close by 10:00 p.m. after scenes like this, partyers packed together, no social distancing or masks. ♪ but tennessee's governor says he has no plans for statewide restrictions despite rising infections and death. >> we talked about statewide mandates. we also talked about alternative approaches. >> reporter: and now new scenes of a brazen disregard for social distancing. near denver thousands defying orders for an outdoor concert. in alabama more than 40 people testing positive after attending a multiday revival event at a church. in new jersey, police busting a 700-person party at an airbnb. and in south florida, a gym owner being led away in handcuffs after refusing to enforce a county mask mandate. >> i don't see how i can make my patrons wear a mask while on a treadmill. >> reporter: some funeral homes around miami saying they're overwhelmed bringing in refrigerated trucks to store covid victims. meanwhile, new covid cases are interrupting the major

league baseball season just days after it started. >> i don't put this in the nightmare category. >> reporter: the miami marlins canceling their first home game after 11 players and 2 coaches got infected and took the field against the phillies sunday despite already knowing four players were positive. the phillies canceling monday's game against the yankees as a precaution. now other coaches and managers are questioning if it's safe to finish the season. >> you know what, i'm going to be honest with you, i'm scared. i really am. right now you don't know if because of my heart condition, what happens, you know, to me if i do get it. >> reporter: but the commissioner says health protocols are working. >> the protocols were built in order to allow us to continue to play through those positives. that's why we have the expanded rosters. that's why we have the pool of additional players. >> reporter: and now more uncertainty in the nfl. at least six more players are now opting out of the upcoming season because of concerns about the virus. and back to baseball.

the commissioner was asked what it would take to shut down the league. and he said it would take teams losing so many players, they could no longer be competitive. alex, mona. >> megan, thank you. national security adviser robert o'brien is now the highest ranking official to test positive for the coronavirus. he was last seen at the white house thursday, but aides insist there is no risk of exposure to president trump. they say o'brien has mild symptoms and is self-isolating. sources say many staffers in the west wing were caught off guard learning about the diagnosis from news reports. meanwhile, the president wore a mask in public monday for only the second time as he toured a vaccine production facility in north carolina, but he urged states to re-open even as his experts suggest new shutdowns. house speaker nancy pelosi is accusing republicans are not being ready to seriously negotiate a new coronavirus relief bill. a $1 trillion republican proposal including another round of $1200 stimulus checks, but it would cut federal unemployment

benefits from $600 per week to $200 per week. republicans say that would help encourage more people to get back to work. >> that when you pay people not to work, what do you expect? so we want to continue to help the unemployed, but we want to encourage work. >> if you've lost your job through no fault of your own, republicans want you to take a 30% pay cut. >> the republican coronavirus relief plan also includes an re fm the white house to build a new headquarters for the fbi at a cost of nearly $2 billion. as millions of americans work from home, new frustrations are emerging. many companies are seeing productivity drop and stress levels rise, but google is now telling its workers to stay home until next july. abc's andrew dymburt has more. >> reporter: this morning, google is planning for a long pandemic becoming the first company to extend its work from home policy until next summer. and facebook's mark zuckerberg

reportedly said he hopes half his workforce will be working from home permanently in the next decade, but after an initial burst of productivity from employees sheltering in place, it appears new problems are emerging with employees working remotely. >> one company that we worked with actually saw productivity in their call centers rise by 38% immediately after the pandemic hit. as everybody went remote, two months later their productivity dropped to below prepandemic levels. >> reporter: a recent "wall street journal" article questioned whether working from home is sustainable with some companies saying projects take longer and training is tougher adding, younger professionals aren't developing at the same rate as they would in offices sitting next to colleagues and absorbing how they do their jobs. >> one automotive ceo told me we're getting super efficient. we're not innovating at all because our people aren't talking to one another and seeing one another. >> reporter: those pushing for remote and flexible job opportunities call this a period of growing pains and say it's the companies that need to make changes.

