"abc7 news" at 11:00 starts right now. >> building a better bay area for a safe and secure future, this is "abc7 news." >> tonight, san francisco is taking a bold step to help thousands of students in need with distance learning. they're turning dozens of public facilities into so-called learning hubs to help kids succeed. >> the pandemic has created unforeseen challenges for parents, students and teachers. that's why education is a major focus in our building a better bay area efforts. cornell bernard takes a closer look at this innovative plan. >> it was frustrating trying to teach my kids. ed and concerned five kids tackling distance learning again this fall after a

challenging spring and summer. >> you have a lot of kids in this district who are like so behind right now who really needed that help. >> reporter: the city has heard those concerns and is launching abunprecedented educational assistance program, helping 6,000 students with distance learning needs. >> technology support. >> reporter: this fall, dozens of rec centers, libraries and community centers will be transformed into so-called learning hubs, where young students struggling with online class work can go and get support and assistance in smalla groups. >> we'll be able to provide kids with structure, physical activity, and a little bit of community and mentorship. not everybody has that. >> reporter: matt rizzo likes the program. >> it will help multiple types of families. >> reporter: the mayor said in a statement --

>> any efforts to bring them back to get that same effect as if they were in school, anything helps. >> reporter: five rec centers will provide emergency child care for essential workers who qualify, like devina. >> that is amazing. that is amazing, a really good thing. >> reporter: enrollment for the program starts next month. it's set to begin in september. cornell bernard, "abc7 news." some unfortunate coronavirus milestones today. the state tallied a record high number of deaths from wednesday, 157. california has more than 425,000 diagnosed cases of coronavirus. that's the most of any state in the country, even new york. in the bay area, hospitalizations set a record for another day with 756 patients. in the south bay, san jose is one of a dozen cities being

monitored by the trump administration. dr. deborah birx named the city in a private phone call. >> audio of the call was obtained by the center of public integrity. but the center doesn't include san jose in its reporting. the mayor says he hasn't heard from the white house. >> i can't speak to why the white house selected particular cities, but it seems as though the common theme is the mayors had any contact with the white house about this. but our work is the same. we need to focus on reducing our transmission rate. >> in a statement, the county of

santa clara said the increase in cases demonstrates the need for a coordinated and national approach to the pandemic. santa cruz county is now on california's watch list after a surge in covid-19 cases, and the county's fourth death. the area has seen hundreds of new coronavirus infections in just the past two weeks. >> this is a dramatic change for the county of santa cruz. so far we have not seen a huge increase in hospitalizations or deaths, although we are beginning to see the impact on our hospitals. >> i already had it all down, i was dreaming how we were going to open to make everybody safe. >> once the county goes on the watch list and is there for three days. indoor operations will have to close at gyms, salons and malls. so where does your county stand? check out the entire state with our interactive feature at abc7news.com. ski not only how each region has been on the list, but why the state is keeping an eye on the spread of the coronavirus there.

distance learning will likely be the norm this fall, but that approach doesn't fit all students. amanda del castillo introduces us to a south bay family of a more specialized approach. >> reporter: jacob was diagnosed with global development delay, but his plas will be distance learning only in the fall. now his mother, kristen, is desperate to find in-person options. >> it would be beneficial for jacob, who can't focus on a zoom meeting for more than two minutes. >> reporter: she found she wasn't alone, and she fears jacob will regress further. >> ask a parent who doesn't have the training or the resources to jump in and take over, it's been incredibly difficult. >> reporter: she fears any inaction will impact his

potential. >> he mastered his abcs and he's capable of doing things. >> reporter: she said it doesn't help that today's normal requires explicit help from the state. that's what i found also. this school district is not alone in its search for a solution. the superintendent saying in part -- >> reporter: the local teacher's union acknowledging it's a complex situation before directing it elsewhere. even if superintendents applied for a waiver, the teacher's union would need to agree and ultimately the governor's office. in san jose, i'm amanda del castillo, "abc7 news." alameda county sheriff deputy oscar rocha passed away

