their jobs are set to lose their federal unemployment benefits which expire tomorrow. >> we begin our coverage with the surge of infections. this morning, new video of people defying mask orders at this outdoor worship service in redding, california. ♪ the group started on a facebook page called let us worship and says it's the start of their tour through five cities in california. according to a local public health official the organizer said it would be a small event so a permit was not required. it comes as california reports its highest number of virus deaths in one day pushing the total death toll in the state over 8,000. the frustration boiling over at this testing site near san francisco with people waiting in line for hours. >> this is a crisis, a pandemic, an epidemic, whatever you want to call it. this should be a top priority. >> reporter: across the country the number of cases now surpassing 4 million, the total doubling in only six weeks. according to an internal fema memo obtained by abc news overnight, staffing shortages in alabama are, quote, increasing

the strain on the health care system. and hot springs, arkansas, has seen a nearly 200% increase in infections in the last week. in florida where cases are surging, 55 hospitals no longer have any icu beds available. miami's mayor is now urging people in multigenerational homes to wear a mask inside their home to protect their loved ones. >> data shows it decreases transmission. it's not easy to keep a mask on and keep six feet away from everyone in small homes. >> reporter: president trump has now cancelled the jacksonville florida portion of the republican national convention citing a flare-up in cases. >> i looked at my team and said the timing for this event is not right. >> reporter: earlier this week, jacksonville's sheriff raised concern about that event. >> with less than 40 days until the expected republican national convention is slated to arrive in jacksonville, i am compelled to express my significant concerns with the viability of this event. >> reporter: dr. deborah birx from the white house coronavirus

task force is now warning leaders of these 11 major cities seeing a surge in cases to take immediate action. >> this is really critical that everybody is following this and making sure they're being aggressive about mitigation efforts. >> reporter: dr. anthony fauci is acknowledging it could be another year before life returns to normal in the u.s. >> the timetable you suggested of getting into 2021, well into the year, then i can think with a successful vaccine, if we could vaccinate the overwhelming majority of the population, we could start talking about real normality again. >> reporter: but with coronavirus testing resources scarce, a potential breakthrough in covid tracking, instead of testing only people, research teams at the university of oregon are testing buildings swabbing surfaces and air ducts and taking air samples. >> we can't test every person every day, but we can test every building every day. >> reporter: a senior living community in oregon says it's already seeing results after

the technology detected the virus on three surfaces including a worker's keyboard. >> it was a great detective story. ultimately that offered us five days advance warning before any of the employees that tested positive actually showed symptoms. >> reporter: as promising as it sounds, experts warn testing surfaces in buildings should not replace wearing a mask and social distancing. $600 in weekly unemployment benefits from the federal government will expire tomorrow for millions of americans. a new proposal from congressional republicans would limit those benefits to 70% of what a worker earned before losing their job, but democrats want to extend the current benefit until next year. negotiations continue. some discouraging news about the restau a new report from yelp reveals that 60% of restaurants that temporarily shut down because of the pandemic have now permanently closed their doors. the cdc has issued new guidelines for re-opening schools strongly recommending kids return to class except in coronavirus hot spots. doctors say children are less likely to become seriously ill

if they're exposed to the virus and they say kids who have been stuck at home for months are more at risk for mental health problems. but the cdc is warning parents to be vigilant about taking precautions, making sure children wear a mask, wash their hands and follow social distancing guidelines. next a legal win for protesters in portland, oregon, tensions have been rising after federal agents were sent to the city to protect government buildings. now a judge is restricting the force those agents can use. abc's andrew dymburt has the latest. >> reporter: this morning, a legal victory for protesters in portland who have been demanding police reform while railing against the presence of federal agents in the city. crowds turning violent at the federal courthouse this week. many protesters claiming they've been arrested by law enforcement in unmarked vehicles. the homeland security department insisting the agents are acting appropriately saying their mission is to protect federal property. but a judge now issuing a temporary restraining order barring federal agents from arresting or forcibly removing

