degree or two warmer but you won't notice. a northwest west wind. but visibilities are fine so far. 56 to 60 at 7:00. and you can see just a touch warmer this afternoon as we hit 61 along the coast. 80 to 89 for our bay and inland neighborhoods. and then mid to upper 70s, still a delightful evening headed our way. just not quite as breezy as it has been and that is why it will be slightly warmer. and there is promising news about an experimental vaccine for covid-19 that is developed right here in the u.s. kate larsen spoke with local experts and one of the people to get the inject. >> reporter: an experimental covid-19 vaccine developed by moderna and the federal government produced a rapid and strong immune response in all 45 people tested. >> it is a wonderful triumph. >> reporter: and this doctor is

a professor of microbiology and immunology at stanford. he says that the analysis is encouraging. >> normally it takes some years, six years or longer to develop a vaccine from a concept to a phase one trial. this took less than six months. >> reporter: phase two trials are under way and phase three which will require 30,000 participants to test safety and efficacy will begin july 27th. a phase one volunteer, who lives in seattle, was one of the first people in the world to get moderna's vaccine. it has been a few months since the last dose, how have you been feeling? >> completely normal. only real side effect was each morning after each of the two injections, my upper arm where i got the injection was slightly sore. >> reporter: and he received the lowest of the vaccine dose. >> and seeing that they have the same response is honestly like a grand slam.

it knocks it out of the park. 100% efficacy is something that you want, but rarely that you get. >> reporter: what percentage of the population would ultimately need to be vaccinated in order to provide for immunity? >> anything from 60%, 70%. >> reporter: and moderna says it is on track to deliver 500 miller i don't know doses per year, possibly 1 billion in 2021. dr. fau kci is cautious lily optimistic. >> and that is just one company. another company feels that they could have up to a birl i don't know. so right away i'm feeling better about getting vaccine that is distributed not only within our own country, but that they can have doses for people throughout the world. >> reporter: kate larsen, abc 7 news. the number of covid-19 cases in the u.s. continues to surge. there are now more than 3.4 million confirmed cases in the country and more than 136,000

people have died. the cdc director is now predicting that the fall and winter will be, quote, one of the most difficult times we've experienced when flu season starts. 23 states now backtracking reopenings and the country's top infectious disease expert says that he hopes that we can achieve herd immunity in the next year to a year and a half. he does worry though that the covid-19 pandemic could reach the level of the 1918 spanish flu which killed between 50 and 100 million people around the borld. and we expect to hear from tony furman later today as more school districts z a school districts are planning for the upcoming year. san leandro will have distanced learning and will return to in-person if public health conditions allow.

wi sites will be open again. hundreds turned out to this one in east san jose yesterday. sky 7 shows us the incredible demand. the line stretched through the independence high school parking lot and down the block. the line was so long that staff had to turn people away just after 11:00 yesterday morning. it will be open again today and tomorrow. and gyms, salons, barber, tattoo shops have to close again in santa clara county after the governor issued new guidelines. they had just reopened monday after the count said it was okay and then the state said it wasn't. >> at the end of the day, i can't control it and hopefully everybody can just take care of themselves and just be safe so we can open up in the future. >> many of the businesses told us they don't know if they can financially make it through another extended closure.

and we know the constant changes to the reopenings and closings can be confusing, so we tried to make it as easy as possible. one page there outlines exactly what is happening in every bay area county. you can find it by going to abc7news.com. issues of race and social justice are something we particularly focused on here at abc 7. early this morning, the berkeley city council approved a police reform measure and they voted just before 3:00 a.m. eight people voted in favor of the mayor's side which combines every proposal. this includes defundings police department by 50%, and and an analysis of police calls. this is the first step in creating a city department of transportation which would allow for unarmed traffic enforcement to deal with traffic violations. this vote came after hours of public comment and here is what some people had to say.

element lin road off-ramp. and number 7, today is the deadline to file your taxes. it was postponed because of the pandemic. if you do need more time, the deadline to submit an extension is also today. police in gilroy are looking for three young men accused of blowing up a mail box on rancho hills way. these photos show who of the suspects and a white suv that they were in. the third suspect is not pictured. officials say shrapnel from the mail box damaged the victim's car and garage door. the person in the red shirt recorded it on his cellphone. and qantas is canceling almost all of its international flights until at least march. and it is because of the drop in demand since the pandemic.

