all the bay area counties stand right now. as you can see, san mateo county is the only one not on the state's watch list. as part of our effort to build a better bay area, we're focusing on the economy especially during the pandemic. be on hair salons and gyms. abc7 news reporter julian glover to show us how some owners are already pivoting. julian. >> yeah, hi, yes, good morning, reggie. here in santa cruz yet another blow for business owners either forced to use outdoor space if down completely. as you mentioned, it has already been a tough summer for many of these businesses that really rely on tourism thanks to a rising number of coronavirus cases in santa cruz county and nail salons, barbershops and shopping malls and places of worship and nonessential offices and gyms will have to shut down before those numbers go back down.

the state is keeping an eye on the spread of coronavirus in those particular counties. dr. anthony fauci is concerned about the rising number of covid-19 cases as states remain open. jobina fortson is at the live desk with what the expert said on "gma" just a few moments ago. >> dr. anthony fauci doubled down on his plea for people to wear masks in public. speaking on "gma" this morning he is particularly concerned about the rising number of cases in southern states, arizona and california. he hopes governors will heed national guidelines now that they've seen a spike in cases after reopening. >> if you look at the guidelines the way we put them out some time ago, that really is the national strategy. at this level, you wait until you have a period of time over 14 days where it comes down and then you graduate to the next phase. if you do well there, you go to the next phase. oviously, as you've mentioned,

some states are not doing that. we would hope that they all now rethink that what happens when you don't adhere to that. >> dr. fauci also responded to president trump's recent tweets which claim he is misleading the public. you can watch his full interview coming up at 7:00 on "gma" right here after abc7 mornings. kumasi. >> thank you. ifiess pfizer is making progress in its covid-19 vaccine. up to recruit 30,000 volunteers for the next round of trials. they will test their vaccine on people 18 to 85 years old from all around the world. pfizer is wrapping up phase one of vaccine testing and the next round will be a combined phase two and phase three trial. president trump has been spotted wearing a mask in north carolina. he was there yesterday touring a vaccine lab. the facility requires all visitors to wear a mask.

yesterday the president praised moderna for entering phase three of vaccine trials. happening today, three pop-up testing sites reopen again in santa clara county. all three sites will now give you a wrist band when you check in that will help you decrease the amount of time you have to stand in that line. each wrist band is linked to the site when you can return to get tested. here are the locations open this week. oak grove high school in san jose is open until saturday. the county office of education in san jose. a new testing program is launching in san francisco's mission district this week. it's an effort to curb coronavirus cases. officials say a lot of infections in young people in that community. the latino task force is using with ucsf, b.a.r.t. and the city to conduct the test. >> we're taking a very limited amount of tests to see how efficient or effective it is to target cumuommuters

workers with low testing. you can take your test and be on your way in under five minutes. >> it testing will take place at the 24th street mission b.a.r.t. plaza. it starts at 7:00 a.m. and that will be going on for the next three weeks. a new poll finds that latinos worry more than other californians about how the coronavirus is going to affect them. according to the public policy institute of california, 61% of latinos are more anxious that they or their family will be infected. that is compared to 28% of black and white people. and 37% of asian americans. latinos make up nearly 39% of california's residents but they represent 55% of the state's coronavirus cases. a downtown san jose diner that has been around for more than 20 years unfortunately is now closed for good. according to our media partner

$600 unemployment benefit down to $200. democrats want to keep $600 payments until next year. today the man accused of killing a danville doctor is due in court. john conway will be arraigned in sierra county. investigators believe he shot and killed dr. gushman in tahoe national forest. he was on a hiking trip with his son over the fourth of july holiday. he was asking con way for directions when he pulled a gun on him. his son ran through the woods until he could get cell signal and call for help. he was eventually rescued. sean monterrosa returned to work. expected of looting at a walgreens last month. police body cam video captured it from inside the patrol car. the officer can be seen firing through the back seat through the windshield. police said they thought

while on patrol at the college of san mateo. the cat ran into the brush and they searched but no sign of the animals. a canadian couple spotted an unexpected visitor taking a cool dip in their pool. >> the raccoon is going for a swim. >> james novak shared this video that shows a water loving raccoon in their backyard pool in toronto. the animal started by dipping its front paws to test the water and jumped in and started paddling. according to the couple, the raccoon dried off on the deck and then went back in the water to take a few more leisurely laps. i like this journey for this raccoon. >> it had itself a day, didn't it? >> it wasn't bothering anyone either. >> i'm jealous. >> i know. okay. so, let me tell you about this.

