some east bay stylists say they are fed up. one group's plan to reopen their salons, defying health orders and risking punishment. good evening and thanks for joining us. i'm dion lim. >> and i'm eric thomas. we begin with a look at the latest coronavirus numbers. new data out today shows california has again had a record number of deaths. the state reported an increase of 219 deaths yesterday for a total of 9,224. as for cases, the state now has 500,130 cases to date. the positivity rate, the percentage of coronavirus tests coming back positive, appears to be declining slightly. the rate is 7.3% over the past two weeks. state officials say this number will be the key to understanding spread as testing increases. and as we continue our coronavirus coverage, we're looking at how we can build a better bay area despite the pandemic. we are focused on several key elements that include the economy. in san mateo, businesses are

being ordered to close at midnight. the county has been on the state's watch list for more than three days now, which forces many indoor businesses, including hair salons and gyms to shut down. as of this morning, the county was still in discussion with the state about their status, so businesses hadn't closed yet. san mateo was put on the watch list because of several factors, including an increase in the rate of covid-19 cases there. >> there is growing frustration and anxiety in an industry hard-hit by the covid-19 pandemic across california. many hairstylists and salon owners still can't reopen. in the east bay, a growing number of stylists are prepared to defy a county order and open anyway. abc 7 news reporter cornell bernard is live in pleasanton with the story. >> reporter: eric, the pandemic has been brutal for hair salon owners across the state, especially here in alameda county. many say they are struggling and need to reopen now, even if that

means defying a county order. >> i can'tdstylis he hung o long enough. >> our county will not allow us to do anything, not even outdoors. >> reporter: salons have not been allowed to reopen since march. >> i can go get a boob job right now for crying out loud but i can't cut hair. >> reporter: this solidarity rally brought a growing number of stylists together to say they're ready to open safely indoors. >> we can follow the rules. we can do what they ask us, so let us open up indoors. we are safer inside. >> reporter: christine palmer safety veen protocols and should be classified as essential workers. >> because we are essential to our clients' health and well-being. >> reporter: if county officials don't grant permission, these

stylists say they're prepared to risk fines by reopening collectively august 17th. >> we have no choice. we've been told no every step of the way. >> reporter: salon owners rallied at san francisco city hall friday. they want the city to let them open safely or provide them with unemployment pay and a recovery plan. >> while everyone thinks i'm crazy, i'm the only person here in our desert doing it. >> reporter: rebecca alcorn is doing the unimaginable. she's taking her palm springs area salon outdoors, where extreme temperatures are pushing 120. she's got a pop-up tent and a giant fan offering cuts most days between 8:00 and 10:00 a.m. >> i've never had the government take away my ability to make money, so this is just a really nice way as a business owner to keep my head up, keep positive, keep looking for the future. >> reporter: back here in pleasanton, stylists say they are drafting a letter of intent to county officials asking permission to reopen. if the answer is no, they're

prepared to reopen anyway in two weeks. no response from the county health department, but the sheriff's department says they run the risk of having their licenses revoked by the state. but as far as enforcing it, the sheriff's department says it,or bernard, abc 7 news. >> a story we'll keep watching. cornell, thanks. well, a workers rights rally delayed shipments from an amazon warehouse in the east bay. labor groups organized a caravan that delivered a petition to amazon demanding the company shut down the san leandro warehouse for two weeks for cleaning. demonstrators want the company to implement safety measures and suspend delivery of non-essential items during the pandemic. in response, amazon says it has invested more than $800 million on 150 safety measures and changes. progress reported today in weekend talks at the nation's capital about a coronavirus relief measure.

