were hours away from reopening and today they plan to reclose. julian glover is live with more on what i'm sure is a huge let down for these businesses. julian? >> yeah, this push and pull has just been a lot for so many of these business owners. these businesses in santa clara county they haven't been open a full day yesterday when they got the news they had to shut back down. business owners we spoke to say they're frustrated by the uncertainty and just blown away by the lack of coordination at this point. confirmed close contact businesses like gyms, hair salons, tattoo parlors they would be able to open july 13th for the first time in four months. just hours into their reopening, the public health department confirming that santa clara county would likely be added to the state's watch list by wednesday and all of those just open businesses would have to close in 48 hours. >> we're back to square one. we're left out here one minute you can open and one minute you

can't. and then you can and now you can't again. just like back and forth, back and forth. so hard. >> you heard the owner of blossom nail spa right there and to be clear, this is not just an emotional roller coaster, but a financial nightmare for these business owners today. i featured the owners of barre on monday and the business owner told me they were closed since march 15th. they have barely been making it by since the closure and this after they just reopened and shut back down wednesday for how long? this time nobody knows. that uncertainty getting to a lot of business owners. reporting live this morning, julian glover, abc7 news. >> i can imagine. thank you, julian. today alameda county supervisors will vote on whether they should ask the state to reopen outdoor dining. that request is being made now with the county on the state watch list. alameda county hit pause because of an increase in cases and

hospitalizations, which delayed plans to apply for variance. for now, all restaurants, wineries and bars can be open for drive-through, pickup or delivery. statewide now, more than 329,000 cases of coronavirus. that's the number that has gone up 50% in the last two weeks. in the beay area, now an increae of more than 1,000 cases in just 24 hours. the number of people that died increased by a dozen overnight. we know with all the constant changes to the pandemic and reopen reopen iings it can be very confusing. one feature on our website lies out the changes and we have an interactive map of which businesses are open and which ones are closed. hopefully that will help you figure all of this out and you can find it on abc7news.com.

now shifting gears because we know plans to the school year are important to you, as well. that's why education are one of the five key areas we're focusing on. berkeley school superintendent says that students will experience entirely distance learning when the academic year begins in just a few weeks. the district hoped to hold some in-person classes, but rising coronavirus cases in the city have been really worried about how safe that might be. berkeley school board will hear the superintendent's revised plan during their meeting tomorrow. the california federation of teachers has joined calls to keep schools closed. in oakland, the new school year begins in just under four weeks as abc7 news reporter lianne melendez explains. >> reporter: despite the growing

number of covid-19 infections. opening plan all online for the time being. >> the plan we put forward says we're going to start in a distance learning mode and then we're going to gradually layer in. periodically assess where are we. which groups can we bring back on to campus. >> reporter: many oakland parents had hoped to begin the year with some kind of in-person learning, but others felt that getting back into the classroom was too premature. the union put out their reasons for why they started with an online learning plan. >> we decided as parents the plan is not safe enough to bring our own students back to school this fall. >> reporter: only two conditions were met. >> until we see those rates have dropped and steadily dropped to near zero for 14 days straight, we don't even want to consider any type of in-person learning at all. no hybrid learning. none of that. >> reporter: the district must

ensure the proper safety equipment is maintained throughout the year. governor newsom has promised to deliver. >> we'll be leaning in even further well aware of pmy responsibilities and the dynamic that is a state as large as ours. >> reporter: lyanne melendez. at the live desk, the second largest school district in the country will not reopen its campuses for the start of the school year. the los angeles school district will reopen online only in the fall. the superintendent says the district can't come close to protecting the health and safety of half a million students and about 75,000 employees. across the country, florida continues to set daily records while hospitals are running out of space. the state's governor has been reluctant to reimpose restrictions. a protester interrupted his daily news briefing calling the governor, quote, an

look around, most of us in the 50s. little bit cooler in the usual spots. pittsburg 50 and tracy 62. 53 in petaluma and belmont 66 and saratoga about 55 right now. here's a look at south beach where it's about 55 degrees. a lot like yesterday through the north and the most aggressive breezes and choppiest conditions if you're going to be on the water. let's fatake a look at our microclimates. increasing in the south bay and upper 60s to near 80 in the afternoon and real nice 70 at 8:00. excuse me, north bay. 57 at 8:00. sunshine by 10:00 and 65. from noon through at least 6:00 and little brisk during the evening hours there and for the east bay valleys, upper 60s through 10:00. 77 at noon. mid 80s during the afternoon hours. and a very comfortable 73 at 1:00. in fact, i went out for a walk

with the family about 6:00 and, wow, it was like 20 degrees cooler compared to sunday afternoon, jobina. hopefully everybody enjoyed that difference. how's traffic doing and you? how are you this morning? >> i am doing well, mike, thank you. and i agree. i have a blanket on when i was sitting outside yesterday. it was chilly. good morning, everyone. well, i'm going to take you to pleasanton right now. we have a live picture of a major backup there due to a crash that happened just before 3:00 this morning. you can see how slow everything is. just before 3:00 a car that crashed due to some gravel and sand and debris in the roadway and overturned. an ambulance was called out there to the scene just before 4:00 this morning. the chp closed down all the lanes and now one lane is open. so, it's going to be very slow getting through here. this is specifically southbound 680 just before the sunol off ramp.