>> remote work really hasn't been adapted into most companies' culture yet. it's something that was forced and an emergency measure. >> reporter: and some possible middle ground. some people who are working from home are actually renting hotel rooms to get some peace and quiet, but that doesn't address concerns about the lack of social interaction and training opportunities. mona, alex. >> thank you, andrew. and attorney general william barr is set to testify today before house lawmakers looking into whether the justice department has been politicized. according to his prepared remarks, barr will insist that he acts independently of president trump, and he'll call the russia investigation bogus. barr will also accuse protesters in portland and other cities of exploiting george floyd's death and rioting and anarchy. the public arrives this morning to pay tribute to congressman john lewis whose casket lies in state at the u.s. capitol. an overnight vigil for the civil rights icon continues at this hour with friends and family

paying their respects. in a rare display of bipartisan unity, both house speaker nancy pelosi and mitch mcconnell spoke about lewis' enduring legacy during a service monday, but president trump did not attend. lewis' funeral is thursday in atlanta. time now for a look at your tuesday morning weather. forecasters say a tropical system in the atlantic has a good chance of developing into a named storm over the next day or so. it could affect some islands by tomorrow and has the potential to affect the east coast of the united states. looking at the radar, rain is in the southern plains into the southeast. some areas could see four inches. checking today's high temperatures, the heat wave continues from washington, d.c. to boston. 80s around the great lakes and along the west coast as well. 95 in the nation's capital. coming up, target makes a change after a decision by walmart.

back with this blue lamborghini which investigators say was bought with covid-19 relief money. the justice department david hines scammed nearly $4 million and used the money to buy the $300,000 car in miami. we turn now to what appears to be a deadly shark attack in maine. witnesses say something grabbed a woman swimming just off shore. this morning tragedy off the coast of maine where a woman has died after an apparent shark

attack. witnesses tell reporters on the scene that the woman's body was flung into the air by something in the water. >> it appears the female may have been attacked by some sort of animal. >> reporter: police say two kayakers helped the victim get to shore but she was pronounced dead at the scene. around new york city at the same time, two shark sightings forced the closing of a beach. >> came out of the water, spun around, just didn't look like a dolphin. fin, definitely a shark. >> reporter: lifeguards who saw one of the sharks say it was a bull shark, an aggressive species that can grow up to eight feet long. authorities later released a photo of a sea ray that washed up nearby about enormous bite marks. >> this was a sizable one and can do damage in the wrong situation and it's a credit to the lifeguards working together with the agencies to protect residents. >> reporter: shark attacks are down as more people stay home due the to pandemic. last month in north carolina a 16-year-old suffered 40 puncture wounds. >> tried lifting my leg up out

many patients say they're suffering from covid symptoms months after being diagnosed. the cdc now says 35% of people who have tested positive were still not back to normal after the typical recovery period. what are you hearing about this? >> most people who survive a virus but particularly coronavirus have this long-standing fatigue and malaise. they're even calling it myalgia with encephalomyelitis, which is a chronic inflammatory syndrome we don't understand quite yet but we're seeing a lot of people even months after surviving the virus having long-standing effects including memory and fatigue. >> moderna has started their phase 3 vaccine trial in the u.s. pfizer is also beginning late stage trials. how long does it normally take to know if a potential vaccine is effective? >> it's going to take quite some time because this is going to be two doses 28 days apart of the test vaccine, and then to really

see if it's effective, we're going to have to collect a lot of data, and it could take several months. some estimates say that we could see something by next spring. we will first see the vaccine deployed to health care workers and those who are more vulnerable before to the general public. >> on monday, the teachers union in florida called the rising number of children infected with covid in that state, quote, alarming. what do we know about why so many more children are getting infected? >> so there's still so much we really don't know quite yet. i think parents need to really understand if the school is taking precautions to ensure social distancing because, remember, young kids are not going to be disciplined to do that, and this virus spreads by prolonged close contact. >> we hear cases of measles, mumps and rubella are on the rise with fewer kids getting routine vaccinations due to the pandemic. what's your advice for parents? >> it's absolutely very
