this morning concerns about plans to bring bay area students back to school this fall. distance learning is a top priority but both teachers and parents are worried about how to handle the workload when kids are expected back next month. good morning, everyone. it's saturday, july 11th. i'm liz kreutz, and we have a lot of coronavirus updates to get to but first let's start with a quick look at the weather. good morning, lisa. >> hey, liz. good morning to you. we're starting out with just a few patches of fog along the coast and it's going to be a warmer weekend. can't make out much in the way of fog. it is mild in our inland val es. 56 in oakland but overall just a little bit cooler this morning with clear skies, 6 degrees

cooler in napa, 7 degrees cooler than yesterday at this time in concord. so we go through the morning and we're in the 50s, but by noontime upper 80s, mid-70s around the bay, still 50s at the coast. that sea breeze sets up for a cool day there, but 80s arrive around the bay with mid-90s inland. it's going to be hot inland, even a few degrees warmer tomorrow. we'll talk details for the weekend and cooling trend for the week ahead in a few minutes. what schools will look like for bay area students of all ages is starting to come into sharper focus. districts are detailing their plans for fall. but the push to bring kids back to classrooms is getting push back from many teachers. it is a key focus of our efforts to build a better bay area. abc 7 news reporter kate larson heard from two of the largest school districts in the bay area, oakland and san francisco, about what they're planning this fall. >> reporter: in a presentation for next week's board of

education meeting san francisco unified school district lead out a plan for the fall. while staff has not yet agreed the district is recommending almost all students distance learn. once data suggests it's safe a gradual return to a hybrid distance and in-person plan would begin. i spoke to an sfusd elementary teacher who says she's crushed she can't return to her classroom. >> i think coming from the viewpoint of seeing my son's preschoolteachers be comfortable going back. >> reporter: oaklandniscol dist plans to also start at a distance. phase one will be remote learning and then science will determine the next blended phase of in-person instruction. >> we'll be focusing to get them back to in-person instruction so that would be special ed, homeless kids, foster kids.

we are still trying to work out how this is going to work out for parents who need to work. >> logisticly this is nightmare. we're two working parents expected to be teachig and working on site at our place of work with two kids in two different places. >> reporter: meanwhile he's supposed to go back to his classroom to teach history at an independent east bay high school. >> it's almost a zero-sum game where i'm either giving the best to my students or i'm helping my kindergartner. >> i think it's a step in the right direction. >> reporter: amy burns says she's worried the district won't be able to keep staff and students safe. >> how are you we going to get supplies during the pandemic when so much mer is needed? we are going to have to provide the masks. >> reporter: they're still trying to distribute more devices to kids in need. >> and in fremont the school

board voted to begin the school year with fully distance learning. according to our media partner mercury news the board will only consider all virtual learning when alameda county doesn' see any new cases for seven straight days. the san jose teachers union says teachers are unwilling to return to the classroom in august. the union president posted a letter on facebook yesterday saying that most teachers don't feel like in-person classes would be safe and they would prefer distance learning. according as well to our media partner the district e-mailed parents informing them of the decision and asking for input. as educators around the country hatch plans to bring kids back to school the debate how to do that safely is becoming more confusing by the day. should students wear masks, when and for how long. >> reporter: if you were to mapn

the mask debate it would be easy to understand the confusion. take dr. anthony fauci. in a recent conference he said wear a mask, period. another doctor said yes to masks but with other condition. some students but not all should wear them. for example, it should be a requirement for middle and high school students but not for the younger kids. the cdc issues a more generic guideline that students and teachers wear masks whenever feasible. and the american academy of pediatrics representing thousands of doctors across the country issued advice to consider masks only if they are developmentally appropriate and can be instituted safely. and that's just to name a few of our most well-known experts. science magazine looked at practices around the world. china, south korea, japan and vietnam, schools there required masks for almost all students. while in canada, den mark, norway, the u.k. and sbeeden masks both optional for students

and staff. a staff writer says if there's some consensus at all it's this. >> the studies have found pretty consistently the kids are about half to a third as likely to catch the virus and that's especially true in younger kids. >> reporter: that low risk reflected at ymca. the non-profit cared for more than 10,000 children of essential workers at 170 sites in new york city at the height of the pandemic. they recorded no more than one case at any of their sites. cousin frankel said the experts she interviewed mostly agreed the safety guidelines must be nimble and tailored to the community. >> we wanted quote-unquote the answer what should a school do, but i don't think there's one answer. it depends on the community, what's happening there with the virus. it depends on a lot of different faors. >>sajo,kris rayes. >> the number of confirmed cases

