a big part of our commitment is focused on help for people who have lost their jobs because of the pandemic. today millions of people are losing a major federal benefit they depend on to survive. julian glover is live with how they are caught in a political battle. >> reporter: good morning. washington can just not agree on this one. s are pushing to cut that $600 weekly unemployment benefit to $200, democrats are fighting to keep it at $600. neither will have it at that point with the senate leaving washington yesterday on thursday. and we know a lot of americans all across the country are depending on this help. 1.4 million people filed for unemployment last week as those benefit checks expire today. both parties agreeing that another stimulus plan is needed, but they agree on how big it should be. >> we have unemployment

insurance. we think it should be crafted in a way that does not pay people more to stay home than to go back to work. >> we got here because our republican colleagues couldn't get their act together, they still don't have their act tgether, and now they are worried. but instead of being serious in negotiating, they have created a stunt. >> reporter: democrats are pushing for a $3 trillion package, republicans pushing for a much smaller $1 trillion package. the president is eager for a plan to be passed, less than 100 days toward election day now. but many cannot agree on what should be inside of any relief bill at this point. and of course americans will start feeling this next week when those $600 checks do not show up. reporting live this morning, julian glover, abc 7 news. san francisco is opening a new emergency hospital site because of a surge in coronavirus cases. there have been 1,000 new cases

in ten days, 107 covid patients are in hospitals right now and that is the most since the pandemic started. the facility will be at the presidio and able to handle 93 people if needed. health leaders say they want to be ready in case they can't slow the surge in cases. and here is a look at the latest confirmed number of coronavirus cases in the bay area. we are over 51,500. and these numbers also include people who tested positive but have recovered. in alameda county, they continue to have the most cases, now over 11,000. they have reported 72 new cases just yesterday. contra costa county is reporting seven more people have died, that is the highest total in one day. and that has pushed the local number of covid-19 deaths to 808. with every bay area county now on the state's monitoring list as you see on this map, what does it take to get off the

list? it is not only complicated, but it is almost impossible according to one county health official. kris rey kris reyes has the story. >> it is possible that our county may remain on the watch l list for a long time because we aren't going to be able to change those behaviors adequately to reduce the numbers. >> reporter: stoolano county wa the first on the watch list and every county followed after, meaning each one crossed the line in at least wofrnt sooeeas indicators. but with those metrics, this doctor says getting off the watch list will be very difficult. in the last four weeks, 95% of their new covid-19 cases all happened in private social gatherings. on paper, getting off the list is simple enough. according to the state, after a county is within threshold for all metrics for three days, it is removed from the county monitoring list the following complicated.ly

it is possible that the county would have to reply for a new variance which adds new hoops to get through. the supervisor pleaded for different metrics too, but after weeks of being on high alert, the county was put on the watch list wednesday. >> if you look at the other areas, we're doing rather well. and deaths within congregate care settings, within facilities, was zero. >> i would focus on the realm specific metrics, and i would acknowledge that we can't control what people are doing in their personal lives. >> reporter: kris reyes for abc 7 news. we're tracking every county in california to see whether it made the state's watch list, how long it has been there. you can check out this interactive map on abc7news.com. this morning dr. fauci and other top public health experts are set to testify before the house coronavirus panel about the need for a national strategy. and this is as america breaks

covid-19 records and the virus continues to spread in more than 30 states. jobina is at the live desk with more. >> good morning. nearly 4.5 million americans have now tested positive for coronavirus with nearly 152,000 deaths nationwide. florida had its third straight day of record deaths testing sites closing through the weekend as a tropical storm approaches the state. california, north carolina and texas hit record daily deaths this week. but dr. fauci told cnn last night that he does not think the country needs to go back to a lockdown. >> the thing we need to do is we need to put out all the stops to get down to baseline and to keep it there by doing the things that we've been talking about and that i've been talking about consistently. >> there is a new grim warning from the association of american medical colleges, quote, if the nation doesn't change its

course, and soon, deaths could be well into the multiple hundreds of thousands. that is coming from the american medical colleges. we did have one positive update though, fema is reporting fewer cases down an average of 3% from last week. so an up side there. and coming up next, the real fear of another foreclosure crisis. 7 on your side's michael finney is looking at what struggling homeowners can do now. and painting over the past. the demand for change in the north bay sparked by a controversial figure from history. but first, let's check in with -- hey, jobina. and hey mike, happy friday. i hope we have a good forecast for today. >> we really do. we have a little bit of something for everybody. if you want cloudiness, a lot of people along the coast do appreciate the cooler conditions. we've got that. we have the sunshine and warm weather inland. so it will be a nice summer day

for us. let's start off with what is going on in the east bay, some of our super commuters, tri-valley will, mid to upper 50 anocrentwood, around 63. clouds are late arriving to the east bay. so far the reporting stations say we're the only ones without clouds. santa rosa some fog and 54. san jose 61. so let's talk about the morning commute. it will be cloudy for most of us, but sunny this afternoon on mass transit, so take those sunglasses. the breezes will start about an hour sooner and they will cover more of the bay so all waters will be choppy this afternoon. we'll be in the 50s through 10:00 in san francisco, mid-60s to upper 60s noon all the way through 6:00. and a little milder this evening, 62, north bay will be in the cloud cover through at least 10:00 and then sunshine and 75 at noon. mid-80s this afternoon. 73 at 8:00. and 59 with clouds cover in the

