so often we let our gart down. we may be mixing outside of our households. it is more, not less likely that we'll see it increase in the spread, in the transmission of the virus. >> a warning from governor newsom as covid-19 cases continue to skyrocket in the state of california and across the nation. good afternoon. thank you for joining us. >> another somber record today in the state. for the second day in a row, we reported a record daily death toll. today it was 159. the day before, 157 deaths reported. inin a 718 new cases were reported. the state's test positivity average is 7.9%. it appears one community is getting hit much harder than the others. melanie woodrow is live in the newsroom with that story. >> the governor says that the

latin x community is being disproportionately impacted. the reason seems to be linked to the times of jobs held by members of that community. governor newsom breaking down the numbers looking more closely at exactly who is gettin covid-19. he says it is california's essential workers. >> who are these essential workers? >> reporter: front line workers, people like farm worker, construction laborers, cooks, cashiers and janitors to name a few. this shows the breakdown by ethnicity. green represents the latin x community. >> that's the community that increasingly and disproportionately is being impacted. not only by the spread of the virus but the mortality. >> reporter: the governor says the black and asian minorities also make up certain sectors of our economy, also considered essential during covid-19. he wants to make sure employers are supporting them to stay home if needed.

>> people feeling sick, people that may be sick. we don't want them going on work, infecting other people. >> and those on the list for three or more days, hospitalizations, ic unbeds and ventilators. in order to get off this list, counties must be within their designated threshold for all metrics for three days. >> and the governor remindeded us of those three critical steps we go all take to make a difference. wear a mask. i've got mine over here. physically distance and of course, wash your hands. >> of course. did the governor provide any specific guidance to employers for reopening? err did. he announced the release of a play book or a handbook for those employers, outlining steps for both lower risk and higher risk work places. especially at the end of the stay-at-home order. how they will get back to work. >> all right. a new play book.

thank you. today, alameda county passed the 10,000 case marshall. there was an increase of 345 cases from yesterday. five more deaths reported in alameda county. the bay area's case total is now over 46,000. the white house is monitoring san jose as one of a dozen nationwide virus hot spots. so what does that really mean? here's chris. >> reporter: as some call for greater transparency from the federal government over the coronavirus crisis, new audio obtained by the center for republican integrity offers a small glimpse into what the focus could be going forward. >> new increases in miami, las vegas. indianapolis, minneapolis, cleveland, nashville, pittsburgh, ball. >> reporter: that mention of san hoes by the coordinator of the

task force caught local officials by surprise. >> we've got to keep the focus on the purpose and not on the circus. and we know what our purpose is. we've got to reduce the spread of the contagion. and that's doing all the things that our public health authorities are telling us to do. >> reporter: city and county leaders say they were not on that wall. nor of the criteria used to mention the bay area's largest city. dr. jeff smith says the county has been working hard to ramp up testing and to encourage social distancing and proper hijack eastbound. messaging points that weren't a priority at the federal level. >> if you did an inconsistent message, pretending serving okay, makes people doubt their local situation. and that is deadly. >> reporter: this comes as more people between the ages of 18 and 34 are being diagnosed with covid-19 in santa clara county. >> it will eventually spark the

chain of transmission that will reach someone who is more vulnerable and will become ill enough to require hospitalization. >> reporter: experts say the federal government needs to do a better job of uniformity when it comes to best practices. >> all states and counties and regions can at least try to follow a uniform approach. that has been very difficult for us in this second phase of this emerging surge. we haven't even gotten through the first surge yet. >> reporter: abc7 news. san mateo is the only county in the bay area not on the state's coronavirus list but it is on the brink. it is the reason why public health officials are on the defense trying to get the message for people to stay ridge is handle. get that out there. chris reyes joins us live with their message.

