we have a west wind at about 14 across the golden gate. but visibility is okay for most of us. it is a degree or two warmer because of that blanket of clouds. we'll hold around 60 at the coast today while we hit 73 to 80 at noon. and 80 to 89. so about a degree or two warmer this afternoon. and mid to upper 70s, a very comfortable evening on the way. we'll take a look at the warmer weekend coming up. berkeley is debating the role of police in its community that includes cutting funding to the department and stripping officers of traffic enforcement. issues of race and social justice are something we're particularly focused on here at ac 7. amy hollyfield is live in berkeley with a meeting that believe it or are not only ended a few hours ago. >> reporter: yes, this police department could soon be facing major changes and it wasn't easy getting to that moment because

that meeting did last until 3:00 this morning. the council voted to support a proposal to cut the police department's budget in half. and the big headline is that part of that proposal would be to cut traffic enforcement from the police department so to not have police pull people over for traffic violations, and this is believed to be that it would be the first city in the nation to make this move. now, this is the first step in creating a city department of transportation and that would allow for unarmed city employees to deal with traffic enforcement. the vote came hours after a public comment session. here is a sample of what was said. >> traffic enforcement does not need to be an armed police concept. >> i support the proposal to cut 50% from the police budget. >> we as brown folk have been crying for help. you guys are not understanding

and juliewel glovulian glover i what several districts are beginning to do. all right a. >> reporter: and many are make the tough decision that online education is how things will start off in the fall. for many, this is a bit of a pivot. take the gilroy school district for example, they originally planned to bringing students back to the classroom, but again they changed their plans after the superintendent confirmed that positive covid cases have been found within the school community already. >> number one priority is the health and safety of our students. that is a higher priority than actual academics.

and it is the highest priority of our staff who are in the trench oies with the students. >> reporter: berryessa union school district also considering that phase-in approach. new haven and also the is san leandro district both announcing that the new school year will begin with 100% virtual instruction. as one superintendent put it, the only certainty right now is uncertain uncertainty. many of these districts also acknowledging that additional guidance could be coming from so that could force them to perhaps shift their thinking again. but as it stands right now, many classrooms in the south bay will be online only at the start of the fall school year. julian glover, abc 7 news. we expect to hear from tony thurman later this morning as more school districts make their plans for the upcoming school

year. we've learned that is san leand will begin the school year with distanced learning. the district will plan for a return to in-person learning if public health conditions allow. and new haven and mt. diablo also just are confirmed that they will start the school year with verge auguirtual learning. head of the cdc is now saying that the pandemic could be controlled within one to two months for everyone would wear a mask. dr. redfield that masks combined with hand washing and social distancing are the most effective weapon we have against the novel coronavirus. dr. redfield stressed the measures during a chat with jama. this comes as they are reporting that there is growing evidence that wearing face coverings really works. and napa county is cracking down on people who aren't wearing face coverings, including anyone breaking laws that are related to covid-19. people who hold gatherings, walk

outside without a mask, could face a fine. and businesses could also be fined if they are not enforcing the laws. fr california is changing its testing policies. people with symptoms or have been exposed will get priority. >> and ensuring that our guidelines not only say who needs to be tested but gives some guidance to labs on which specimens to process first. >> and this new rule kind of moves away from theso administration's plans for everyone to be tested. the doctor says that the state is averaging $100,000 tests a day but the turnaround time for results is slowing because of the national spike. alameda countrity is asking for permission to continue outdoor dining.y is asking for
