down 20 to 30 during the overnight hours and winds that are still very manageable around the crew's fire in gilroy. your winds will stay manageable while the winds are up near the mountain meadow are an issue as we head throughout the day. quick look at what is going on with your planner. mid to upper 50s at the coast and 79 around the bay and a touch warmer this afternoon. >> thank you, mike. happening in santa clara county the crew's fire is continuing to burn right now. flames have scorched 5,400 acres since this started sunday afternoon and dozens of people have been evacuated. this fire destroyed one structure. containment is at 20%. in solano county the mountain meadow fire has burned dangerously close to several homes in fairfield. burned 60 acres since it started yesterday afternoon. the flames destroyed an outbuilding and nobody was

inside and luckily no one was hurt. amy hoyfthe scene rning. we coming upn the next half e lkin abon socialorceinternati students and beyond to leave the u.s. if their universities go online only this is fall. education, of course, one of the main areas we are focusing on here at abc7 news as we work to build a better bay area. julian glover is live with the details on this new rule that comes from i.c.e. julian. >> hey, good morning, reggie. just another thing for anxious students to be worried about. this new rule singles out international students studying in the u.s. on a visa. the bottom line is if their program goes all online in the fall, they would have to leave the country or transfer to a different program. immigrations and customs enforcement as you mentioned, reggie, made the announcement monday when more big name schools like harvard decided to

make classes completely online for the fall to protect campus safety during the pandemic. the most shocking part of the new rules is even if an outbreak happened in the middle of the fall sumester and forced a student's program to move online, they would still have to leave the country or attempt to transfer to a university offering in-person classes mise. hif be. president trump tweeted his support on the measure yesterday and overnight on social media, we've seen a group of uc berkeley students trying to scape the rules a little bit and create a one-credit, student-led class to meet that new requirement so they wouldn't be forced to transfer. this could affect as many as another incentive for schools to open up in the fall despite the public safety risk. this is a big one affecting a lot of students. reporting live this morning. julian glover, abc7 news. >> i have gotten messages about

it from viewers who are concerned. the coronavirus is worsening in california. new records have been set in cases and hospitalizations. the rate at which coronavirus tests are coming back positive has now increased by nearly 40% over the last two weeks. sunday the state recorded 5,700 patients in hospitals. that's an increase of 50% over the previous two weeks. and more than a quarter million people have been diagnosed so far with coronavirus in our state. governor newsom has expanded monitoring of counties hit hard by the virus to 23. in the bay area, that now includes marin. contra costa is back on the list and santa clara is off. three factors go into a county joining the watchlist. elevated disease transmission, increasing hospitalization and limited hospital capacity. napa county will likely have to roll back reopenings beginning thursday because of a jump in coronavirus cases. that means indoor dining will

end, tasting rooms will close, both indoor and outdoor service at bars and breweries will be put on pause. those new restrictions run through july 30th. the state could extend that. a lot happening, reggie. in the south bay, some confusion over restrictions and reopening plans in santa clara county. business owners claim there is no clear consensus on what is allowed or when they might be able to get back to business. here's abc7 news reporter amanda del castillo. >> reporter: santa clara county is officially off the coronavirus watchlist. the move announced monday. but business owners across a number of sectors say the news isn't doing much to calm their confusion. >> four months now. we need to reopen. if they don't allow us to reopen, we need answers. we need help. >> reporter: last thursday county public health officials announced a new reopening plan to take shape on july 13th. among the many activities would have opened gyms, hair and nail salons. over the weekend they denied the

county's request to move ahead. another dip on the covid-19 roller coaster for linda doe. >> the end result of this, we're all going to close out. all small businesses are going to die because of whatever issues the state and the county has and we're the casualties. >> reporter: in an e-mail, dr. sarah cody the state explained it does not meet the metrics or criteria necessary. according to the county, data tied to hospitalizations. adding to confusion across the region, department of alcoholic beverage control agents visited ladera grill and they warned about possible citations to outdoor dining but the county health order has allowed outdoor dining since june 5th. he believes the main tan believes the county is allowed and it doesn't explicitly ban the county from banning outdoor dining themselves. >> we have not received any information from any state agency that that, in fact, is

now true. it is optimistic it can resolve issues with the state. i'm amanda del castillo, abc7 news. a live desk update. >> government leaders are not immune to the coronavirus as we know. here at the live desk, we're hearing from atlanta's mayor keshia lance bottoms. she spoke about testing positive. her symptoms include a slight headache typical to what she feels during allergy season. her husband and one of her children also have coronavirus. >> my husband literally slept from thursday until yesterday. and that's what gave me some concern. i've just never seen him sleep that much. but he's feeling better. >> bottom says she will take her other children to get tested for coronavirus. coming up at 7:00 on "gma" the link that mayor bottom has that