friends. birthday parties, picnics, without basic precautions. >> we're trying to bring down the curve and people are going out and not taking this seriously. >> have a virtual birthday party. right? you feel the need to have that sort of social connection, do it virtually. >> reporter: san mateo has been on alert since the positive indicate reached 100. it is wubl of the indicators that can get you on the watch list. they've been asking the state to reconsider the metrics. >> we're saying, look at our deaths. deaths, they haven't increased. sometimes silence is golden. they may be taking into consideration. >> reporter: sandal mateo has been nervous all week. we did reach out to the governor's office to find out why they're not on the watch list. we're still waiting for a response. but maybe silence is golden.

to limit the spread like increasing filtration, disinfecting surfaces and targeted human testing. a senior living facility was tested and a virus was found on the computer key board meaning one of the employees was probably infected. >> ultimately that offered us five days advance warning before any of the employees that tested positive actually showed symptoms. >> experts say building testing should not replace wearing a mask or social distancing but it could be an added layer of prevention. a recent salmonella outbreak is growing in size. cdc officials say a telephone to 212 people have now been infect with the salmonella newsroom strain. 23, the newport strain. there are ten cases in california. they haven't identified a specific food item, grocery store or restaurant chain as the source for infections. developing news in san

francisco's mission district. police are negotiating with a man refusing to drop a metal bar and police say they're viewing it as a weapon. officers were called to 18th and san carlos streets around 11:30 this morning with a man with a possible weapon making threatening stalts. members of the hostage and crisis negotiation team are trying to talk to the man and resolve the situation peacefully but this has been going on for hours and streets in the area are blocked off. an investigation underway after a san francisco school was vandalized. abc7 news was at the armenian school on brotherhood way where graffiti was left all over the walls. there was some reference to kim kardashian. she's one of the most famous armenian americans. mask mandate. airlines tightening restrictions. what you need to know before your next flight.

mcdonald's is joining the growing number of companies that requires face coverings. anyone going in has to wear a mask. nearly 82% are in areas that already require face masks for workers and customers, but mcdonald's says it is important to protect the safety of all employees and customers. u.s. airlines getting stricter about masks. three airlines want to you wear them in the building. >> reporter: travelers we talked to at sfo told us they don't have a problem with the airlines tightening the rules about wearing masks. >> if it keeps us safe, you know, that's the key, right? >> reporter: united, southwest and american all say they want people in masks at the airport and on the flight. united says if you have an extraordinary circumstance, you can contact the airline. but southwest and american say if you can't wear one, then stay

home. >> i think even though it is a strict rule, it is good that they're taking these precautions. >> reporter: the new rules come at a time when the majority of americans are hesitant to fly. a new abc news poll found 33% of americans are willing to board a plane. 23% of those who are willing to fly are democrats. 58%, republican. >> i'm very nervous, very scared. >> reporter: latasha is flying to las vegas today. she said knowing masks will be required makes her feel a bit better about flying. >> i believe that it is fair. if you choose not to wear the mask, it's all right. it is the safest way. you can't just think about yourself. you have to think about voim. >> reporter: the airport requirement is a moot point where masks are required. so this will cover other airports including international ones that don't require masks. united's policy is already in

should take more extreme measures in battling the coronavirus including reimposing strict shelter in place orders. state senator steve glaser who represents part of comera costa county is joining us live now via zoom. thanks for your time. you say counties with a positive test rate higher than 2% should require people to stay at home. and right now as a state, we're over 7%. that would be like rewinding everything back to march. why do you think this is necessary? >> well, despite our best efforts, we have lost control of the coronavirus fight. our infections are up dramatically in the last four weeks. hospitalizations are up. deaths are up. and it is an acknowledgement that despite the best efforts of all of you and our state leaders, steps we have taken are not sufficient. if we're going to get control of this virus, and get our economy back, get kids in school, we have to take the best medicine

