now at 6:00, the erffort to give kids a quality education at home. there is a lot of support coming in for local students gearing up for more virtual learning. how you can help. >> good morning, it is thursday, july 23. we are almost thertherther mike, sounds like it will be pretty decent. >> yeah, i think that it will be a nice day. maybe a touch warmer than yesterday with some sunshine, but nothing that will be too uncomfortable. let's take a look at the ingredients out there this morning, plenty of cloud cover just like the last couple mornings. temperatures exactly the same in the mid-50s to low 60s, but not nearly as moist as it was yesterday. there is not as much mist and drizzle hanging in the air if at all. temperatures as we head towards noon, 69 to 77, 77 to 84

the afternoon. so very comfortable for us especially with dry air. and then back into the 70s by the time we get to 7:00. we'll talk about the warmer weekend coming up. and there is a rush going on throughout the bay area to get students the tools they need so they can properly learn from home. today you will hear more about this from the state superintendent as there is still a digital divide in so many communities. education is one of the areas that we're focused on as we try to build a better bay area. and there is some good news because there is something that we can do to help. julian glover is joining us with more. >> reporter: yeah, that digital divide, the difference between students who do have access to a laptop and those who don't, it is a critical issue and we expect the state of california to be announcing today steps they are taking to close that gap, but there are also things that you can do at home. we'll tell you about that in a

second. again, the divide was a major concern in the spring when learning moved on line. and while some progress has been made, much more still needs to be in oaand,het ar o wayoo do nave group oakland undivided raised more than $12 million to make it happen. laptops and also wi-fi hot spots, those will be provided to students starting in early august. in the south bay, there will be a drive-thru device donation happening today in san jose. the city is asking you to drop off a used laptop or chrome book that will then be refurbished for the 14,000 students in san jose that are trying to learn without the proper tools right now. that did he nation drive is happening this evening from 4:00 to 6:00 p.m. at the berryessa branch of the library there.

and they will also accept cash donations to help them pay for the refurbishment of those laptops and get them to kids in need. we expect to hearhos, at 1:00 p what the state will be doing about this huge issue. julian fwluf glover, abc 7 news. a new poll finds only one this ten americans think that schools should open without restricti restrictions. most surveyed believe that mask requirements and other safety measures were necessary to restart teaching in person. and three in ten said that teaching kids in classrooms shouldn't be happening at all. the united states is closin any country in the world. deaths are up 12% from last week. and nine states california are reporting record hospitalizations. more states are taking a more

aggressive stance to stem the spread mandating masks and closing more nonessential businesses. dr. fauci says the worst though may be yet to come. >> i don't see this disappearing. we are certainly not at the end of the game. i'm not even sure we're halfway through. >> there is some economic concern as well. more than 25 million americans stand to lose the $600 unemployment benefit as early as this weekend. and that is unless congress takes action. two cafeterias that serve white house personnel are closed after a person tested positive for covid-19. the cafeterias are not in the white, but adjacent to it. abc news has learned that the white house sent an email to staff telling them there is no reason for alarm since staff are supposed to wear masks and gloves when preparing food. they started contact tracing but the white house says there is no need for any staff to

self-quarantine. at the live desk, we have an update on the situation unfolding in portland, oregon. you heard in the last half hour how mayor wheeller was teargassed by the federal agencies he is trying to remove from his city. wheeler was joined -- or was joining the demonstration and called on the federal -- the deployment as unconstitutional. >> i think that it is right for me as the mayor and the police commissioner to be out here for people who are demonstrating. >> local business leaders also gave wheeler an earful for not reining in the protests weeks ago and before the federal government sent in agents, they say week of unrest have decimated their shops and restaurants already hurting because you of the pandemic.

about 1,000 protestors joined in on the demonstration in downtown portland last night, it is the 60th continuous night of demonstrations in the city since george floyd was killed. happening today, congressional panel will vote on redistricting one of the biggest powers held by presidents and that is the right to grant pardons. house democrats are pushing a bill that would discourage presidents from granting pardons to friends and family. the another proposed bill would ban presidents from pardoning themselves. it is unlikely either one of these will actually become law. this push by democrats follows president trump recently commuting the sentence of former aide roger stone. the funeral today for c.t. vivian. >> and also why apple's co-founder steve wozniak is suing youtube. and a few small steps forward today as a wind shift will bring us slightly warmer