he just loved learning. >> police believe this was not a random shooting but they say jace was not the target. san bruno police made nearly three dozen arrests over the holiday weekend for illegal fireworks. they responded to 181 firework related calls and 35 people ended up being arrested. each of othem received a $1,000 fine. officers seized 58 pounds of illegal fireworks. wow. police say leading up to the fourth, they visited spots in the city that have had problems in the past to talk with residents about not setting off illegal fireworks. all right. seeing winds around the meadow mountain fire are going to be around 10 to 15 this afternoon and gusts even faster than that. 20 to 25. this is in the lower elevations and you get up a couple hundred

it's 5:13. if you're just joining us, seven things to know this morning. number one, governor newsom added marin and contra costa county to the state's watch list because of concerning coronavirus activities. they are being ordered to roll back reopenings. number two, new guidelines for u.s. colleges means international students have to leave the u.s. or transfer to another college if their schools go entirely online this fall. immigration and customs enforcement put out those regulations. number three. evacuations have been lifted for residents who live in fairfield after flames burn nearby. the mountain meadow fire burned at least 60 acres and an outbuilding was ut thanully was hurt. and here's a look at what's going to happen today where temperatures are going to be within two degrees of average. but this won't last. warmer weather is on the way. number six. we do have some minor things

helped killed guillen and robinson killed himself last week as investigators closed in. guillen disappeared in april. her family says the army didn't take it seriously. >> i'm just not going to stay grieving in my room because vanessa wouldn't want that. she wants justice. >> if convicted, aguiler faces up to 20 years in prison. outrage over vanessa guillen's death is spreading over the county. >> reporter: east bay and beyond rallied in richmond with a caravan and vigil for vanessa guillen. the 20-year-old soldier was killed while stationed at ft. hood in texas. aaron robinson shot himself last week. family says robinson had been sexually harassing guillen. >> that could have been me. i f faierre richmond resident

andus and make a movement to honor her name everywhere. >> reporter: nobody i've spoken to here at the vigil new vanessa guillen personallybut somany people feel connected to her and her story. >> i'm a mother. my daughter is 23 and my son is 18 and i can feel, you know, pain. i can only imagine the pain that the mother is going through. >> reporter: rosa rodriguez flores came to the vigil because she's angry about how long it took the air force to release information about the investigation. >> it's really heartbreaking that we all feel like we're just supposed to take it. >> reporter: pittsburg resident said she was sexually assaulted and harassed by three different people while she was in the air force. >> there's a really big stigma with reporting. i think that we're scared because we see over and over that nothing is done.

childhood home before it burned down. here's a picture of lee when he was 6 years old. the rescue had a profound impact on him and inspired him to be a firefighter. also gave him the opportunity to return the favor and rescue another four-legged friend and sampson is expected to be fine. >> mackie was so cute. they look so happy. >> he does. >> that's a great story. >> that is a nice story. >> it is. i love that story. you never know when your opportunity will come up whether it's the next day or 21 years later, but he stepped up. that was awesome. all right, guys, let's talk about what is going on weather wise. mother nature bring us another wonderful day. if you love sunshine and temperatures close to average with a touch of a breeze to make it feel pretty comfortable out there. i got it for you. let'sk at wha i going on in san jose. 101 and 880 and the sun will come up in half an hour or so. we'll need the sunglasses today and the shorts and short sleeves if you're not at work, dress appropriately there.

warming trend begins tomorrow with the warmest temperatures in the afternoon and this weekend i want to show you the overall pattern and watching two areas of low pressure roll across our neighborhoods and really enhanced the breezes. one of them is kind of falling apart and the other one is well up near the chimn chimney and t why we're going to have sunshine everywhere this afternoon even along the east bay shoreline and the peninsula coast where we have a few clouds this morning. 76 in milpitas to 83 in los gatos and 72 in millbrae to redwood city 78 on the peninsula. 63 at half moon bay and everyone 61 along the peninsula coast. south san francisco and saus degree in sta rosa 73 in oakland to 80 in hercules and 82 in pleasanton to 90 in brentwood your spread in the east bay valleys. tonight low to upper 50s once again with cloud cover in the same areas. tomorrow you can see we warm up

building a better bay area for a safe and secure future. this is abc7 news. now at 5:30, flames burn dangerously close to homes and force evacuations. hundreds of firefighters now monitoring hot spots all across the bay area. indoor dining in san francisco is set to resume monday, but you likely have to put your plans on hold. protecting our health is part of building a better bay area. one weapon against covid-19 may not be as powerful, though, as doctors had hoped. hi. >> hi, friend. you know what -- >> welcome to tuesday, july 7th. we are here for you this morning to get you through it and also