at a san rafael facility has doubled. 49 patients have tested positive. a spokesperson told the san francisco chronicle five residents with covid-19 have died. just a week ago the facility told us 15 residents were positive. 17 staff members have also tested positive. in the east bay a big updatine alameda county. outdoor dining is once again banned. health officials announced because they are being monitored by the state they fall under stricter guidelines. that means restaurants, winery and bars can only be open for pickup or delivery. and happening today oakland city officials are asking people to give lake merit a today and tomorrow officials will close roads and restrict parking from 7:30 in the morning to 11:00 p.m. here's a look at some of those

closures. okay, in the indoor dining and other activities will likely be rolled back in sonoma county. local officials received notice the county is being monitored due a recent jump in cases. state and local officials will now spend three days discussing how to curb infections. even so businesses and residents should be ready to see service roll back as soon as monday. >> i feel like we've been as safe as we possibly can here. everyone always wears their masks, and we're just trying to do everything we can to keep ourselves and our customers healthy. it's just really frustrating. >> officials say the restrictions would last at least three weeks. follow health orders or you could be fined, that is the warning from supervisors in napa county. they're considering $500 citations for individuals and

$5,000 citations for businesses who ignore local and state health laws. the news comes after a surge in covid-19 cases put napa county on the states watch list. supervisors will discuss the plan on. starting monday more businesses can reopen in santa clara county. that includes businesses like gyms and hair salons. however those businesses can only reopen after completing forms they understand social distancing policies and other safety policies. starting monday commuters must follow new guidelines on vta and those rules include wearing mask or face coverings and riders must sit or stand 6 feet apart from one another, transit agencies must restrict how many people can ride aboard each bus or train and post signs with social distancing. in san francisco health officials are easing up on restricts after putting a pause on reopening. starting monday shoppers can once again use reusable bags.

all right, in san francisco several people are without a home now after a fire in pacific heights. flames broke out in a building on washington and franklin streets around 7:00 last night. they quickly spread to three other buildings. more than a hundred firefighters battled this fire. thankfully no one was hurt. investigators are still looking into what sparked these flames. and happening today people in vallejo are calling for justice for sean monterosa shot and killed by police in june. earlier this week police released body camera video of

the shooting. the video shows a response w walgreens. coronavirus cases and deaths are surging across the u.s. there are more than 3 million confirmed cases and 133,000 deaths. the story of the mounting pressure on political leaders. >> reporter: as the coronavirus death toll continues rising in at least 17 states places like frye chapel mortuary in southern california using refrigerators for bodies for the first time ever, struggling to keep up with the growing number. >> an average month used to be between 45 and 50, and now we're into the hundreds. >> reporter: sheila kruger owns the mortuary, her staff suffering from the virus as well. >> we lost six of our staff to covid. >> you had six of your staff members out because of covid. >> 6 of 8.

>> even though president trump told telemundo friday the u.s. was, quote, winning the fight gebs the virus dr. birx making it clear more cases will mean more deaths. >> we've not seen more results of increased mortality but that is expected. >> reporter: some of those cases and deaths affecting children. in florida the youngest deaths in the state believed to be two 11-year-olds. the president traveling throughout south florida yesterday, a state with 11,000 new infections and 92 deaths in just the past day. again, foregoing wearing a mask. in texas denise's 6 month old daughter just released from the hospital after surviving the virus. that state setting records for deaths and hospitalizations with more than 10,000 covid patients. texas governor abbott saying they're running out of time. and while parents struggled to protect their children from the virus young adults are faced with watching their parents

battle the disease. kristen in arizona losing her dad mark after a three-week struggle. >> i feel as if my father was robbed of his life and that his illness was completely preventable. >> reporter: according to the cdc the latino community is disproportionately affected by the coronavirus. this obituary kristen wrote now going viral. writing, quote, his death is due to the carelessness of the politicians who continue to jeopardize the health of brown bodies through the lack of clear leadership and refusible to acknowledge the severity of this crisis. >> and governor newsom is now taking drastic action to slow the spread of coronavirus in the state's prison system. he's ordered the release of as many as 8,000 prisoners system wide. right now there are more than 2,300 people incarcerated with covid-19. the worse outbreak is at san quentin prison.

