♪ firefighters spent the day and evening busy fighting flames all across the bay area. >> a vigil here in richmond to honor murdered soldier vanessa guillen, and to fight back against sexual violence in the military. confusion over restrictions and reopening plans. business owners in the south bay are demanding answers. this breezy and cooler weather won't last much longer. we're tracking warmer weather on the horizon. we'll have the details in the accuweather forecast. "abc7 news" at 11:00 starts right now. >> building a better bay area, for a safe and secure future. this is "abc7 news." after a long weekend, bay area firefighters just are not getting a break tonight. they're already dealing with two fires in the south bay, and we saw multiple fires break out this afternoon. >> some were smallhi oers

raced dangerously close to homes and forced people to grab what they could and evacuate just in case. we counted at least eight fires today, and some are still going, including one in fairfield. that's where j.r. stone is for us tonight. j.r.? >> reporter: well, the good news right now, ama, is that the fire does not pose any direct danger to the homes behind me. but i want to go off and show you what it looks like on the hillside. these are lights that had just been turned on in the last five minutes or so. you could see those crews up on the hillside, closely monitoring this situation as i speak to make sure hot spots don't spark up. flames shooting into the air in fairfield on monday. one of many fires to burn across the area. >> i thought the house was going to burn down. >> reporter: so did many others, as strong winds fueled these flames. >> got very close. you can see the flames were literally in their backyard. >> as i am talking to them, i

see the flames come over the top of the hill. >> reporter: chris engle turning on the sprinklers andfairfield, evacuated and it was just one of many spots where fire put people and their homes in jeopardy. near i-08 in rodeo, another frightening situation. >> the wind is going that way from left to right direction. >> reporter: flames tore through 230 acres of land near the interstate and forced many out of their homes. >> just in time to get the kids out. >> reporter: no homes were damaged there or in banesha, where four acres burned. it was not only the ground attack but air attacks that subdued the threat of fires. something that helped save homes in fairfield, as well.

witnesses everywhere telling the same story. >> i would say it doubled from 10 to 20 to 40 feet in a matter of 20, 30 seconds. >> reporter: and back out here live in narfielfairfield, these just showed up within the last five to ten minutes. we saw some of the people walking that hillside. you can see their vehicles as i speak. that is only around a footballfield length from the homes that are right here. so they are closely monitor thing situation. when i talked to the fire chief, he told me at least 60 acres on that hill have burned. but, again, the winds are strong out here this evening. reporting live in fairfield, j.r. stone, "abc7 news." >> j.r., thank you. you can see the trees blowing in the wind there. let's get right to meteorologist drew tuma with a look at the heat and wind that firefighters had to deal with. >> yeah, larry. we've been watching the winds very closely all evening long, gusting frequently near 30 miles

per hour. so we'll take you near to fire in fairfield. it's cooled off, the relative humidity is on the rise. the winds are out of the south, gusting near 10 miles per hour. again, we have seen gusts frequently over 30 miles per hour. we have to keep in mind that much of the bay area is under a severe drought right now that. is not going to change over the next three, four months. so our landscape will remain very parched. we'll take a look at warmer weather headed our way in a few minutes. >> all right, thank you, drew. the south bay is home stat toght. fire ca fe sa ed two hoavee evacuated. it's burning to the east of 101 near cruz road. the fire is 20% contained. the park fire near morgan hill is fully contained. it started saturday night and portion forced some evacuations.

it burned 343 acres. no buildings damaged and cal fire is investigating the cause. we sent this push alert out on our "abc7 news" app, as firefighters battled fires around the bay area. if you want breaking news updates, the app is free to download in the app store. tonight, the coronavirus crisis is worsening in california. new records have been set in cases and hospitalizations. the rate at which coronavirus tests are coming back positive increased by 39% over the last two weeks. yesterday, the state recorded 5700 patients in hospitals, an increase of 50% over the previous two weeks. more than 250,000 people have been diagnosed with coronavirus in california. that's up nearly 100,000 in two weeks. >> today, the governor expanded monitoring of counties hit hard by the virus to 23. in the bay area, that list includes marin, contra costa back on the list, but santa clara is off the list.

three factors into into getting on the watch list. elevated disease transmission, increasing hospitalization, and limited hospital capacity. > building a better bay area during the pandemic means focusing on efforts including health, education, changing workplaces, as well as the economy. in the south bay, there's confusion over restrictions in reopening plans. business owners claim there's no clear consensus about what is allowed or when they might be able to get back to business. here's amanda del castillo. >> reporter: santa clara county is off the state's coronavirus watch list. the move announced monday. but fwbusiness owners say the ns isn't doing much to calm their confusion. >> four months now. we need to reopen. if they don't allow us to reopen, we need help. >> reporter: last thursday, public health officialsop plan to take shape july 13. among the many activities, it would have reopened gyms, hair

and nail salons. but the state denied the county's request to move ahead. another dip on the covid-19 emotion emotional roller coaster. >> all small businesses are going to die, because of whatever issues the state and county has. >> reporter: in an email, dor sarah cody, the state explained the variance at a station does not meet the criteria necessary. according to the county, the data tied to hospitalizations. adding to confusion across the region, temperature of alcoholic beverage control agents visited this restaurant. the owner warned about possible citations related to outdoor dining. but the county health order has allowed outdoor dining since june thcoun bieves it is allowed, saying the state order doesn't ban the county from authorizing outdoor dining themselves. >> we have not received any information from any state