6:09 on a thursday. thanks for hanging out with us this morning. let's take a look at some neighborhood temperatures. 60 in redwood city. a little bit of fog around half moon bay. 60 along the east bay shore. and here is a look at san jose, 59. seasonal temperatures if you are out exercising. if you have a pool or access to one, you're lucky in my book. strong sunshine, so be careful out there. could burn quickly. north bay, much faster sunshine today and temperatures in the

upper 70s to low 80s this afternoon. as far as the east bay, we're stuck in the 60s through noon and then low to mid-70s from about 1:00 to 5:00. 62 though at 8:00. san francisco, we're in the 50s through 8:00 and then a mixture of sun and clouds and mid-60s during the afternoon hours. we'll look at the weekend coming up next. good morning, everyone. so we have a problem in san mateo right now. a three car crash there, this is going to be on westbound 92 just before 101. one of those cars has turned on its side, at least two lanes are blocked, speeds down to about 7 miles per hour in the area. an ambulance has been called to the scene as well. and you can see the red line is beginning to form there. this is going to slow down everyone going on to the san mateo bridge. so we'll bring in a live camera showing you the san mateo bridge. and we can see that the backup

is extending to the eastbound side. so you can see that it is moving, but that righthand side where you see the brake lights, that is where people are making their way toward the peninsula and you will definitely come to a halt once you make your way toward the end of the bridge. happening today, a private funeral will be held in atlanta for civil rights pioneer c.t. vivian. the 95-year-old passed away last week of natural causes. he was a friend and confidant of dr. martin luther king jr. he was awarded the presidential medal of freedom by barack obama in 2013. yesterday a horse drawn carriage took his casket from the georgian capitol to king's tomb. steve wozniak is suing youtube and going. he says that it failed to remove

down from the gulf of alaska, and that will bring us cooler weather tomorrow before the bump up this weekend. so 80 to 85 in the south bay, 73 to 80 on the peninsula. 82 to 64 with partly cloudy conditions along the peninsula coast. near 70 in downtown south san francisco, sausalito.sausalito.l 69 in richmond, 71 at berkeley to 78 at free month. and east bay valleys, 84 to 89 is our spread here. temperatures about the same tonight, mid-50s to low 60s. cloud cover not as extensive in the north bay. and inland east bay neighborhoods. so we drop about six degrees tomorrow, but four to ten degrees warmer for saturday. temperatures close to average, 60s at the coast, mid to upper 70s afternoons bay and upper 80s to will he 9 to low 90s inland all the way through next wednesday. and let's bring in ginger

first hurricane of the season quickly became the first major hurricane. this is douglas, category 3. drier air will take some energy away from this as it heads toward hawaii this weekend, but there could be very gusty winds, dangerous surf and some flooding rain. we'll watch it for you. you won't be able to visit san francisco's ferry building at least for now. the ferry building is considered a mall and so the city is saying it has to close. can still stay open becaus have outdoor sgraentrances and farmers market will still

better bay area. in san francisco, more than 5500 people have tested positive for covid-19 and even more tests are backlogged. so now the city is expanding testing to help. amy hollyfield is live at pier 30 with what is being planned. >> reporter: yeah, city leaders are concerned, they have announced new strategies to address this issue especially the demand for tests. that will include adding 400 more tests available every he sit atr on the embarcadero. so more tests here every day, but you will also see more tests around the city. they are adding two new mobile pop-up testing sites deployed to areas disproportionately impacted by the coronavirus. and they also added a third long term site on the southeast side. they say this will increase the testing capacity by 45%. and they need residents to do

their part to slow the spread. >> i'm tired of living in this covid-19 world just like you are. but the sooner we all act responsibly the sooner we can get back to reopening our city. >> reporter: an average of 79 new cases are diagnosed in san francisco every day. city officials are worried that if the curve doesn't start to flatten, the city could face a situation like we saw in new york city by next month or early fall. reporting live in san francisco, amy hole fiellyfieldhollyfield,. and a new testing site at the marina village research park, the test free and this one says that it can get people their results in 15 minutes. 380 people had an appointment and more than 400 were walk-ins. >> they started lining up at 4:00 a.m., they had their lawn

chairs and some people had sleeping bags and blankets and snacks. >> city health urgent care is partnering with the city of alameda to offer this testing. site is open 7 days a week through at least september 22. happening today, senate republicans expected to present their new stimulus bill, this comes as millions of americans face losing that extra $600 in federal unemployment benefits. and that could happen at the end of this month. jobina is tracking all these developments from the live desk. >> with millions of americans unemployed right now, congress is divided on whether or not to continue giving them those extra unemployment benefits. and there are more concerns this morning. senate majority leader mitch mcconnell isin said g an $1200 s check and there is $105 billion for schools included in the republican's plan. but there is also concern from gop members about spending. >> i'll introduce a bill in the