to talk about our weather outside today and as you experienced yesterday, it was quite windy. we'll see if mike has that same forecast for us today. hey, mike. >> hi, guys. not quite as windy as yesterday. but south of the bay bridge, it could be just as close or pretty darn close but up against the east bay and north bay valleys there will be a breeze. not quite as aggressive. the mountain meadow fire in fairfield at least at the surface we have a west wind at 10 to 15 miles per hour. if you go up in cordelia 289 feet and we had winds gusting up to 40 to 45 miles per hour. it could get, there is the potential for it to get very dangerous. the crews fire and the winds have not been much of an issue and they're not right now. i'm more worried about the winds in the mountain meadow fire as we head throughout the day. temperatures mid to upper 60s and mid to upper 70s around the bay and 80s inland today. kumasi. >> thank you, mike. happening right now, crews

are battling a wildfire in fairfield about a half mile off of interstate 80. this is just one of at least eight fires that bay area crews have had to deal with in the last day. bay area right now firefighters are watching for hot spots. amy hollyfield is live there with the latest. amy? >> it's still windy here this morning, kumasi. residents describe a tense situation as this fire threatened their homes. it burned close to nelson hill in fairfield near the pittman road on interstate 80. firefighters evacuated about 30 homes on amber and sierra courts and scotch pine as the wind pushed the fire towards the neighborhood. one resident said in the few seconds it took him to tell dispatchers where the fire was burning, he saw it triple in size. residents jumped into action working to help each other get to safety. >> me and one of the community service officers were going door to door warning everyone telling

them to get ready. many didn't know their backyards were on fire. it was a very fast paced getting everyone ready and neighbors getting everyone out and helping the kids get >> you could see the smoke from this fire for miles. firefighters say no one was hurt and no homes were burned. they did save the neighborhood. an outbuilding at the top of the hill that was not occupied was destroyed. the fire burned about 60 acres. firefighters got it under control by 7:30 last night and that's when they were able to allow people back into their homes. no word on the fire's cause. reporting live in fairfield where we see a fire truck right now patrolling the area and watching for any problems. you can see, they're not letting their guard down right now on this fire. i'm amy hollyfield reporting live, reggie and kumasi, i'll toss it back to you. the largest fire in the state is burning in the south

bay right now. the 5,400 acre crews fire north of gilroy has another. this is according to cal fire. also forced 70 people to evacuate. the fire started sunday near crews road just east of high way 101. the fire is only 20% contained. in contra costa county crews are watching for flare ups near rodeo. burned 2 30 acres before they were able to get it under control last night. one man said the smoke started enhere was a big the freeway.anr time to get the kids out. that was the most important thing. >> crews plan to be at the scene throughout the morning mopping up. well, we sent alerts on our abc7 news app as firefighters battle these fires across the bay area. you can download the app and

customize alerts so you can get breaking news whenever it happens where you live. happening today, a plan to allow indoor dining in san fancisco expected to be put on hold. that's according to the golden gate restaurant association. mayor london breed is expected to make that announcement at 11:30 this morning. indoor dining was supposed to start again on monday. last week, the city delayed opening hair salons, the zoo and indoor museums after covid-19 cases spiked in the city. we're going to stream the mayor's remarks on our app and at abc7news.com. 23 counties including marin and contra costa are now on the state's watch list with rising coronavirus cases. santa clara has been removed from that list. counties added to the state's watchlist show concerning covid trends for three days. they are being ordered to roll back reopenings. the back and forth is taking a toll on local businesses. >> the problem with the yo-yo effect if you keep getting on the list and off the list and open for indoor dining and not

open for outdoor dining and to go and patio, you can't plan your business based on these ever-changing variables. you need to know how many people you need to hire. >> the governor says alcohol beverage control conducted nearly 6,000 visits to bars and restaurants over the weekend. they issued 52 citations, including to some south bay restaurants. and the california state capital capitol is closed for the next week because four staffers tested positive. autumn burkes said she had a mask-to-mask exposure on june 26th and later tested positive. she wore face coverings at all times while working. burke said she has no symptoms but will self-quarantine. the u.s. is closing in on a grim milestone when it comes to coronavirus. nearly 3 million people have tested positive. jobina at the live desk with more on that. jobina. >> thank you, reggie.

yes, new coronavirus hot spots number this morning.uard leaing 130,000 people have died in the u.s. miami has closed gyms and restaurants. l.a. hit a record high number of cases over the weekend. >> cases are surging. hospitalizations are increasing and mostly this is all a reflection of a lot more community spread. >> medical experts are criticizing president trump for incorrectly attributing the sur surge in cases to more testing. the white house says he was simply noting that a majority of people who get sick will recover and despite rising infections and hospitalizations, the president still plans on holding a rally in new hampshire next weekend. reggie and kumasi. >> all right, thank you, jobina. coming up, the trump administration considering a ban on tiktok. secretary of state mike pompeo explains why. the two newly approved
