>> pretty sad commentary for the senate leader in the united states of america to sit on a bill that the house passed and then say, well, whatever this president wants, i want. >> the white house is trying to determine if money left over from an earlier stimulus bill can be used to extend federal unemployment benefits. a top ucsf epidemiologist who says he sees surges as waves is predicting that it is inevitable that we might see a third wave of coronavirus. >> i don't think that we'll get back to a true baseline before we see a third wave. we're really at the end of a second wave. so we'll see it go back down a little bit before it starts to go back up again. >> so the biggest question mark now is when will we get a vaccine. dr. fauci has said a vaccine could come by the end of the year, but some of the people designing the vaccine trials say it might not happen until 2022. >> i think it will be sooner than that, you know, it is easy

start, we wanted to ask high school students about how they feel once learning again but remotely. it is candid conversation with young people. here is j.r. stone. >> that is stupid, but okay i guess. >> reporter: jason dempsey will be a freshman at castro valley high school and she is not so happy about starting the third year distance learning from home. not even though feels as comfortable going back as jason does, for this story we talked with teens all across the bay area. everyone we talked with did some for him of distance learning last year. >> it went really well.him of dt year. >> it went really well. all the my grades were good, so i don't think there is any problem staying with home. >> reporter: but for several students, distance learning did not go so well. >> it is a struggle for kids like me that have ieps. the last three months at the end of the school year, i struggled a lot. >> reporter: while many might

not be a fan of distance learning, they understand why. >> i'm worried about my family and friends' health and safety, and i've been really paranoid and so i haven't left the house and if i have to leave the house, i wear a mask and bring hand sanitizer with me. >> i really hope well do online school. >> reporter: and younger kids are most impacted by not seeing other children, but in our conversations, it was clear that thattism panl ichmpact is felt kids. >> i can't go anywhere. >> and we had a meeting today, it was kind of cool. but i wish it was like real life where we get to see each other. >> i am just frustrated and scared request how the school year will end up. >> reporter: students and their families are preparing with the heap that may hope maybe at one point they can see classmates and meet their teachers. j.r. stone, abc 7 news.

we all know close being tin digital divide is critical. coming up, how the solution goes far beyond just handing out laptops. and a silicon millionaire defending himself over his back to school plan. let's check in with mike. hi, everybody. let's take a look at what will happen on this friday. we've got some drizzle hanging in the east bay hills, a little bit of mist over the east bay lower elevations. and temperatures ranging from about 57 in richmond and cass tony romo swrally to about 60 in oakland, union city and also fremont. so temperatures pretty of the same as they were yesterday. mid-50s to low 60s when you head out. just not likely needing the umbrella like a lot of us did yesterday morning. here is a look at south beach where it is about 55 degrees right now. the closer you get to san francisco, the more likely you will run into some mist. so you need a jacket this

morning for mass transit, but not this afternoon. a little choppily nory north ofy bridge this afternoon. we'll warm into the low to mid-80s this afternoon. and north bay, we're 59 with cloud cover at 8:00. and by noon, sunshine and 72. we'll try to touch 80 for a couple hours late this afternoon. done to 72 this evening. and south bay will see increasing sunshine and 74 by noon. we'll hang out in the upper 70s for several hours this afternoon with sunshine and then down to a comfortable 67 by 8:00. we do have some warm temperatures above average for the weekend forecast. we'll talk about that coming up next. now my time to spend time with jobina. how are you doing this morning? >> hey, mike. i'm doing well, thanking. glad you are too. yes, get the moves, mike. it is almost friday, everybody.