more than 1,500 inmates and employees there have tested positive for the virus. >> reporter: the worst covid-19 outbreak in the state lies behind this gate. the latest numbers are grim. seven inmates have died from covid-19. over 13 others have tested positive along with 200 staff members. >> the longer we wait and allow this ticking time bomb to continue, the longer we endanger people behind those prison walls and individuals who work there. >> reporter: in hopes to slow the spread governor gavin newsom announced the release of close to 8,000 inmates in the system by the end of august. founder and executive director of the fair and just persecution says that's a start but not enough. >> we should be training those in the facilities as though they were our own children, our own parents. >> reporter: the early release will include inmates scheduled to be freed soon and those with

health risks. to qualify inmates must have 180 days or less to serve on their sentence, are not currently serving time for domestic violence or a violent crime as defined by law, no current or prior sentences requiring them to register as a sex offender. and not having an assessment score that indicates a high risk for violence. >> thousands of people are in prison over the age of 50, and then they're languishing in these long sentences that have nothing to do with public safety. >> reporter: once release inmates will be tested for covid-19 within seven days. as to how many of the 8,000 will come from san quentin, that remains unknown. luce pena, abc 7 news sth b league soccer is bag. fas cheered onto team from their vehicles. >> reporter: this is match day

with some serious modifications because of covid-19. on a given season a warm summer night would allow the san jose earthquakes to play in front of 18,000 people at earthquake stadium. but friday night a very different fan experience. >> we came up with the concept of doing a drive-in viewing party here at the stadium. the chief operating officer says this is the first time team management has allowed fans to drive into the venue. the cars are spaced about 6 feet apart and everyone does need to either watch the game with their windows rolled up or if they roll down the windows they need to wear their masks. the two viewing areas each masked out at 50 vehicles. not in the crowd the leader of the san jose ultras. without speaking for the group dan margarit shared his own opinion. the earthquakes are in orlando

playing inside the major league soccer quarantine bubble. the espn wide world of sports complex at the walt disney world resort without fans. player tommy thompson was on abc 7's with authority podcast pointing to one silver lining. >> playing in stadiums like the mercedes-benz stadium in atlanta you can't hear anything. >> back in san jose while cheers might be muffled with the windows up earthquake fans are ready for any sense of normalcy. although this is a big change how fans are enjoying professional sports during the pandemic. in san jose i'm amanda delelelel castillo abc 7 muse. >> when it comes to contracting coronavirus what activities put you at risk of it. that is good news for soccer

fans because anything that brings us back to normal feels nice and safe. >> this kind of n we had a pretty good day yesterday, a little rain. i should say a big range from our coast and inland valleys and once again today we're going to have that wide temperature spreld. so if you liked the weather yesterday it's going to be fairly similar although our inland valleys are going to really warm up. tomorrow should be the warmest day. so adding some heat there. kind of what you would expect in the summer. here's another indicator of why. very little fog to speak of. live doppler 7 a few patches, but that marine layer is compressed, and that is allowing for a clear start for most of you. here's a look at our current numbers. looking at 63, i should say 61 in danville with upper 50s dublin, and san ramon. closer to the bay it is 54 in san francisco, 50 santa rosa, and on the coast 55 in mountain

view, 62 in san jose. at looking viewm heat. looking at the hotter day tomorrow with increased fire risk and the cooling trend begins i should say in earnest meend then kind of levels off as we go through the the fire danger index starts at noon and goes through 7:00, and the colors here indicate where the higher risk is for fire danger. you can see the blue and yellow right here along the diablo range. we've got the dry brush, temperatures climbing through the 90s so throughout the day today and tomorrow those typical spots in the upper elevations that will see the increased risk for fire danger. but as we go into monday that marine layer re-establishes itself along the coast, but by

