stubborn clouds, once again. 72 to 77 and the breezes are already kicking in and it may feel cooler than that if you're in the shade. a degree or two cooler than yesterday and temperatures in the 60s and 70s. enjoy a wonderful evening. here's reggie with more news. >> mike, thank you. now you see it, now you don't. the governor cracks down because of a surge in covid-19 cases. you'll see this pattern throughout this newscast and we'll start with contra costa county where one particular business is being hit hard. amy hollyfield is live for us in walnut creek this morning. amy? >> you're right, reggie. the big impact here from the governor's announcement is hair salons. a lot of the businesses that the governor just announced he is shutting down hadn't yet reopened here in contra costa county. but hair salons had and many think they should be allowed to stay open. many salons like this one in

concord, the mane event has done a lot of work, separators between the chairs, thermometers, hand sanitizers and now they will sit empty. because of the sharp rise in covid-19 cases, these salons must close frustrating many owners. >> i think it's pretty essential, you know. we've taken all the protocols. we're safer than most grocery stores that you go in. so, i don't quite get it. >> all indoor religious services and gatherings will be shut down for now. as far as outdoor dining goes, face masks worn at all times by customers and servers except when physically putting food and drink in your mouth. indoor dining is not allowed. tighter restrictions are being put into place because testing shows more than 8% of those tested came back as positive in the last week here in contra

costa county. no word how long the restrictions will be in place but the mayor calling them temporary. >> thank you, amy. many businesses in santa clara county will, once again, have to close. the governor's announcement came the same day they were able to reopen. so, here's what will be ordered to close starting tomorrow. worship services, fitness centers, offices and nonessential sectors and nail salons and tattoo parlors, hair salons and barbershops and shopping malls. they expect the health county to be added to the state watch list tomorrow and business owners say the pandemic has put them on an emotional and financial roller coaster that no one was prepared for. governor newsom is drawing sharp criticism across the state for his decision to order all counties to shut down indoor activities. he banned indoor dining at restaurants and closed everything from bars, wineries and tasting rooms to zoos, museums and card rooms. a spike in coronavirus cases forced his hand. business leaders say the action

>> we could get as high as over 6,000 hospitalizations. a scenario that reflects the challenges that new york had. we have a window to do better. >> reporter: dr. susan philips says san francisco's slow reopening and current pause has been very deliberate. >> we'd rather pause than have to roll back. >> reporter: dr. philip is involved in the city's contact tracing program and shared one of the most important findings. >> 15% of residents in san francisco are, but 5-0 percent of our contacts of people with covid so it's disproportionately affecting that community in san francisco. >> reporter: we wanted to know where people were getting infected workplace, social gatheri gatherings, at home in large households and all of those are contributing factors. the contact tracing doesn't have the resources to dig deep into all those specifics. >> even without those data, there are things we should be

doing in san francisco. always assume that we are being exposed or infected and i think we have to cover our faces. >> reporter: kate larsen, abc7 news. three more testing sites are reopening. the sites are free and open to anyone. you don't have to have insurance or a doctor's note and every location will be open tuesday through friday. these sites include independence high school, the county service center and auditorium and the south county. live desk update. >> if you are planning to fly to new york, get ready to fill out a form with your contact information. a new york governor andrew cuomo says here that he has issued an emergency health order and requiring travelers from states impacted by spikes of the virus to quarantine for 14 days. airlines will give passengers the form to fill out before arriving at the gate. the mandate will be enforced and

every airport in new york state. >> if you leave the airport without filling out the information not only can you have a 2,000 fine, you can then be brought to a hearing and ordered to complete mandatory quarantine. >> this also applies to people going to new york by trains or cars. and you must fill out the form online. hi, mike. >> all right. let's take a look at what's going on weather wise. hi, everybody. east bay neighborhood where a few clouds trying to topple over the east bay hills. there the most part it's clear with temperatures in the mid to upper 50s through the tri-valley and antioch and brentwood cooler than normal compared to everyone else. hopefully you folks slept better because you're so hot during the over night hours. we have low 50s around santa rosa, novato and pacifica.