legal observers or journalists from a protest without probable cause. the justice department arguing during the case that federal officers have been facing extraordinary circumstances from, quote, violent opportunists. >> i actually want to see this. >> reporter: the decision coming just hours after portland's mayor was teargassed during a protest. >> this is an egregious overreaction on the part of the federal officers. this is not a de-escalation strategy. this is flat out urban warfare. >> reporter: the chaotic scene in portland comes as the president announces a surge of federal officers into u.s. cities including chicago for a different reason, to fight crime and gun violence. on fox news last night, the president said he's willing to send more federal law enforcement personnel into cities, but he acknowledged he'd need the green light from the states. >> if they invited us in, we'd go in with 50,000, 75,000 people. we would be able to solve it like you wouldn't believe and quick.

>> reporter: meanwhile, the justice department's inspector general has launched an investigation into the actions of federal law enforcement officers in portland as well as right here in d.c., kenneth, mona. >> andrew, thank you. china's retaliating after the trump administration ordered beijing to close its consulate in houston. china overnight ordered the u.s. government to close the american consulate in western china. the chinese had until today to close their houston location amid claims that agents were running a, quote, spy center. beijing denies the charge and is calling on the u.s. to change its, quote, wrong decision. breaking overnight, tropical storm hanna has formed in the gulf. it's expected to make landfall in texas as early as tonight. some areas could see up to eight inches of rain from the storm. meanwhile, we're also watching tropical storm gonzalo which could become the atlantic's first hurricane of the season later today, and in the pacific hurricane douglas is moving toward hawaii with winds of up to 120 miles per hour. it is expected to impact the

islands over the weekend. >> let's take a closer look now at your friday morning weather. it's monsoon season in arizona and that means flash flooding like this in tucson. more rain is in the forecast there today. looking at the radar, severe thunderstorms are expected today in the northern plains and the dakotas where an isolated tornado is possible. temperatures in that area will feel like 105 degrees tomorrow. checking today's high temperatures, 86 in chicago and new york, low 90s from kansas city to salt lake city. 70s along the west coast today. coming up, a major cocaine bust on the high seas. also ahead, calling out sexism and misogyny on capitol hill. new reaction to a powerful speech by congresswoman alexandria ocasio-cortez. and later how the pandemic is changing what we eat.

back now with the u.s. coast guard seizing 55 bails of cocaine in the caribbean sea thrown overboard by smugglers. although those bails weigh 3,000 pounds, the cocaine is worth about $39 million. a new poll in the race for president shows something few people expected. former vice president joe biden now leads president trump by 13 points in florida. the quinnipiac poll finds biden with an even bigger lead when it comes to handling the coronavirus. congresswoman alexandria ocasio-cortez has condemned a fellow member of congress accusing him of verbally assaulting her. abc's megan tevrizian has her powerful message and reaction from both sides of the aisle. >> reporter: this morning, new reaction after tense moments on the house floor with new york

closely tracking after an increase in positive covid-19 cases. lauren martinez is joining us live with the details. >> reporter: good morning. city officials say that they were not made aware of the concerns coming from the white house. coronavirus task force coordinator dr. deborah birx named the city in a private phone call. according to the center for public integrity, they obtained audio of that call. but other than the audio, the center doesn't include san jose in its reporting. the mayor says that he hasn't heard from the white house about this. >> i can't speak to why the white house spoke to specific cities, but it seems that the mayors never had any communication with the white house about this. so regardless, our work is the same. we need to focus on reducing our transmission rate.

>> reporter: in a statement the county of santa clara said the increase in cases in all these cities demonstrates the need for a coordinated national approach to the pandemic. reporting live from san jose, lauren martinez, abc 7 news. governor newsom is expected to give us an update on the covid-19 situation in california today. his press conference is set for noon and we will carry it live here on abc 7 and stream it on > santa uz county is now on m. california's watch list after a surge in covid-19 cases and the county's fourth death. the area has seen hundreds of new coronavirus infections in the past two weeks. >> this is a dramatic change for the county. so far we have not seen a huge increase in hospitalizations
