daily number of deaths. today it was 159, two more than yesterday with more than 8,000 deaths total. the state has more than 435,000 cases and a test positivity average of 7.9%. >> now some health experts and decision makers say the only way out of this is to shut down again and start over. abc 7 news reporter has the story. >> reporter: more than 150 health experts across the u.s. say it is time to hit the reset button. they have signed an open letter to lawmakers. >> i believe everybody that signed that endorses it and sees this crisis for what it is, a crisis. that's not gotten any better. it's only gotten worse. >> reporter: the message, shut it down and start over. the warning, if you don't take these actions, the consequences will be measured in widespread suffering and death.

he says america struggle to contain the virus is evident on the world stage. >> we have seen many countries act swiftly and efficiently to quash the pandemic, and they're reopening and they're doing fine. we didn't. >> reporter: a proposal was introduced to require residents to once again shelter in place, doing so until the rate of positive tests over two weeks dips below 2%. >> our objective is to kill this virus. a shelter in place is the medicine we need to take. >> reporter: san jose, named one of 12 cities being tracked by the feds as covid-19 cases rise. county executive addressing what it would take to stop the spread. >> the only treatment we have now is setter in place. >> reporter: if we don't, health experts fear inconsistent messages, uninforced policies and pushback over mask wearing could be devastating. >> there is nothing that's ever been less political than the

that home because it becomes personal. >> reporter: it is a burden many health care workers face every day. >> grief, loss, guilt, frustration. >> reporter: dr. elizabeth says those emotions often need to be talked about. she's the san francisco psychiatrist who started the front line workers project, bay area licensed therapists providing free mental counseling to all workers from doctors the nurses and firefighters and postal workers. >> there is of course anxiety about the pandemic at large, about one's own risk of exposure to covid. >> reporter: this all began with a simple idea, a fews thking aboutow to help. it's now grown to over 150 therapists offering their services for free. she can't say how many people have reached out since the program began in march. it is funded by private

donations. signing up is easy on the project's website. >> i think a lot of nurses could take advantage of it. >> reporter: michael hill is trying to stay healthy during these times and good mental health is so important, too, for the road ahead. abc 7 news. today governor newsom announced additional protections for covid front line workers. the majority of front line workers are people of color. >> when people ask, as they often do, where are we seeing the spread, this is where we're seeing the spread, essential workforce disproportionally represented. >> reporter: he is implementing an education campaign for workers and a program to help them quarantine safely if needed and working with the legislature to expand protections like paid sick leave. in the east bay, the first bay area county to exceed 10,000

diagnosed cases. nearly half come from oakland. officials say they're surprised by numbers from the ruth's community health center showing a steep rise in covid cases among 18 to 50-year-olds. >> as i drive around the lake and see folks hanging out, i get it. we're tired. we want to socialize. but even being outside can be deadly if we're not being careful. i see folks not wearing masks at all, sharing food, sharing drinks, sharing smokes. oakland, we got to do better than this. >> this weekend place will be asking food trucks to leave. but there will be no mask enforcement. see where your county stands on the watch list with our interactive feature. you could check out not only how long each region has been on the list but why the state is keeping an eye on the spread of the coronavirus there.

a second alameda sheriff county employee has died of coronavirus complications, the department's second death in 24 hours. the officer says it was a civilian non-sworn staff member who died. last night a deputy and 25-year veteran of the force died. tonight a firsthand look at the long road back from the virus. it comes as more schools around the country introduce virtual learning plans for fall. >> reporter: tonight texas is organizing 1,200 troops under a joint command to support hospitals in multiple hard hit cities. the coronavirus taking such a heavy toll on houston, the city now announcing virtual classes only when students return the day after labor day. coming after president trump said certain hot spots may need to delay reopening schools. >> i hope that local leaders put the full health and well-being

home. >> i could have told you three or four weeks ago this would ever happen. and the south bay was calling a viral video deeply disturbing and appalling. the video shows san jose police kicking a woman and then dragging her while she's handcuffed. in a follow up, this was not a case of an officer being confronted with violent conduct, at most resisting. in a statement, the police chief says the woman was pulled over because the car was wanted for earlier instances of evading officers. the chief says an internal investigation is underway. valet hoe police released three new body cam video tonight when a young man was shot and killed by a police officer. >> don't move. do not move! >> do not move! >> officers ordered shawn not to move after firing shots at him through the front windshield of