thank you. good morning, everyone. i'm still following this crash in presidentaleasanton that is big backup. you can see traffic is very slow moving through there. just before 3:00 this morning, there was a single car crash that overturned because of gravel and some other debris in the roadway there. so, the caltrans street sweeper came out there looks like 4:38 is when they made it on to the scene. they had to shut all the lanes down again. one lane is now back open. it does look like traffic is moving a lot faster than it did when we watched the same area around 4:30 this morning. the chp has not given us an estimated time to when all the lanes are reopened. this is southbound 680 before the sunol boulevard off ramp in pleasanton. i'll keep you posted on how things develop in the area. i'll send it back over to you guys. coming up next, the seven things you need to know as you

it's 5:12 if you're just joining us, most of california is closed, again, because of a spike in covid-19 cases. governor newsom ordered all indoor businesses across the state. in the south bay, santa clara county new health order means that hair and nail salons and gyms and tattoo parlors and other personal care services that just opened yesterday have to close, again. and number three. in contra costa county hair salons and barbershops are closed for outdoor dining face masks have to be worn when you're eating. indoor dining is not allowed.

you can already see the signs that some sunshine will roll through our neighborhood today and minor cooling, once again, as the sea breeze kicks in. clear early tonight and then the clouds on the increase and cool, once again and a brighter weekend with inland warming possible. want you to take a look at the water vapor imagery and notice that the flow is kind of northwest to southeast. that's a trough. that's an area of cooler and slightly more humid air. that's why we're seeing more in the way of morning maerp la ing pattern. that's also going to aid in the cooling just a little bit. we have upper 70s in milpitas and sunnyville and cupertino. mid 80s being more of the exception. and 70s in millbrae and mid to upper 70s for everybody else on the peninsula. hang out along 60 along a mostly cloudy coast today. bay side little warmer and mid to upper 60s downtown south san francisco, sausalito.

you're never more than seven minutes away from your accuweather forecast. >> this is abc7 mornings. already thinking about the weekend and see if it is as hot as it was last weekend. it is not. warmer than what we're dealing with during the early parts of this week, especially as you move inland with the temperature spread from 70 in san francisco to some mid 90s friday and then 71 in san francisco to more mid 90s spreading throughout our inland neighborhoods. and then by sunday, upper 60s in san francisco and 69 to still some low to mid 90s inland. it's not going to be quite as hot as it was last weekend. we'll get outside a little bit more and not have so much cabin fever like we had if you lived inland this past weekend, hair salons and barbershops are calling on alameda to let them reopen. >> open salon doors.

>> abc7 news was in downtown oakland where 20 people protested outside the county offices yesterday. the stylists are prepared and they have some of the most effective sanitation procedures already in place. hair salons and barbershops have been closed in alameda county since march. despite businesses closing for good because of the pandemic, the oldest independent black book store in the country is busier than ever. marcus books in oakland specializes in books by black authors, black history and social justice. the store has received an overwhelming number of orders and since the death of george floyd, books written by black authors have been flying off the shelves. >> definitely a surge in reading and wanting to read and also in what people are reading because we're seeing a lot of people in the store that we haven't seen before. and they're buying anything in

ukiah and lake port immune from the sea breeze and mid to upper 80s in the east bay valleys and low to mid 80s in the south bay. that's as warm as it gets. mid 60s around san francisco and 69 in richmond and then low to upper 70s around the bay. enjoy the break because it does get a little bit warmer this weekend. i'll have that coming up. here's kumasi. >> thank you, mike. building a better bay area during the coronavirus pandemic. it means balancing the needs of our economy, as well as our health. that balancing act and the latest action from the governor are really frustrating small business owners. this morning, it's deja vu because of the spike in covid-19 cases. governor newsom ordered this yesterday closing all indoor businesses across the state. includes restaurants, bars, wineries, tasting rooms, movier theteres, tasting rooms and zoos. >> we were able to suppress the spread of this virus and knock down the growth of this in the beginning. we're going to do that, again.