i'm excite ed clearly you can tell. and we have a little incident at the richmond/san rafael bridge, but no injuries reported. and the crews are moving it out of the way. so we'll take a live look in oakland 880 at the coliseum, things are moving smoothly. headlights are making their way south this morning. also the drive times here, tracy to dublin will be a 23 minute ride. we do have a high wind advisory issued by the chp for the altamont pass, antioch to concord, 13 minutes. san rafael to san francisco, 17 minutes. and this morning san francisco public transportation officials are asking congress for $32 billion. the san francisco examiner reports local officials are lobbying lawmakers. they say without the even affection of federal aid, they will be forced to make significant budget cuts. the funding would keep buses and

mid-50s to around 60 this morning, nothing has changed there, but look at that faster sunshine and those temperatures, 62, 74 and 81. coast, bay and inland. our fastest breezes from about 11:00 to 9:00 north of the bay bridge through the delta. and the heat continues to ease across the entire state, 70s and 80s mainly. we have breaking news to share with you. new information about an officer-involved hooting in the ea -- shooting in the east bay. police shot and killed a suspect. they started chasing in san leandro, but around 11:00 p.m., the driver got out of the vehicle holding an assault style firearm in oakland. an officer fired his weapon and killed the suspect. oakland police will lead the investigation. a

from the local school system. and some teachers have responded expressing interest. our building a better bay area focus his week is the topic of back to school. it is a huge concern as the new year is approaching. we're talking about the digital divide. school districts have been working throughout the summer to find solutions to this huge challenge. students have been given laptops and hot spots, cities are installing free wi-fi in public spaces. but is it enough? as liz kreutz shows us, it goes deeperstwn a device. >> reporter: kids are soa of th looming, so are the concerns about going back remotely. >> internet access is a privilege. everybody don't have it. >> reporter: paul austin, anning onner of this summer chasm, wam working with underprivileged kids and he has seen how the

pandemic has put an even greater spotlight on the so-called digital divide, the disparities that have access to technology and those who don't. paul says most of the students he mentors have been given chrome books and hot spots from their schools, but it is more than just getting a dwas. device. >> they are not 100% confident at working on a computer. >> reporter: this only begins to scratch the surface of the challenges the school districts face this fall. at oakland unified, where 70 prls of the students qualify for free lunches, the district has raised $12.5 million through the oakland undivided initiative. still, it is no easy feat. the district estimates about half of their students, roughly 25,000 kids, need some sort of connectivity or device. and then there are unforeseen challenge, supply and demand. the 25,000 new laptops are on

stream. mike, i'm really happy that we're doing this because i know there is so much anxiety around back to school. so good to hear from all these different people especially from the students themselves. >> right, because they are the most affected outside the teachers. so we want to make sure we take care of them too. i love this series this week. as son of a former teacher, retired teacher and someone who just got his kids out of school, i know what these parents are going through and i can't imagine the sleepless nights they are dealing with. so let's talk about something maybe a little less stressul today. and that is our weather forecast. it will be a much quieter day. no records set today. more sunshine, so if you run on sun, we'll energize you today. highs will recover back to almost seasonal levels. it will be cool with just barely isolated areas of drizzle and above average temperatures for the weekend. at least away from the coast. here is a look at your fog and you can see, wow, places that didn't even see sunshine yesterday or saw it for like an

hour already seeing sun by noon, but still plenty of clouds around the bay at noon. but that will also evaporate for a couple hours this afternoon. so let's see what it does to our temperatures. south bay, we rebound around mid to upper 70s until you get to morgan hill and kigilroy where we'll have low to mid-80s. and upper 60s in downtown, south san francisco and sausalito. 78 in san rafael. east bay shore, 70 to 76 degrees. and after a record cold 69 yesterday in livermore, 84 today. so the 80s are back to the east bay valleys. tonight you can see the cloud cover, not as extensive as the last couple days. mid-50s to low 60s. we'll add a couple degrees tomorrow, we'll be above average away from the coast for saturday and sunday and then return back to average early next week.

>> yesterday with 60 degree temperatures in livermore. old record 72 from 1999, redwood city, 68 from 1935. that is a long time ago. here is a look at what is happening tomorrow. you can so some 90s creeping in and the inland. even warmer saturday with the hottest day sunday with some upper 90s, even some 100s showing up around clear dale and clearlake. you can see a few 80s creeping into the bay also. it will be warm this weekend. on the peninsula, san mateo county's board of supervisors has voted to declare racism a public health crisis. so this declaration will allow the county to allocate funding toward racial equity programs
