been really tough to retailers that struggled for the last three to four months. in fact, this weekend, the first weekend for picnic on the plaza, tents and tables setup for outdoor dining just outside the mall but the future of this is really unclear. >> we're told this morning that we have to shut down all indoor operations. >> reporter: it when many retailers inside the japan center mall had feared. doors must close on monday. andy just reopened his boutique july 1st after being shut down since march. >> it's hardship for everybody and kind of hard to overcome this but safety is first, i guess. >> reporter: this malls the anchor of japan town for 53 years. dozens of long-time family own specialty stores call it home but the pandemic has forced some out of business. >> i've seen the shutdowns around here and a few people are saying they won't be able to sustain it. we're thinking the same thing.

>> reporter: restaurants share they can't do takeout if the customers can't get inside the mall. >> we got to do what we got to do. it's for people's health. >> reporter: indoor malls and non-essential offices must close because san francisco made the state's watch list due to a significant increase in covid-19 infections and hospitalizations. >> if conditions in our city don't improve, we can also choose to chose additional businesses and activities, as well. >> reporter: the west field san francisco center on market street is all right preparing to close. he just reopened his perfume store yesterday. how do you feel about all of this? >> pretty sad, actually. this pandemic, we cannot anything. we have to stay home. >> reporter: the san francisco chamber of commerce fears many businesses can't afford another closure and reopening. >> we've done over 47% of our chamber business members said they lost 100% of sales or

orter:emt at the japan center trying to get permission from the health department to allow curb side pickup for the more than two dozen restaurants located inside the mall. they are still waiting for an answer. live in san francisco, cornell bernard, abc 7 news. >> cornell, thank you very much. hear are today's covid-19 headlines. the latest state numbers show california's seven-day average of new cases is just more than 9100 per day. that's an increase of 463 cases from the previous week's average. testing is expanding in the state and an increase in cases is expected. there have been 7,685 covid-19 deaths in california since the start of the pandemic here in the bay area, there are at least 41,000 cases and 698 deaths. today, the mayor of lose lo ang said that city is at the brink of stay-at-home orders and said

it reopened too quickly. another area we focus on to help build a better bay area is health and we are expecting new covid-19 testing requirements in san francisco. city officials say they will enact new health order tomorrow calling for private health care providers to give people greater access to testing. those health care providers will be required to offer same-day testing for people with symptoms of covid-19 or those who have been in close contact with an infected person. in the south bay, three new popup covid-19 testing sites are opening this week. here are the locations, you can see them here. the county of santa clara service center auditorium, san jose high school and the south county annex will be open up again. all three are open tuesday through friday. the santa clara county public health department says the goal is to increase the overall number of tests, especially in hard hit communities. businesses in san francisco's china town got a boost this weekend.

abc 7 news was on grant avenue closed off to traffic and cars so pedestrians could roam safely. this allowed restaurants to offer outdoor dining and for some, it was the first time they could seat customers since march. other businesses also noticed a difference. >> we've had very little foot traffic, you know, down here for months and yesterday indeed there were more people. i noticed it in the shop all day long. i had more walk ins coming off the street looking at the shop. we had better sales yesterday than we've been having. >> grant avenue will be closed down every weekend through september. covid-19 deaths topped 140,000 in the u.s. earlier today. a surge in cases is pushing hospitals to their limits and now a debate erupted in washington d.c. over money to fight the virus. here is abc news reporter megan. >> reporter: today coronavirus cases continuing to rise at a staggering rate. numbers increasing in more than two dozen states.

overwhelming medical systems. like this hospital in texas. some patients waiting ten hours for an examination because resources are so thin. >> it's very difficult when you are putting your mom's best friend in a body bag. it's very difficult when you're putting your sixth grade schoolteacher on a mechanical support. >> reporter: the need for more testing met with resistance for the white house. "the washington post" first reporting the trump administration is at odds with senate republicans saying administration is pushing to block billions of dollars from testing and contact tracing, as well as funds for the cdc and nih in a fort coming gop coronavirus relief package but white house official claiming the president is fully committed to a robust aid package that addresses real needs adding there are no negotiations to date. trump asked about testing this morning on fox news. >> sir, testing is up 37%.

