comfortable 72 to 73 away from the coast. the coast near 60 all throughout the day. reggie? >> mike, thank you. california rolling back reopenings as coronavirus cases spike. the impact having a big impact in the bay area and building a better bay area is our goal, of course. as we look at the health and the economy and the balance between the two. abc7 news anchor dan ashley has more on the new statewide restrictions. >> we are announcing additional statewide actions as it relates to our stay-at-home order. >> reporter: cases of coronavirus surge. governor newsom shutting down all indoor business across the state. >> movie theaters, family entertainment centers and zoos and museums and card rooms and the shuttering of all bars. this is in every county in the state of california. >> reporter: but the governor did not stop there. if a county is on the state's watch list, additional closures for indoor operations.

>> fitness centers and places of worship and offices for noncritical sectors, personal care services that includes hair salons, barber shops and indoor malls. >> reporter: the bay area currently has seven counties that are being watched or monitored by the state. only san francisco and san mateo are not on either list. >> let's zoom in now on contra costa county. one business in particular, a type of business in particular that is going to really feel this whip lash effect. for more on that goes to abc7 news reporter amy hollyfield on that. >> hair salons were so excited when they got to reopen and you can see the work that they did to try to make it as safe as possible and this one has shower curtains between the chairs to keep them separated and check out this video that we have. they put in washable seat covers

and they spent thousands of dollars on precautions and many are now very frustrated by this new shut down. >> the thing that gets me the most is we went beyond, you k w know. we're prepared for anybody to come in and i think the hardest part is people aren't taking this serious. this is my life. this is my business. all indoor religious services have been shut down and for now saying face masks must be worn at all time except when physically putting food or drink in your mouth. indoor dining shut down and not allowed. the tighter restrictions are being put into place because testing shows more than 8% of those tested are coming back as positive just in the last week here in contra costa county. no word on how long these restrictions will be in place. the governor is calling them

temporary. amy hollyfield, abc7 news. >> amy, thank you. now, let's talk about what is happening in santa clara county. just yesterday told you businesses like gyms are reopening. they'll have to close again because of the governor's announcement that came at noon yesterday. so, here is what will be ordered to close starting tomorrow. worship services, fitness centers as i just mentioned, offices and nonessential sectors, nail salons and hair salons and barber shops and shopping malls. public health leaders expect the county to be added to the state's watch list where it's happening. business owners say the pandemic has put them on an emotional and financial roller coaster that none of them were prepared for. san francisco is one of the few counties that is not currently on the state's watch list but health officials are concerned that the city could be on the list soon if resident don't take action right now. >> there are things that we all know that we should be doing in san francisco. always assume that we are being

exposed or that we might be infected and i think we have to cover our faces. >> cases are starting to go up. and the city estimates that they could see as many as 6,000 hospitalizations. deputy health officer dr. susan philips says that san francisco's slow reopening and current pause has been very deliberate. she says they would rather pause than roll back. today we are expecting an update on the state's testing efforts. california's health and human services sector dr. mark galley will talk about the testing resources to those most in need. last week here is labs to process tests faster for people who are at higher risk and that includes people who are in hospitals, nursing homes and inmates. health experts want to prioritize results for those groups because they're most likely to spread the virus to others. happening today, three more covid testing centers in santa clara. the tests are free and are open to anyone. you don't have to have insurance

or a doctor's note. each location open tuesday through friday. the sites include independence high school and the county's service center odd auditorium in san jose. now an abc7 news live desk update. >> if you plan on flying to new york, be prepared to fill out a form with your contact information. governor andrew cuomo has issued an emergency health order requiring travelers from states impacted by spikes of the virus to quarantine for 14 days. airlines will give passengers a form to fill out before arriving at the gate. the mandate will be enforced in every airport in new york state. >> if you leave the airport without filling out the information, not only can you have a $2,000 fine, you can then be brought to a hearing and ordered to complete mandatory quarantine. >> this also applies to people going to new york by trains or

here from out on pleasanton. that crash and big backup you have been following all morning long and all the lanes have reopened and here's a live look at the area just before 3:00 this morning. a single car crash that flipped over that vehicle due to some gravel and other debris in the roadway. the chp had to shut down all lanes twice this morning and look at that. coasting through pretty nicely. i'll say it gets a little slow once you hit stone ridge drive and that's when you're traveling southbound on 680 and the exact place of the crash was just around the sunol boulevard off ramp there. but looks good. happy to report that update for you all this morning. also want to move over very quickly to a live look showing you the bay bridge toll plaza so we can see some other areas of the bay right now. this is looking very clear. yesterday we saw metering lights come on around 6:10. not the case here and it's looking like a very nice ride into san francisco. reggie? >> jobina, thank you. the white house is urging people who are unemployed to,

