to be a really nice day today. we wanted to show you that because the counties health officer is recommending that people keep their visit short, wear face coverings and do not share food. the beaches are open but many of the parking lots are not going to be. >> we're urging people to stay home. especially from out of area. meaning no road trips. no parties. no violations of the social distancing guidelines set forth by the governor. >> state parks will be open for hiking. you can camp as well as long as you have a reservation. berkeley also says it is

atmosphere, and we still have a lot of moisture in the atmosphere. that fog. which we have a little of and the humidity just cleared. dropping throughout the day the sea breeze picks up and cleans out the air but also brings drier conditions with the relative humidity in the inland valleys about 20% perhaps by this afternoon. elevating the fire danger. 59 in the city. a cool 57 in pacifica and right here our exploratorium camera beautiful. 62 in santa rosa. another 30 degrees of warming for you. petaluma in the 40s this morning so much cooler but now we're warmer everywhere, with less of a delta breeze. we're in the low 70s there. 69 in concord and 66 in livermore. the flag here is pretty still right now. that will be changing as we get towards about 1:00, 2:00. but we still are counting on warmer weather today, around the

bay, inland and just a bit of a sea breeze picks up tomorrow. so that could cool down, fremont. hayward and closer to oakland by sunday afternoon but not by much. current wave height, 6-7 feet. beach hazard through tormemorro. and not much fog. scattered out throughout the day. will come back and be with us a portion of the morning along the coast. sunday, and then sunny again. but we get the sea breeze and the fog coming back tomorrow afternoon. 60s today. ocean beach, half moon bay, winds up to about 20, 22 miles per hour and much warmer down in santa cruz. we'll be looking at temperatures on the warm side inland again tomorrow for your sunday. 90ed there. cooler monday. tuesday it will be once again on the cool side for july. but pretty nice inland.

tested negative but as precaution is also self isolating. rachel scott abc news washington. and california congresswoman jackie speer is calling for an investigation. private first class vanessa guillen has been missing since april. her family believes the remains found this week are hers. local and national groups are now demanding justice. >> reporter: as wes mount around the disappearance of ford hood army specialist vanessa guillen. they are telling women they should not join the military. >> because they are not going to be protected. that is a fact of the matter that right now the army is turning a blind eye to sexual harassment in the military ranks. >> reporter: guillen says she told them she was sexually harassed by a superior but didn't report out of fear of retaliation.

aguilar is accused of helping another soldier get rid of guillen's body. robinson who was a suspect killed himself wednesday morning after being confronted by police and federal marshals. brenda garcia is organizing a bay area peaceful protest for anss this sunday. making its way from concord to san francisco. >> we always say that somebody needs to do something. somebody needs to do something. and i just finally told myself this is my little something they need to help. we need to bring awareness to safety for our soldiers. >> reporter: private first class guillen was last seen at a parking lot outside her barracks. her personal belongs and investigation were found in the armory room where she works. the army said it is investigating the sexual harassment games but guillen's family says the army took too long to act and jackie speer, chair of the armed services sub committee on military personnel

looking at stinson, santa cruz, to the beaches that face south that have the high risk of rip currents and sneaker waves. so it looks pretty nice out there in santa cruz. we'll show you that in just a moment. and here downtown temperatures have been cool and comfortable and not much wind yet. but that marine layer, there is just a patch of fog right off the coast there and that's providing the higher relative humidity and with that higher pressure pushing down on the high moisture content of the air and some of the pollutants we get the haze. but things will improve throughout the day today. dryer air working its way into the bay area. temporarily, then the sea breeze comes back. scouring out the air mass but we'll look for pretty much a same type of day tomorrow. maybe just a bit cooler. 71 in mount view. 65 in oakland. 59 san francisco. good air quality here in san jose. the shark tank 63, up in napa, 62. santa rosa. it was chilly in the 40 this is morning.

already 69 in concord. 66 in livermore. busy looking in santa cruz, isn't it with, with the surfers out there, the cars and 61 degrees here going for a high of 80. and the winds will be a little lighter along the central castro throughout the afternoon. warmer around the bay and inland. our cooling trend gets going. initially tomorrow but just subtly as we'll see that stronger sea breeze. so today the fog gets wiped away. getting into your fourth of july evening. it is clear and into tomorrow morning some patchy fog. a stronger sea breeze and that fog may be hugging the coastline of san mateo throughout the afternoon tomorrow. in the south bay it is a warmer kay day. 85 san jose. low 90s morgan hill. 81 mill peeds. 79 san mateo. pacifica sunny in the 60s but kind of breezy laird tooth. 70 downtown. 90s return for santa rosa. pool day in 87. and east bay. warmup for you in oakland at 77.

warming to near 80 degrees in fremont and union city. 78 in san land row and looking at our fourth of july inland with low 90s so a really warm day for the inland east bay. temperatures in the 70s in santa rosa and livermore about 9:00 and 60s along the coast. nice night out there. the seven day forecast sliding just a bit for your sunday, more so into the week ahead. so temperatures will be comfortable inland but a little cool around the bay as the sooebz kicks up. and the temperatures at the coast very typical. just near 60 throughout the week. liz? >> lisa, thank you. we know their names. george floyd, breonna taylor. so many more but now their names will living here in the bay area through art. and it is helping people to heal during these trying times.

culturallily representative focus. we serve over ten schools in the east bay and about 20 .2,000 kids. there is nothing like art to be able to express the current times what's happening in the world. so it is artists that are able to inspire people to really take a look at what is happening in the world and grow more and learn. and that has to start young. youth, adults, community. everyone worked on this pace. we wanted to bring light to her. there was a lot of light on george floyd which has been amazing. hugely galvanized the world. we didn't hear much about her. enough about her. so we wanted to do our part to bring life to her. incredible. tagged by facebook and instagram and by random people who have taken a picture by the mural and are inspired and love it. and because of it we've decide dod more. more folks are reached out do a

with whom he had several children. and officially learned she's the great great granddaughter of sally's older brother peter hemmings. a few years ago mr. williams traveled to jefferson's plantation in virginia mo monticello to meet other descendants. >> the last time i went there was a big reunion and i've never seen so many people at a reunion. and people of every colo shape, cop flexion. they were from everywhere. and there was camaraderie and warmth and something pleasant and it was almost spiritual. because we didn't know each other. and yet everybody felt close. both whites and blacks. >> reporter: she had always heard stories about descendant from there. and her mother was named sally.

although she's lived in oakland for decades, there is something about virginia when she travel there is that always makes her feel right at home. >> and at 8:00 this morning, monticello's virtual independence day commemoration got under way which did include miss williams. she tells us she's in oakland celebrating with her fam and we wish her a happy 100th birthday. and reading about her and the history of her life at monticello is so fascinating. and it was controversial for years the claims after sally hemming and thomas jefferson and only recently in history the descendants have been officially honored and remembered. and i think it is something important for all of us to do this july 4th and look back at our history and from a new light. >> absolutely, liz. so fascinating. thanks for bringing that to light for sure. as we look at high temperatures today. you will be enjoying the warmth in our inland valleys, maybe the pool in concord at 93.
