and states. the latest being alabama and montana. and nascar held the first large-scale sporting event in months with thousands of fans looking on in person. >> it took place in tennessee as hospitals across the sun belt are struggling to keep up with the rapidly rising infections. this morning, the situation becoming more dire by the minute in california as los angeles reports its highest number of new covid hospitalizations ever. >> they come in faster than we're able to discharge, and, unfortunately, these patients turn very quickly. >> reporter: east of l.a. is one of the busiest fire stations in the country. paramedics rushing dozens to the hospital on wednesday only to find three icu beds available. in oklahoma where cases are climbing, kevin stitt revealing he's the first governor to test positive for the virus. >> the results came back positive. so i feel fine.

florida overflow with patients, the governor says students will still be allowed to return to the classroom next month despite new data showing that one in three children test positive for the virus. >> parents need to have the ability to opt for the type of learning that they think is important. >> reporter: on wednesday additional amusement parks in the state including hollywood studios and epcot re-opened to visitors, and overnight nascar hosted the country's biggest event since the start of the pandemic after 30,000 fans getting the green light to watch the all-star race in person in bristol, tennessee. and overnight we've learned the convention center in austin, texas, will open as a field hospital for patients next week. now to the breaking news in washington where president trump announced a shake-up in his re-election team. the campaign's manager is being demoted and replaced. abc's ines de la cuetara has the details from washington. >> reporter: good morning, kenneth. with less than four months until election day, president trump is announcing a major change to his re-election team. the president demoted

longtime manager brad parscale. it comes amid a string of botched efforts to reboot his campaign amid the ongoing pandemic including his june rally in tulsa where only a third of the arena was filled and just last week the president's team again failed to reboot its campaign last week canceling a rally in new hampshire citing weather concerns publicly while privately campaign officials tell abc news they were fearful of a repeat of tulsa. trump promoted the deputy campaign manager bill stepian to the new role of manager. parscale will stay on the team. sources say he was informed of the change by the president's son-in-law jared kushner. the biden campaign is seizing on this saying, quote, almost 140,000 americans have lost their lives and millions more have lost their jobs because of donald trump's failed leadership. the trump campaign's game of musical chairs won't fix this. kenneth and mona. >> all right, ines, thank you. now to the hackers on twitter gaining access to some of the biggest voices on the site.

for several hours yesterday hackers took control of high-profile accounts including former president barack obama, joe biden, even amazon founder jeff bezos. the accounts posted a message that said, quote, all bitcoins sent to my address below will be sent back doubled and the fbi warned of this quickly bearing a blue check mark including president trump's account. twitter says everything is back up and running adding it believes the hackers gained access to the silent's internal systems targeting employees. now to the new footage in the george floyd murder case. the courts allowed the public to view body camera video of the arrest for a short time wednesday. no one was allowed to record or broadcast the video. but we can tell you the images give another look at the final moments of floyd's life. this morning, new video revealing george floyd's final pleas for help. a judge is 5 now allowing the public to release new body camera footage by appointment only and not for broadcast. according to reporters who have

seen the footage floyd out puts his hands on his head. at times he appears to be crying and is heard saying to officer, i'm not a bad guy, but then there is a struggle with officers trying to get floyd into the police car. floyd adamantly says he's claustrophobic and that he doesn't want to get into the squad car. minutes later floyd is face down occasionally saying i can't breathe before he goes still. it's the first look at the officer's view of floyd's death already widely seen on a bystander's cell phone video which set off tumultuous protests. [ crowd chanting ] >> reporter: former minneapolis police officer derek chauvin who held his knee against floyd's neck for nearly eight minutes is charged with second degree murder. three other former officers are charged with aiding and abetting. callan gray with our minneapolis affiliate has seen the new body camera video. >> we learned from the footage that derek chauvin's camera fell off and was on the

ground for most of the interaction. >> reporter: wednesday floyd's family filed a wrongful death civil lawsuit against the city and the four former officers charged. >> it was the knee of the entire minneapolis police department on the neck of george floyd that killed him. >> in that lawsuit floyd's family reveal what they say was his final words. floyd said, please, i can't breathe less than a minute before closing his eyes. a historic moment in north carolina. the city of asheville apologizing to black residents for racist policies and approving a resolution for reparations. the vote calls for increased investment in the black community including in housing and business. the resolution asks the state and federal governments to form policies to create generational wealth. time now for a look at your weather for this thursday morning. a cold front produced tornadoes as it moved through central illinois. this storm cell brought intense hail to some areas.