laid off may get their job back. the city council will recall the right to recall ordinance and require employers to offer laid off workers their jobs back when they begin rehiring. if an offer is made, workers will have ten days to decide if they want to go back to that % job. involuntary layoffs this fall. reuters reports around 15,000 employees expressed interests in deals to lead the company voluntarily. most employees had to accept that package yesterday. most major commercial airlines now require passengers wear masks while they are on onboard. as the abc7 news i-team found out some companies are not enforcing the rules to despite advertising that they are. ucsf doctor suited up as you can see in these pictures. they had masks and ponchos on before they got on their sun country airlines flight from sfo to minneapolis on july 2nd. they said the plane was nearly full but there were about a dozen people who did not have on

average except for in the south bay 83 in san jose and your average high is 82. pretty close there. average high in redwood city is 82 and 78 and one of the warm spots along the peninsula. palo alto 79 and near 60 along the coast today. mid to upper 60s downtown and south san francisco and sausalito. near 60 north bay coast. look at the 70s. napa, vallejo and san rafael and then 80s for sonoma and then low to upper 90s. talk about your microclimates. 72 in oakland and warmest in fremont 78 and 83 in san ramon and pleasanton to upper 80s in antioch and brentwood. tonight falling back into the 50s with more cloud cover than this morning. my accuweather seven-day forecast. few high clouds thursday from monsoon moisture that will blow up thunderstorms in the sierra fire danger there and about two to six degrees warmer for all of us by the weekend. have a good one. back to you guys.

continuing without him. he has hosted the show since it started 15 years ago. andrews has hosted since 2014. she was a competitor in 2010. abc and bbc productions say that they are heading in a new creative direction. it's not clear who will host the show going forward. new this morning, amazon has created a new smart shopping cart that lets you check out without a cashier. it's called the dash cart. here it is. it looks sort of like a regular shopping cart with added features. equipped with a touch screen and sensors that automatically detect which items you are placing inside. when you are done, you take that to a special lane that checks you out digitally without a human cashier. the dash cart will be coming to l.a.'s grocery store later this year. and next at 6:30, fear factor. the fence one bar owner installed to make sure that everyone is social distancing. also, refining fall plans. two east bay school districts are releasing new details for

the anger and frustration in the south bay. and online or in-person learning. new information about what the new school year will look like for districts all over the bay area. good morning, everybody. it is tuesday, july 14th. >> yeah, thanks for joining us this morning. mike nicco has a look at your day. hey, mike. >> reggie, kumasi, hi, everybody. thanks for joining us this morning. let's look at what is going on with the winds. they sure made a difference yesterday. what a gorgeous evening. got to go out and walk out a little bit before i went to bed and so much better than over the weekend. nice onshore breeze you can see around 10 to 25 miles per hour and a cloud deck that is covering more neighborhoods, but not quite as thickly as yesterday. so, expect faster sunshine today but that sea breeze will make the temperatures a little bit below average with no more heat. if you want heat, lake port and ukiah and everybody else inland in the 70s and 80s and 60s and 70s around the bay. it's going to get warm again and

it hits this weekend. i'll have that coming up and here's kumasi with the news. >> thank you, mike. this morning it is deja vu across california. much of the state is closed again because of a spike in covid-19 cases. closing all indoor businesses across the state. that includes restaurants, bars, wineries, tasting rooms, movie theaters, as well as entertainment centers, zoos and museums. >> we were able to suppress the spread of this virus. we were going to knock down the growth of this in the beginning. we'll do that, again. not only are people getting covid-19, not only are we seeing people transmit this disease but we're also continuing to see lives lost. >> additionally, if a county is on the state's watch list, there are additional closures including gyms, churches, offices and personal services like salons and barbershops. as you can see on this map, seven bay area counties are

being watched or monitored by the state. only san francisco and san mateo are not on either list. well, building a better bay area during the coronavirus pandemic means balancing the needs of our economy and our health. that balancing act and the latest action by the governor are really frustrating small business owners. this time yesterday businesses in santa clara county, they were just hours away from reopening. today they have to plan to reclose. abc7 news reporter julian glover. >> hi, good morning, kumasi. the bottom line is that these business owners are dealing with an incredible amount of whip lash when it comes to reopening and now reclosing. business owners we spoke with in santa clara county at this point they are frustrated by the uncertainty and blown away by the lack of coordination. earlier this month, county health officials confirming gyms, hair salons, barbershops, tattoo parlors. they would be able to reopen july 13th, that was yesterday.