i'm tracking a new hurricane that iow way battering the dominican shoreline. and it has dumped flooding rains on puerto rico, expected to reach the central bahamas later today and move near southern florida tomorrow. it could impact parts of the bahamas devastated by hurricane dorian last year. st. louis it will be a wind damage event as well. it is moving into warmer conditions and shallower caribbean water, so more damage could ensue as it becomes more powerful. we'll take a look at that forecast coming up. back here in the planner, it doesn't look much different than the last several days. it will just be breezier for all

of us. we still have the heat down to our south, high risk for illness as temperatures could reach 122. 119 today in palm springs. thank you, mike. the words "black lives matter" now appear in lights in the east bay. the glowing sign sits on top of a building on the north side of interstate 580. it is 40 feet wide, 4 feet high and has thousands evof l.e.d. bulbs. a special prosecutor will now investigate a deadly shooting by six vallejo police officers. willie mccoy died after the officers fired 54 shots at him. it happened in february of last year at the drive-thru of taco bell. our media partner group is reporting the bay area news group is reporting that they are

appointing a special prosecutor and hoping that this settles a dispute between the district attorney and the attorney general, both tried to avoid probing mccoy's death. officers claim that mccoy threatened them by reaching for a gun. his loved ones accuse police of using excessive force. in the north bay, dozens of students and parents rallied outside of drake high school in support of changing the school's name. it had been named after sir francis drake for the last 70 years. but now the district is changing the name because of drake's links to the slave trade. this week they started the process of removing martin, th member of next year's graduating senior class, told us that she has had issues with this name for a long time. the mesn e it is the start ofan

>> school district agrees that they need to hire more teachers of color. and we're dedicating our efforts this week to the housing shift that is under way right now because of the pandemic. it is really a stressful time for homeowners. 7 on your side's michael finney is warning that some distressed homeowners are getting into deeper trouble. good. >> robert walks into his meeting with a housing counselor. the union city man is struggling to keep up with his mortgage payments. the independent plumber has seen much of his work dry upicrtsked succeeded in getting a loan modification to foreclosure. >> i was threatened of auctions of my house on four different

occasions. >> reporter: robert's situation may not be unique. they estimate just under 4 million americans are this forbearance. that allows those with federally backed loans to skip paying their mortgage due to the pandemic. lenders give them three months to get back on their feet. those three months are about to expire for many, but under the c.a.r.e.s. act, homeowners could get another three months and ultimately a total of a year. con secret the executive director fears that that could cause more harm. >> the way i'm seeing it, you are just buying time. you are just buying time and once that is due, unless you have the $20,000, the $30,000 from the back payments, i mean, we're going back to 2009. >> reporter: a 1 community housing services fears a repeat. so for the next seven months, it is hosting monthly webinars for individuals in danger of foreclosure. homeowners who lack the funds

so i feel for those folks. yeah, so let's talk about something more positive. t's take a look outside. hi, everybody. from the golden gate bridge, we have the free air conditioning still cranking at about 13 miles per hour. and that is why most of us are in the 50s again this morning. the breezes will touch more of our neighborhoods today, but we'll still have a degree or two of warmth added to the air mass. nearly steady the clouds and temperatures through the overnight hours and as we head into next week, it will be breezy with temperatures below average. so if you get through this weekend, we'll balance it out next week. right now mid-50s to near 60 elsewhere. and let's talk about the south bay, 79 in sunnyvale, everybody else in the 80s. 93, in morgan hill. santa cruz sunshinend the peninsula, 72 to 79. along the coast, we'll have temperatures around 62 to 64. upper 60s for downtown, south

let's take a look at what is going on wheith ooigs oigisaias about the damaging flooding rains and surf. and it is trying to skirt right over the bahamas, especially the western islands and then trying to stay along the coast of florida as we head through the weekend. that means that there will be dangerous surf at least even some flooding rains possible as you head up towards georgia and south carolina as we head into early parts of next week. so even though it is a 1, it could cause some serious damage. so we'll keep an eye on it. an organization that helps low income and homeless people in santa clara county is now

asking for your help. west valley community services is looking to raise the final $300,000 of a $2 million campaign that it started last year. the group has seen a triple digit increase in demand since the pandemic started as and got a jump-start toward its goal yesterday. lhi hansen donated $10,000 to their campaign. we know each of us deals with stress and anxiety differently and a new survey reveals some insight into how people are coping during the pandemic. some people have turned to a tool called robot health. a clinical research psychologist developed it and the site found that nearly two-thirds of millennials and gen z respondents say they feel anxious every day. but only one in five essential workers felt depressed or hopeless compared with 27% of everyone polled. >> it just speaks to the importance of having meaning and