she is home and doing well. now to a gruesome killing here in new york city. police say a tech entrepreneur was executed in his manhattan condo. investigators found fahim saleh's body on tuesday. a neighbor told officers they heard screaming the night before. detectives believe the killing was done by a professional and that saleh's sister possibly interrupted the killer dismembering his body. friends say saleh started businesses in nigeria and elsewhere in the developing world. investigators are looking into documents and devices related to his overseas business deals. controversial youtube star jake paul is under fire for throwing a huge house party at his california mansion. cell phone video shows dozens of young people partying inside and outside of the 23-year-old's home in calabasas over the weekend. no masks and no social distancing. the mayor is outraged saying nobody should be acting like covid-19 does not exist. >> i really could not believe that an event like this was

taking place. we expect everyone in our community to act responsibly because we're in this together, and we just cannot show such disregard. >> the mayor is now adopting a zero tolerance policy. she says those types of parties will be broken up immediately. the del mar racetrack near san diego has canceled all horse racing this weekend after 15 jockeys tested positive for covid-19. so far none are showing symptoms and contact tracing is under way. track officials say they expect to resume their schedule next week. turning now to the new push from the nation's top health officials to get the virus under control. dr. anthony fauci says the country needs to hit the reset button while cdc director robert redfield repeated claims that the outbreak would end if everyone wore a mask. earlier i asked dr. imman ali his thoughts on the subject. what do you think is needed to control this surge? >> well, i think, you know, just really we have to control the amount of hospitalizations

because right now the rate of infections is more than what our health system can e fallodate. re right now. >> as we know, cases are rising in the hottest and most humid parts of this country. experts say air-conditioning systems may be to blame for spreading this virus. how big of a concern is that? >> we know that legionella and tuberculosis, common bacteria have been spread through air-conditioning and now there's some evidence that coronavirus particles can also be spread, t the good news is that you can get hepa filters that are designed to trap these particles. >> scientists admit there is still a lot to be learned about covid-19 and pregnancy. including how the virus may be passed from the mother to the fetus. what do we know so far? >> placenta tissue does not have the messenger rna to create the proteins that the coronavirus

hi, everybody. thanks for joining us at this early hour. live doppler 7 shows it is pretty quiet out there. we do have cloud cover in the same areas as yesterday. clouds peel back to the coast and they will reveal hazy sunshine for the afternoon hours. 63 to 66, that is from half moon bay to san francisco. 70 to 80 around the bay. and you can see some low to mid-80s in our inland neighborhoods. and "national enquirer" 90 in the east bay. still looking at warmer weather this weekend, i'll have that coming up. issues of race and social justice are something that we're particularly focused on here at abc 7 as part of our efforts to build a better bay area. in san francisco, every police station will soon be displaying large "black lives matter" posters. the police commissioner approved the measure last night. julian live with move with more.

>> reporter: there was controversy but the vote was unanimous and now there will be a 32 by 24 inch "black lives matter" poster displayed in each of san francisco's police stations. so the big question is why is this happening. san francisco's police chief bill scott said people are talking to us and we must listen. but not everyone wanted to hear it though. the san francisco police officers association called the move politically motivated and in a letter they stated that the stations are places for citizens to seek help and assistance, not plates for political endorsements oral alignment with political organizations. some residents agreed during public comment last night. >> i feel like some areas should be neutral ground, i guess. >> as saying "black lives matter" i think that you are segregating a certain portion of the