marked the first time they were able to reopen in four months. but just hours into their reopening, the public health department confirmed that santa clara county would likely be added to the state's watch list by wednesday and that meant all of those just open businesses would have to close in 48 hours. >> you don't want to look for another career if they don't ever let me be a personal trainer and coach people. this is what i love. >> nothing is guaranteed. you know, you can open tomorrow but by the end of the day, you might have to close again. >> and go ahead and add worship centers and shopping malls to the list of businesses that have to close to be clear, though, this is not just an emotional roller coaster. as you heard the business owners kind of emotional there. a financial nightmare for these business owners, too. on mid day live monday morning as they were excited to reopen, the business owner told me they were closed since march 15th. they barely got by during the closure, so excited to welcome patrons back into the fitness

studio but now this. they have to close back down, again, by tomorrow. how long this time, no one knows and it is that uncertainty that is really getting to those business owners. reporting live this morning, julian glover, abc7 news. >> we definitely feel for them. thank you. happening today, the gilroy unified school district will release a plan on how to reopen schools amid the pandemic. deborah flores will present the plans. a committee of teachers and members have been discussing the plans for two months. while the plan hasn't been released. it has been influenced by a parent survey taken at the end of last school year. that meeting begins tonight at 6:00 on a teleconference. berkeley's school superintendent says students will experience entirely distance learning when the academic year begins in a few weeks. the district hoped to hold some in-person classroom instruction but rising coronavirus case counts in the city have them worried about how safe that will be. berkeley school board will hear

the superintendent's revised plan during the meeting tomorrow. oakland unified is revealing more details about reopening plans for the fall. we know there is an emphasis on distance learning. taking a phased approach and during a public informational session we learned of another wrinkle that is being added to the instruction process for high school students. >> the recommendation is to implement mini mesters where students are experiencing three to four classes each quarter, each mini mester instead of the same work load that they have had in the past. >> now, last week the school district announced classes will start on august 10th with distance learning and then last up to four weeks. there are negotiations still going on at this point with teachers. many oakland parents had hoped to begin the year with in-person learning and others felt getting back was premature. getting back to the classroom

until two conditions are met. >> until we see the rates have dropped and steadily dropped to near zero for 14 days straight, we don't even want to consider any type of in-person learning at all. no hybrid learning. none of that. >> the second condition states that the district must ensure that the proper safety equipment is available and maintained throughout the school year. oakland unified said governor newsom has promised to deliver. now an abc7 news live desk update. >> at the live desk. the second largest school district in the country will not reopen its campuses for the start of the upcoming school year. los angeles schools will reopen online only in the fall. the superintendent says the district can't come close to protecting the health and safety of half a million students and about 75,000 employees. across the country, florida continues to set daily records while hospitals are running out of space. the state's governor has been reluctant to reimpose

in oakland under mostly cloudy conditions and around the north bay. low 50s around santa theresa and novato. some 60s else where and antioch and brentwood and otherwise mid to upper 50s. let's take a look at what will happen for your commute. little hazy out there and we do have some low clouds hanging around. the breezes are going to kick in around 11:00 this afternoon and hang around through 11:00 this evening. so, it will be choppy on the water and going to be a little bit of a tug on the steering wheel north of the bay bridge through the delta. so, let's go to the south bay where we have at 8:0059 degrees and sunshine and 74 at noon and upper 70s to 80 in the afternoon hours. north bay 57 at 8:00. sunshine by 10:00 and 65. from noon all the way to 4:00. mid to upper 70s. a 64 at 8:00 and in the east bay valleys, 59 at 8:00. 77 at noon and we'll hang out in the mid 80s during the afternoon hours and a very delightful 72 degrees with sunshine at 8:00.

all right. these cooler temperatures hang around for a couple days and then gets hot this weekend. we'll have that coming up. first, get over to jobina. hi, jobina. how are you? >> hi, mike. i am doing well. but, unfortunately, for people that are traveling on southbound 680 in the east bay cannot catch a break this morning. so, bringing you to the maps now because if you have been watching throughout the morning, you know, i was following a major backup in pleasanton because of a crash on southbound 680 just before the sunol boulevard off ramp. now, we have another crash. this is southbound 680 before andrade road there. speeds are down to 15 miles per hour and two lanes are blocked right now and crews are out there in the process of trying to get everything cleared up because people have just been sitting in the backup all morning long. one crash clears and another one happens. that is what is going on in the east bay. this is in sunol, by the way, just in case you're wondering. now i have another update for you on free rides on public transit.

disappointed. they worked very hard to reopen. many thing they should be allowed to stay open. the main gallery has separators between their chairs and washable seat covers and thermometers and hand sanitizer. but the governor says because of the sharp rise of covid-19 cases, salons just must close for now. and many owners are very frustrated. >> i think it's pretty essential. you know. we've taken all the protocols. we're safer than most grocery stores that you go in. so, i don't quite get it. >> in alameda county, all the talk is about outdoor dining. it was open for a few weeks, but then closed on friday night. and the county is now applying for a variance that would reopen outdoor dining. so, at this point, it is a waiting game there. a lot of frustration here in the east bay. these new restrictions that the governor put in place, they are in place indefinitely.