tuesday numbers tick up just a few degrees, back to a few low to mid-90s inland, very little change on wednesday, and waelg look at some more subtle cool "newdawg" the rest of the workweek. in terms of cooling temperatures will be comfortable at the coast, that sea breeze pick up throughout the afternoon. sunny skies with low 60s half moon bay and ocean beach. about 77 in santa cruz. elsewhere along the bay we've got the breezy winds, up to about 20 miles an hour. 75 in oakland, 95 in concord, though, so numbers getting pretty high. you can see the darker shade of red here and those pinks into the sacramento valley. 87 for you in san jose. look for 93 in morgan hill as well as santa rosa, so the accuweather seven day forecast, 60s on the coast, mid-90s inland. it's even hotter tomorrow where numbers come up to about 100 degrees inland, but we'll still have that sea breeze at the shoreline. and look at the slightly cooler

inland we've had that nice temperature spread from the coast to our inland valleys. and by 1:00 check it out we're well into the 90s inland. some upper 70s to near 80 around the bay but still cool at the coast. as we go into the evening hours we're not looking at a lot of fog, so another nice evening on the way. we are going to build on this heat for a warmer sunday. how much warmer i'll let you know in a few minutes. liz? >> okay, lisa, thank you. as the search for actress continues authorities have turned to sonar to help. her 4-year-old son was found on the boat she had rented earlier in the day. the coast guard has joined the search using sonar equipment to scour the murky waters. a specially trained dog is also at the scene. it sniffs just above the surface and alerts handlers if they sense a body beneath the water. rivera is presumed dead. the lake remains closed to the

public. and new developments involving max well, jeffrey epstein's alleged cocounsel spirator. she's requesting to be released on bail. her sheets have been reportedly taken away and she's been given paper clothing to wear to prevent any possibility of her harming herself. >> reporter: the defense team for maxwell arguing the former girlfriend of accused sex trafficker jeffrey epstein should be released from jail. prosecutors call maxwell an extreme flight risk but her attorneys argue she never left the country after epstein's arrest instead staying out of the public's eye given the media attention as alleged victims of epstein also called for her arrest. >> we need to get to the bottom of everybdy involved with that. >> reporter: maxwell now housed at a prison across the river from the facility where epstein took his own life. >> after what happened with jeffrey epstein, they're going to be keeping an eye on her. >> reporter: maxwell is

understand constant monitoring wearing only paper clothes and no sheets on the bed. her lawyers proposing she be released on $5 million bond with gps monitoring writing maxwell is not jeffrey epstein. she vig laes denies charges she helped epstein recruit, groom and help abuse three teenage girls in the mid-90s. but some of epstein's alleged victims want her behind bars. >> the victims are very adamant that she not get bail. this arrest is a major step to validating that the victims and survivors of these crimes have a voice. >> reporter: maxwell's attorneys say due to covid if she stays here behind bars her health would be at serious risk and she wouldn't be able to participate in her defense. the hearing on her bond is scheduled for tuesday. eva pilgrim, abc news, new york.

and politics are now spilling into your kitchen. a growing number of people are calling for a boycott of goya products after the company's ceo praised president trump. the president hasn't weighed in much other than a tweet saying he loves goya foods. >> reporter: goya foods is the latest target of a boycott after the company ceo praised president trump during a white house visit. >> we're all truly blessed at the same time to have a leader like president trump who is builder. >> reporter: robert was at the white house announcing the donation of food to local food banks. his comments drawing criticism from social media with the #boycott goya. this handmade no goya sign was left for shoppers. >> i'm not going to be supporting a company that's supporting a guy that he's not supporting us. >> reporter: those calling on the boycott cited trump's

comments against the community. >> i think there's a consensus to boycott goya because what these comments do is they normalize trump's rhetoric against latinos, against immigrants. and they normalize the mstreatment that we've been facing for these last three years. >> reporter: the united farm workers union tweeted this ad at goya showing migrant workers in the field with trump's incendiary remarks from his 2016 presidential announcement. >> they're bringing drugs, they're bringing crime, they're rapists. >> the biggest statement we could make about the words of a ceo that aligns himself and considers himself to be blessed to have a leadership like trump is to just play trump's own words. >> reporter: abc 7 news. >> and president trump has commuted the prison sentence of roger stone. the president's long time friend and former political advisor was sentenced to 40 months in prison after his conviction stemming from the robert mueller