democratic lawmakers met with steve mnuchin and mark meadows. the trump administration is willing to extending the now expired $600 weekly unemployment benefit at least in the short term but is opposed to state aid and assistance to renters and homeowners. >> we discussed both the issues we agree on and issues we don't agree on. i would characterize this as there's still a lot of work to do. >> it was a productive discussion. now each side knows where they're at and we are going to work very hard to come to an agreement. >> the group has spent days trying to reconcile priorities for another round of stimulus funding. they'll meet again on monday. half the country is seeing a rise in deaths and positive cases of covid-19. 33 states and puerto rico are reporting an increase in deaths. florida broke its record of daily deaths for the fourth straight day today, and this comes at a particularly bad time for the state, which has been forced to shut down testing sites prepare for hurricane

isaias. at least 25 states have reported a rise in positive cases. in new jersey, the governor says if cases continue to rise, he will pause reopening. >> consider this as being put on notice. we will not tolerate these devil-may-care, nonschalant attitudes any longer. >> and in georgia, the world congress center convention hall is being reopened as a temporary hospital next week as icus near capacity. hundreds of children have new supplies to start the school year, thanks to the generosity of others on the peninsula. families lined up inside their cars for a backpack giveaway at the san mateo event center. samaritan house organized today's event and the charity's ceo explained how the pandemic has made buying basic supplies harder for low-income families in this video provided by samaritan house. >> this year, it is critically important for these children

because not only would they not get supplies from the schools, but this is also their desk, their way of organizing their homework. >> samaritan house also tells us its food pantry is serving more families than usual. you can blame that on the economic hardships spurred by covid-19. san francisco's public library will launch a program this month to let people borrow and return books and other materials on a pickup and dropoff basis. the library calls the problem sfpl to go. it will debut on august 10th at the main library in civic center. library card holders can request materials to borrow online and they'll get an email telling them when they can pick up items. all materials borrowed before the pandemic can be returned at select locations. >> you can go to abc7news.com/krvgs fabc7news.c /

president trump says he plans to ban the chinese-owned app tiktok from operating in the united states. overnight the president said he would sign some sort of executive action as soon as today. for months now, u.s. officials have said the chinese government could use the app to gain access to users' private data. some branches of the military have already banned service members from using the platform. tiktok released a written and video statement saying they are dedicated to privacy and their users. >> we have heard your outpouring of support and we want to say thank you. we're not planning on going anywhere. we're here for the long run and

continue to share your voice here and let's stay with tiktok. >> the threat comes amid reports that microsoft is considering buying the u.s. operations of tiktok. it's unclear how the president's plans may have impacted those negotiations. microsoft has not commented. members of the public can now visit a floating landmark in alameda again. that is the band welcoming visitors to the uss hornet for the first time since march. the hornet is now open friday through sunday from 10:00 in the morning until 5:00 in the evening. only 50 people per hour can visit the retired aircraft carrier. the hornet is also limited to 300 visitors a day af the ship open. that includes the flight deck and the hangar bay. coming up on abc 7 news at 6:00, a tropical storm is headed to florida, and it could be upgraded to a hurricane by tonight. the impact it's already left on

happening now in southern california, evacuation orders are still in effect due to a wildfire burning near homes in san bernardino county. the apple fire has burned 1,900 acres in the community of cherry valley about 70 miles east of downtown los angeles. cal fire says they have zero containment. so far there were no reports of any injuries or buildings damaged. florida residents are preparing for the impact of hurricane isaias. the hurricane snapped trees and knocked out power as it blew through the bahamas with 80-mile-an-hour winds and heavy rains. the storm has killed at least three people, including a 5-year-old boy. electricity has been knocked out in the still-fragile u.s. territory of puerto rico, and now the hurricane is making its way toward florida, which has already declared a state of emergency for coastal cities.