>> that's good. >> i understand. cases are up 194%. it isn't just the testing has gone up, it's that the virus has spread. >> many of those cases are young people that would heal in a day. they have the sniffles and we put it down as a test. >> reporter: health experts continue to stress the virus can impact people of all ages. the nation's leading covid-19 expert dr. anthony fauci urging young people to take this virus more seriously. >> the younger individuals say if i get infected, the chances are i won't even have symptoms so who cares? you are propagating a pandemic because it doesn't end with you. lots to go over. so we want to help clear up the confusion. so to keep track of what is open and what is closed in each county here in the bay area, you can always go to abc7news.com. we're continually updating this interactive map so with one

in the south bay about 100 people took part in a black lives matter march in downtown o lo los gatos. they stayed in the town plaza area. it was peaceful and briefly went to highway 17 causing traffic to backup in both directions. drivers are being asked to avoid the intersection of can to cruz and main street because traffic is at a standstill. dozens of activists march in san francisco today calling on city leaders to disband the police department. >> black lives matter! >> the group began the peaceful march in san francisco's neighborhood. a group called the every 28 foundation organized the protest. the union representing san francisco police officers responded to calls for disbanding the department by saying quote, reckless proposals

such as disbanding police departments will be a dream come true for gang members and criminals. a new black lives matter street mural was dedicated at the gardens at lake merit this afternoon. the mural reads all black trans queer imprisoned lives matter andcenter is calling for solidarity. members also planted fresh flowers and plants as part of the project. aids walk san francisco went virtual for the first time in 34 year history today due to the coronavirus concerns but activists teamed up with counter parts in new york for a day to fight hiv and aids. >> the first time ever that aids walk new york and aids walk san francisco have been united. >> reporter: entertainer vanessa

california's hair stylists and barbers may be able to serve outdoors. the agency that oversees barbers and beauty salons said it will soon share guidelines how services can be performed

outside. one stylist in san diego isn't waiting for the green light. she's already serving outdoors. >> if you want to put me in jail, get my license, do it if you think that's right and that's fair. but i'm risking it, yes. >> california's long standing law requires barbers and stylists to work indoors. and then there is this restaurant in san antonio, texas where customers walk through a disinfection mist on their way in. it's not mandatory but customer reaction at the alamo biscuit company is mostly positive. the chlorine-based mist is skin safe and kills 99.7% of germs. some customers walk through it again when they leave. sanitation aside and drew tuma is probably thinking about biscuits and other food among that story. hey, drew. >> always, always thinking about food. a lot of people today were really feeling this cooler weather out there.

numbers dropped significantly compared to this time yesterday and part of the reason why, pretty deep marine layer earlier this morning. live doppler 7 with satellite showing you the cloud cover sitting on our coast and tonight, we'll find even more fog than we had last night. winds right now, it is gusty in some spots. 31 the current wind gust in fairfieleezy through the delta. 15 that current gust in navado. the marine layer is cooled by 12 degrees in concord compared to this time yesterday we're nine degrees cooler in livermore. six degrees cooler in hayward. so numbers right now slightly below where we should be for this time of the year. you look inland and most spots are pretty comfortable in the 70s. 78 in concord right now. 76 in san ramon. it was a cool day in the city. 62 that current temperature with a lot of cloud cover overhead. 75 right now in san jose. 69 in oakland.

live doppler 7 along with satellite, the bigger picture. what we have is an area of low pressure that's developing right off the california coastline and it's going to continue to sit there and spin over the next couple of days. that's why we'll keep the fog in the forecast each morning and it will bring cooler temperatures over the next couple of darys. overnight tonight a cloudy night across the region. numbers dropping into the 50s and future weather showing you can see that fog first thing in the morning. 2:30 in the morning. it is pretty expansive. it will be pretty slow to break down tomorrow afternoon. high of 79 in san jose tomorrow. 77 in sunnyvale. it comfortable in the south bay. 68 the high in san mateo along the peninsula and 75 for palo alto. downtown san francisco a cool 63 degrees with a lot of cloud cover throughout the day. in the north bay 76 sonoma, 72 vallejo. the east bay 69 berkeley but 70 oakland and 74 union city and 80

in san ramon, 82 concord and 84 the high in livermore. so the accuweather seven-day forecast, the cooling trend continues tomorrow. we bottom out temperature-wise on wednesday with temperatures in the 70s and mid 80s. we'll track morning drizzle along the coastline and numbers do bounce back as we head into the weekend saturday and sunday but the good news looks like there is no intense heat and temperatures just topping out in the low 90s one week from today. >> thank you very much. i'll get you gravy for those biscuits, okay? well, if all goes well, eight weeks from today will be the first full nfl sunday of the year. the niners are set to host the cardinals at levi's on september 13th. question remains can we get there safety? all teams expected to report by july 28th days away but the players around the league are taking to twitter with the #wewanttoplay. they are siting the lack of a plan on safety and health elements days before teams are set to report.

among the niners who tweeted that hashtag out today. now we are on the eve of baseball returning back. the bay bridge series gets going tomorrow. giants and a's will play two games before the regular season begins. a's host 6:40. the first professional bay area sporting event since things were shut down in march. the giants will host at aric l park tuesday night at 6:45. these final two games serve as a great tuneup before the regular season begins. >> it's important that we do get to play a couple games against another team that will feel like a real game as opposed to what we've been doing because our guys are starting to tire a little bit of this format. >> for now we're pretty excited that opening day is coming, that we have a real exhibition series to look forward to and it's right around the corner. >> the intensity is like one final tuneup before the regular season starts. it's going to be huge
