>> business owners in alameda county feeling a bit of whiplash tonight. they are being told to pack up their restaurants yet again and shut down outdoor dining. >> as abc7 focuses on how to build a better bay area during this pandemic, two of the areas we focus on, your health and the economy. the state says new guidelines based on health require this policy change. but it is a blow to the economy, and not everyone is willing to comply. cornell barnard is live in alameda with the story. >> reporter: so many frustrated restaurant owners here tonight. take a, loo. still a lot of people enjoying an early dinner here in alameda despite a new order saying suspended. there is defiance. there is inker. and not all cities are willing to move backwards. >> going day-by-day trying to survive. >> reporter: octaveio guzman owns this restaurant in hess r afloat hasn't been easy especially in a county where

outdoor dining is now off the table suspended less than a month after it was allowed the reopen. >> very confusing. things change overnight. >> reporter: alameda announced friday night it was back to takeout only. outdoor dining had been suspended because county hadn't applied for a variance to allow it to move forward in the state's reopening plan. outdoor dining was still happening at this waffle house. but robin wright and her friends who work this food service were not happy. >> we are cutting back on outdoor dining for us food workers and servers and enders on trying to depend on the government. >> absolute indicate why open his outdoor patio and is now removing most of the tables. >> our leadership here, incompetent ten. >> reporter: others are choosing to defy the order. one saying the closure of

being restricted from 7:30 in the morning to 11:00 in the evening today and tomorrow in an effort to reduce crowds. sonoma county is to you on the state's watch list. as a result indoor dining and other activities could be rolled back as soon as monday. in santa clara county gyms and personal care facilities like hair salons will be able to reopen on monday. in san francisco, the zoo has been given permission to reopen next week. california's department of public health released some concerning new data today. the number of total cases has increased to more than 312,000. the positivity rate, an indicator of community spread s continuing to trend upward over the past two weeks. also trending upward in that same period, the number of people hospitalized. that number now stands at 6,357. >> today, president trump visited walter reed medical center in maryland to meet veterans and health care workers battling coronavirus. and he wore a mask publicly for

the first time. this comes as across the country cases of covid-19 continue to rise in at least 17 states. two more governors are now mandating masks as some states deal with full hospitals. abc news reporter alex preciousa has details. >> reporter: the number of new covid-19 cases continues to rise across the country. more than 134,000 deaths reported in the u.s. 17 states are seeing an increase in covid-19 deaths, with 30 reporting a rise in hospitalizations. and new data from the cdc shows the death toll for hispanics and non-whites under 65 is more than twice as high as whites in the same age group. 10,360 new cases reported today in florida. the governor there working on getting stockpiles of the drug remdesivir. new york sending a day's supply to the sunshine state. work with the vice president and i worked with secretary azar to get that expedited so there wasn't be a gap in treatment. >> reporter: an internal fema memo obtained by abc news says 26 of arizona's icus are at

take a look at this. this is the damage flames did to a california landmark, mission san gabriel in los angeles county. a fire broke out early this morning. and firefighters say most the mission's roof collapsed a few

minutes after they arrived at the 245-year-old roman catholic church. that building lacked fire sprinklers because of its historic land mark status. the good news, there are no reports of any injuries. federal agents have joined local investigators looking for exactly what sparked the fire. in the east bay, oakland's historic fairyland is in financial trunl trouble because of the pandemic. the iconic eye musement park closed its doors back in march. they are now saying they have run out of money from a paycheck protection loan. now the park is unsure when and how it will reopen. they have been hosting a small camp in recent weeks but visitors still can't come in. on their website there is a page where you can make donationis. no rides, no names, no exhibits, but you can still get fair food this weekend in the north bay. kettle corn and corn dogs, funnel cakes and much more are now available in a drivethrough experience. it's all designed to give people a taste of the marin county

four months, disney world in orlando welcomed back guests today. the reopening comes as covid-19 cases though surge in florida. the state reported just about 10,000 new cases today. disney, which is the parent company of abc7, says it has put in place new rules at the park. >> in these unique times i think we have evolved, become more flexible. i think we are ready for this new world that we have stepped into. >> capacity has been lowered, and reservations are required. social distancing is enforced. and masks are mandatory. >> i do feel a bit nervous when trying to do all the things i love and enjoy doing again, but also remembering to do them as safe liaise possibly can. it does feel a bit surreal. >> disney parks in anaheim remain closed indefinitely. hot and humid down there. just going to be hot here. drew tuma has a look at our forecast. >> yeah. it's hot. and it's very dry out there, especially in cities away from