>> i tell you, as badly as i feel for those folks, it's nice to look out and see blue skies and not have the danger of that going on. let's take a look now at the forecast with drew tuma. >> yeah. and we'll have the track on that storm in just one second, but for us, the 1st day of august typically means it's a foggy start and that's what we had earlier this morning. live doppler 7 along the satellite shows the marine layer has pulled back to the coast. we're seeing a lot of sunshine out there. we'll take you to our golden gate bridge camera. you can see the flag waving in the breeze right now, about 10 to 20 miles per hour. you can see a little bit of fog beginning to move through the golden gate. that marine layer will expand again in the next few hours. winds right now, most spots it's 10 to 20 miles per hour, an onshore breeze at this current moment. in the city we are gusting to 32 miles per hour, so cooler air is getting rushed in at the current time.

right now it's 70 in oakland but 64 in the city. it's 84 in santa rosa so we have some warmth away from the coast. 76 in san jose and gilroy. live doppler 7 along with satellite, here is the setup in the atmosphere. we have high pressure in the desert southwest right now that is currently baking much of the southwest. but an area of low pressure to our north and east is keeping us on the cool side for the coastal communities of the a communities. that's why we're going to stay sandwiched between these two features and keep that fog overnight tonight and also keep typical temperature is again fo sunday. so overnight tonight we'll have that cloud cover regaining itself along the coastline and then moving into the bay shoreline. temperatures mainly falling into the mid and upper 50s under breezy conditions. let's time out that marine layer for you. early tomorrow morning there you can see it regrouping around the bay shoreline.

first thing tomorrow morning coastal communities waking up to the cloud cover, but it looks like that marine layer gets pretty compressed pretty quickly tomorrow so that means we'll see a lot of afternoon sunshine again. so highs on our sunday, about 66 in the city. we'll go to about 74 in oakland. 83 the high in san jose. 91 in santa rosa, so it is hot as you go into the north bay. 92 in concord, 95 in antioch and 90 the high in livermore. let's get you the latest on that tropical storm. we'll take you off the coast of florida, where tropical storm isaias right now does have winds of about 70 miles per hour, but the storm is strengthening and will move to the northwest at about 9 miles per hour. so you take a look at the track, and you can see it's off the florida coastline the next 24 hours. it does strengthen to a category 1 storm and then it looks like it's going to parallel the east coast, becoming a real big rain maker. anywhere from 2 to 5 inches of rainfall is expected.

back here at home, here is the accuweather seven-day forecast. bright and breezy tomorrow. then a cooling trend will move in here. look what happens mid-week around here. wednesday mainly in the 60s and 70s with some morning drizzle, but those temperatures rebound and next week we're back into the 70s, 80s and low 90s. well, this is easily the busiest sports weekend we've had in more than four months, and we have something for everyone. let's start with soccer. san jose earthquakes making quite a run in the mls is back tournament in orlando. they were the first team to enter the bubble and hope to be the last team. they are taking on minnesota fc as we speak. as cliche as it may sounding, it's all about keeping the same approach. >> we have coto continue to com out with the same mindset that we are the underdog and have that in the games from the past

until now. never say die. major league baseball commissioner rob manfred told espn there was no reason to quit now and that was with regard to positive tests with the st. louis and miami teams. he said the situation is manageable but players need to be better. nearly two dozen games have been postponed. major league baseball has postponed the entire cardinals/brewers series. both the giants and the a's are making adjustments to keep their players and staff safe. >> we've taken some new precautionary measures. you may have seen that we're a little more physically distant in the dugout. we have even moved some players who are not in the starting lineup into the stands. >> i only know how we go about it, and i'm comfortable i don't think you can be perfect. there are just ways to get it even if you're doing what you feel like all the right things are protocolwise. so, you know, you just do the best you can. players are reporting to

they are keeping watch on the hurricane and expect landing off the coast of pensacola. they have been at the international space station since may. hurley says they're ready both mentally and physically. >> the ground teams are fully aware of the challenges of the water landing, what it does to the human body. we'll just take it from there. we've exercised very hard while we've been up here. >> the landing is expected sometime tomorrow afternoon. it will be the first splashdown for astronauts in 45 years. >> and we wish them the best of luck. that's it for abc 7