much, kumasi, reggie. hi, everybody. let's start by looking at a visibility that continues to drop. i'm keeping an eye on petaluma and two miles this hour and the observations come out hourly. so, we'll just keep an eye on that and make sure it doesn't get any worse for the morning commute. the clouds are pretty wide spread this morning. you can see from 87 northward in san jose, looks pretty cloudy down here which is a little bit different start than yesterday but the ending is pretty much the same. mid 60s into the coast in san francisco and 69 in richmond and 73 to 79 for the bay. 80s in the south bay and north bay and low to mid 90s in our east bay valleys. we'll look at that weekend forecast coming up. back to kumasi. >> thank you, mike. fines could be coming in contra costa county for businesses caught violating health orders. you could pay up for things like not wearing your mask or not social distancing. this is all in an effort to protect everybody's health. health is something we're focused on here at abc7 as we

work to build a better bay area. amy hollyfield is live in walnut creek. >> hi, kumasi. yeah, they're talking about fining you $100 for the first time that you're caught without your mask. that fine can go up to $500 if you keep getting caught without it. and that is quite a bargain. a couple of other bay area counties charge even more. in napa they charge you about up to $5,000 for those who don't wear masks. in marin the penalty goes up to $10,000. contra costa county is the third area that approves fines for those that don't wear mask. they require the age of 2 when they're inside a business or waiting in line to get one. if you get a citation and don't agree with it, you would have ten days to write an appeal. the board of supervisors is expected to discuss this

meeting, this issue at its meeting this morning. reporting live in walnut creek, amy hollyfield, abc7 news. >> amy, thank you. also this morning. santa cruz county has joined eight bay area counties on the state's watch list. that means malls, gyms, churches and more have to close indoor operations. more than a third of the county's 970 covid cases were reported in just the past two weeks. you can see on this map the only county not being monitored right now remains san mateo county. could that change? now, we've been saying this for many days that it could get on that list, but our media partner the mercury news reports that officials expect to land on the list any day now. in the last 14 days, san mateo county reported 100,000 coronavirus cases. health leaders say the leaders meet one of the benchmarks the state uses for putting counties on the list. we do have that interactive map at abc7news.com that shows you

what is and isn't open by county and also shows you why the state is keeping an eye on the spread of coronavirus in those areas. one region hit hard by the virus is getting financial help to control the outbreak. governor newsom says the state will provide $52 million to the eight central california counties you can see on this map. the positivity rates in these counties range from nearly 11 to almost 18%. those rates are a lot higher than the positivity rates in the rest of the state. strike teams made up of health, safety and emergency workers will be deployed to central california this week. republican senators have released an outline of their federal relief package. it could be months before people suffering financially during this pandemic actually get that help. jobina fortson at the live desk with more on how this could work out. jobina? >> thank you, reggie. after outlining their covid-19 relief package, the republican-led senate will now need to negotiate what the democratic-led house on all of this. sources tell abc news the gop's

since the shooting at the gilroy garlic festival. three people died and 17 others were hurt when a gunman fired into a crowd on the last day of the festival. tonight, the gilroy strong resiliency center plans to hold a tribute which will be live tremed online and they invite people to put a #gilroystrong sign in the windows of homes and businesses to show support. the giants are back in town for their home opener tonight against the san diego padres. first pitch at oracle park is at 6:45. the baseball season, though, is in question right now based on covid-19 tests. 13 members of the miami marlins have already tested positive and here's the thing. the team knew they had four positive tests before sunday's game but they decided to play anyway. it's unclear how many phillies players may have been affected by them. >> everything that we've been doing over here, we've been making sure that we're staying

measure until november of 2022 but move forward to shift the election to presidential years. the council will discuss that proposal at the meeting this morning. abc committed to building a better bay area and a big focus on the economy and part of that is the housing shift we're seeing right now. this week we're devoting a lot of time to dig into housing and how the pandemic is impacting it. falling rents during the pandemic are opening up new opportunities for some people, but, of course, not for everyone. some rent prices are dropping. now, the rental listing site said that rents in san francisco fell nearly 12% from last year. however, the group tenants together says some landlords ar trying to coerce stimulus payments and illegally locking out their tenants. >> both of these things that seem contradictory but some tenants are buying themselves in a buyer's market and more exploited then they were before. it's about income inequality. >> experts predict eviction

moratoriums in place right now will be extended. tenants together is offering a free renter's hotline to answer a question about finding a place to live in the city. land and labor costs make the creation of affordable housing one of the biggest challenges and it could cost $800,000 to buy one unit. an effort is under way to rethink cost and design during the pandemic. housing experts are weighing whether new apartment complexes would really use communal gyms or pools. maybe more outdoor space instead. the planning group spur says we may not need to build affordable housing from the ground up. >> there may be opportunities to actually purchase existing multi-family buildings during this period and convert them to permanent affordability. >> spur estimates the bay area needs to build 700,000 affordable housing units just to meet demand. now an abc7 news live desk
