"abc7 news" at 11:00 starts right now. >> building a better bay area for a safe and secure future. this is "abc7 news." ♪ >> today, we are announcing additional statewide actions as it relates to our stay at homeowner. >> tonight, california is slamming its reopening process into reverse, as cases of coronavirus surge. the governor shutting down all indoor business across the state. >> restaurants, wineries, tasting theaters, card card card rooms, and the shuttering of all bars. this is in every county in california. >> if a county is on the wash list, there are additional closures. >> fitness centers, places of worship, offices for noncritical

sectors, personal care services. that includes hair salons, barbershops and indoor malls. >> the bay area has seven counties that are being watched or monitored by the state. only san francisco and san mateo are not on either list. building a better bay area during the coronavirus pandemic means balancing the needs of our economy and our health. good evening. in the south bay, a heartbreaking blow to many businesses in santa clara county. >> today, many were allowed to reopen, only to then be told they'll have to close in 48 hours. here's amanda del castillo with the details. >> reporter: on the same day gyms and nail and hair salons were able to reopen to customers across santa clara county, they got the news they once again have to close. covid-19 putting many on an emotional and financial roller coaster no one was prepared for. >> we're back to square one. we're left out here, one minute

you can open, one minute you can't. and then you can, now you can't again. it's like back and forth, back and forth. >> reporter: every peak and pit, putting the future of linda's business in jeopardy. the county is not on the state's public coronavirus watch list. the public health leaders say the county has been monitored since sunday. they expect to be added to that list wednesday. effective first thing on the 15th, worship services, fitness centers, offices, nail salons, tattoo parlors, barbershops and shopping malls are ordered to close. >> is this going to be another three, four, five, six months? >> reporter: 48 hours after a four-month shutdown, neil maddox is trying to make sense of it all. >> i don't look for another career if they don't ever let me be a personal trainer and coach people. this is what i love. >> reporter: the county says it wanted to share the information with businesses and residents as

soon as possible. but business owners say there is no preparing for the unknown. >> nothing is guaranteed. you can open tomorrow, but then by the end of the day you might have to close again. i don't know how to process it. i have no words really. >> reporter: as of monday, santa clara county ranked second among the ten bay area counties with more than 6500 cases. the county has 167 covid related deaths. amanda del castillo, "abc7 news." confusion and disappointment tonight. contra costa and alameda counties are on california's watch list, which means many businesses are forced to shut their doors. j.r. stop has the details. >> this is just a real sad moment for us. >> reporter: tamera owns a salon recently reopened but forced to close because the county is now on the state's watch list due to a rise in covid-19 cases.

>> people aren't taking this serious, and this is my life. this is my business. >> reporter: she says she's spent somewhere in the neighborhood of $5,000 for things like separators, washable seat covers and sanitizer, but now the items will just sit there due to the closure. others, though, have a different take. thomas is a richard barber who is all for the closure. he says business was so busy, he was fearful for his safety. >> i was about to slower my clientele because i got so busy after i opened up, but with the numbers going up, i got nervous. >> reporter: all the talk here is about outdoor dining, which was open for several weeks but closed this past friday night. the county is applying for a variance that would reopen outdoor dining, but that request is now being made with the county on the watch list. >> at this point, it's a waiting game. >> reporter: and a waiting game for those that still don't understand why they're not

labeled as an essential business. >> i think it's pretty essential, you know? we have taken all the protocols. we're safer than most stores than you go in. so i don't quite get it. >> reporter: many counties already have a variance in place, that is something that alameda county is now trying to get. many employees that i spoke with, though, still confused on why the county didn't try to get this several weeks ago. j.r. stone, "abc7 news." in the north bay now, today's news hit santa rosa hard. sonoma county's sharp increase in cases since memorial day put it on the state's watch list on friday. so it's impacted by both of the governor's new health orders, including shutting down all bars and/or tasting rooms and indoor dining. some places only reopened just a few weeks ago. >> you have to be nimble, you have to make decisions on the fly. and if you can't adapt, you will not survive.