tonight after battling covid-19. he was a 25-year veteran of the department and well known in tia courthouse where he spent most of his career working. he also worked at the jail in dublin where there is a covid-19 outbreak. major news from president trump tonight. he's canceled the florida portion of the republican national convention, saying it's not the right time for a big convention. here is that story. >> reporter: president trump thursday canceling republican convention events in florida ahead of election day. >> thank you very much. i'll still do a convention speech in a different form, but we won't do a big, crowded convention per se. it's just not the right time for that. >> reporter: his announcement as the cdc warns the coronavirus death toll could reach 175,000 in about three weeks.

hospitalizations up in 41 states and puerto rico. one hospital so overcrowded, hospital officials are creating an ethics committee to decide which patients to treat. >> it means that patient had a very small chance to make it out alive. perhaps it's more sensible for the patient and family to go to their home and to have care there. >> reporter: as the situation agrees more dire, the debate over reopening schools heating up. now nine of the country's 15 largest districts opting for remote learn. president trump making it clear he believes reopening schools is connected to economic reopening. >> it's critical to ensuring that parents can go to work and provide for their families. >> reporter: many families facing incredible loss and warning others to take precautions. this tennessee dad urging people to wear masks after his wie died from the virus. she had been by his side over half a century. >> i miss her so bad.

every day. every minute. when it hits home, it really hurts. you realize what's going on. >> reporter: so much loss, so many struggling financially, as well. many unemployed americans were getting $600 a week in benefits. that could change unless congress acts. all eyes now on washington as both parties try to hash out a deal. this was opening night for the giants and dodgers after a four-month delay because of the pandemic. the two rivals began the season at dodger stadium. but the usual fanfare was replaced by an extraordinary pregame ceremony, and this video that played on the scoreboard. >> for all of us that can -- >> 8 minutes and 46 seconds. >> to do what is right. >> to say something. >> to acknowledge the pain of the black community. >> you have cheered for us. but we need you to cheer with us now. >> we need you the most. >> black lives matter.

>> both my parents were out. >> reporter: his parents spent more than 35 years working in construction and housekeeping. >> my parents actually grew up poor in china. they actually borrowed money for the plane ticket to fly to america. they worked every single day of their life. >> reporter: that hard work put simon and his two siblings to to school. dad kept the entire cash savings in a safe. >> they took everything from it. >> reporter: i just got off the phone with a law enforcement official who didn't want to go on camera, but says asian-americans are targets for these crimes because they often times keep cash in their home. here's what simon says police told him. >> they're like, wow, we can actually almost see the other house that was broken into two hours prior to yours. >> reporter: at least three others have come forward, saying

and students of color. >> the mayor called the students the future leaders of oakland and encouraged them to get involved so they'll know how to run their own campaign. san francisco's iconic ferry building is back open for business. two days ago it was shut down in accordance with a public health order after being classified as a mall. today, the company that owns the building says it's now classified as a transport terminal, which includes the statewide order. businesses can now resume indoors. breweries are experiencing an unprecedented short an bars and cans. people started buying beer at grocery stores, creating a demand for cans and created a global shortage. >> when the keg business went away, every brewery out there is like how are we going to continue to make money? and everyone moved into cans. that's what we did.

>> construction has started on three new ask manufacturing plants, but they won't make a dent in the can shortage for at least 18 months. >> now your accuweather forecast with sandhya patel. >> good evening, everyone. our weather is bay area. it's not so quiet in the central pacific. we're watching hurricane douglas. look at this storm, a category four. you can see a bell defined eye of this storm. this system has intensified in the last 12 to 24 hours. it is expected to weaken by the time it heads towards hawaii, as either a category 1 or a tropical storm. now, the biggest impacts with this is going to be the tough swells, the heavy rain and strong winds. so if you have travel plans, keep that in mind. the impacts will be this upcoming weekend. the fog near the coastline.