and that means a stronger shelter in place that will be very difficult for so many. but this virus moves from people. if we shut down that movement, we can't flatten the curve which we haven't been able to do yet. >> what are you hearing from your constituents when you raise this as an issue? the last thing people want to do is go back to shutting everything back down. >> the last thing many of couldn, my constituents want to do. they are willing to take the tough medicine if it can work and i think that's what we're dealing with. we have a cancer in our body. you can't solve it by putting a bands aid on a peminky finger. we opened too soon and the question is, have we learned from that where we can close down more effectively and stamp this virus out so we can get our

normal life back together again, sooner rather than later. >> you touched on it. ironically your critics have said you favor business too much. we have so many businesses really hurting. they're on the verge. closing for good. dome you think another full shutdown would be absolutely devastating? just crippling for so many business owners. >> i am very supportive have our small business people. their investment, dreams, right out there. they're in a difficult spot. what i say is listen. we need to get your business back sooner. the way to do that is to kill this virus. our public health and the economy are connected. we're hand cuffed together. so we want our economy to come back. we've got to take care of the public health crisis. right now we've been managing the spikes. it is still at a high level. it is setting records this week.

we can't hope away this problem. it is not going to work. we have to take tough medicine. that's what i tell them. >> let's talk about tough medicine. what is your position regarding mask enforce many. they're talking about levying fines, $100 to $400 to people not wearing masks in public. do you favor that in. >> i do. the reason that we're even talking about a shelter-in-place is because a lot of the tools in the tool box are not working. there is leakage. that only happens because of a person to person contact. failing to stay in your social bubble. most people are respecting the rules. for those who are not, and are creating the crisis, we have to take tough ste steps and say do i support enforcement. it has to go with rules and you have to have enforce many of the

rules. >> all right. we'll leave it there. thank you for your time. we appreciate i. >> you're welcome. in contra costa county, growing frustration for salons and barber shops. last month they were able to reopen. then after the surge in cases, they were ordered to close again only to be told they can only provide haircuts outside. the east bay community journalist melissa pixcar went back to see how they're doing with all the changes. >> this is a huge problem. this won't work. >> our salon is choosing not to work outside. we are choosing not to put our clients at rigs. >> to open properly. maybe you can put a tent. it is not that basic. there are legal repercussions. insurance complaints. we can't have any type of cords outside. >> when you are in 100-degree weather like we are in this area, it is not a very healthy

situation for our clients. they go get a heat stroke. so all these issues made it impossible for us to go work outside. i'm not going to put my client under that duress for me to make a few dollars. even the few dollars i make wouldn't pay for overhead. trying to drag all this equipment on a daily basis, not feasible. it is not only heavy. you won't be able to do it on your own. plus, we don't have the room to do it in. in this shopping area, we don't have anywhere we can go outside safely. >> not everybody has the space or a lands lord that will be nice to help them. how do we help all the rest of the industry in we are trained for over 1,600 hours on safety and health. keeping our clients safe. it doesn't make any sense how sitting out on a patio, eating without a mask on, is safer than

his proposal would require every resident to stay home exempt for essential trims until the positivity rate over 14 days is below 2%. the statewide positivity rate is at 7.5%. glaser says governor newsom should have a strategy to try to eradicate the virus, rather than manage its spread. you've got the mask on so i'll ask you first. i would be pretty happy if we could just manage the spread at this point. >> yeah. i hoe you can hear me. i have to wear gloves during this live shot. you have a baseball game going on. as a sports guy, i'm excited about that but i think we can manage this, just keep taking precautions. there is a mental and economical mack as well. >> and it never really changed, right? we were supposed to stay at home when possible.

will the of spare time tried to dream up a way to help the community and popularize their sport. brainstorm helps other youngsters sharpen skills and help to feed those in need. >> reporter: the high school sophomore would like to spend more time doing just that. covid-19 restrictions kept him and teammates side lind for the summer and this is one time that boredom paid dividends. >> we text each other and said let's start something. raise awareness and spread the game more. >> it was a great idea. >> i can teach kids how to play lacrosse and help people at the same time. which i really wanted to do. >> the plan offered to teach young lacrosse players the finer points of the game in exchange for the a donation to the organization in pleasant hill.