agency that that in fact is not true. >> reporter: he said the county is optimistic it can resolve issues with the state. in san jose, i'm amanda del castillo, "abc7 news." new at 11:00 now, napa county will likely have to roll back reopenings beginning thursday because of a jump in coronavirus cases. that means indoor dining will end. tasting rooms both indoor and outdoor service at bars and brewery also be put on pause. the new restrictions could be extended by the state. we're going to have to wait longer to eat inside a restaurant in san francisco. indoor dining was set to resume next monday, but that will likely be postponed. nail salons and hair salons were rescheduled to open june 29 but delayed as covid-19 cases started to climb. in the north bay, a reversal about indoor dining banned

again. restaurants in marin county began letting customers inside a week ago but changed course late last night. marin, like many local counties, seeing a jump in cases and is on the state's watch list. one restaurant manager says she held off resuming the indoor service. >> we're not following the rules by keeping six feet apart, they don't want to wear their masks while waiting in line or to be seated. it's too risky. it's probably more contagious inside than outside. >> the county recorded 75 new coronavirus cases on july fourth, its highest one-day jump. new developments. atlanta mayor keisha lance bottoms said both she and her husband have tested positive for coronavirus. neither has experienced any covid-19 symptoms. there are now nearly 3 million confirmed cases of covid-19 in the u.s. and more than 130,000 people have died. health experts are especially concerned after so many people were seen across the country not practicing social distancing

over the holiday weekend. reena roy has the latest. >> reporter: massive crowds of people on fire island off the shore of long island, new york, over the holiday weekend. similar scenes at beaches and bars across the country. as 38 states see a surge in cases, including florida where new cases have doubled in just two weeks. the state making up 20% of all daily cases in the country. >> the age that has the most cases in the state of florida is age 21. just because you're 21 and you may not have significant nf othpeople.t does not mean you >> reporter: miami-dade reversing course on reopening on again, shutting down gyms and restaurants. texas, another hot spot with more than 200,000 cases. arizona, one of eight states topping 100,000. >> we see young people coming into the hospitals and saying nobody told them that they would get sick. we have seen young people get

accomplice made her first appearance in federal court. investigators say she told them aaron robinson bludgeoned guillen to death with a hammer. robinson killed himself last weekend. guillen disappeared in april and the family says the army didn't take it seriously. >> we need a congressional investigation. i'm not just going to stay grieving in my room, because i know she wouldn't want that. >> aguilar faces up to 20 years in prison if convicted. outrage about the death of vanessa guillen is spreading across the country. kate larson was at a vigil for guillen in richmond tonight. >> reporter: the east bay and beyond, rallied in richmond with a caravan and vigil for vanessa guillen. the 20-year-old soldier was killed while stationed at friday hood in texas. the suspect and fellow soldier, aaron robinson, shot himself last week.

family says robinson had been sexually harassing guillen. >> that could have been me. >> reporter: stephanie sanchez organized the vigil. >> i'm a latino woman in the army serve thing country and they failed her, and we are trying to make a movement to honor her name everywhere. >> reporter: nobody i've spoken to knew vanessa guillen personally, but still so many people feel connected to her and her story. >> i'm a mother. my daughter is 23. my son is 18. and i can feel the pain. i can only imagine the pain that the mother is goingthrough. >> reporter: she came to the vigil because she's angry because of how long it took the air force to release information about the investigation. >> too little too late. >> it's heartbreaking. we all feel like we're just supposed to take it. >> reporter: she says she was sexually assaulted and pple s inhe fce. >> there's a really big stigma

fourth of july. his family says he was watching fireworks with his sister in the bay view when it happened. a man was also shot and expected to survive. jace's family says she was the youngest of four, and his dream was to use technology to change the world. >> he was the most perfect child. he was so sweet. he loved to read. he loved his video games. he loved computers. he just loved learning. >> police believe it was not a random hooti ishooting but jacet the target. an oakland fire engine caught in the middle of a crowd on the fourth of july on its way to a 911 call. a medical emergency. the patient survived, but now fire, police, and city leaders want to make sure it never happens again. reporter laura anthony has the story. >> reporter: this video posted on an oakland fire union's facebook page shows an engine on its way to a call, swarmed by a

crowd saturday. a delay that cost them 14 minutes. >> it was chaotic. >> reporter: the engine company was on its way to treat a young woman slipping in and out of consciousness. but the firefighters never got there. >> they came close to the rig and then had one or two people that climbed on the rig. once that happened, there were more and more people that decided to climb on top of it. >> the police, we were all out there and all on our way when that happened. and then good communication with our fire department partners, they were able to turn the rig and banal to leave the area safely. >> reporter: this time, a separate ambulance did make it to the patient. but there are deep concerns about next time. >> it's inexcusable. when you see those flashing lights, we're attending to an emergency, a 911 call and we need to cooperate as citizens, neighbors, residents, visitors. please allow our vehicles to get to the emergency because there's someone suffering.
