what designation might mean, julian? >> hi, good morning, kumasi. we are at the edge of the diving board, that's the way the san mateo county supervisor summed up the situation the county is currently facing to see if it is added to the state's watch list as early as today. san mateo the only county in the bay area not on that watch list but county leaders believe that could change today. their last day open for the foreseeable future. >> the landscape of san mateo county is small businesses and we have to do our part. >> if we do get shut down our best options are to go outdoors. >> now, if san mateo county joins the rest of the bay area and gets added to the state's watchlist, churches, hair salons, nails, gyms, tattoo parlors will have to close or potentially move operations outside until the number of cases goes back down.

of course, you can expect a push alert from abc7 news if san mateo county is added to the watch list today. >> thank you, julian. i know you are probably wondering, where does your county stand on the state's watchlist? you can check out the entire state at abcnews.com. you can see if your county has been added to the watch list and tll you not only how long each region has been on the list but why the state is keeping an eye on the spread of coronavirus there. in the south bay, three pop-up testing sites will open today in santa clara county. two in san jose at the county of santa clara service auditorium and san jose high school. the testing site at the auditorium is open through thursday and the one at the high school until friday. there's also a testing site in gilroy at the south county annex open through friday, as well. the santa clara county health department says the goal is to

increase the number of tests especially in hard-hit communities. well, changes are coming to a drive-thru coronavirus testing site in hayward because of high demand. you can see these lines from sky 7. staff say every day they had to stop more people fraught gom ge into the line and the wait can be up to four hours. the testing site on cal bay campus is moving locations and starting in two weeks starting at the sky west golf course and you do need to have an appointment if you decide to go there. certain trends seem to be stabilizing but the state still has a ways to go. yesterday california reported more than 391,000 cases in total. after more than 9,000 new cases each on saturday and sunday. the state reported about 6,800 additional cases on monday. the rate of growth for hospitalizations is 16% over the past two weeks, which is marking a steady decline.

>> 50, 28 to 16. that's an encouraging sign. we are seeing a reduction in the rate of growth, but a rate of growth nonetheless. >> now, the rate of people testing positive for coronavirus in the state is holding steady at 7.4%. another san quentin death row inmate has died possibly because of coronavirus complications. 58-year-old troy ashmus will be the 13th death linked to the death at this prison. he has been on death row since 1986. he was convicted of first degree murder and other crimes. san quentin has reported nearly 2,100 cases of covid-19. that is the largest prison outbreak in california. the manhattan lawyer who investigators believe attacked a federal judge's family over the weekend may have carried out a similar shooting in southern

california. roy is a self-proclaimed anti-feminist. he was found dead from what is believed to be a self-inflicted gunshot wound 100 miles from judge salas' new jersey home. he killed her 20-year-old son and critically injured her husband. he held a long-standing grudge against sals calling her lazy and incompetent. spoke with abc7 news in 2007 when he filed a lawsuit against night clubs over their ladies nights discounts. >> i'm now trying to turn the tables of equality who have changed this country. >> federal agents are investigating a potential link between a deadly shooting in san bernardino county earlier this month. the mo was identical to this

attack and the gunman was diss can disguised as a driver. they asked a judge to lift a gag order and impose sanctions on the attorney general for violating that order. derek. schauvin is charged with second degree murder and manslaughter in floyd's death and three other officers are charged with aiding and betting murder and manslaughter. >> i don't need law enforcement in oakland. i need testing. i need personal protective equipment. strong words from oakland mayor libby schaaf after president trump threatened to send federal forces to her city. fierce clashes in portland between protesters. part of oour effort to build a better bay area focuses on issues of race and social justice. laura martinez has this story. >> oakland is a mess.

we're not going to let this happen in our country. >> reporter: oakland was among the list of cities president trump said would soon see more federal law enforcement following the recent unrest and deployment in portland. >> we have more federal law enforcement in portland they have done a faptastic job. >> reporter: during midday show, oakland mayor libby schaaf says the president is not doing his job protecting us from the pandemic. >> i don't need law enforcement in oakland, i need testing. i need personal protective equipment. we need direct income support for people who are out of work. >> reporter: during his daily press briefings, governor newsom answered the question whether the state has been given a heads up from the trump administration's plans and what his response would be. >> the answer is no and we would reject it. >> reporter: at a local level founder of together we stand fernandez has organized black lives matter protests in the bay area. she feels militarized police

force is what got us here in the first place. >> you cannot police a community with a military mentality. >> reporter: fernandez feels like the focus today should be about education, not to send federal troops into cities. >> we really need to be putting our federal dollars and energy into building up our community. not sending in military force. it's counterintuitive in every way. >> reporter: the oakland police department released this statement in response to president trump's comments. quote, the oakland police department has experienced peaceful demonstrations, marches and protests for well over a month. it went on to say the oakland police department and the city of oakland has not nor would we request federal assistance to address crowd management within our city. reporting from the news room, lauren martinez, abc7 news. well, the giants and the a's are going head to head again

dissatisfaction with systemic racism in our country and i wanted them to know that they got to make their own decisions and we would respect and support those decisions. >> kneeling for the anthem was started in 2016 as many of us know by former 49ers quarterback colin kaepernick to call attention to those issues. the giants won last night at 6-2 at the coliseum. >> thank you, jobina. the coliseum, as we know, looed a bit different at last night's game because look at those cardboard cutouts. smiling places replacing fans in the stands and even some oversized teddy bears got some seats behind home plate. but look at this alliyssa made history. the first woman to coach on field when she took over as first base coach. >> kind of looked at, well, should i go pack to work?