better. >> one teacher told abc 7 it makes little sense to expect every student to always wear a mask and to stay 6 feet apart from other people in classes if they do meet in person. at the live desk, you may be seeing more and more people wearing face masks. and now the director of the cdc is saying that covid-19 could be controlled within one to two months if everyone just wore face masks. dr. redfield believes that wearing face coverings combined with hand washing and social distancing are, quote, the most executive weapon we have against the coronavirus. he stressed this during a video chat. this comes as jammeh reports that there is growing evidence that wearing face coverings play a critical role in preventing people from spreading it on to others. they looked at two situations.

and speaking of that, napa county is cracking down on covid-19 violators. so anyone breaking health laws now faces citations and fines. people who walk outside would you say a face covering risk fines of $25 to 500 bucks. businesses could pay up to $1,000 for a failing to enforce the rules. a surge in coronavirus cases in the county has put it back on the state's watch list. now in marin county, business owners there say they are often the ones that have to enforce the state's mask rule. whether it is putting up signs or simply saying something to somebody, they have to police this order. >> usually it is pretty innocent, just a quick remark is enough for most people. >> we do provide masks to the public. >> i believe that people should be accountable for themselves. i'm tired of the government always being accountable for us. >> some business owners say that they have been progressive in dealing with the coronavirus from the very beginning.

and california is changing its testing policy. people with symptoms in higher risk categories or who know that they have been exposed to covid-19 will get the priority. >> ensuring that our guidelines not only say who needs to be tested, but give some guidance to labs on which specimens to process first. >> this is significant because it switches away from the old newsom administration plan that allows anyone can get tested who wanted to be testing. they are averaging 100,000 tests per day, but the turnaround time for results is slowing because of the spike in cases. alameda county is asking for the state to permission to continue outdoor dining. friday, the new state guidelines limited them to just takeout and delivery. they said that they didn't have the power to advance the reopening beyond that. but officials in livermore, hayward, a dublin and oakland refused to enforce the shutdown

she was last in the hospital. ines de la cuetara has more. >> reporter: this morning another health scare for the supreme court's oldest justice. the court saying that ruth bader ginsburg is being treated at the hospital for a possible infection. the 87-year-old undergoing a medical procedure at johns hopkins in baltimore. ginsburg has been treated four times for cancer, was hospitalized for another infection two months ago. >> justice ginsburg says she plans to stay on the court as long as she is mentally fit. >> reporter: ginsburg who was nominated by president bill clinton is the second longest serving justice behind clarence thomas. and the supreme court remains in recess until october after just wrapping up a flurry of work including rulings on everything from the president's tax returns to lagbt rights. president trump saying that he hopes the justice hears better.

>> so hopefully they would be able to summon the highway pa r08 to stop these drivers before they cause a head-on collision. and a deadline today for thousands of california families to apply for free food benefits for their kids. the state program called pandemic ebt provides up to $365 in emergency food aid per child. and this is open to all kids who are eligible for free or reduced priced school meals. 3.4 million families have already applied, but the state believes that there are another 400,000 children who qualify. you do have to apply online and we put the link at our website abc7news.com. we're also highlighting the work that people are doing to help build a better bay area in their communities during the coronavirus pandemic. each week night the boys and girls club gives out free meals to people in east palo alto and redwood city. volunteers have placed more than 120,000 meals in to cars. each dinner prepared by a local

been very busy at lucille packard hospital. four sets of twins in just 32 hours. it has been a twin marathon there. this all started june 29. doctors delivered three sets of twins that day. and then a fourth the following afternoon. it cincludes identical sisters and brothers. staff believe it is the largest number of twins the hospital has ever cared for at once. the odds of having four sets in a row like there are about one in a million. >> they are cute, they are happy and they are healthy. that is a blessing. >> that is. please save us, children. we need you. >> somebody needs to play the

good morning, everything. so happy that you are with us. it is wednesday, we're halfway through the week. it is july 15th. your taxes are due. we hope that you have paid them. so happy to see you. and it looks like it will be a decent day. >> and really decent for me because i actually finished my taxes on time. well, i didn't, but someone else did and i gave them all the information. let's take a look at what is going on outside. you can see plenty of cloud cover out there. and it is even trying to slip into the east bay valleys and the south bay. it will be a little slow in its return back to the coast today.