their windshield. police said they thought he had a gun. turned out to be aal thsdr vids d s whaefe wasprotes. organizers don't want them to renew a contract with the sheriffs office, demanding african-american studies program. in a statement tonight, stanford said they had reached out to organizers and taken steps to advance racial justice, including starting a community board on public safety. in san francisco protesters on a black lives matter march came across police handling a separate standoff situation. look at this. they reached a roadblock where police had been negotiated were hours as a vet reopening a metal pipe. protesters were patient during

the two former soviet states. >> it is also a turkish nation and they clearly left their signature with their red, blue and green flag. >> reporter: san francisco d.a. calling this attack inconsistent with san francisco's values and a crime, pointing to an investigation by san francisco police. >> in armenian hye means armenian. so we always say when they go low, we go hye. >> reporter: abc 7 news. the coronavirus pandemic has had a terrible impact, obviously, on call businesses. 110,000 have already closed across the country and seven million more are at risk of the same fate. to address that, the small business administration is handing out billions of dollars in loans to help companies pay their employees. but the i team is investigating many reports of possible fraud.

i team reporter dan noys has a story you will only see tonight. >> it's been only four months since president trump signed the cares act. >> i wanted that to be a good signature. >> reporter: that set up the paycheck protection program and five million small businesses have already received more than half a trillion dollars in low interest loans that may be forgiven. >> it is meant to keep employees on payroll while the businesses are impacted by covid-19. >> so it is our tax dollars. >> this is our tax dollars. >> the small business administration tells me so much money went out the door so quickly, that provided an opportunity for possible fraud. some abc 7 viewers checked the list of businesses who received ppp loans and contacted me with questions about an applicant from the south bay who used 88 in his company names. 88 cloud computing, 88 enterprise services, 88 investment empire. the owner claimed to have 48

employeed and received between $350,000 to $1 million for each of those businesses. i ran the company names and they all come back to this 39-year-old. this is his picture from linkedin. >> tran told me his businesses are real. he insisted he has 48 employees but when i asked to see his operation he hung up. i ran the address listed as the headquarters for those businesses and turns out it's his mother's house. i stopped by there several times and never found anyone home and i repeatedly called him and texted him. i'm waiting for that call back. i also went to the home in san jose and found people lounging on his kauch. does he own this house? >> yeah. >> is he here? >d up the drivewa his saraoga

>> dod him? >> i'm doing a story on him. >> i never heard back. the small business administration also had questions for him. records show he formed those four companies in the last couple of months, well after the pandemic started, and that would violate ppp guidelines. >> ppp program was for businesses that were already in business before covid-19. >> miriam explains the sba guarantees the loans but it is up to banks and lending institutions to process the lending applications and review a business's financials. three of the online lenders he used, fundbox, harvest and lendistry did not return my comments. >> obviously sba takes this seouy any fraud anvestiga tole >> the fbi has formed a ppp fraud working group with the small business administration and opened nearly 100

50s to the 60s. it's cooled off nicely. here is a gray view, but it is looking lovely in san francisco. fog low clouds, patchy drizzle in the weekend. we are expecting minor fluctuations. 7:00 a.m. when you wake up, you will find the overcast. skies around most areas. as we head into 11:00 a.m., the fog peels back to the coast and will sit there this afternoon but the tempertures will come up compared to today as the sea breeze will not be quite as song. upper 40s to upper 50s, so definitely sweater weather early on in the day but for the afternoon it is really going to be a nice day in the south bay. 84 in san jose. 88 in gill roy. 80 degrees in palo alto. 63 degrees in pacifica. 67 degrees. we'll have a few patches of fog lingering right near the coast. 82 in napa heading into the east

bay. 71 in berkeley. quite comfortable there. inland areas will be warm but not too hot. 98 in concord. 92 in antioch. first one is tropical storm hannah, expected to become a hurricane as it makes land fall tomorrow. that is expected to be a soaker for the southern states there. and also a storm surge. the bigger storm here is hurricane douglas. it has weakened since it was a category 40 last night. it is now category 3. but flash flood watches already up for the hawaii islands. where it's headed, it is packing winds of 115 miles per hour now. expected to weaken to a cat 1 as it makes its approach near hawaii. it will be the soaking rain, gusty winds and storm storm swells. the forecast warmer tomorrow, even warmer on sunday: mid-90s