and warm spot being san jose 61 and antioch 62. hayward and also oakland at 60 and right now san rafael 64 degrees. your commute a little breezy north of the bay bridge and little choppy there and more comfortable on mass transit today with temperatures mainly in the 60s and 70s around most neighborhood. here's a look at the north bay. 58 and clouds at 8:00 and barely sunshine at 10:00 and 63 and a mix of sun and clouds this afternoon and upper 70s until we get to the evening hours and sunshine at 66. east bay we're stuck in the 60s in most neighborhoods all day but upper 60s. i wouldn't be surprised if we hit a few 70s here and there. 61 at 8:00 and for san francisco, a little breezy today with 50s through 10:00 and all the way to 8:00. a high of about 64 degrees today. let's head back to jobina and talk about the morning commute. hi, jobina. >> hi, mike, thank you so much. good morning, everyone. we have a number of construction projects out there on our roads that are shutting down.

a number of different lanes but really what i want to get to on the map here. the 101 alemany project. traffic is being diverted to 280. you see that purple line there on the map. that is just indicating a full closure for everyone. also, as you heard kumasi earlier in the show talk about the fire that is in oakland. it's on stree streets but once you hop off of the exit there, you will see it and it looks like the roads are closed there between at least 23rd and 31st. heads up to you there in oakland. tracy to dublin. 25 minutes for that drive time. and highway 101 to cupertino a 14-minute ride. as we head out here live looking at the san mateo bridge and the traffic in the area beginning to pick up certainly as

temperatures in the mid to upper 80s there and into yosemite and sea breeze making it to sacramento today and 78 and 79 today in l.a. now an abc7 news live desk update. at the live desk, as more states start moving towards mask mandates president trump is calling it patriotic as he tweeted a photo this right here of himself wearing a mask, he wrote, quote, many people say that it is patriotic to wear face masks when you can't socially distance. there is nobody more patriotic than me, your favorite president, end quote. this came just hours after he said he would bring back coronavirus task force briefings at the white house starting as soon as today. the president has not considered a mask mandate and he wants people to have a certain freedom. >> thank you, jobina. for the roughly 4 million californians currently receiving unemployment benefits this is a pivotal week. aid from the federal government giving an additional $600 a week

in jobless payments is coming to an end. while some in congress are calling for an extension, others say the money is preventing people from going back to work. liz has more on this debate. >> reporter: millions of californians out of a job because of the coronavirus pandemic have been given a lifeline from the federal government. $600 in unemployment aid. mark was happy to see the money when he stopped working in march but also surprised. >> it turned out i was making more on unemployment than i was working. and that's why i kind of looked at, shed i go back to work? >> reporter: mark did go back to work -- >> you have to do the right thing. >> reporter: not alone in that dilemma. a study from the university of chicago shows 70% of unemployed benefits receive more in unemployment than their earnings. should the aid be extended when it expires this month?

is it helping or simply preventing people from going back to work? >> yes, that is a concern. but one should keep the overall environment in mind in which this is playing out. >> reporter: an economist with the california policy lab, which has been studying the impact the additional $600 in federal aid has had on unemployed californians. without that money, about half of those currently receiving benefits, about 1.7 million californians will be below the poverty level for a single person. >> basically you're saying this $600 a week is pretty important to a lot of californians. >> it is very important especially because many of them come from sectors that are still hurting because the virus has not been defeated. >> reporter: now less than a week before the final federal checks are sent out and lawmakers have yet to agree to sign the benefits. steve mnuchin have reservations. >> we'll make sure that we don't pay people more money to stay home than go to work. >> we have an obligation to help these families stay afloat and

whether it's going to be $600 or $500, whatever the number is, i think that we have to make that the red line. >> reporter: abc7 news. look at this, instagram is getting in the ring with tiktok. preparing to launch an alternative to the popular video site called instagram reels. 15-second videos with music and sound and then upload them to their stories. instagram has not given an official launch date for this new future but they are already testing the platform in india. >> let's do it, guys. >> are you ready? i'm not on tiktok. i feel like i missed the boat. maybe i get on this one while it's fresh, i can do it. >> i'll be right behind you. >> it's not too late for either of you. i love tiktok. what i'm curious is how instagram is able to do this because they took the stories

just a little curl there off shore. that's the area of low pressure that is keeping us in this deep marine layer and keeping that strong onshore wind and that's why we will have below to near average temperatures today with mid to upper 70s through most of the south bay. los gatos and everybody else 70 to 75 on the peninsula. right near 60 along the coast today with low to mid 60s in downtown, south san francisco and sausalito. upper 50s the north bay coast. mid to upper 70s through most of the north bay valleys. along the east bay shore, we'll have upper 60s for berkeley, oakland, richmond 66. low to mid 70s else where and into the east bay valleys about 80 to 87 degrees. tonight we'll fall back into the 50s, once again, with the same amount of cloud cover and little more drizzle for the morning commute. tomorrow is one of our cooler days before friday shows up. that's one of our breezier days and you can see the calmer and warmer weather as we jump about five to eight degrees this weekend. kumasi.

hey, welcome back. about 4:55 this morning. i wanted to show you the fire forecast for august and the legend is down there in the middle and it's red and that means we have an above average chance of wildfires in the northern third of the state, which does include the north bay. air quality advisory and the air quality district mandated it again today.
