efforts to build a better bay area on four areas, health, education, our changing work places and the economy. >> right now the economy and new shutdowns are starting tomorrow in fran. abc7 news reporter cornell bernard reports now. this is a blow to many businesses. >> reporter: yeah. it has been tough for many retailers and restaurants. take a look at this. this is a tent set up for picnic on the plaza. tents and tables set outdoor diningt outside japan center. but now they're facing a we hav to all operations. >> reporter: it's what many retailers inside the japan center mall had feared. doors must close on monday. andy just reopened his boutique on july 1st after being shut down since march.

>> it is a hardship for everybody. it is hard to overcome this. but safety is first. >> reporter: this mall has been the anchor of japantown for 53 years. dozens of long-time specialty stores call it home. the pandemic has forced some out of business. >> i've seen the shutdowns around here and a few people are saying they won't be able to sustain it. we're thinking the same thing. >> restaurants say they can't do takeout if customers can't get inside the mall. >> we have to do it right. for people's health and everything. >> reporter: indt close because san francisco made the state's watch list due to a significant increase in covid-19 infections and hospitalizations. >> and the conditions in our city don't improve, we can also choose to close additional businesses and activities as well. >> reporter: have the on market street, they're preparing to

close. this man just reopen his perfume store just yesterday. >> how do you feel about all of this? >> it's really sad, actually. this pandemic, we cannot do anything. you just have to stay home. >> reporter: the san francisco chamber of commerce fears many businesses can't afford another closure and reopening. >> we've done over 47% of our chamber business members have said that they've either lost 100% of sales or shut down permanently. >> reporter: management here at japan center trying to get permission from the health department to allow curbside pick-up for the more than two dozen restaurants located inside this mall. they're still waiting for an answer. abc7 news. >> thank you. here are the covid-19 headlines. the latest numbers released show california's seven-day average of new cases is just more than 9,100 per day. that's an increase of 463 cases from the previous week's average. testing is expandig in the state and the increase in cases

is expected. there have been 7,685 deaths in california since the start of the pandemic. here in the bay area, there are at least 41,000 cases and 698 deaths. today the mayor of los angeles said that city is on the brink of a new stay-at-home order and said it reopened too quickly. now another area we focus on, to help build a better bay area, is your health. we're expecting new covid-19 testing requirements in san francisco. city officials say they'll enact a new health order tomorrow, calling for private health care providers to give people greater access to testing. those health care providers will be required to offer same day testing to people with symptoms of covid-19 or those who have been in close contact with an infected person. in the south bay, three new pop-up testing sites are opening this week. here are the locations. you can see them on the screen. the county of santa clara service center auditorium, the

san jose sxhil the south county annex will open again. the santa clara health department said the goal is to increase the number of tests. faith leaders gathered outside san quentin prison to h honor the 12 inmates who have died in the prison. people stood alongside the road. >> we would like to tell governor newsom this may be the most critical thing on his legacy happening now, in his term. he said he was against the death penalty, that he wanted a moratorium on death and here we have every cell being a potential -- potentially being on death row. >> the governor said earlier this month about 8,000 prisoners would be released. there are currently 94 employee

positive. businesses in chinatown got a bit of a boostrant avenue which was closed off to traffic and cars so that he had strands could roam freely. this allows restaurants to offer dining. >> we've had very little foot traffic for months. and yesterday indeed, there were more people. i noticed it in the shop all day long. i had more walk-ins coming off the street, coming in the shop. we had better sales than we've been having. >> grant avenue will be closed every weekend since september. nflt covid-19 deaths topped 140,000 in the u.s. earlier today. a surge in cases is pushing hospitals to their limits and now a debate has erupted in washington, d.c. over money to fight the virus. here's abc news reportermegaepo

staggering rate. numbers increasing in more than two dozen states, overwhelming medical systems. like this hospital in hidalgo, texas. some patients waiting more than ten hours for an examination. >> it is very difficult when you are putting your mom's best friend in a body bag. it is very difficult when you're putting your sixth grade school teacher on a mechanical support. >> reporter: the need for more testing reportedly met with r resistance from the white house. the trump administration is at odds with senate republicans saying the administration is pushing to block billions of dollars from testing in contact tracing as well as funds for the cdc and nih. in a forthcoming relief package. late this afternoon a senior white house official claiming the president is fully committed to a robust aid package that addresses real needs, adding, there have been no negotiations

in the south bay about, 100 people took part in a march in los gatos. there was a small group of counter protesters as well. they stayed in the plaza area. the march was peaceful and briefly went on to highway 17 causing traffic to back up. drivers were told to avoid the area because traffic is at a

standstill. activists marched in san francisco calling on city leaders to disband the police department. they began their peaceful march in the san francisco vista neighborhood. a group called the every 28 foundation orgds the protest which was about a mile away from the police station. they called the proposal reckless and said, quote, disbanding police departments will be a dream come true for gang members and criminals. a new black lives matter street mural was dedicated at the gardens at lake merritt this afternoon. the mural reads all black trans, queer, imprisoned, all in different colors. they're calling for solidarity in their struggle to dismantle systemic oppression. members planted flowers and plants as part of the project.

pg&e is starting work tonight in the north bay. drivers should expect lane closures in tiburon. construction starts at 9:00 p.m. and wrap up by 6:00 a.m. this is expected to last through september. the lines being replaced have been in use since 1929. california's hairstylists and barbers may soon be able to serve clients outdoors. the state agency that oversees barbers and beauty salons recently tweeted that it will soon share guidelines on how services can be performed outside. one stylist in san diego isn't waiting for the green light. the single mother is already serving clients outdoors. >> if you want to put me in jail, get my license, whatever. do it if you think that's right and that's fair. but i'm risking it. yes. >> california's longstanding law

requires barbers and stylists to work indoors. and then there is this restaurant in san antonio, texas, where customers walk through a disinfectant mist on the way in. it is not mandatory but customer reaction at the alamo biscuit company has been mostly positive. they said the cholorine based mist is safe. some customers even walk through it again when they leave. no making fun of drew and his biscuits this time. speaking of eating and outdoors, there is a cooldown coming. >> if you're going to be outside, especially close to the coast, it is pretty chilly. the marine layer is deepening as we speak. that will bring temperatures slightly below average over the next couple days area wide. we'll get into the specifics. live doppler 7, you can see it right along the coastline. the marine layer pretty slow to burn off earlier today. tomorrow, it will be slow to

marine layer and the cooler than average temperatures over the next couple days. the numbers falling into the low to mid 50s overnight and that marine layer, pretty expansive first thing tomorrow morning. a lot of fog, the marine layer show to burn off. it is comfortable in the south bay. 79 in san jose, 77, sunnyvale. 68 for san mateo, 76 for mountain view. down, 63 and breezy. the north bay, 72, 77, san rafael. the east bay, 70 in oakland. about 75, fremont, 69 in berkeley, and inland, this is pretty comfortable. 80 in san ramon, 84 in livermore. so the accuweather forecast, our cooling trends continues over the next couple days. mid-week we'll find some coastal drizzle and the numbers gradually bounce back to near normal by saturday and sunday next weekend.