>> the new closures will last until at least august 2. new at 11:00, another inmate has died at san quinten of covid-19. that brings the number to ten. nearly 1300 inmates and 155 staff members are being treated for the virus. last friday, the state announced it would release up to 8,000 inmates early. san francisco is one of the few counties not currently on the state's watch list. however, health officials are concerned the city could be on that list soon if people don't take action right now. kate larson explains. >> reporter: compared to other u.s. cities and counties, san francisco's covid case and death rate is low. >> we crushed the curve, but it's going back up. >> reporter: the director of public health says the virus would have burned out if it had stayed at may's low reproductive rate. >> this is the slide that keeps me up at night.

we could get as high as 6,000 hospitalizations, and a scenario that reflects the challenges that new york had. we have a window to do better. >> each of us has an ability to bend that curve. we saw it when we sheltered in place. >> reporter: dr. susan phillips says san francisco's slow reopening has been very deliberate. >> we would rather pause than roll back. >> reporter: she's involved in the city's contact tracing program and shared one of the most important findings. >> 15% of r francisco a-- 55% of our contacs with covid are lat x. > reporter: we wanted to know where people were getting infected, the workplace, social gatherings, in large households. while all of those are contributing factors, the contact tracing program doesn't have the resources now to dig deep into all those specifics.

>> you know, without that data, there are things we should all be doing in san francisco. always assume that we are being exposed or that we might be infected, and i think we have to cover our faces. >> reporter: san francisco expects trials starting as soon as august. kate larson, "abc7 news." it can be hard to keep track of what's open, especially when places that were open have to close again, like we're seeing now. we're helping you out by shows county by county what's allowed to be open. you'll find it on abc7news.com. coronavirus cases in the u.s. are on the rise in 39 states. about 1 out of every 100 americans has now tested positive. as the president pushes to reopen schools, one of the country's largest school systems says no. here's the latest. >> reporter: the coronavirus pandemic has now killed more than 500,000 people worldwide.

the united states has quickly become the worst infected country with 3.3 million americans diagnosed with covid-19, and at least 135,000 deaths. >> i don't think you can say we're doing great. i mean, we're just not. >> reporter: within the country and the world, florida has catapulted to the top as the nexus for the coronavirus virus. the sunshine state is surging. alone, it has more covid-19 cases than most countries. >> quite frankly, no one knew how to handle this virus, nobody knew whether there was any treatments that could work. >> reporter: some floridians frustrated by the governor, who months ago refuted reports that the state was headed down a problematic path with the pandemic. >> you guys have no plan and you're doing nothing. shame on you. >> reporter: health care professionals say they believe young people infected are coming home and infecting older loved ones, pushing hospitals to the limit. with surges in several states,

president trump is still pushing to reopen schools this coming fall. in texas, another hot spot. houston school district leaders are announcing reopening plans next week, but the mayor wants to stop sending kids back to school until safe. >> you don't send kids back to school in a raging fire. >> reporter: the country's second largest school district in los angeles, announcing student also not physically return to the classroom next month. testing remain ascii component of all facets of reopening and arizona is lagging behind say local officials. >> this week we did almost 2,000 people. so we know there's a demand. we're just trying to keep up. >> reporter: hospital beds are in short supply. some doctors forced to send patients out of state because there's no more room. doctors say they are in need of plasma donations from patients who already recovered from

oakland leaders held a town hall tonight to talk about reimaging public safety. the chair of the police commission says it starts by hiring police recruits reflective of the community they serve. >> the last six classes have had no black women? what does it say? we've got to figure that out and get through that. >> the oakland police officer's association tells us tonight they support those efforts in an op-ed that ran yesterday, the poa's president cautioned against further defunding, saying additional defunding will not only punish the most progressive police force in the nation but endanger the lives of oakland's most vulnerable citizens and impact the response time to violent crime. last week we dedicated an hour to a live conversation about how to be an ally during this time of upheaval.

watch this town hall with our other town halls ranging from topics on race to coronavirus, on abc7news.com, on the "abc7 news" app, and anywhere you stream. new at 11:00, berkeley's school superintendent says student also ex-teerns distance learning when the year begins. rising coronavirus case counts in the city have them worried about how safe it will be, so the school board will hear the revised plan during a meeting on wednesday. oakland unified revealed more details about its reopening plans for the fall. we know there's an emphasis on distance learning and the school district is taking a phased approach. during a public information session, we learned of another wrir wrinkle. >> the recommendation is to implement -- where students are experiencing three to four

the san francisco zoo opened for the first time in about four months today. for now, only members are able to get in, on wednesday, the general public will be welcomed back. but reservations must be booked ahead of time. despite the governor's order, the zoo says it will be able to keep its outdoor areas open. anything indoors will have to close. an intricate operation in san francisco saved the lives of two furry friends who found themselves stranded on a cliff. we were there when firefighters wrestled this dog out of the danger zone. kn neither dog was hurt in the
