this issue is an emotional and complicated one. and many are wishing, hoping, that the governor will take this decision off the plate of local officials and issue a state mandate. now, the san ramon valley school district did take a vote last night and officials changed their mind, they first had voted on a hybrid method that would have students in class a couple days a week, but last night they switched course and voted on an all distance learning model for now. the superintendent did not say whether this was because the governor is planning to require this or recommend it. >> i'll let the governor describe that tomorrow. i have some insight and some understanding of what this will look like, but it will be nearly impossible for schools in counties like contra costa to open in person. >> reporter: and in san jose, school officials released a statement after their vote saying, quote, this outcome comes with a major

disappointment. we believe that in-person instruction even in a limited capacity is the best way to serve our students. it went on to say we are grieved by the emotional toll on our students from being unable to see their classmates and teachers face-to-face. san jose decided on an all distance learning method until october 2. the governor's press conference is set for noon today. amy hollyfield, abc 7 news. dublin unified school district also voted last night to start the school year entirely virtual. the board approved a tentative deal with the teacher's union. and oakland, berkeley, san san leandro and new haven have all said they plan to start with distance learning in the fall. we could learn more today about the next stem of reopening san francisco. jobina fortson has that at the live desk. >> good morning. yes, mayor breed and other city leaders have expressed their

concerns about the rising number of cases in the city, in fact earlier this week they did announce more reopenings would be put on hold because of all this. and last nightmare breed was on cnn talking about what we can do to help the city on a path forward. >> we need people to follow the order and to wear their mask. we need people it avoid large gatherings and to continue to wash your hands and to respect social distancing because what this means is we may have to make hard decisions to close businesses that we've already allowed to reopen if things continued in this way. >> mayor breed also detailed that san francisco schools will not the be allowed to reopen based upon the current number of covid-19 cases. mayor breed is expected to speak today and we'll carry that live for you on the abc 7 news s&p and on abc7news.com. >> and a network of privately funded securities cameras are

now otional across san francisco. dion lim has this story. >> she's trying to move on, but of course this kind of incident you just don't forget it. >> reporter: her 61-year-old mother is still too shaken even after nearly three months to return to where she was attacked in broad daylight by multiple men who knocked her to the ground and stole her handbag. despite sfpd saying they obtained surveillance video, there have been no arrests. she wants justice for her mom. chris larsen, a tech billionaire, wanted to do just that. frustrated with the crime he witnessed in russian hill. >> unfortunately, it has become a huge magnet for the snatch and grab crimes. we saw it multiple times a day.

>> reporter: and so three years ago, larsen began funding community business districts to install and monitor a network of cameras across the city. there are just over 1,000 to date with footage that can be requested by the police or the victims themselves. at a time when lawmakers are already proposing bans on facial recognition software for lauch agencies, and consumers are fed up with recent breaches on social media, the security cameras add an extra layer of privacy concerns. >> for instance, you might not have wanted somebody to know that you are seeking mental health help or that you are seeing an immigration attorney. because you don't know who will get that footage on the other end. you don't know what they will do with it. >> reporter: we brought these concerns to larsen, who acknowledged privacy is a real concern in the u.s. but because this network is erased every 30 days and monitored by nonprofit community organizations, decisions on how that information is used won't be sold. >> that is where the systems can

to upper 50s and low 60s around menlo park. 672 62 in antioch. mid and upper 50s elsewhere. and a little bit of fog trying to form around petaluma. here is a look at the bay bridge toll plaza, you can see it is cloudy there, yep, same pattern as the last couple of days for your commute. here is a look at the north bay where it turns sunny around 10:00 and 65, we'll hang out in the upper 70s for a couple hours. and a wonderful 66 at 8:00. for the south bay, mostly sunny at 8:00, at noon you are full of sunshine and 78. and how about mid-80s for a couple hours this afternoon and 73 with sunshine at 8:00 this evening. and for the east bay valley, 62 and sunshine at 8:00, upper 80s for several hours this afternoon. but you cool nicely this evening also. 73 with sunshine at 8:00.

we'll take a look at the weekend forecast coming up next. first good morning to jobina. how is your friday going? >> good morning, mike. it is going well, thank you. i am just happy it is friday like i'm sure many others are. hi, everyone. we'll start off with a look at the maps here. we have a high wind advisory reported from the chp for the l altamont pass. you can see a lot of green there just a slow down out of tracy this morning. so the early commute is going well. this is a live look showing ultimate the richmond/san rafael bridge. very light as i expected. we'll keep an eye on it for you this morning. hopefully it is a nice clear friday right e. ride. you might be working at home still, we know a lot of people are. but there are definitely more people on the roads in the bay area. so we've decided to take a deeper look into how close we

are to getting back to that gridlock that we have seen all throughout until the pandemic. so here are some interesting details we learned. this is what the bay bridge toll plaza looked like on the first morning of the shelter-in-place order. metering lights remained off until mid may. yesterday they came on at 6:36, and looking at data from all the bridges, the bay bridge has the most traffic usage, 81% of normal. traffic is slowing at different times now as well. >> the backup no longer begins in the 1:00 hour. it begins in the 3:00 hour. and it no longer extends into the 8:00 or 9:00 hour, it is pretty much done by 6:30, 7:00. >> traffic levels are much lower than normal on two other bridges. 61% on the san mateo bridge and 54 normal on the dumbarton

bridge. officials think that the south and peninsula employees -- south bay employees and -- basically the tech workers are not going to work right now, so that is why those bridges are lower.

about 61 degrees. let's take a look at what will happen today. we're 57 to 60, so about the same as yesterday. actually the peninsula is a couple degrees milder and the north bay a couple degrees cooler. so we're mid to upper 70s at noon away from the coast, 59 there. 61 at the coast, but near 80 to near 90 inland and 70s for the 7:00 hour. still have a warning for the is an wiis an san joaquin valley th monday. and 101 in fresno and the possibility of thunder boomers over the sierra again this afternoon. developing news this morning, we're keeping an eye on this wildfire, it is burning north of vacaville. at last check, it is burning around 10 acres near quail canyon road. another fire burned in the same

area last month and we'll give you updates as soon as we learn more information. pg&e transmission lines are being blamed for another huge fire in the north bay. cal fire says that power lines ignited the kincaid fire last october. this time lapse shows just how quickly it exploded when it started in geyserville. the fire burned 374 buildings, it injured four people. cal fire sent its investigative report to the sonoma district attorney's office. part of our effort to build a better bay area focuses on promoting health. facebook ceo mark zuckerberg talked about the pandemic with dr. fau dhi. it w it zeroed in on several topics including how the u.s. responded to covid-19 when the pandemic emerged in the winter. dr. fauci shared how he believes that americans can reverse the current trend. >> really almost have to regroup, call a time-out, not necessarily a lockdown again,

the same allowances made for them. >> none of the people that are on that list of recent closures have been licensed by the state in sanitation. we are. >> reporter: california assemblyman jim patterson is joining salon owners in calling on governor newsom to temporarily waive a state law that prevents hair dressers and mn curists from providing services outside. >> governor, you have to fix it. >> reporter: he says that the department of alcoholic beverage control was allowed to waive regulations in order to serve outdoors. salon owners say in the an essential absence of this option, they are struggling. >> we can't pay our bills. >> reporter: the beauty foundation says the request would not be limited to haircuts and could include manicures, pedped cures and waxing services. >> allow the beauty professional to get creative.