next few days that is a starting place that enjoys fairly significant support among republican senators, probably not everyone. >> the sooner we can see their bill, the sooner we can understand our differences more clearly or our similarities. >> and then start negotiating. >> some republicans want to reduce the unemployment benefit to $400 per month, but democrats are pushing to keep the $600. democrats are also staying unified behind their own $3 trillion proposal that the house passed in may. one more county has been added to the state's watch list. butte county is now on the list. it joins more than 90% of the state. 35 of the 58 counties are now on the watch list. so where does your county stand? you can check out our interactive feature at abc7news.com. you can see not only how long

possibility of drizzle there in the higher elevation. otherwise breezy and choppy day four of that small craft advisory. east bay valleys, in the 60s through 10:00, but sunny and mid-80s this afternoon. another gorgeous evening on the way. peninsula, sunny and 66 by 10:00. 71 at noon. mid 70s to upper 70s this afternoon. and then 67 at 8:00. and for the south bay, we'll be sunny and 67 by 10:00. some low to mid-80s during the afternoon hours. and a very nice 70 as we head through the evening. we'll pull black the temperatures a little bit tomorrow before a warming trend this weekend. and now time for traffic. unfortunately, i'm covering a couple crashes right now involving some pretty serious injuries. i'll start with the newest crash that is between a bringing rig

and two small sedans. two lanes are blocked southbound 680 at the andrade road off ramp. oil and antifreeze has spilled, so they have called out crews to clean that up. so you can expect a backup to be extensive until they can get that out of the way. hopping over now to san mateo, this is westbound 92 just before 101, a multicar crash, at least one car is on its side. ambulance called out to this as well. speeds tudown to about 7 miles r hour in this area. and this is a live look showing you the san mateo bridge and you see that traffic is slowing as people make their way towards the peninsula. but it will come to a halt once you get also this morning, san francisco is testing out car-free streets to boost business. they approved closing a portion of valencia street starting today through sunday. the road will be closed between

a little bit of a breeze blowing through san francisco this morning as you see from the ferry building. 55 degrees under cloudy conditions. let's take a look at your day planner. just a touch warmer, even at noon we're 69 to 77. the breezes will kick in a little sooner today. 77 to 84 away from the coast where we'll be near 60 this afternoon. we have thunderstorms still possible in the sierra, but unlike the last two days, there is no red flag warning. 77 at tahoe, 81 yosemite, 91 i sacrament sacramento, 70 in monterey. pretty quiet across the state. education is a major focus for us here at abc 7 as part of our mission to build a better

bay area. the school year is coming up in a matter of weeks. and today state superintendent tony thurman will address the digita divide that is facing families all over california. and julian glover is live with that and the progress that one district is making. >> reporter: that is what we all want, right, as we shift the focus from in-person learning to distance learning for the upcoming school year. we'll be hearing from the ste pentennt at you about the digital divide and what oakland usd is doing to close it. so of course we know the divide was a major concern when schools an bankruptcibruptly closed in and learning moved online. while some progress has been made in getting laptops to students in need, much more still needs to be done. in oakland, they just announced 25,000 chrome books are on the

p.m. today. julian glover, abc 7 news. east bay congressman will hold a town hall on education today. he will be discussing how the covid-19 pandemic will impact schools in the fall. the contra costa county superintendent of schools and former director of health services will also be speaking. the town hall begins at noon, it isoff the phone. you can register to attend on the congressman's website. and while some schools plan for distance learning, another idea being considered is that some classes that usually take place indoors move outdoors. the american kacademy of pediatrics backs outdoor learning, but an infectious disease expert urges everybody to take masks. >> whether you are inside or outside, you are conducting a class outside, you should still be trying to place the students so they are at least 6 feet

apart from each other. >> you can see more about outdoor schools coming up on "good morning america" at 7:00 right here on abc 7. now to your morning money report. the u.s. labor department just released this week's jobless report. more than 1.4 million people filed for unemployment benefits last week, which is slightly higher than economists were forecasting. it snaps a 15 week streak of decreasing number of claims since the high in march when the pandemic shut down the economy. more than 16 million people are continuing to receive benefits. and right now taking a live look at the new york stock exchange, you can see that we're down right now about 65 points. here at abc 7, we're ghitsed to committed to helpinging to build a better bay. in our weekly segment job hunting with jobina, we're looking at ways to help get our community back to work. and this week she has a job