investigation. abc 7 reporter rena roy has the latest on this. >> reporter: long time trumpe a. president trump commuting stone's sentence after many speculated for months he'd do just that to help out his friend and confidant. >> he said that he had thought about it, he had followed my face throughout and he thought i had been treated unfairly. >> reporter: stone has been under house arrest and was expected to report to federal prison on july 14th to serve 40 months after being convicted last november on charges of lying to congress, witness tampering and obstructing a congressional investigation into russian interference in the 2016 election. the high profile roller coaster case causing controversy on capitol hill. four federal prosecutors stepping down from stone's case when attorney general william

barr stepped in. in an unusual and sudden reversal barr overruled their original sentencing recommendation of 7 to 9 years of prison time. a justice department spokesperson calling the prosecutors initial suggestion, quote, extreme and excessive. but the move led one of the former prosecutors to testify before congress. >> roger stone was treated differently because of politics. >> reporter: hours before barr shortened the sentencing recommendation president trump tweeted that the prosecutors suggested sentence for stone was, quote, horrible and very unfair. but barr told abc news the president wasn't involved in reducing stone's proposed sentence. >> did the president at all about your decision regarding the recommendations? >> never. >> reporter: despite the commutation stone is still a convicted felon. president trump has granted 25 pardons and commuted the sentences of ten people

yeah, pretty cool. d for golf perhaps but it's going to get hot in our inland valleys. in fact, the main forecast issue will be that heat inland. in fact, we're going to build on today and tomorrow. what a view here from our sutro tower camera with a clear sky, and as we look at some of our temperatures in the south bay it's certainly going to be warm. in fact, we're looking at numbers in the 80s. how about upper 80s for you in san jose, and in fact those numbers will continue to build as we get through the next couple of days, into tomorrow as well. so it's going to be a warm one out there. as we look at our highlights here's santa cruz right now with the fog. it's patchy but mainly clear around the bay but not that much fog here just right along the coast, but that sea breeze will continue to be with us throughout the afternoon allowing temperatures to stay very comfortable right here in the 60s at the shoreline.

maybe upper 60s some part of the marin county coastline, the beaches there. otherwise inland heat persists throughout the weekend. we're talking mid-90s even close to 100 degrees for your sunday. and that increases our fire danger, especially the higher elevations where that brush is dry and we're looking at a little bit of a breeze. but as we go into your monday we get more of a marine layer, numbers cool and then they're going to kind of stabilize as we get into the next several days. here's a look at some of the hottest areas around walnut creek and danville, the livermore valley, the san ramon valley. we'll start out in the upper 60s by about 8:00, 10:00 noontime already in the mid-80s. as we get to the afternoon mid and upper 90s will be common. usually we have the delta breeze. a little bit of that but less so on your sunday so that's why the temperatures will be even warmer for your sunday, today, though. warmer than your friday. in the south bay talking about

upper 80s for you in san jose, 83 in sunnyvale and the afternoon sea breeze helping you out in san mateo. and as you get closer to the coast 63 degrees with the sunset, upper 60s downtown, a lot like yesterday. up in the north bay these 90s coming into play in calestoga and santa rosa. looking at about 89 in petaluma. 87 near the water in vallejo. and as you head over to the east bay nice afternoon in oakland, 75, topping out at 80 in union city. 90 san ramon. here comes those mid-90s as you get closer to the delta. certainly a warm day out there, warmer than yesterday for some. and the accuweather forecast shows the summer scorcher continues inland for your sunday, and then by monday we'll wake up to more patchy fog so we'll have a cooler day, not a

a quick look at the weather. here's meteorologist lisa argen. >> and as we all lack at live doppler 7 even though we're not looking at the fog we're still going to have our sea breeze and wide temperature spread throughout the day today. as you notice not much there. there is some patchy fog as you get closer to the golden gate. mount tam, sun officially up with numbers in the mid-50s. 56 in mountain view, san jose good morning czeching in at 60. and another vantage point from our east bay hills camera. that is compressed and out there but not much of it. 50s in santa rosa and petaluma, by the delta 61, upper 50s concord and livermore. a quicker warmup today. a lot of sunshine from start to finish. numbers will be in the upper 80s by noontime inland, 70s around the bay. but as we get towards 4:00 you're in the 80s around free empty and union city with mid-90s inland. we'll talk about a warmer sunday in a few