as you can see from the live picture, it is slow. if you have not left, you can give yourself extra time and alternates are an option because once you get through here, it will be a very slow ride and you will be stuck. i'll continue to follow this for you and let you know when the chp gets everything cleared up. one car involved here and it did overturn

>> it's 4:41 on a tuesday morning. clear and 57 degrees in san jose. temperatures a little cooler the ismo this morning. temperatures will stay cool at the coast especially along the peninsula. 72 to 77 for the rest of us. at noon 75 to 88. a little bit cooler by a degree or two and look at the 60s and 70s by 7:00. we have thunderstorms that will hit the sierra on thursday and we have a heightened fire danger there. today 84 in tahoe. you can see some 90s. no more 100s in the central valley. those are confined to the desert in palm springs. kumasi. 57 sailors who had minor injuries from a fire aboard a navydiego are a of the hospital this morning. days after it erupted. the injured sailors suffered smoke inhalation or minor burns

from the incredible heat that was being put out by this fire. temperatures are estimated to have reached 1,000 degrees and now concerns about toxic smoke. >> we continue to fight the fire and cognizant of air quality and water and following county advisory for safety out of an abundance of caution. >> an explosion below deck triggered this fire. the cause is being investigated. a ventura county sheriff says he is confident that a body found in a lake is naya rivera. the boy was found on the boat unharmed. divers used sonar equipment in the search. the medical examiner will work to determine the cause of rivera's death. a major victory for president trump's niece. a new york judge ruled her tell-all book about the family can be released as plan. the younger brother, robert,

catering, is a pretty good record. >> reporter: in san leandro, laura anthony, abc7 news. >> definitely is, but still tough to hear that. as businesses open and then close, a lot of people are experiencing an emotional back and forth, kind of like a mental roller coaster. at her practice psychologist has seen an increase in depression and anxiety cases as the pandemic just continues on. the behavior of counties reopening and closing and the confusion behind it is seeming to take a toll on a lot of people. >> often creating a trauma response. most of us have been sort of holding on just tightly and we had this date in our mind of, okay, things will begin to get back to normal. positive coping statements like this is going to be really challenging, but i handled challenging things in the past. >> that's a good one. >> reporter: she also recommends focusing on the present and taking things one day at a time.

time, also. let's open the exploratorium and look back across san francisco and see the cloud cover encroaching. the marine layer is thicker. the clouds aren't quite as moist and not quite hugging the ground as much as they were yesterday. some minor cooling as the sea breeze continues today. the coast. clear early tonight and then the clouds will return and keep us seasonably cool and brighter conditions this weekend and a slight warming trend, especially for our inland neighborhoods. here's a look at the fog forecast. you can see much quicker retreat back to the coast and at the coast it is going to be stubborn, once again. let's see what happens to our numbers. cooler this morning and cooler this afternoon. upper 70s to low 80s through most of the south bay and 83 in san jose, one of the warm spots. 70 almillbr 70 at millbrae. upper 50s to near 60 at the coast. sausalito at 66.

our fastest breezes will start about two hours later today. yesterday 9:00 the small craft advisory began. went through 11:00 in the evening. we have 14 hours of gusty conditions. today it starts at 11:00 and goes through 11:00. we have 12 hours of gusty conditions and all the areas you see in yellow which is east of the golden gate east of the bay bridge through the delta. kumasi. >> thank you, mike. look at this.

an intricate rescue operation at fort funston in san francisco saved the lives of two furry friends. they found themselves stranded on a cliff and we were there when the rescuers rescued this dog out of the danger zone. he was pretty happy to be reunited with his owner and friend bailey. firefighters rescued the white poodle moments earlier. luckily neither dog was hurt. the bay bridge series is returning next week. they'll square off in oakland monday night and another game in san francisco is scheduled for tuesday night. both of them are exhibition games. they'll serve as a final tune up for both teams before they begin the shortened 60-game season. >> we're certainly looking forward to those exhibition games. with the a's, we'rer a egoing t play one at their place and one at our's. it reminds us it's time to go. time to prepare.