not only are people getting covid-19, not only are we seeing people transmit this disease, but we're also continuing to see lives lost. >> okay. so, look at this map. if the county is on the state's watch list, there are additional closures including gyms, churches, offices and personal services like salons and barbershops and, as you can see, seven bay area counties. only san francisco and san mateo are not on either of these lists. building a better bay area during the coronavirus pandemic means, of course, making sure we are balancing our health and our economy. and that is the latest action by the governor. small businesses really frustrated by this because this time yesterday businesses in santa clara county were just hours away from reopening and today they're planning to reclose. abc7 news reporter julian glover is live with more on this back

and forth which i'm sure is a big let down for a lot of businesses, julian. >> it really is, kumasi. a big let down and frustration, too. these businesses down in santa clara county have not been open for a full day before they found out they would have to be closing down tomorrow by wednesday. they are frustrated with the uncertainty and just blown away by the lack of coordination at this point. now, earlier this month, you'll recall the county health officials confirmed gyms, barbershops and tattoo parlors will be able to reopen july 13th, the first time yesterday for the irs if time in four months. just hours into their reopening, the public health department confirmed that santa clara county would likely be added to the state's watchlist by wednesday and that meant all of those just-open businesses would have to close in less than 48 hours. >> is this going to be another three, four, five, six, seven, eight months. before you know it, it will be a year.

>> and at worship centers and shopping malls to the list of businesses having to close. to be clear, though, this is not just an emotional roller coaster. these business owners are dealing with. a financial nightmare, too. live midday morning as they were excited to reopen. the business owner said they were barely getting by after having been closed since march 15th. they were so excited to welcome the customers back in, but now, this. they'll have to close back down tomorrow. for how long? no one knows. it is that uncertainty that is really, really just making it difficult for so many of those business owners across the bay area. reporting live, julian glover, a abc7 news. >> this did not go well. alameda county supervisors will vote on whether they should ask the state for permission to allow outdoor dining. that request is being made with the county now on the state's

watchlist. alameda county hit pause on reopening last month because of an increase in cases and hospitalizations, which delayed plans for them to apply for this variance. for now all restaurants, wineries and bars can only be open for drive-through, pickup or delivery. statewide, there are more than 329,000 cases of coronavirus. that's the number that has gone up 50% in the past two weeks. here in the bay area, there are now 36,440 cases. that's an increase of more than 1,000 cases in just 24 hours. and the number of deaths has increased by a dozen overnight to 659. we know plans for the new school year are important to you and that's why education is one of the five key areas we're focusing on in our efforts to build a better bay area. berkeley school superintendent says students will experience entirely distance learningademi

few weeks. they had hoped they could hold some in-classroom instruction but they are worried about how safe that might be. berkeley school board will hear their revised plan during their meeting tomorrow. oakland unified is revealing more details about plans for reopening in the fall. we know there is an emphasis on distant learning. the school district is taking a phased approach during a public informational session we're learning of another wrinkle that is being added to the instruction process for high school students. >> the recommendation is to implement mini where students are experiencing three to four classes each quarter, each mini mester instead of the same workload that they have had in the past. >> last week, the school district announced classes will start on august 10th with distance learning to last up to four weeks. there are negotiations still going on at this point with teachers. well, many oakland parents

had hoped that they could begin the year with some kind of in-person learning, but others felt that getting back into the classroom was a bit premature. the union said teachers would return to the classroom only after two conditions were met. >> until we see that those rates have dropped and have steadily dropped to near zero for 14 days straight, we don't even want to consider any type of in-person learning at all. no hybrid learning, none of that. >> the second condition that the district must ensure that the proper safety equipment is available and maintained throughout the year. oakland unified said governor gavin newsom promised to deliver. now an abc7 news live upd e update. the second largest school district in the country will not reopen its campuses for the start of the school year. los angeles schools will reopen online only in the fall. the superintendent says the district can't come close to protecting the health and safety of half a million students and

free rides on public transit coming to an end in the south bay. vta will begin collecting fares august 1st. the agency eliminated fares in march to reduce contact between passengers and operators. fare boxes are located very close to where the driver's sit. vta is one of three local transit agencies that went fare free during the pandemic, along with samtrans and no word on when those two will resume collecting fares. the bay bridge series is returning next week. the giants and the a's are scoring off in oakland monday night and then another game in san francisco is scheduled for tuesday night. both of these are exhibition
